सीजीएम कार्यालयों में टीटी रिक्त पद उपलब्ध नहीं हैं - पात्र कर्मचारी परीक्षा में उपस्थित होने में असमर्थ हैं - BSNLEU ने प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस को इस मुद्दे को निपटाने के लिए पत्र लिखा है।

दूरसंचार तकनीशियन एलआईसीई (टीटी एलआईसीई) आयोजित करने के लिए कॉर्पोरेट कार्यालय ने पहले ही अधिसूचना जारी कर दी है। इस टीटी एलआईसीई में शामिल होने के लिए ऑनलाइन पंजीकरण कल बंद हो रहा है। सीएचक्यू के ध्यान में लाया गया है कि चीफ जनरल मैनेजर कार्यालयों में काम करने वाले और टीटी एलआईसीई में उपस्थित होने के योग्य उम्मीदवारों ने अपने आवेदन जमा कर दिए हैं। हालांकि, टीटी एक तकनीकी संवर्ग है, चीफ जनरल मैनेजर कार्यालयों में रिक्त पद उपलब्ध नहीं हैं। इसलिए, चीफ जनरल मैनेजर कार्यालयों में कार्यरत पात्र उम्मीदवारों को टेलीकॉम टेक्नीशियन बनने के अवसर से वंचित किया जा रहा है। इसलिए, BSNLEU ने प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस को आज पत्र लिखा है और इस मुद्दे को सुलझाने के लिए आवश्यक कार्रवाई करने की मांग की है।

BSNL Corporate Office has issued notification for holding JTO LICE for the vacancy year 2022. As per this notification, vacancies are not available in 7 circles. In 10 more circles, the available vacancies are only 10 or less than 10. This situation is going to create extreme hardship to the candidates in 17 circles. Under these circumstances, BSNLEU has written letter to the Director (HR) today, demanding to immediately conduct the review of the ‘Restructuring of Manpower’, which has already become due. In the Formal Meeting held on 10.05.2023 with the Director (HR), BSNLEU has already demanded “Review of the Restructuring”, which has been agreed to.

Corporate Office has already issued notification for holding the Telecom Technician LICE (TT LICE). Online registration for appearing in this TT LICE is getting closed tomorrow. It has been brought to the notice of the CHQ that, candidates working in the CGM Offices and who are eligible for appearing in the TT LICE, have submitted their applications. However, TT being a technical cadre, vacancies are not available in the CGM Offices. Hence, the eligible candidates working in the CGM Offices are being denied the opportunity to become TT. Hence, BSNLEU has written letter to the PGM(Estt.), BSNL CO., today and has demanded to take necessary action  to settle this issue.

अमेरिकी विदेश विभाग ने धार्मिक स्वतंत्रता पर अपनी वार्षिक रिपोर्ट जारी की है। इस रिपोर्ट में, भारत में धार्मिक हिंसा के बारे में निम्नलिखित उल्लेख किया गया है। यह आज के टाइम्स ऑफ इंडिया (16-05-2023) में बताया गया है।

"What we outline in today's report is continued targeted attacks against religious communities, including Christians, Muslims, Sikhs, Hindu Dalits, and indigenous communities; dehumanising rhetoric, including open calls for genocide against Muslims; lynching and other hate-fuelled violence, attacks on houses of worship and home demolitions, and in some cases impunity and even clemency for those who've engaged in attacks on religious minorities... we're also continuing to see, at the state level, some restrictions on religious attire”.

APAR के लिए स्व-मूल्यांकन-Self Appraisals प्रस्तुत करने की अंतिम तिथि - BSNLEU की अंतिम तिथि के विस्तार की मांग स्वीकार की गई।

2022-23 की अवधि के लिए एपीएआर के लिए स्व-मूल्यांकन प्रस्तुत करने की अंतिम तिथि 15.05.2023 निर्धारित की गई थी। NE-9 और उससे ऊपर के वेतनमानों में नोन एक्जीक्यूटिव्स को भी ये स्व-मूल्यांकन जमा करने होंगे। कुछ साथियों ने सीएचक्यू से आखिरी तारीख यानी 15.05.2023 को कुछ दिन और बढ़ाने का अनुरोध किया है । साथी पी. अभिमन्यु, महासचिव ने इस मुद्दे पर श्री एस.एन. गुप्ता, महाप्रबंधक (Pers.), बीएसएनएल कॉर्पोरेट ऑफिस से साथ कल चर्चा की और अंतिम तिथि बढ़ाने की मांग की। मांग स्वीकार की गई है और *कॉर्पोरेट ऑफिस ने अंतिम तिथि 22.05.2023 तक बढ़ाने के लिए पत्र* जारी किया है। कॉर्पोरेट ऑफिस का पत्र संलग्न है।

दिनांक 15.05.2023 को हुई संयुक्त मंच-Joint Forum की बैठक के निर्णय।

दिनांक 15.05.2023 को संयुक्त मंच की ऑनलाइन बैठक हुई। बैठक में वेतन संशोधन के कार्यान्वयन नहीं होना के मुद्दों, बीएसएनएल के 4G और 5G सेवा का आरंभ करने में अत्यधिक देरी और नोन एक्ज़िक्यूटिव्स के लिए एक नई पदोन्नति नीति के कार्यान्वयन के बारे में गंभीरता से चर्चा की गई। बैठक में सर्वसम्मति से समस्याओं के समाधान की मांग को लेकर निम्न दर्शित कार्यक्रम आयोजित करने का निर्णय लिया गया।

1. 01.06.2023  - के दिन  तख्तियों के साथ सभी जिला मुख्यालयों पर  मानव श्रृंखला कार्यक्रम का आयोजन। 
2. 14.06.2023 - के दिन राज्यपाल के निवास तक मार्च एवं ज्ञापन का प्रस्तुतीकरण - सभी सर्किल मुख्यालय में।
3. 26.06.2023 - दिल्ली चलो - नई दिल्ली में भारी लामबंदी की जाएगी।   

संयुक्त मंच के परिपत्र की प्रति संलग्न है। BSNLEU के सभी सर्किल और जिला सचिवों से अनुरोध है कि वे व्यापक लामबंदी के साथ सभी कार्यक्रमों को सफलतापूर्वक लागू करें।

The last date for submitting self-appraisals for the APAR for the period 2022-23, had been fixed as 15.05.2023. The Non-Executives in NE-9 and above pay scales also have to submit these self-appraisals. Some comrades requested the CHQ to extend the last date, i.e., 15.05.2023, by a few more days. Com.P.Abhimanyu, GS, discussed this issue with Shri S.N. Gupta, GM(Pers.), BSNL CO., yesterday and demanded extension of the last date. The demand is accepted and the Corporate Office has issued letter for extending the last date up to 22.05.2023. The Corporate Office letter is enclosed. 

A meeting of the Joint Forum was held online on 15.05.2023. The meeting seriously discussed about the issues of non-implementation of Wage Revision, inordinate delay in launching BSNL’s 4G & 5G and also implementation of a New Promotion Policy for the Non-Executives. The meeting unanimously decided to organise the following programmes demanding settlement of the issues.

1. 01.06.2023                – Organising Human Chain programme with placards - In all district headquarters.

2. 14.06.2023                – March to Governors’ Residence and submission of memorandum - In all circle headquarters.

3. 26.06.2023                – Delhi Chalo – Massive mobilisation to be made at New Delhi.

Copy of the circular of the Joint Forum is enclosed. All the circle and district secretaries of BSNLEU are requested to successfully implement the programmes, with the widest mobilisation.
