The last meeting of the National Council was held on 13.01.2025. Subsequently, a Formal review meeting was held with the Director (HR) on 18.02.2026 to assess the progress made on the decisions taken in the National Council meeting. However, it is unfortunate that most of the burning issues discussed in both meetings remain unresolved. Despite repeated discussions, no concrete action has been taken on many important matters affecting the employees. In view of this, the General Secretaries of BSNLEU and NFTE-BSNL have urged the Management to convene the next National Council meeting without any further delay. The Staff Side has already submitted the agenda for the forthcoming meeting to PGM (SR) for consideration.

A meeting of the AUAB was held on 05.06.2026 at the NFTE BSNL Office, New Delhi, to discuss the future course of action on the 3rd PRC issue. The meeting was presided over by Com. Chandeshwar Singh, Chairman, while Com. Animesh Mitra, Convenor, briefed the participants on the present status of the 3^rd PRC issue and the future course of action. Com. M.S. Adasul (GS, SNEA), Com. Abhishek Jain (GS, AIBSNLEA),  Com Samir Khare,  (AGS SNEA), Com. Arvind Pal (JSC SNEA), Com. Lokendra Ganoliya (AGS, SEWA), Shri Pawan Kumar Meena, (CS SEWA NTR), Com. Rasheed Khan (President, TEPU), Com. Kanhaiya Gupta (CT, DEWAB)  and some other leaders of the unions and associations attended this meeting  shared their views during the discussion. After detailed deliberations, it was decided to intensify efforts with DoT authorities at Sanchar Bhawan before launching any agitational programme during the Monsoon Session. AUAB leaders will meet the concerned authorities to ascertain the latest status of the 3rd PRC and press for relaxation of the Affordability Clause. The meeting also decided to submit a letter to the CMD BSNL, highlighting instances of arbitrary transfers in some circles in violation of the existing transfer policy. The leaders expressed satisfaction over AUAB’s sustained efforts, which contributed significantly to the settlement of the IDA arrears issue. एनईपीपी की समीक्षा के लिए समिति का गठन – BSNLEU नेताओं ने प्रिंसिपल जनरल मैनेजर  (SR) के साथ ईपीपी और एनईपीपी के बीच विसंगतियों पर चर्चा की।

BSNLEU लगातार नॉन-एग्जीक्यूटिव कर्मचारियों के लिए नई प्रमोशन पॉलिसी (New Promotion Policy) लागू करने की मांग कर रहा है। इस मुद्दे पर जनवरी 2025 में हुई नेशनल काउंसिल की बैठक में भी चर्चा हुई थी। इसके बाद, बीएसएनएल मैनेजमेंट ने 09.07.2025 के पत्र संख्या BSNLCO-A/14(12)/4/2022-ESTAB के तहत नॉन-एग्जीक्यूटिव प्रमोशन पॉलिसी (NEPP) की समीक्षा के लिए एक समिति का गठन किया। समिति के गठन को लगभग एक साल बीत चुका है। BSNLEU ने 01.06.2026 को डायरेक्टर (मानव संसाधन) को एक पत्र सौंपा और बाद में प्रिंसिपल जनरल मैनेजर  (SR) के साथ इस मामले पर चर्चा की। 05.06.2026 को, महासचिव  कॉमरेड अनिमेष मित्रा और सहायक महासचिव कॉमरेड अश्विन कुमार ने प्रिंसिपल जनरल मैनेजर  (SR) श्री राजीव कौशिक से मुलाकात की। चर्चा के दौरान, प्रिंसिपल जनरल मैनेजर  (SR) ने बताया कि समिति ने एनईपीपी की समीक्षा के लिए पहले ही बैठकें कर ली हैं और जल्द ही यूनियन से उनके विचार जानने के लिए सलाह-मश्विरा किया जाएगा। पत्र की एक प्रति इसके साथ संलग्न है।

पर्क्स और अलवांसीस में बदलाव के लिए नई कमिटी का गठन।

कॉर्पोरेट ऑफिस ने विभिन्न पर्क्स और अलवांसीस में बदलाव से जुड़े मुद्दों की जांच के लिए पहले बनी कमिटियों को भंग कर दिया है और इस प्रक्रिया में तेज़ी लाने के लिए एक नई कमिटी बनाई है। BSNLEU के नेताओं ने 21.05.2026 को बीएसएनएल के सीएमडी और 01.06.2026 को डायरेक्टर (मानव संसाधन) से मुलाकात की और मैनेजमेंट से सुविधाओं और भत्तों में बदलाव पर जल्द फैसला लेने का आग्रह किया। तुरंत कार्रवाई की मांग करते हुए पत्र भी सौंपे गए। इसके बाद, कॉर्पोरेट ऑफिस ने 02.06.2026 के पत्र नंबर BSNLCO-A/11(11)/4/2025-ESTAB के ज़रिए एक नई कमिटी बनाई और उसे जल्द से जल्द उच्च अधिकारियों को अपनी सिफारिशें सौंपने का निर्देश दिया। कमिटी को खास तौर पर मेडिकल सुविधाओं, TA/DA में बदलाव, रिटायरमेंट के बाद मिलने वाले लाभ और आईडीए से जुड़े मामलों जैसे महत्वपूर्ण लंबित मुद्दों की जांच करने का काम सौंपा गया है। BSNLEU को उम्मीद है कि नई बनी कमिटी जल्द ही अपनी सिफारिशें सौंप देगी, जिससे मैनेजमेंट बिना और देरी किए सुविधाओं और भत्तों में लंबे समय से लंबित बदलाव को लागू कर सकेगा।

