Yesterday on 08^th September, Com.Animesh Mitra, GS, met PGM(Pers.), BSNL CO., for issuing the notice for the meeting of Wage Negotiation Committee which was scheduled to be held on 11.09.2025. He also discussed about the demand of Staff Side for the consideration of Management. PGM(Pers.) assured to issue the notice after discussion with Mr. Rajeev Soni, Chairman, Wage Negotiation Committee.

Today, a delegation under leadership of Com.Animesh Mitra, GS, met Shri Rajeev Soni, Chairman, for the discussion of Staff Side grievances related to PRC and also the date for next meeting of Wage Negotiation Committee. During discussion, the Chairman confirmed that the date has been fixed for the next meeting on 17.09.2025. He also confirmed that the draft for the agreement will be issued to the Recognised Union in next week. Regarding the change of pay scales as proposed by the Union and other issues raised in the last meeting, he agreed to pursue the matter with Director (HR) before the next meeting. Com.Ashwin Kumar, AGS and Com.Puneet Kumar, CS, UP (West), were also present in the meeting.  

As per the call of the Trade Union International, protest demonstrations of the working class are organised throughout the world today, protesting against the mass killings of Palestinians in Gaza. So far, more than 66,000 Palestinians have been killed by Israeli troops. A vast majority of the killed were women and children. Protest demonstrations are organised today, demanding Israel to immediately stop killing the Palestinians and to ensure implementation of the United Nations resolutions on this subject. The CHQ heartily congratulates the circle and district unions which organised today's protest demonstrations. 

प्रतिनियुक्ति नीति - एक स्पष्ट भेदभाव।

यह दुर्भाग्यपूर्ण है कि प्रबंधन ने प्रतिनियुक्ति स्थानांतरणों पर भेदभावपूर्ण, दोहरा रवैया अपनाया है।

• पहले प्रतिनियुक्ति अवधि 5 वर्ष निर्धारित थी, जिसे बाद में घटाकर 2 वर्ष कर दिया गया। बीएसएनएल में प्रतिनियुक्ति का विकल्प चुनने वालों के लिए इसे 5 वर्ष करने के हमारे बार-बार आग्रह के बावजूद, इस मांग पर विचार नहीं किया गया।
• हैरानी की बात यह है कि अब उसी प्रबंधन ने बीएसएनएल से बाहर प्रतिनियुक्ति पर जाने वाले कर्मचारियों के लिए 7 वर्ष की प्रतिनियुक्ति अवधि की अनुमति देने वाले आदेश जारी किए हैं।

यह एक गंभीर प्रश्न उठाता है : बीएसएनएल में ही बने रहने के इच्छुक कर्मचारियों के लिए प्रतिनियुक्ति अवधि केवल 2 वर्ष तक सीमित क्यों है, जबकि बीएसएनएल छोड़ने वालों के लिए इसे 7 वर्ष तक बढ़ा दिया गया है ?

08-09-2025 को विरोध प्रदर्शन और गेट मीटिंग आयोजित करें और इज़राइल से फ़िलिस्तीनियों की हत्याएँ तुरंत रोकने की माँग करें।

इज़राइल ने 7 अक्टूबर, 2023 से गाजा और पश्चिमी तट पर लगभग 66,000 फ़िलिस्तीनियों की हत्या की है। मारे गए लोगों में से अधिकांश नागरिक हैं, खासकर महिलाएँ और बच्चे। गाजा और पश्चिमी तट पर इज़राइल द्वारा किए जा रहे नरसंहार का उद्देश्य पूरी फ़िलिस्तीनी आबादी का सफाया करना है। संयुक्त राष्ट्र पहले ही कई प्रस्ताव पारित कर चुका है, जिसमें इज़राइल को नरसंहार रोकने का निर्देश दिया गया है। हालाँकि, इज़राइल संयुक्त राज्य अमेरिका द्वारा प्रदान किए जा रहे समर्थन और आधुनिक हथियारों के साथ हत्याएँ कर रहा है। दुनिया भर में, विशेष रूप से यूरोपीय देशों में, लाखों लोग शक्तिशाली विरोध प्रदर्शन आयोजित कर रहे हैं और इज़राइल से फ़िलिस्तीनियों की सामूहिक हत्याएँ रोकने की माँग कर रहे हैं। मज़दूर वर्ग के संगठन इन विरोध प्रदर्शनों में सबसे आगे हैं। ट्रेड यूनियन इंटरनेशनल (टीयूआई - परिवहन एवं संचार) ने 08-09-2025 को दुनिया भर में बड़े पैमाने पर विरोध प्रदर्शन आयोजित करने का आह्वान किया है, जिसमें इज़राइल से गाजा और पश्चिमी तट पर फिलिस्तीनियों की हत्याओं को तुरंत रोकने की मांग की गई है। BSNLEU का मुख्यालय, सर्कल और जिला यूनियनों से 08-09-2025 को प्रभावी ढंग से विरोध प्रदर्शन और गेट मीटिंग आयोजित करने का आह्वान करता है। कृपया कार्यक्रम की रिपोर्ट और तस्वीरें मुख्यालय को भेजें।

It is unfortunate that the Management has adopted a discriminatory, two-pronged approach on deputation transfers.

