It is a welcome development that, finally, the government has issued letter on the issue of payment of pension contribution by BSNL, as demanded by the unions and associations, led by the AUAB. It has been a long time demand of the AUAB, that the government should collect pension contribution from BSNL only based on the basic pay of the absorbed employees and not based on the maximum of their pay scales. The AUAB has organised many agitations, demanding settlement of this issue. However, this demand was rejected by the Finance Ministry. Finally the government has now taken decision to collect pension contribution from BSNL only on the actual basic pay of the absorbed employees and not on the maximum of their pay scales. This is a welcome development. This will certainly reduce the financial burden of the BSNL on account of payment of pension contribution to the government.

वेतन वार्ता समिति की बैठक में हुए घटनाक्रमों की समीक्षा हेतु 16.09.2025 को सीईसी की आकस्मिक बैठक आयोजित की जाएगी।

वेतन वार्ता वार्ता से संबंधित वर्तमान स्थिति पर चर्चा हेतु 16.09.2025 को सीईसी की एक आकस्मिक बैठक आयोजित की जाएगी। अखिल भारतीय केंद्र की बैठक में सीईसी सदस्यों के साथ, विशेष रूप से वेतन वार्ता के मुद्दे और प्रबंधन के रुख पर चर्चा करने का निर्णय लिया गया है। प्रबंधन पक्ष ने अगली बैठक की तिथि 17.09.2025 पहले ही बता दी है। अतः इसी विषय पर निर्णय लेना आवश्यक है। सीईसी बैठक की सूचना संलग्न है।

An emergent CEC meeting will be held on 16.09.2025, to discuss about the present situation related to developments on Wage Negotiation talks. The All India Centre meeting has taken a decision to discuss the matter with the CEC members, especially on the issue of Wage Negotiation and the Management’s stand also. The Management Side has already conveyed the date for next meeting on 17.09.2025. So it is necessary to take our decision on the same subject. Notice for the CEC meeting is enclosed.

*मोबाइल ऐप के माध्यम से उपस्थिति। – प्रबंधन कुछ सर्किलों में नॉन एक्ज़िक्यूटिव कर्मचारीयों पर अनावश्यक दबाव बना रहा है।*

प्रबंधन नॉन एक्ज़िक्यूटिव कर्मचारियों पर मोबाइल ऐप के माध्यम से नई शुरू की गई उपस्थिति प्रणाली को स्वीकार करने के लिए अनावश्यक दबाव बना रहा है। हमारे संज्ञान में आया है कि कुछ सर्किलों में स्थानीय प्रशासन इस विषय पर आदेश जारी करके नॉन एक्ज़िक्यूटिव कर्मचारीयों पर दबाव बना रहा है। हालाँकि, उन सर्किलों की सर्किल यूनियनों ने मुख्य महाप्रबंधकों को अपना विरोध व्यक्त किया है। सीएचक्यू ने इस विषय पर 28.07.2025 को निदेशक (मानव संसाधन) को एक पत्र देकर अपना विरोध व्यक्त किया था। 29 जुलाई को साथी  अनिमेष मित्रा, महासचिव  ने सभी यूनियनों और एसोसियेशनों के प्रतिनिधियों के साथ एक बैठक में निदेशक (मानव संसाधन) के समक्ष हमारा रुख स्पष्ट किया। उस बैठक में, निदेशक (मानव संसाधन) ने आश्वासन दिया कि नई प्रणाली नॉन एक्ज़िक्यूटिव कर्मचारीयों के लिए अनिवार्य नहीं होगी। हमारी पिछली नेशनल काउंसिल की बैठक और निदेशक (मानव संसाधन) के साथ औपचारिक बैठक में, BSNLEU ने नॉन एक्ज़िक्यूटिव्स  को मोबाइल हैंडसेट उपलब्ध कराने की माँग उठाई थी, लेकिन प्रबंधन ने बीएसएनएल के वित्तीय संकट का हवाला देकर हमारी माँग पर विचार नहीं किया। लेकिन, यह अनुचित है कि मोबाइल हैंडसेट उपलब्ध कराए बिना प्रबंधन को नॉन एक्ज़िक्यूटिव कर्मचारीयों पर मोबाइल ऐप के माध्यम से उपस्थिति दर्ज कराने का दबाव नहीं बनाना चाहिए।

जेटीओ एलआईसीई के लिए रिक्त पद - कॉर्पोरेट कार्यालय द्वारा अधिसूचना पहले ही जारी की जा चुकी है।

काफी अनुनय-विनय और अनुस्मारक के बाद, अब कॉर्पोरेट कार्यालय, स्थापना अनुभाग ने वर्ष 2024 के लिए जेटीओ संवर्ग में रिक्त पद जारी कर दिए हैं। हालाँकि, एलआईसीई की तिथि अभी घोषित नहीं की गई है, लेकिन उम्मीद है कि इसी वित्तीय वर्ष में इसकी व्यवस्था हो सकती है। स्थापना अनुभाग द्वारा घोषित कुल रिक्तियां 267 हैं। यह दुर्भाग्यपूर्ण है कि इस बार भी कुछ सर्किलों ने एलआईसीई के लिए कोई रिक्ति नहीं दिखाई है।

After several persuasion and reminder also, now the Corporate Office, Establishment Section, has been released the vacancy position in JTO cadre for the year 2024. Though, the date for the LICE not yet announced but it is expected it can be arranged in this financial year. The total vacancy is 267, as it has announced by the Establishment Section. It is unfortunate that this time also some circles have not shown any vacancy for the LICE.

