JAO LICE was conducted in 2016. In Himachal Pradesh circle, the 2 vacancies left unfilled in the JAO LICE held in 2012 were not carried forward for the exam conducted in 2016. As a result of this, due promotion has been denied to an official.  BSNLEU has already written letter to the Director (HR) on this issue. Today, Com.P.Abhimanyu, GS, discussed this issue with Shri S.N. Gupta, GM(Pers.) and demanded necessary action.

नोन एक्ज़िक्यूटिव्स के लिए ग्रुप टर्म इंस्यूरंस के नवीनीकरण के लिए दिशानिर्देश ।

BSNLEU द्वारा किए गए निरंतर प्रयासों के कारण बीएसएनएल के नोन एक्ज़िक्यूटिव्स के लिए ग्रुप टर्म इंश्योरेंस (GTI) पहले ही लागू किया जा चुका है। नोन एक्ज़िक्यूटिव्स के लिए इस ग्रुप टर्म इंस्यूरंस का वार्षिक नवीनीकरण 01.03.2023 को देय हो गया है।  इसके लिए बीएसएनएल कॉरपोरेट ऑफिस ने कल दिशानिर्देश जारी किये है।  विकल्प जमा करने / वापस लेने की विंडो 11.02.2023 को 17.02.2023 तक (7 दिनों के लिए) खोली जाएगी।  जो नोन एक्ज़िक्यूटिव्स इस ग्रुप टर्म इंस्यूरंस में शामिल होने के इच्छुक हैं, वे अपना विकल्प प्रस्तुत कर सकते हैं। साथियों की जानकारी हेतु कॉर्पोरेट ऑफिस का पत्र संलग्न है।

Due to the continuous efforts taken by BSNLEU, Group Term Insurance (GTI) has already been implemented to the Non-Executives of BSNL. The annual renewal of this GTI for the Non-Executives has become due on 01.03.2023. For this, the BSNL Corporate Office has issued guidelines yesterday. The window for submission / withdrawal of option will be opened on 11.02.2023 up to 17.02.2023 (for 7 days). Those Non-Executives who are willing to join this GTI, may submit their option. The letter of the Corporate Office is attached for the reference of the comrades.

BSNLEU और निदेशक (मानव संसाधन), बीएसएनएल के बीच बैठक।

साथी पी. अभिमन्यु, महासचिव और साथी इरफ़ान पाशा, कोषाध्यक्ष ने आज श्री अरविंद वाडनेरकर, निदेशक (मानव संसाधन) से मुलाकात की और निम्नलिखित महत्वपूर्ण मुद्दों पर चर्चा की ।

*१.  विशेष जेटीओ एलआईसीई परिणामों की घोषणा।* 

इस मुद्दे पर चर्चा का विवरण पहले ही भेजा जा चुका है।

*२. नियम 9 में संशोधन - सीएमडी, बीएसएनएल के आश्वासन को लागू नहीं करना।* 

बीएसएनएल प्रबंधन ने मनमाने ढंग से बीएसएनएल ट्रांसफर पॉलिसी के नियम 9 (अस्थायी ट्रांसफर) में संशोधन किया था।  नतीजतन, युवा कर्मचारियों के लिए अस्थायी स्थानांतरण प्राप्त करना बेहद मुश्किल हो गया है।  इस मुद्दे पर सीएमडी, बीएसएनएल के साथ चर्चा की गई और उन्होंने संशोधनों की समीक्षा के लिए प्रबंधन और यूनियनों की एक संयुक्त समिति बनाने का आश्वासन दिया था ।  हालांकि, प्रबंधन और यूनियनों की संयुक्त समिति का गठन नहीं किया गया है।  आज की बैठक में, BSNLEU ने बीएसएनएल ट्रांसफर पॉलिसी के नियम 9 में किए गए मनमाने संशोधनों की समीक्षा के लिए संयुक्त समिति के तत्काल गठन की जोरदार मांग की।

