The BSNLEU Uttar Pradesh (East) Circle successfully organised its Circle Working Committee (CWC) meeting on 29th June at the GM Office, Lucknow. The meeting was inaugurated by Com. Anand Kumar Singh, AGS, CHQ, who presided over the house. In his inaugural address, he elaborated on the significance of the 10th Membership Verification (MV) and highlighted the crucial role of BSNLEU in overcoming the present challenges facing the organisation.

After paying homage to the martyrs, the proceedings of the CWC commenced with the participation of Circle Office Bearers and District Secretaries from across the circle. Com. Tilak Raj Tiwari, Circle Secretary, presented the report for discussion, reviewing the activities undertaken by the Circle Union since the last CWC meeting held at Ayodhya. District Secretaries actively participated in the deliberations and shared their views on organisational issues.

Addressing the meeting, Com. Animesh Mitra, General Secretary, strongly criticised the Modi Government's policies, particularly the implementation of the Labour Codes and the disinvestment of Public Sector Undertakings (PSUs) in favour of corporates and multinational companies. He explained in detail the significance of the National Demand Day on 1st July and the proposed March to Parliament during the forthcoming Monsoon Session on the PRC issue. The CWC also discussed strategies to ensure the success of the 10th Membership Verification by securing the support of more employees across the UP East Circle.

A significant development at the end of the meeting was the enthusiastic participation of a large number of working women, who came together to form the ad hoc body of the BSNL Working Women Coordination Committee (BSNLWWCC) in the UP East Circle. Com. Animesh Mitra also briefed the participants on the decisions of the BSNLWWCC Mumbai Convention and emphasised the need to strengthen the organisation among working women in the circle.

An impressive Circle Working Committee (CWC) meeting was successfully held at Madurai, Tamil Nadu, organized by the BSNLEU Tamil Nadu Circle Union. The meeting witnessed the participation of Circle Office Bearers and District Secretaries from 17 districts across the different part of Tamilnadu. Com. Maheswaran, President presided over the meeting. The session began with Com. B. Mari Mutthu, Circle Secretary, presenting the report before the house for detailed discussion. The CWC meeting was inaugurated by Com. Animesh Mitra, General Secretary, who elaborated on the current national scenario. He critically highlighted the negative approach of the BJP Government towards Public Sector Undertakings (PSUs) and explained the implications of the labour codes introduced by the Central Government.

He emphasized the urgent need for BSNLEU to secure approvals from the BSNL Board, for the Wage agreement which are presently pending with the Department of Telecommunications (DoT). The approval of wage agreement are closely linked with government policy decisions, particularly concerning financial relaxations for BSNL. He also underlined key issues such as the new promotion policy, revision of perks and allowances, and the demand for 30% SAB contributions for BSNL recruitees.

Com. P. Abhimanyu, Vice President, addressed the gathering and spoke about the current challenges and responsibilities of BSNL employees. He also reminded CWC members about their crucial role in the forthcoming 10th Membership Verification (MV). The subject committee discussions on organizational review were highly encouraging, with active participation from members. Important matters such as cadre-related issues, improvement of BSNL services, and problems faced by contract labourers were thoroughly discussed. Com. S. Chellappa (AGS),, and Com. Syed Edhries Cs, Tntcwu were among the other prominent speakers who addressed the meeting and shared their valuable insights. The meeting concluded on a positive and determined note, reflecting strong unity and commitment towards addressing organizational and employee-related issues.

Today, it has been brought to our notice that the Government of India has taken a favourable decision regarding candidates appointed on Compassionate Ground Appointment (CGA) in various Central Government departments. As per the order issued on 22nd June by the concerned Pension Department, candidates who had applied for CGA appointment prior to 1st April 2004 are now eligible to avail the benefits of the Government Pension Scheme. This decision was taken following discussions in the JCM meeting, wherein staff-side unions raised the demand, which has now been accepted by the Government. In BSNL, a similar demand has already been raised by the recognised unions in the National Council Meeting. However, the management has not accepted the demand so far. It is also noteworthy that some affected candidates have approached the court and obtained favourable judgments in this regard. In view of the recent decision of the Central Government, it is earnestly requested that BSNL management reconsider the issue sympathetically. Specifically, candidates who had applied for CGA appointment during the DoT period against vacancies that existed as on 30.09.2000 may kindly be extended the benefit of the Government Pension Scheme.This will ensure parity with similarly placed employees in Central Government establishments and uphold the principles of fairness and justice.

