It has been brought to the notice of the CHQ that, circle councils are not reconstituted in certain circles. Further, it has also been brought to the notice of the CHQ that, in many circles, local councils are not being formed at the OA level. These issues were raised by BSNLEU in the Formal Meeting held with the Director(HR) on 16-07-2025. In that meeting itself, the Director(HR) assured that necessary guidelines will be issued to the circles on these issues. Accordingly, the Corporate Office has issued letter to the circles on 29-08-2025, by enclosing previous letters issued by the SR branch on the subject. The SR Branch has also directed that Formal Meetings should be given to the recognised unions, where circle councils are not reconstituted due to some reasons.

BSNLEU के प्रमुख पदाधिकारियों का बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक से परिचय कराया गया।

बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक श्री ए. रॉबर्ट जे. रवि के साथ आज एक बैठक हुई, जिसमें BSNLEU के नवनिर्वाचित प्रमुख पदाधिकारियों का बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक से परिचय कराया गया। निवर्तमान महासचिव, उपाध्यक्ष, साथी  पी. अभिमन्यु ने अध्यक्ष, साथी  एम. विजयकुमार, महासचिव, साथी  अनिमेष मित्रा, उप महासचिव, साथी  गणेश हिंगे और कोषाध्यक्ष, साथी  इरफान पाशा का बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक से परिचय कराया। इस परिचयात्मक बैठक में BSNLEU के नेताओं ने वेतन संशोधन के शीघ्र निपटारे के लिए बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक से हस्तक्षेप की मांग की। नेताओं ने यह भी मांग की कि नॉन एक्ज़िक्यूटिव्स  को दिए जाने वाले फिटमेंट की मात्रा एक्ज़िक्यूटिव्स के समान ही होनी चाहिए। यह भी मांग की गई कि किसी भी कर्मचारी को वेतन हानि और स्थगन से बचाने के लिए उचित कार्रवाई की जानी चाहिए। यह भी मांग की गई कि इस वेतन संशोधन में लागू वेतनमान अगले वेतन संशोधन का आधार नहीं बनना चाहिए। बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक ने उपरोक्त मुद्दों पर ध्यान देने का आश्वासन दिया।

वेतन संशोधन के बाद वेतन हानि और स्थगन से सुरक्षा - BSNLEU ने बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक को पत्र लिखा।

BSNLEU पुरज़ोर माँग कर रहा है कि नॉन एक्ज़िक्यूटिव कर्मचारियों के वेतन संशोधन में न्यूनतम 5% फिटमेंट दिया जाए। हालाँकि, परसों हुई बैठक में प्रबंधन पक्ष ने इस माँग को अस्वीकार कर दिया। इन परिस्थितियों में, BSNLEU ने कल बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक को एक पत्र लिखा, जिसकी एक प्रति वेतन संशोधन समिति के अध्यक्ष को भी भेजी गई। इस पत्र में निम्नलिखित तीन माँगें उठाई गई हैं।

(1) BSNLEU ने माँग की है कि वेतन संशोधन समझौते में यह उल्लेख किया जाए कि एक्ज़िक्यूटिव्स को जो भी फिटमेंट दिया जाता है, वही नॉन एक्ज़िक्यूटिव कर्मचारियों को भी दिया जाए।

(2) कम वेतनमान और 0% फिटमेंट के कार्यान्वयन के कारण कुछ कर्मचारियों को वेतन हानि का सामना करना पड़ सकता है। इसलिए, हमने माँग की है कि प्रबंधन द्वारा विशेष वेतन वृद्धि प्रदान करके वेतन सुरक्षा प्रदान की जाए, ताकि वेतन संशोधन के कार्यान्वयन के बाद किसी भी कर्मचारी को वेतन हानि का सामना न करना पड़े।

(3) चूँकि वेतनमान कम हैं, इसलिए वेतन संशोधन लागू होने के बाद भी कुछ कर्मचारियों के वेतन में स्थगन की संभावना बनी रहेगी। इसलिए, हमने माँग की है कि प्रबंधन द्वारा उचित कार्रवाई की जाए ताकि यह सुनिश्चित हो सके कि वेतन संशोधन लागू होने के बाद किसी भी कर्मचारी को वेतन में ठहराव की समस्या न हो। यदि किसी कर्मचारी को वेतन में ठहराव का सामना करना पड़ता है, तो प्रबंधन द्वारा उसे उचित सुरक्षा प्रदान की जानी चाहिए ताकि कर्मचारी को वेतन में ठहराव की समस्या न हो।

आज की वेतन संशोधन समिति की बैठक की मुख्य बातें।

वेतन संशोधन समिति की बैठक आज सुबह 11:00 बजे आयोजित हुई। पिछली वेतन संशोधन समिति की बैठक के बाद, सीएचक्यू ने सभी सर्कल सचिवों और सीएचक्यू पदाधिकारियों से संपर्क किया और प्रस्तावित नए वेतनमान, फिटमेंट आदि पर उनके विचार जाने। BSNLEU के सभी कर्मचारी पक्ष के सदस्यों ने आज की बैठक में भाग लिया और निम्नलिखित माँगों को पुरज़ोर ढंग से उठाया :

(ए) नॉन एक्ज़िक्यूटिव्स के लिए फिटमेंट, एक्ज़िक्यूटिव्स के समान होना चाहिए। इस बिंदु का उल्लेख वेतन संशोधन समझौते में किया जाना चाहिए।

