The results of the Special JTO, LICE are not yet declared. This is because the Principal CAT at New Delhi has issued stay for declaring the results, in the case filed by candidates seeking PWD reservation. This case was listed for hearing on 31-01-2023. However, it did not come up for hearing on that day because, too many cases were listed before this case. So, the judge has postponed the hearing of this case to 07-02-2023. We hope that the stay will be vacated on that day. Management cannot declare the results before the stay is vacated. If it is done, then the CMD BSNL will have to face “contempt of court proceedings”. This is the fact of the matter related to this case. But false information is being spread that, BSNLEU is not taking any step for the declaration of the results. Comrades are requested to ignore false propaganda.

As has already been notified, the CEC meeting of BSNLEU will be held online tomorrow. Com.Animesh Mitra, President, will preside over the meeting. The note for discussion in tomorrow’s meeting and also the “link” for the meeting are already sent in the WhatsApp Group. All the CEC members are requested to kindly login latest by 09:45 am, so that we can start the meeting sharply at 10:00 am. The meeting will go on till 06:00 pm and all the CEC members are requested to attend the meeting till the last.

सीएमडी, बीएसएनएल और महासचिव, BSNLEU के बीच बैठक।

साथी पी. अभिमन्यु, महासचिव ने आज श्री पी.के.पुरवार, सीएमडी, बीएसएनएल से मुलाकात की और कर्मचारियों और कंपनी को प्रभावित करने वाले कई मुद्दों पर चर्चा की। चर्चा का विवरण नीचे दिया गया है  : 

1.  एमटीएनएल का बीएसएनएल के साथ विलय। 

बीएसएनएल के साथ एमटीएनएल के विलय पर अंतिम निर्णय लेने से पहले BSNLEU ने पहले ही सीएमडी, बीएसएनएल को पत्र लिखा है, जिसमें मांग की गई है कि मान्यता प्राप्त यूनियनों के विचारों की सुनवाई की जाए। इस मुद्दे पर आज चर्चा की गई है । महासचिव, BSNLEU ने दृढ़ता से दोहराया कि बीएसएनएल को 25,000 करोड़ रुपये से अधिक की एमटीएनएल की वित्तीय देयता को लेने के लिए मजबूर नहीं किया जाना चाहिए। उन्होंने इस बात पर भी जोर दिया कि बीएसएनएल द्वारा एमटीएनएल के नेटवर्क की बहाली के लिए जो निवेश किया जाना है, उसका भुगतान सरकार द्वारा किया जाना चाहिए। महासचिव ने यह भी मांग की कि मानव संसाधन मुद्दों पर अंतिम निर्णय लेने से पहले मान्यता प्राप्त यूनियनों के विचारों को ध्यान में रखा जाना चाहिए। इसका जवाब देते हुए, सीएमडी, बीएसएनएल ने कहा कि, कैबिनेट ने एमटीएनएल नेटवर्क को बहाल करने के उद्देश्य से बीएसएनएल को 1,800 करोड़ रुपये देने का निर्णय पहले ही ले लिया है। उन्होंने आगे कहा कि, बीएसएनएल प्रबंधन और डीओटी के बीच विलय के तौर-तरीकों पर चर्चा चल रही है और आश्वासन दिया है कि मान्यता प्राप्त यूनियनों के विचारों को सुना जाएगा। 

2. बीएसएनएल की 4G और 5G सेवा का आरंभ । 

 बीएसएनएल की  4G और 5G सेवा के आरंभ के संबंध में, BSNLEU बार-बार प्रबंधन को अत्यधिक देरी पर अपनी चिंताओं को व्यक्त कर रहा है। आज की बैठक में भी यह मुद्दा उठाया गया था। सीएमडी, बीएसएनएल ने जवाब दिया कि, उन्हें उम्मीद है कि इस साल जुलाई/अगस्त में टीसीएस द्वारा 4G उपकरणों की आपूर्ति की जाएगी और अब से एक साल बाद 4G उपकरणों की स्थापना पूरी हो जाएगी। उन्होंने आगे कहा कि, टीसीएस द्वारा आपूर्ति की जाने वाली सभी 1 लाख 4G साइट 5G संगत होंगी। 

3.  खेलकर्मियों के लिए नीतिसंग्रहण-(Sports Compendium), नए जेटीओ आरआर, आदि को जारी करने में प्रबंधन की मनमानीपूर्ण कार्रवाई। 