*३. सिविल और इलेक्ट्रिकल विंग के जेई के लिए जेटीओ एलआईसीई का आयोजन - नेशनल काउंसिल के फैसले को लागू नहीं करना।* 

सिविल और इलेक्ट्रिकल विंग के जेई (तत्कालीन ड्राफ्ट्समैन) के लिए जेटीओ एलआईसीई आयोजित करने के लिए कई साल पहले नेशनल काउंसिल में समझौता किया गया है।  हालाँकि, नेशनल काउंसिल के इस निर्णय को प्रबंधन द्वारा लागू नहीं किया गया है। BSNLEU बार-बार इस मुद्दे को उठा रहा है।  आज की बैठक में भी BSNLEU ने निदेशक (मानव संसाधन) से नेशनल काउंसिल के निर्णय के शीघ्र कार्यान्वयन को सुनिश्चित करने की मांग की।

*४.  नेशनल काउंसिल की बैठक का आयोजन न होना।* 

9वीं सदस्यता सत्यापन के परिणाम घोषित हुए 4 महीने होने जा रहे हैं।  हालांकि, प्रबंधन ने अभी तक नेशनल काउंसिल का पुनर्गठन नहीं किया है।  BSNLEU ने पहले ही राष्ट्रीय परिषद के कर्मचारी पक्ष के लिए अपना नामांकन दे दिया है।  आज की बैठक में BSNLEU ने नेशनल काउंसिल के पुनर्गठन और इसकी बैठक आयोजित करने में प्रबंधन की निष्क्रियता पर अत्यधिक असंतोष व्यक्त किया।

*५. BSNLEU के सीएचक्यू को क्वार्टर - CROP से ​​छूट।* 

मुख्य मान्यता प्राप्त यूनियन होने के नाते BSNLEU को नई दिल्ली में टाइप-IV क्वार्टर आवंटित किया गया है।  अब तक, BSNLEU सरकारी नियमों के अनुसार केवल लाइसेंस फी का भुगतान करता रहा है।  हालाँकि, हाल ही में, बीएसएनएल प्रबंधन ने कहा है कि बीएसएनएल को CROP के अनुसार क्वार्टर के लिए किराए का भुगतान करना चाहिए।  इस हिसाब से किराया 25,000 रुपये प्रति माह आता है। BSNLEU ने BSNLEU को CROP से छूट देने का अनुरोध करते हुए बीएसएनएल के सीएमडी को पहले ही आवेदन दे दिया है।  इस मुद्दे पर आज निदेशक (मानव संसाधन) के साथ चर्चा की गई है।

विशेष जेटीओ एलआईसीई परिणाम घोषित करने के लिए स्टे हटाये जाने के लिए कानूनी कार्रवाई करें - BSNLEU निदेशक (एचआर) से मांग करता है ।

साथी पी. अभिमन्यु, महासचिव और साथी इरफ़ान पाशा, कोषाध्यक्ष ने आज श्री अरविंद वाडनेरकर, निदेशक (मानव संसाधन) से मुलाकात की और विशेष जेटीओ एलआईसीई परिणामों की घोषणा न करने पर अपनी पीड़ा व्यक्त की। परीक्षा 18.12.2022 को आयोजित की गई थी।  लेकिन, पीडब्ल्यूडी आरक्षण मामले में माननीय प्रिंसिपल CAT द्वारा जारी स्टे ऑर्डर के कारण परिणाम घोषित नहीं किया जा सका।  मामले को 31.01.2023 को सुनवाई के लिए सूचीबद्ध किया गया था।  लेकिन, उस दिन सुनवाई नहीं हुई।  दोबारा, मामला 07.02.2023 के लिए सूचीबद्ध किया गया था।  फिर से सुनवाई नहीं हुई और मार्च, 2023 तक के लिए सुनवाई मुल्तवी की गई है। हमें यकीन नहीं है कि मामले की सुनवाई मार्च में भी होगी या नहीं।  इसलिए, आज की बैठक में BSNLEU ने निदेशक (एचआर) से मांग की है कि, बीएसएनएल प्रबंधन को स्टे हटाये जाने के लिए माननीय प्रिंसिपल CAT, नई दिल्ली में एक याचिका दायर करनी चाहिए। BSNLEU ने इस मुद्दे पर निदेशक (मानव संसाधन) को लिखा पत्र सौंपा।  निदेशक (मानव संसाधन) ने कहा कि कॉर्पोरेट कार्यालय किसी भी समय विशेष जेटीओ एलआईसीई परिणाम घोषित करने के लिए पूरी तरह से तैयार है।  उन्होंने  स्टे हटाये जाने के लिए कानूनी कार्रवाई करने के BSNLEU के प्रस्ताव को भी स्वीकार कर लिया।