Management is unnecessary creating a pressure to the Non-Executives to accept the newly introduced attendance system through mobile app. It has come to our notice that in some circles, the local administration is creating pressure on the Non-Executives by issuing order on the subject. Though, the circle unions in those circles have conveyed their protest to the Chief General Managers. CHQ had conveyed our protest by giving a letter to Director (HR) on 28.07.2025, on the subject. On 29^th July, Com.Animesh Mitra, GS, clarified our stand to the Director (HR) in a meeting to representatives of All Unions and Associations. In that meeting, Director (HR) assured that new system will not be mandatory for the Non-Executives. In our last National Council meeting and the Formal meeting also with the Director (HR), BSNLEU raised the demands to supply the mobile handset to the Non-Executives but the Management did not consider our demand on the plea of the financial crisis of BSNL. But, it is unfair without supplying the mobile handset the Management should not create any pressure to the Non-Executives to give their attendance through mobile apps.

BSNLEU वेतन वार्ता समिति की बैठक जल्द से जल्द आयोजित करने के लिए गंभीर है।

कल 8 सितंबर को, साथी  अनिमेष मित्रा, मुख्य महाप्रबंधक, बीएसएनएल कंपनी से वेतन वार्ता समिति की बैठक, जो 11.09.2025 को होने वाली थी, के लिए नोटिस जारी करने हेतु मिले। उन्होंने प्रबंधन के विचारार्थ कर्मचारी पक्ष की मांगों पर भी चर्चा की। मुख्य महाप्रबंधक (कार्मिक) ने वेतन वार्ता समिति के अध्यक्ष श्री राजीव सोनी से चर्चा के बाद नोटिस जारी करने का आश्वासन दिया।

आज, साथी  अनिमेष मित्रा, मुख्य महाप्रबंधक के नेतृत्व में एक प्रतिनिधिमंडल ने पीआरसी से संबंधित कर्मचारी पक्ष की शिकायतों और वेतन वार्ता समिति की अगली बैठक की तिथि पर चर्चा के लिए अध्यक्ष श्री राजीव सोनी से मुलाकात की। चर्चा के दौरान, अध्यक्ष ने पुष्टि की कि अगली बैठक 17.09.2025 की तिथि तय कर दी गई है। उन्होंने यह भी पुष्टि की कि समझौते का मसौदा अगले सप्ताह मान्यता प्राप्त यूनियन को जारी कर दिया जाएगा। यूनियन द्वारा प्रस्तावित वेतनमान परिवर्तन और पिछली बैठक में उठाए गए अन्य मुद्दों के संबंध में, उन्होंने अगली बैठक से पहले निदेशक (मानव संसाधन) के समक्ष इस मामले को उठाने पर सहमति व्यक्त की। बैठक में सहायक महासचिव साथी  अश्विन कुमार और यूपी (पश्चिम) के मुख्य सचिव कामरेड पुनीत कुमार भी उपस्थित थे।

फिलिस्तीनी जनता के समर्थन में "विरोध और एकजुटता" कार्यक्रम के आयोजन के लिए लाल सलाम और हार्दिक बधाई।

BSNLEU(सीएचक्यू) ने 8 सितंबर, 2025 को फिलिस्तीन के उन निर्दोष लोगों के लिए "विरोध और एकजुटता दिवस" ​​के रूप में मनाने का आह्वान किया है, जिन पर इज़राइल और अमेरिकी साम्राज्यवाद भी हमला कर रहे हैं। सीएचक्यू को जानकारी मिली है कि हमारे देश में विभिन्न स्थानों पर बीएसएनएल कर्मचारियों, पेंशनभोगियों और अस्थायी संविदा कर्मचारियों ने इस कार्यक्रम को गंभीरता से मनाया है। उन्होंने कार्यालयों/एक्सचेंजों पर प्रदर्शन कार्यक्रम में भाग लिया और इज़राइल के इस क्रूर हमले के खिलाफ अपनी जोरदार आवाज उठाई। वर्षों से भी अधिक समय बीत चुका है, संयुक्त राष्ट्र ने गाजा और फिलिस्तीन के पश्चिमी तट के हिस्से में इस नरसंहार को रोकने के लिए प्रस्ताव पारित किया था। लेकिन, इज़राइली फासीवादी सरकार अभी भी अमेरिका के सक्रिय समर्थन से फिलिस्तीन पर अपना हमला जारी रखे हुए है। सीएचक्यू इस कार्यक्रम को पूरी गंभीरता से मनाने के लिए सर्किल और जिला यूनियनों को हार्दिक बधाई देता है।