महासचिव ने अपनी गहरी चिंता व्यक्त की कि, प्रबंधन कर्मचारियों को प्रभावित करने वाले महत्वपूर्ण मुद्दों पर, मान्यता प्राप्त यूनियनों से परामर्श किए बिना, मनमाने ढंग से निर्णय ले रहा है। उन्होंने बताया कि खेल कर्मियों के लिए नीतिसंग्रह और नए जेटीओ भर्ती नियम को अंतिम रूप दिया गया है और मान्यता प्राप्त यूनियनों से परामर्श किए बिना जारी किया गया है। महासचिव ने दृढ़ता से मांग की कि, प्रबंधन को मान्यता प्राप्त यूनियनों के विचारों को सुने बिना, कर्मचारियों को प्रभावित करने वाले मुद्दों पर अंतिम निर्णय नहीं लेना चाहिए। सीएमडी, बीएसएनएल ने इस विचार पर सहमति जताई और इन मुद्दों पर गौर करने का आश्वासन दिया। 

4. बीएसएनएल स्थानांतरण नीति के नियम 9 में किए गए संशोधनों की समीक्षा करने के लिए एक संयुक्त समिति बनाने के लिए आश्वासन का लागू न करना। 

बीएसएनएल प्रबंधन ने मनमाने ढंग से बीएसएनएल स्थानांतरण नीति के नियम 9 में संशोधन किया है। इन संशोधनों से कर्मचारियों, विशेष रूप से डीआर जेई को परेशानी हो रही है। सीएमडी, बीएसएनएल ने आश्वासन दिया है कि इन संशोधनों की समीक्षा के लिए एक संयुक्त समिति का गठन किया जाएगा। हालांकि, इस आश्वासन को लागू नहीं किया गया है। BSNLEU ने संशोधनों की समीक्षा के लिए इस संयुक्त समिति के गठन की मांग करते हुए बार-बार पत्र लिखा है। इस मुद्दे को आज की बैठक में फिर से महासचिव ने उठाया। सीएमडी, बीएसएनएल ने इस मुद्दे पर निदेशक (एचआर) के साथ चर्चा करने का सुझाव दिया और वह इस मामले के बारे में निदेशक (एचआर) को भी बताएंगे। 

5. डीआर  जेई का नियम 8 के तहत स्थानांतरण - एनई-I और एनई-II सर्किलों द्वारा कॉर्पोरेट कार्यालय निर्देशों का कार्यान्वयन नहीं। 

एनई-I और एनई-II सर्किलों में डीआर जेई की संख्या जेई की स्वीकृत शक्ति से दोगुना है। हालांकि, ये दोनों सर्कल मामले पर कॉरपोरेट कार्यालय के निर्देशों को लागू करने से इनकार कर रहे हैं। BSNLEU इस मुद्दे पर सीएमडी, बीएसएनएल से पहले ही चर्चा कर चुका है। कई पत्र पहले ही लिखे जा चुके हैं। आज की बैठक में इस मुद्दे पर एक बार फिर चर्चा की गई है। सीएमडी, बीएसएनएल ने उत्तर दिया कि, एनई-I और एनई-II दोनों सर्किलों ने कहा है कि, इन सर्किलों में विशाल भौगोलिक क्षेत्र हैं और इसलिए डीआर जेई के नियम 8 के स्थानान्तरण को लागू करने में कठिनाइयाँ हो रही हैं। सीएमडी, बीएसएनएल ने आश्वासन दिया कि कॉर्पोरेट कार्यालय मार्च, 2023 में एनई- I और एनई-II सर्किलों को संख्या की मंजूरी की समीक्षा करने के लिए एक बैठक करेगा। लेकिन, महासचिव ने इस पर दुख जताया। उन्होंने एनई-Iऔर एनई-II सर्किलों  के डीआर जेई की पीड़ा के बारे में बताया और मांग की कि समीक्षा तुरंत की जानी चाहिए, मार्च, 2023 में नहीं । सीएमडी, बीएसएनएल ने इसे स्वीकार किया। 

