Meeting between CMD BSNL and GS, BSNLEU.
Com.P.Abhimanyu, GS, met Shri P.K.Purwar, CMD BSNL, today and discussed a range of issues affecting the employees and the Company. Details of the discussion is given below:-
- Merger of MTNL with BSNL.
BSNLEU has already written letter to the CMD BSNL, demanding that the views of the Recognised Unions should be heard, before taking a final decision on merger of MTNL with BSNL. This issue is discussed today. GS, BSNLEU, strongly reiterated that BSNL should not be forced to take over MTNL’s financial liability of more than Rs.25,000 crore. He also insisted that, the investment to be made by BSNL for restoration of MTNL’s networks should be paid by the Government. The General Secretary also demanded that, the views of the Recognised Unions should be taken into account before taking a final decision on the HR issues. Replying to this, the CMD BSNL stated that, the Cabinet has already taken decision to grant Rs.1,800 crore to BSNL, for the purpose of restoring the MTNL networks. He further stated that, discussions are going on between the BSNL Management and the DoT on the modalities of merger and assured that the views of the Recognised Unions will be heard.
- BSNL’s 4G and 5G launching.
Regarding the launching of BSNL’s 4G and 5G, BSNLEU is repeatedly expressing it’s concerns to the Management over the inordinate delay. This issue was raised in today’s meeting also. The CMD BSNL replied that, he expects the supply of 4G equipments by the TCS, in July / August this year and that completion of installation of 4G equipments will take place one year from now. He further stated that, all the 1 lakh 4G sites to be supplied by the TCS will be 5G compatible.
Arbitrary action of the Management in releasing the Sports Compendium, New JTO RR, etc.
The General Secretary expressed his deep concern that, the Management is taking arbitrary decisions, without consulting the Recognised Unions, on important issues affecting employees. He told that the Compendium for the sports personnel and the New JTO Recruitment Rule have been finalised and issued without consulting the Recognised Unions. The General Secretary strongly demanded that, the Management should not take final decision on issues affecting the employees, without hearing the views of the Recognised Unions. The CMD BSNL agreed to this view and assured to look into these issues.
Non-implementation of the assurance to form a Joint Committee to review the amendments made to Rule 9 of BSNL Transfer Policy.
The BSNL Management has arbitrarily made amendments to Rule 9 of BSNL Transfer Policy. These amendments are causing sufferings to the employees, especially to the DR JEs. The CMD BSNL has assured that a Joint Committee would be formed to review these amendments. However, this assurance has not been implemented. BSNLEU has repeatedly written letters, demanding to form this Joint Committee for reviewing the amendments. This issue was raised by the General Secretary again in today’s meeting. The CMD BSNL suggested to discuss this issue with the Director (HR) and that he would also put a word to the Director (HR) regarding this matter.
Rule 8 transfer of DR JEs – Non-implementation of Corporate Office instructions by NE-I and NE-II circles.
NE-I and NE-II circles are having double the sanctioned strength of DR JEs. However, both these circles are refusing to implement the Corporate Office instructions on the matter. BSNLEU has already discussed this issue with the CMD BSNL. Many letters have already been written. This issue is once again discussed in today’s meeting. The CMD BSNL replied that, both NE-I and NE-II circles have stated that, these circles are having vast geographical areas and hence are having difficulties in implementing Rule 8 transfers of the DR JEs. The CMD BSNL assured that the Corporate Office would hold a meeting in March, 2023, to review the sanction of strength to NE-I and NE-II circles. But, the General Secretary expressed his unhappiness over this. He explained about the sufferings of the DR JE of NE-I and NE-II circles and demanded that the review should be made immediately and not in March, 2023. The CMD BSNL accepted this.
Wreaking of vengeance by the GMD, Ludhiana.
Transfer order has already been issued by the Corporate Office for Shri Punchok Dorjey, the notorious GM of Ludhiana. However, he has not been relieved yet. Utilising this opportunity, Shri Punchok Dorjey, is issuing many vindictive orders like transfer of employees, etc. BSNLEU has already written a very detailed letter to the CMD BSNL in this regard. This issue was discussed in today’s meeting. The CMD BSNL replied that the reliever of Shri Punchok Dorjey has not joined due to illness. As regards, the vindictive decisions of Shri Punchok Dorjey, after the issuing office transfer order, the CMD BSNL suggested that those issues could be taken up after the joining of the new GM. The CMD BSNL further assured that genuine cases would be reviewed.