एग्जीक्यूटिव और नॉन-एग्जीक्यूटिव कर्मचारियों के भत्तों में संशोधन के लिए समिति की बैठक – BSNLEU ने मान्यता प्राप्त यूनियनों के साथ बातचीत की मांग की।

BSNLEU ने 01.06.2026 को डायरेक्टर (मानव संसाधन) को एक पत्र सौंपकर बीएसएनएल कर्मचारियों के लाभों और भत्तों में संशोधन की मांग की। डायरेक्टर (मानव संसाधन) के साथ बातचीत के दौरान यह बताया गया कि बीएसएनएल मैनेजमेंट ने एग्जीक्यूटिव और नॉन-एग्जीक्यूटिव कर्मचारियों को मिलने वाले भत्तों की समीक्षा के लिए पहले ही एक समिति का गठन कर दिया है। इसके बाद, कॉमरेड अनिमेष मित्रा (महासचिव) और कॉमरेड अश्विन कुमार (सहायक महासचिव) ने श्री राजीव कौशिक, प्रिंसिपल जनरल मैनेजर  (SR) और श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (Estt.) से मुलाकात की और मैनेजमेंट से आग्रह किया कि इस मुद्दे पर कोई भी प्रस्ताव अंतिम रूप देने से पहले मान्यता प्राप्त यूनियनों के साथ बातचीत की जाए। पत्र की एक प्रति इसके साथ संलग्न है।
 

BSNLEU केरल सर्कल ने वृक्षारोपण के साथ विश्व पर्यावरण दिवस मनाया।

BSNLEU केरल सर्कल ने 5 जून 2026 को कोझिकोड के जीएमटी ऑफिस में वृक्षारोपण कार्यक्रम आयोजित करके विश्व पर्यावरण दिवस मनाया। इस कार्यक्रम का उद्घाटन संयुक्त रूप से कोझिकोड के जनरल मेनेजर  श्री कृष्णन कुमार अग्रवाल और BSNLEU के अखिल भारतीय अध्यक्ष कॉमरेड विजयकुमार ने किया। इस समारोह में अधिकारियों, कर्मचारियों और SNEA, AIGETOA तथा SEWA BSNL के प्रतिनिधियों ने भी भाग लिया। सीएचक्यू पर्यावरण से जुड़ी इस सार्थक पहल को सफलतापूर्वक आयोजित करने के लिए केरल सर्कल यूनियन को हार्दिक बधाई और सराहना देता है।

The Corporate Office has dissolved the existing committees constituted earlier for examining issues related to the revision of various perks and allowances and has formed a new committee to expedite the process. BSNLEU leaders met the CMD BSNL on 21.05.2026 and Director (HR) on 01.06.2026, urging the Management to take an early decision on the revision of perks and allowances. Letters were also submitted requesting immediate action. Subsequently, the Corporate Office, vide letter No. BSNLCO-A/11(11)/4/2025-ESTAB dated 02.06.2026, constituted a new committee with instructions to submit its recommendations to the higher authorities at the earliest. The committee has been specifically tasked with examining important pending issues, including medical facilities, revision of TA/DA, Superannuation Benefits, and IDA-related matters. BSNLEU hopes that the newly constituted committee will submit its recommendations quickly, enabling the Management to implement the long-pending revision of perks and allowances without further delay.

BSNLEU Kerala Circle observed World Environment Day on 5^th June 2026 by organising a tree plantation programme at the GMT Office, Kozhikode. The programme was jointly inaugurated by Shri Krishnan Kumar Agarwal, GM, Kozhikode and Com. Vijayakumar, All India President, BSNLEU. Officers, staff members and representatives of SNEA, AIGETOA and SEWA BSNL also participated in the ceremony. CHQ conveys its warm greetings and appreciation to the Kerala Circle Union for successfully organising this meaningful environmental initiative.

BSNLEU submitted a letter to the Director (HR) on 01.06.2026 seeking revision of the perks and allowances of BSNL employees. During discussions with the Director (HR), it was informed that BSNL Management has already constituted a committee to review the allowances being drawn by Executive and Non-Executive employees. Subsequently, Com. Animesh Mitra, GS and Com. Ashwin Kumar, AGS, met Shri Rajeev Kaushik, PGM (SR), and Shri S.P. Singh, PGM (Estt.) and urged the Management to hold discussions with the recognised unions before finalising any proposal on the issue. A copy of the letter is attached herewith.