1. Earlier, the deputation period was fixed at 5 years, which was later reduced to 2 years. Despite our repeated persuasion to restore it to 5 years for those opting deputation within BSNL, the demand was not considered.

2. Shockingly, the same Management has now issued orders allowing a 7-year deputation period for employees going on deputation outside BSNL.

This raises a serious question: Why is the deputation period restricted to only 2 years for employees who want to remain within BSNL, while extended to 7 years for those leaving BSNL?

Israel has killed around 66,000 Palestinians in Gaza and in the Western Bank since 7th October, 2023. A vast majority of those killed are civilians, especially women and children. The genocide being carried out by Israel in Gaza and in the Western Bank, are aimed at wiping out the entire Palestinian population. The United Nations has already passed many resolutions, directing Israel to stop the genocide. However, Israel is carrying out the killings with the support and modern weapons being provided by the United States. Millions of people throughout the world, especially in the European countries, are organising powerful protest actions, demanding Israel to stop the mass killings of palestinians. Working class organisations remain in the fore front of these protest actions. The Trade Union International (TUI - Transports and Communications) has given call to organise massive protest actions throughout the world on 08-09-2025, demanding Israel to immediately stop the killings of palestinians in Gaza and in the West Bank. The CHQ of BSNLEU calls upon the circle and district unions to effectively organise protest demonstrations and gate meetings on 08-09-2025. अखिल भारतीय केंद्र की बैठक 02.09.2025 को आयोजित - वेतन संशोधन मुद्दे पर प्रगति की समीक्षा की गई।

वेतन संशोधन समिति की बैठक 01-09-2025 को हुई। इसके बाद, प्रगति का जायजा लेने के लिए 02.09.2025 को दादा घोष भवन में BSNLEU के अखिल भारतीय केंद्र की बैठक हुई। साथी  कॉमरेड एम. विजयकुमार ने अध्यक्षता की और महासचिव साथी  अनिमेष मित्रा ने वेतन संशोधन मुद्दे पर हुई प्रगति के बारे में बैठक को संक्षिप्त जानकारी दी। महासचिव ने बैठक में वेतन संशोधन मुद्दे पर सर्कल सचिवों और सीएचक्यू पदाधिकारियों से प्राप्त विचार भी प्रस्तुत किए। बैठक में सीएमडी बीएसएनएल को एक पत्र लिखने और उनसे मिलने का निर्णय लिया गया, ताकि इस वेतन संशोधन के कार्यान्वयन के बाद उत्पन्न होने वाली वेतन हानि और स्थगन जैसी समस्याओं के समाधान के लिए उनके हस्तक्षेप की मांग की जा सके।

कुछ सर्किल कौंसिलों का पुनर्गठन न होना और लोकल कौंसिलों का ओए स्तर पर गठन न होना - कॉर्पोरेट कार्यालय ने दिशानिर्देश जारी किए।

मुख्यालय के संज्ञान में लाया गया है कि कुछ सर्किलों में सर्किल कौंसिलों का पुनर्गठन नहीं किया गया है। इसके अलावा, मुख्यालय के संज्ञान में यह भी लाया गया है कि कई सर्किलों में ओए स्तर पर लोकल कौंसिलों का गठन नहीं किया जा रहा है। BSNLEU ने 16-07-2025 को निदेशक (मानव संसाधन) के साथ हुई औपचारिक बैठक में ये मुद्दे उठाए थे। उस बैठक में ही निदेशक (मानव संसाधन) ने आश्वासन दिया था कि इन मुद्दों पर सर्किलों को आवश्यक दिशानिर्देश जारी किए जाएँगे। तदनुसार, कॉर्पोरेट कार्यालय ने 29-08-2025 को सर्किलों को पत्र जारी किया है, जिसमें इस विषय पर एसआर शाखा द्वारा जारी पूर्व पत्र संलग्न हैं। एसआर शाखा ने यह भी निर्देश दिया है कि जिन मान्यता प्राप्त यूनियनों में किन्हीं कारणों से सर्किल कौंसिलों का पुनर्गठन नहीं हुआ है, उन्हें औपचारिक बैठकें आयोजित करने का अवसर दिया जाए।

A meeting of the Wage Revision Committee was held on 01-09-2025.  Followed by this, a meeting of the All India Centre of BSNLEU was held at Dada Ghosh Bhawan on 02.09.2025, to take stock of the developments. Com.M.Vijayakumar, President, presided and Com.Animesh Mitra, General Secretary briefed the meeting about the developments that have taken place in the Wage Revision issue. The General Secretary also placed in the meeting, the views gathered from the circle secretaries and the CHQ office bearers on the Wage Revision issue. The meeting decided to write a letter to the CMD BSNL and also to meet him, seeking his intervention for solving issues like pay loss and stagnation, that are likely to arise after implementation of this wage revision.