6.  जनरल मैनेजर, लुधियाना द्वारा प्रतिशोध की कारवाई। 

लुधियाना के कुख्यात जनरल मैनेजर श्री पंचोक दोर्जे के लिए कॉर्पोरेट कार्यालय द्वारा पहले ही स्थानांतरण आदेश जारी किया जा चुका है। हालांकि, अभी तक उसे कार्यमुक्त नहीं किया गया है। इस अवसर का उपयोग करते हुए, श्री पंचोक दोर्जे, कई प्रतिशोधी आदेश जारी कर रहे हैं जैसे कर्मचारियों का स्थानांतरण, आदि। BSNLEU ने इस संबंध में सीएमडी, बीएसएनएल को पहले ही एक बहुत विस्तृत पत्र लिखा है। आज की बैठक में इस मुद्दे पर चर्चा की गई। सीएमडी, बीएसएनएल ने जवाब दिया कि श्री पंचोक दोर्जे की कार्यमुक्ति बीमारी के कारण ज़्वाइन न होने के कारण नहीं हुई है। जहां तक प्रतिशोधात्मक निर्णय का संबंध  है, श्री पंचोक दोर्जे के, कार्यालय स्थानांतरण आदेश जारी करने के बाद, सीएमडी बीएसएनएल ने सुझाव दिया कि नए जनरल मैनेजर के ज्वाइन होने के बाद उन मुद्दों को उठाया जा सकता है। सीएमडी, बीएसएनएल ने आगे आश्वासन दिया कि वास्तविक मामलों की समीक्षा की जाएगी। 

नेशनल काउंसिल की बैठक अविलंब आयोजित करें - महासचिव ने प्रिंसिपल जनरल मैनेजर (एसआर) से आग्रह किया। 

9 वीं सदस्यता सत्यापन के परिणाम घोषित हुए 5 महीने हो चुके हैं।  हालांकि, प्रबंधन ने नेशनल काउंसिल की बैठक बुलाने के लिए कदम नहीं उठाए हैं। BSNLEU ने पहले ही निदेशक (एचआर) को पत्र लिखकर नेशनल काउंसिल की बैठक शीघ्र आयोजित करने की मांग की है। साथी पी. अभिमन्यु, महासचिव ने आज सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) के साथ इस मुद्दे पर चर्चा की। प्रिंसिपल जनरल मैनेजर (एसआर) ने उत्तर दिया कि, नेशनल काउंसिल की बैठक का पुनर्गठन नहीं किया जा सका क्योंकि द्वितीय मान्यता प्राप्त यूनियन ने नेशनल काउंसिल के लिए अपना नामांकन प्रस्तुत नहीं किया है।  प्रिंसिपल जनरल मैनेजर (एसआर) ने आश्वासन दिया कि दूसरी मान्यता प्राप्त यूनियन से नामांकन प्राप्त होने पर प्रबंधन मार्च, 2023 में बैठक आयोजित करने का प्रयास करेगा।

The Corporate Office has issued letter today authorising the circle administrations for holding the Telecom Technician LICE (TT LICE) for the vacancies of 2020 and 2021. It is noted that this exam will be conducted only in the 15 circles of A&N, Chhattisgarh, Kolkata Telephones, Gujarat, Haryana, Kerala, Karnataka, Maharashtra, Madhya Pradesh, Odisha, Punjab, Rajasthan, UP(West), Telangana and Uttarakhand. As per this letter, TT LICE will not be held in other circles. Further, the Corporate Office has decided to hold this LICE as online exam. The TT LICE should be conducted only as offline exam. BSNLEU will take up this issue with the Corporate Management.

Com.P.Abhimanyu, GS, met Shri P.K.Purwar, CMD BSNL, today and discussed a range of issues affecting the employees and the Company. Details of the discussion is given below:-

1. Merger of MTNL with BSNL.

BSNLEU has already written letter to the CMD BSNL, demanding that the views of the Recognised Unions should be heard, before taking a final decision on merger of MTNL with BSNL. This issue is discussed today. GS, BSNLEU, strongly reiterated that BSNL should not be forced to take over MTNL’s financial liability of more than Rs.25,000 crore. He also insisted that, the investment to be made by BSNL for restoration of MTNL’s networks should be paid by the Government. The General Secretary also demanded that, the views of the Recognised Unions should be taken into account before taking a final decision on the HR issues.  Replying to this, the CMD BSNL stated that, the Cabinet has already taken decision to grant Rs.1,800 crore to BSNL, for the purpose of restoring the MTNL networks. He further stated that, discussions are going on between the BSNL Management and the DoT on the modalities of merger and assured that the views of the Recognised Unions will be heard.

2. BSNL’s 4G and 5G launching.

Regarding the launching of BSNL’s 4G and 5G, BSNLEU is repeatedly expressing it’s concerns to the Management over the inordinate delay. This issue was raised in today’s meeting also. The CMD BSNL replied that, he expects the supply of 4G equipments by the TCS, in July / August this year and that completion of installation of 4G equipments will take place one year from now. He further stated that, all the 1 lakh 4G sites to be supplied by the TCS will be 5G compatible.