On 22nd June a Health Checkup camp and awareness seminar organised by BSNLEU BA(HQ) District, CTD Circle at Telephone Bhavan on the eve of 25th year Celebration of BSNLEU. Along with Com Sisir Kumar Roy, VP CHQ, Com Sankar Keshar Nepal, CS, Com Soma Choudhury VP, Com Dhiraj Prasad Gupta Org Secretary Com. Sulagna Basu, Convenor BSNLWWCC and Com Biswajit Sil, DS BA(HQ) a good number of employees took part in this celebration. The programme was very successful.

Serious discussions were held in the recent All India Centre meeting and the BSNL Coordination Committee meeting. Several important decisions and programmes were finalised. All CEC members are requested to give utmost attention to their effective implementation. The Central Secretariat meeting of BSNLEU has decided to observe National Protest Day to highlight the long-pending and pressing issues of Non-Executives. Accordingly, it has been decided to organise the programme on 01.07.2026, with a comprehensive charter of demands covering the concerns of all sections of Non-Executive employees. Despite repeated discussions and negotiations at various forums, the BSNL Management has failed to resolve many important issues affecting Non-Executives. In view of this, BSNLEU has decided to intensify its struggle and submit a memorandum to the CMD, BSNL, incorporating the charter of demands approved by the Central Secretariat. CHQ calls upon all Circle, District, and Branch Unions to make thorough preparations and ensure enthusiastic participation of members in the programme. The observance of National Protest Day should reflect the strong determination of Non-Executives to secure justice on their legitimate demands. Let us make the demonstrations on 01st July, 2026 a grand success. Memoranda addressed to the CMD, BSNL, containing the charter of demands, should be submitted to the CGMs and GMs at the Circle and SSA levels respectively, so that the Management is made fully aware of the growing resentment among the employees. This collective expression of protest will compel the Management to take immediate steps towards the settlement of the burning issues of Non-Executives.

BSNLEU ने बीएसएनएल कॉर्पोरेट ऑफिस के साथ कैज़ुअल मज़दूरों के बकाया सीडीए एरियर और कॉन्ट्रैक्ट वर्करों की छंटनी का मुद्दा उठाया। कैज़ुअल मज़दूर पिछले 18 महीनों से सीडीए एरियर के भुगतान का इंतज़ार कर रहे हैं, जबकि कॉन्ट्रैक्ट वर्कर - खासकर इलेक्ट्रिकल विंग और हाउसकीपिंग सेवाओं में - बजट की कमी का हवाला देकर टेंडर बंद किए जाने के कारण छंटनी का सामना कर रहे हैं। कई जगहों पर, कॉर्पोरेट ऑफिस के साफ़ निर्देशों के बावजूद कॉन्ट्रैक्ट वर्करों को न्यूनतम वेतन भी नहीं दिया जा रहा है। BSNLEU के प्रेसिडेंट साथी  एम. विजयकुमार और जनरल सेक्रेटरी साथी  अनिमेष मित्रा ने प्रिंसिपल जनरल मैनेजर  (एसआर) श्री राजीव कौशिक और प्रिंसिपल जनरल मैनेजर  (एस्टा.) श्री एस.पी. सिंह से मुलाक़ात की और स्थिति की गंभीरता को उजागर किया। उन्होंने अधिकारियों को पश्चिम बंगाल, महाराष्ट्र, कोलकाता और अन्य सर्कल में कॉन्ट्रैक्ट और कैज़ुअल वर्करों द्वारा चलाए जा रहे आंदोलन के कार्यक्रमों के बारे में भी जानकारी दी। चर्चा के दौरान, अधिकारियों ने बताया कि कलकत्ता टेलीफोन और पश्चिम बंगाल सर्कल के चीफ जनरल मैनेजर  को निर्देश जारी किए जा चुके हैं कि वे छंटनी के मुद्दे को जल्द सुलझाने के लिए यूनियनों के साथ बातचीत करें। उन्होंने यह भी कहा कि कैज़ुअल मज़दूरों को सीडीए एरियर के भुगतान से जुड़े कुछ सवालों की जांच की जा रही है। BSNLEU नेताओं ने लगातार देरी और बीएसएनएल के सबसे गरीब तबके के वर्करों के प्रति मैनेजमेंट के उदासीन रवैये पर कड़ी नाराज़गी जताई और इन मुद्दों के तुरंत समाधान की मांग की।