Com.P.Abhimanyu, GS and Com.Irfan Pasha, Treasurer, met Shri Arvind Vadnerkar, Director (HR) and discussed the following important issues today.

1. Declaration of the Special JTO LICE results.

The details of the discussion on this issue are already published in the website.

2. Amendments made to Rule 9 – non-implementation of CMD BSNL’s assurance.

The BSNL Management had arbitrarily made amendments to Rule 9 (temporary transfer) of BSNL Transfer Policy. As a result, it has become extremely difficult for the young employees to get temporary transfer. This issue was discussed with the CMD BSNL and he has assured to form a Joint Committee of Management and the Unions to review the amendments. However, the Joint Committee of Management and the Unions has not been formed. In today’s meeting, BSNLEU strongly demanded the immediate formation of the Joint Committee, for reviewing the arbitrary amendments done to Rule 9 of BSNL Transfer Policy.  

3. Holding of JTO LICE for JEs of Civil & Electrical wings – non-implementation of the National Council decision.

Agreement has been reached in the National Council many years ago, for holding a JTO LICE for the JEs (erstwhile draftsman) of Civil & Electrical wings. However, this decision of the National Council is not implemented by the Management. BSNLEU is repeatedly raising this issue. In today’s meeting also BSNLEU demanded the Director (HR) to ensure early implementation of the decision of the National Council.

4. Non-holding of the National Council meeting.

It is going to be 4 months since the results of the 9^th Membership Verification were declared. However, the Management has not yet reconstituted the National Council. BSNLEU has already given it’s nominations for the Staff Side of the National Council. In today’s meeting, BSNLEU expressed it’s extreme dissatisfaction over the Management’s inaction in reconstituting the National Council and holding of it’s meeting.

5. Quarters to the CHQ of BSNLEU – exemption from the CROP.

Being the Main Recognised Union, BSNLEU is allotted with a Type-IV quarters at New Delhi. So far, BSNLEU has been paying only licence fee, in accordance with the Government Rulings. However, recently, the BSNL Management has stated that BSNL should pay rent for the quarters as per the CROP. According to this, the rent comes to Rs.25,000/- per month. BSNLEU has already represented to the CMD BSNL, requesting to exempt BSNLEU from CROP. The issue is discussed with the Director (HR) today.

Com.P.Abhimanyu, GS and Com.Irfan Pasha, Treasurer, met Shri Arvind Vadnerkar, Director (HR) today and expressed their anguish over the non-declaration of the Special JTO LICE results. The exam was conducted on 18.12.2022. But, due to the stay order issued by the Hon’ble Principal CAT, in the PWD reservation case, the results could not be declared. The case was listed for hearing on 31.01.2023. But, the hearing did not take place on that day. Again, the case was listed for 07.02.2023. Again, the hearing did not take place and is postponed to March, 2023. We are not sure whether the case will be heard in March also. Hence, in today’s meeting, BSNLEU demanded the Director (HR) that, the BSNL Management should file a petition in the Hon’ble Principal CAT, New Delhi, for vacating the stay. BSNLEU handed over the letter, written to the Director (HR) on this issue. The Director (HR) stated that the Corporate Office is fully prepared to declare the Special JTO LICE results any time. He also accepted the proposal of BSNLEU for taking legal action to vacate the stay.
