A meeting of the Joint Forum of the Unions and Associations of the Non-Executives will be held online on 15.05.2023. The meeting is being convened to discuss the very important issues of Wage Revision, delay in BSNL’s 4G and 5G launching and the New Promotion Policy for the Non-Executives. The meeting is expected to take decision for action programme, for the settlement of the above issues.

BSNLEU ने सचिव, दूरसंचार को पत्र लिखकर उन सभी कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करने की मांग की है, जिन्हें डीओटी द्वारा भर्ती किया गया था और प्रशिक्षण के लिए भेजा गया था, लेकिन बीएसएनएल द्वारा नियुक्त किया गया था। 

BSNLEU लगातार मांग कर रहा है कि जिन कर्मचारियों को डीओटी द्वारा भर्ती किया गया था और प्रशिक्षण के लिए भेजा गया था, लेकिन बीएसएनएल द्वारा नियुक्त किया गया था, उन्हें प्रेसिडेंशियल ऑर्डर जारी किया जाना चाहिए और उन्हें सरकारी पेंशन के लिए पात्र बनाया जाना चाहिए। यह मामला सुप्रीम कोर्ट में लंबित पड़ा हुआ है। इस बीच, 03 मार्च, 2023 को पेंशन और पेंशनभोगी कल्याण विभाग द्वारा जारी एक पत्र के आधार पर, जिसे दूरसंचार विभाग द्वारा समर्थन दिया गया है । BSNLEU ने सचिव, दूरसंचार को विस्तृत रूप से पत्र लिखकर प्रेसिडेंशियल ऑर्डर जारी करने की मांग की है जिन्हें DoT द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए सभी कर्मचारी जो  DoP & PW के पत्र के अनुरूप बीएसएनएल द्वारा नियुक्त किए गए थे।

BSNLEU is continuously demanding that, the employees who were recruited and sent for training by the DoT, but were appointed by BSNL, should be issued with Presidential Order and should be made eligible for Government Pension. This case is lying pending in the Supreme Court. In the meanwhile, based on a letter issued by the Department of Pension and Pensioners’ Welfare on 03^rd March, 2023, which has been endorsed by the DoT, BSNLEU has written a very detailed letter to the Secretary, Telecom, demanding to issue Presidential Orders to all the employees recruited and sent for training by the DoT, but were appointed by BSNL, on the analogy of the DoP&PW’s letter.

Com. Animesh Mitra, President and Com. P. Abhimanyu,GS, met Shri Rajiv Singh, PGM(CA) today and discussed the case of the 73 officials of CNTxE, Odisha circle, for whom Presidential Orders have been cancelled. After cancellation of the Presidential Orders, still these officials are continuing in GPF, which is totally wrong. These officials have to be migrated to EPF. This demand was strongly raised with the PGM(CA) in the meeting today.

निदेशक (मानव संसाधन) के साथ कल दिनांक 10.05.2023 को आयोजित औपचारिक बैठक में, BSNLEU ने दृढ़ता से इस बिंदु को उठाया कि 2008 में जारी नीति के आधार पर खेल कार्मिकों की कैरियर प्रगति के लिए चीफ जनरल मैनेजर द्वारा अनुशंसित कई मामलों का निपटारा नहीं किया गया था। यह भी बताया गया कि प्रबंधन ने मान्यता प्राप्त यूनियनों से परामर्श किए बिना लंबित मामलों का निपटारा किए बिना एक सार-संग्रह जारी किया है। BSNLEU ने पुरजोर मांग की कि 2008 में जारी नीति के आधार पर चीफ जनरल मैनेजर द्वारा अनुशंसित सभी पुराने मामलों पर विचार किया जाना चाहिए। इस पर निदेशक (मानव संसाधन) ने सहमति जताई। इस निर्णय के अनुसार कारपोरेट कार्यालय की प्रसाशन शाखा ने सभी चीफ जनरल मेनेजरों को पत्र जारी कर दिसंबर, 2022 तक कॉर्पोरेट कार्यालय में भेजे गए पुराने मामलों को जमा करने का आह्वान किया है। सभी सर्किल सेक्रेटरी से अनुरोध है कि चीफ जनरल मैनेजर द्वारा अनुसंशित सभी पुराने मामलों की जानकारी महासचिव के व्हाट्सएप पर या bsnleuchq@gmail.com पर ई-मेल करें ।

श्री अरविंद वडनेरकर, निदेशक (मानव संसाधन) और BSNLEU के बीच एक औपचारिक बैठक आयोजित की गई। प्रबंधन की ओर से, श्री सौरभ त्यागी, प्रिंसिपल जनरल मैनेजर (Estt.), सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) और श्री एस.पी. सिंह,जनरल मैनेजर (प्रशासन) भी उपस्थित थे। बैठक में BSNLEU का प्रतिनिधित्व साथी अनिमेश मित्रा, अध्यक्ष, साथी पी. अभिमन्यु, महासचिव, साथी पी.के. जैन, संगठन सचिव (सीएचक्यू), साथी अश्विन कुमार, संगठन सचिव (सीएचक्यू) और साथी परवीन, संगठन सचिव (सीएचक्यू) ने किया । BSNLEU द्वारा उठाए गए मुद्दों और प्रबंधन द्वारा दिए गए उत्तरों का सारांश संलग्न है।

A Formal Meeting is held between Shri Arvind Vadnerkar, Director (HR) and BSNLEU yesterday the 10-05-2023. From the Management Side, Shri Saurabh Tyagi, PGM(Estt.), Ms. Anita Johri, PGM(SR) and Shri S.P. Singh, GM(Admn.) were also present. BSNLEU is represented in the meeting by Com.Animesh Mitra, President, Com.P.Abhimanyu, GS, Com.P.K. Jain, Organising Secretary (CHQ), Com.Ashwin Kumar, Organising Secretary (CHQ) and Com.Parveen, Organising Secretary (CHQ). A gist of the issues raised by BSNLEU and the replies given by the Management are enclosed.

In the Formal Meeting with the Director (HR) held yesterday the 10.05.2023, BSNLEU strongly raised the point that many cases recommended by the CGMs for Career Progression of the Sports Personnel, based on the policy issued in 2008 were not settled. It was also pointed out that, without settling the pending cases, the Management has issued a Compendium, without consulting the Recognised Unions. BSNLEU strongly demanded that all the old cases, recommended by the CGMs, based on the Policy issued in 2008, should be considered. This was agreed by the Director (HR). In accordance with this decision, the Admn. Branch of the Corporate Office, has issued letter to all the CGMs, calling to submit the old cases sent to the Corporate Office up to December, 2022. The CHQ requests all the circle secretaries to immediately send the old cases, recommended by the CGMs to the CHQ on the WhatsApp of the General Secretary or e-mail on bsnleuchq@gmail.com.

The Management has drastically increased the qualifying marks for the JE training class. Earlier, the qualifying marks were 35% for OC; 30% for OBC and 20% SC/ST. All of a sudden the qualifying mark has been increased and fixed as 50% for all categories. This is a very big injustice to the JE training candidates. BSNLEU immediately already wrote a detailed letter to the CMD BSNL against this arbitrary increase in the training class qualifying marks and demanded restoration of the old qualifying marks. Yesterday, Com.Animesh Mitra, President and Com.P. Abhimanyu, GS, discussed this issue with Shri P.K. Purwar, CMD BSNL and demanded restoration of the old qualifying marks. The CMD BSNL heard our views and assured to do the needful.
