View notificationA meeting of the Wage Revision Committee is held today. All the members of the BSNLEU attended the meeting. Two minutes' silence was observed to pay homage to Com.Islam Ahmed, former NFTE President and member of the Wage Revision Committee, who passed away a few days ago.
The Staff Side took serious efforts to finalise the Wage Revision agreement today. As a result, understanding is reached between the Staff Side and the Management Side on the following important issues.
- Fitment for the Non-Executives will be at par with the fitment allowed to the Executive employees.
- Staff Side strongly argued for modification of the 4 pay scales already identified by the Staff Side in the earlier meetings. However, this was not agreed to by the Management Side.
- However, since the conversion factor used to form the NE9 pay scale is low, compared to the other pay scales of the Non-Executives, Management Side agreed to once again take up the NE 9 pay scale with the top Management, for modification.
- The perks and allowances will be revised with effect from the date of signing of this Wage Agreement. (A committee is already constituted for the revision of allowances).
- Our demand for giving additional increment in case stagnation arises is not accepted. Anomalies / aberrations / pay loss, arising out of this Wage Revision, will be addressed suitably.
- The Committee is of the view that, the pay scales with shorter spans, proposed to be implemented in this Wage Revision, should not form the basis for the next Wage Revision.
- The date for the next meeting of the Wage Revision Committee is tentatively fixed as 26.09.2025. Wage Revision Agreement is likely to be signed on that day.
It has already been notified that the BSNL Casual Contract Workers Federation will organise a sit-in demonstration programme on 19th September, 2025, to highlight the burning issues of the contract casual labourers. The All india Centre meeting of BSNLEU held on 2nd Sept. had taken a decision to observe the same programme in all circles. A poster consisting the charter of demands has already been delivered to the circle unions through post for effective campaign among the members. The CHQ will also submit a memorandum to the CMD on that day itself. BSNLEU is continuously highlighting the charter of demands of the contract and casual labours in various negotiation forum with the Adminastration. Circle and District Secretaries are requested to discuss the matter with the leaders of BSNLCCWF to make the programme grand success. Decided to extend full support and mobilisation of the regular staff to make the demonstration programme a grand success.Try to submit one memorandum consisting of BSNLCCWF demands at your circle level to the Chief General Manager on that day.

BSNLEU मुख्यालय यह जानकर अत्यंत स्तब्ध है कि एनएफटीई बीएसएनएल के पूर्व अध्यक्ष साथी इस्लाम अहमद का आज नई दिल्ली में निधन हो गया। ज्ञात हुआ है कि कल घर पर गिरने से उनके सिर में चोट लग गई थी। उन्हें अस्पताल में भर्ती कराया गया और उनका ऑपरेशन किया गया। हालाँकि, डॉक्टरों के सर्वोत्तम प्रयासों के बावजूद, आज सुबह उनका निधन हो गया। साथी इस्लाम अहमद ने कर्मचारियों के कल्याण और ट्रेड यूनियन आंदोलन को मजबूत करने में महत्वपूर्ण योगदान दिया। BSNLEU साथी इस्लाम अहमद को अपनी श्रद्धांजलि अर्पित करता है और उनके परिवार के सदस्यों और एनएफटीई बीएसएनएल के साथियों के प्रति हार्दिक संवेदना व्यक्त करता है।
The CHQ of BSNLEU is extremely shocked to know that, Com.Islam Ahmed, former president of NFTE BSNL, has passed away at New Delhi today. It is learnt that, he has fallen down at home yesterday and sustained head injury. He was admitted in the hospital and was operated upon. However, despite best efforts taken by the doctors, he passed away today morning. Com.Islam Ahmed has immensely contributed for the well-being of the employees and for strengthening the trade union movement. BSNLEU pays it's respectful homage to Com.Islam Ahmed and conveys heart- felt condolences to his family members and comrades of NFTE BSNL.
The 10th circle conference of BSNLEU, West Bengal circle, started today at Siliguri in the Ramkrishna Club with enthusiasm. The conference hall has been named after our beloved Com. Amitava Chattopadhyay, ACS, BSNLEU, West Bengal circle. Before start of the conference, a colourful rally with posters and banners of BSNL workers of Siliguri along with the delegates was held from the Telephone Exchange to the conference venue. The Red flag of our Union was hoisted by the Circle President Com. Animesh Mitra. Thereafter, the martyr’s column was garlanded with flowers by the leaders as a mark of respect towards the martyrs. The conference was inaugurated by Com. Zia Ul Alam, State Secretary, CITU, WB. He in his speech mentioned about the attack on PSUs and on the working class of our country as a whole. The main speaker of the inaugural session was Com. Animesh Mitra, General Secretary, BSNLEU. The delegates and the members even other parts of the workers who were present in the conference hall were very much eager to hear our beloved GS.
Com. Animesh Mitra, GS, narrated about the latest position of BSNL. He expressed his unhappiness over the COP report due to underperformance of BSNL Company. GS also mentioned the latest development of 3rd PRC. He pointed out that a scope has been evolved for bargain for higher pay scale as the govt. has agreed for actual pay as pension contribution and not the higher end of the pay scale. In his speech it was mentioned about the present political scenario of our country and our neighbouring countries Bangladesh and Nepal. He also mentioned about the formation of Government by the leftist in Sri Lanka. He mentioned about how the casual and contract labourers are facing tremendous attack by the BJP led central government. He mentioned that it is a new fascistic attack on the working class led by RSS. Mainly the contract workers are the main target in BSNL and they are being retrenched randomly on various pleas. He opined that the workers and the working class of our country as a whole can survive only through continuous struggle against this neo fascist ruling class. He said that BSNLEU is in the path of sustained struggle for survival and development of this PSU, BSNL and for the cause of the employees. At the outset, Com Amal Saha, DS, BSNLEU, Siliguri, gave the welcome address. The speakers who greeted the conference were Com Asis Das, Circle Secretary, AIBDPA, WB circle, Com Omkar Bhomik, Organising Secy. (CHQ), Tapas Ghosh, CS, BSNLCMU, WB circle.
A seminar was held in the afternoon on ‘Crisis in BSNL and the Role of Unions and Associations’. In this seminar Com Somnath Ghosh, CS, SNEA, Com Biswajit Choudhury, ACS, SEWA, Com Soumya Chatterjee of AIGTOA and Com Sujoy Sarkar, Circle Secretary, BSNLEU, WB circle deliberated in this seminar. Com Bipul Chakraborty, veteran leader of BSNL trade union movement gave the vote of thanks to the leaders who have deliberated the valuable speech for the seminar. About 200 delegates and observers attending this 10th conference of BSNLEU, WB circle. The cultural function of the delegates was another important attraction of the conference. The delegate session has started after the placing of draft report and statement of accounts were placed by Com Sujoy Sarkar, CS and Com Bidyut Goswami, Treasurer respectively. The conference will be ended tomorrow by evening.

The Management has offered very short pay scales for the Wage Revision of the Non- Executives. Their argument is that, the expenditure on pension contribution will increase, if longer pay scales are implemented for the Non- Executives. The Management had gone back from the consensus reached on new pay scales in the Wage Revision Committee held in July 2018. However, this problem can be solved now. The government has taken decision to collect pension contribution calculated on the actual basic pay and not on the maximum of the pay scales. Hence, implementing longer pay scales for the Non- Executives will not result in increased expenditure for the Company, on account of pension contribution. Hence, BSNLEU has written letter to the CMD BSNL today and has a demanded implementation of the pay scales finalised in the Wage Revision Committee in July 2018, through consensus between the Management Side and the Recognised Unions.