(बी) प्रबंधन यह आश्वासन दे कि इस वेतन संशोधन में लागू वेतनमानों को अगले वेतन संशोधन का आधार नहीं बनाया जाएगा।

(सी) इस वेतन संशोधन के लागू होने के बाद किसी भी कर्मचारी के वेतन में हुई हानि की भरपाई अतिरिक्त वेतन वृद्धि देकर की जानी चाहिए।

(डी) इस वेतन संशोधन के लागू होने के बाद किसी भी कर्मचारी के वेतन में आए स्थगन का प्रबंधन द्वारा उचित समाधान किया जाना चाहिए।

आज की चर्चा में, प्रबंधन पक्ष ने दृढ़ता से तर्क दिया कि नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन पर समझौते पर हस्ताक्षर, एक्ज़िक्यूटिव्स के वेतन संशोधन के कार्यान्वयन के बाद ही किए जा सकते हैं। कर्मचारी पक्ष ने इसका कड़ा विरोध किया और नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन समझौते पर तत्काल हस्ताक्षर करने की मांग की। इस मुद्दे पर काफी गरमागरम बहस हुई। अंततः, प्रबंधन पक्ष वेतन संशोधन समझौते का मसौदा तैयार करने पर सहमत हो गया। वेतन संशोधन समिति की अगली बैठक 11.09.2025 को होगी।

BSNLEU के नवनिर्वाचित प्रमुख पदाधिकारियों ने निदेशक (मानव संसाधन) से मुलाकात की।

BSNLEU के नवनिर्वाचित प्रमुख पदाधिकारियों की आज निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी के साथ एक परिचयात्मक बैठक हुई। इस बैठक में अध्यक्ष साथी  एम. विजय कुमार, महासचिव साथी  अनिमेष मित्रा, उपाध्यक्ष साथी  पी. अभिमन्यु, उप महासचिव साथी  गणेश हिंगे और कोषाध्यक्ष साथी  इरफान पाशा ने भाग लिया। इस बैठक में प्रिंसिपल जनरल मैनेजर  (एसआर) सुश्री अनीता जौहरी भी उपस्थित थीं। उपाध्यक्ष साथी  पी. अभिमन्यु, जो निवर्तमान महासचिव हैं, ने सभी साथियों का निदेशक (मानव संसाधन) से परिचय कराया। निदेशक (मानव संसाधन) ने पदाधिकारियों को बधाई दी और BSNLEU के नवनिर्वाचित पदाधिकारियों को प्रबंधन के सहयोग का आश्वासन दिया।

A meeting with Shri A. Robert J. Ravi, CMD BSNL, is held today, wherein the newly elected key office bearers of BSNLEU were introduced to the CMD BSNL. Com.P.Abhimanyu, VP, the outgoing General Secretary introduced Com.M.Vijayakumar, President, Com.Animesh Mitra, General Secretary, Com.Ganesh Hinge, Deputy General Secretary and Com.Irfan Pasha, Treasurer, to the CMD BSNL. In this introductory meeting, the leaders of BSNLEU sought the intervention of the CMD BSNL for the early settlement of Wage Revision. The leaders also demanded that, the quantum of fitment given to the Non-Executives should be the same given to the Executives. It was also demanded that appropriate action should be taken to avoid pay loss and stagnation to any employee. It was also demanded that, the pay scales implemented in this Wage Revision should not become the basis for next Wage Revision. The CMD BSNL assured to take care of the above mentioned issues.

BSNLEU has been strongly demanding that a minimum of 5% fitment should be given in the Wage Revision for the Non-Executives. However, this demand was rejected by the Management Side in the meeting held day before yesterday. Under these circumstances, BSNLEU wrote a letter yesterday to the CMD BSNL, with a copy to the Chairman of the Wage Revision Committee. The following three demands are raised in this letter.

1. BSNLEU has demanded that, it should be mentioned in the Wage Revision agreement that, whatever quantum of fitment given to the Executives, should also be given to the Non-Executives.
2. Some employees are likely to face pay loss in view of the shorter pay scales and implementation of 0% fitment. Hence, we demanded that pay protection should be given by the Management, by way of granting special increments, so that no employee faces pay loss after implementation of the Wage Revision.
3. Since the pay scales are short, some employees are likely to suffer from stagnation even after implementation of the Wage Revision. Hence, we demanded that appropriate action should be taken by the Management to ensure that no employee suffers from stagnation, after the implementation of the Wage Revision. In case, any employee faces stagnation, appropriate protection should be given by the Management, so that the employee does not suffer from stagnation.

An introductory meeting of the newly elected key office bearers of BSNLEU is held with Dr.Kalyan Sagar Nippani, Director(HR), today. Com.M.Vijayakumar, President, Com. Animesh Mitra, General Secretary, Com.P. Abhimanyu, Vice-President, Com. Ganesh Hinge, Deputy General Secretary and Com.Irfan Pasha, Treasurer, participated in this meeting. Ms. Anita Johri, PGM(SR) was also present during this meeting. Com. P.Abhimanyu, Vice-President, who is the outgoing General Secretary, introduced the comrades to the Director (HR). The Director (HR) congratulated the office bearers and assured of the cooperation of the Management to the newly elected team of office bearers of BSNLEU.

Meeting of the Joint Committee for Wage Revision is held today. All the Committee members of BSNLEU and NFTE BSNL participated. Prolonged discussions were held on the pay scales and fitment. The discussions are inconclusive and will be held at 11:00 am day after tomorrow.