Arbitrary action of the Management in releasing the Sports Compendium, New JTO RR, etc.

The General Secretary expressed his deep concern that, the Management is taking arbitrary decisions, without consulting the Recognised Unions, on important issues affecting employees. He told that the Compendium for the sports personnel and the New JTO Recruitment Rule have been finalised and issued without consulting the Recognised Unions. The General Secretary strongly demanded that, the Management should not take final decision on issues affecting the employees, without hearing the views of the Recognised Unions. The CMD BSNL agreed to this view and assured to look into these issues.

Non-implementation of the assurance to form a Joint Committee to review the amendments made to Rule 9 of BSNL Transfer Policy.

The BSNL Management has arbitrarily made amendments to Rule 9 of BSNL Transfer Policy. These amendments are causing sufferings to the employees, especially to the DR JEs. The CMD BSNL has assured that a Joint Committee would be formed to review these amendments. However, this assurance has not been implemented. BSNLEU has repeatedly written letters, demanding to form this Joint Committee for reviewing the amendments. This issue was raised by the General Secretary again in today’s meeting. The CMD BSNL suggested to discuss this issue with the Director (HR) and that he would also put a word to the Director (HR) regarding this matter.

Rule 8 transfer of DR JEs – Non-implementation of Corporate Office instructions by NE-I and NE-II circles.

NE-I and NE-II circles are having double the sanctioned strength of DR JEs. However, both these circles are refusing to implement the Corporate Office instructions on the matter. BSNLEU has already discussed this issue with the CMD BSNL. Many letters have already been written. This issue is once again discussed in today’s meeting. The CMD BSNL replied that, both NE-I and NE-II circles have stated that, these circles are having vast geographical areas and hence are having difficulties in implementing Rule 8 transfers of the DR JEs. The CMD BSNL assured that the Corporate Office would hold a meeting in March, 2023, to review the sanction of strength to NE-I and NE-II circles. But, the General Secretary expressed his unhappiness over this. He explained about the sufferings of the DR JE of NE-I and NE-II circles and demanded that the review should be made immediately and not in March, 2023. The CMD BSNL accepted this.

Wreaking of vengeance by the GMD, Ludhiana.

Transfer order has already been issued by the Corporate Office for Shri Punchok Dorjey, the notorious GM of Ludhiana. However, he has not been relieved yet. Utilising this opportunity, Shri Punchok Dorjey, is issuing many vindictive orders like transfer of employees, etc. BSNLEU has already written a very detailed letter to the CMD BSNL in this regard. This issue was discussed in today’s meeting. The CMD BSNL replied that the reliever of Shri Punchok Dorjey has not joined due to illness. As regards, the vindictive decisions of Shri Punchok Dorjey, after the issuing office transfer order, the CMD BSNL suggested that those issues could be taken up after the joining of the new GM. The CMD BSNL further assured that genuine cases would be reviewed.

It is already 5 months since the results of the 9^th Membership Verification are declared. However, the Management has not taken steps to convene the National Council meeting. BSNLEU has already written letter to the Director (HR), demanding to hold the National Council meeting expeditiously. Com.P.Abhimanyu, GS, discussed this issue with Ms. Anita Johri, PGM(SR) today. The PGM(SR) replied that, the National Council meeting could not be reconstituted since the 2^nd Recognised Union has not submitted their nominations to the National Council. The PGM(SR) assured that, the Management would try to hold the meeting in March, 2023, on receipt of nominations from the 2^nd Recognised Union.

बीएसएनएल के नोन एक्ज़ीक्यूटिव  और एसोसिएशनों के संयुक्त मंच ने निम्नलिखित मांगों को लेकर कर्मचारियों को 07.02.2023 को दोपहर के भोजन अवकाश प्रदर्शन आयोजित करने का आह्वान किया है : 

1.  वेतन संशोधन का तत्काल निपटान ।

2.  नोन एक्ज़िक्यूटिव्स के लिए नई पदोन्नति नीति का कार्यान्वयन।

3.  बिना और देरी के बीएसएनएल की 4G  और 5G  सेवाओं की शुरुआत ।

संयुक्त मंच ने दिनांक 07.02.2023 को भोजन अवकाश प्रदर्शन आयोजित करने के लिए बीएसएनएल के सीएमडी और दूरसंचार सचिव को आज अधिसूचना जारी की है ।
