The two day Central Executive Committee meeting of BSNLEU enthusiastically started at Bhopal today. The venue of the meeting is Hotel Rajhans Regent. 48 Circle Secretaries and Central Office bearers are participating in this meeting. Com.Prakash Sharma, AGS, welcomed everyone, on behalf of the Reception Committee. Com.John Verghese, Dy.GS, moved the condolence resolution. All the comrades stood in silence for a minute and paid homage to the leaders and comrades who passed away after the last CEC meeting. Com.Animesh Mitra, President, delivered the presidential address. Thereafter, Com.P.Abhimanyu, General Secretary, presented the report on activities, which covered the important issues of inordinate delay in BSNL’s 4G launching, non-settlement of Wage Revision, Stagnation, non-payment of IDA arrears, delay in the implementation of Group Health and Insurance Scheme, etc. After presentation of the report by the General Secretary, the CEC members started their deliberations. Importantly, the District Level Conventions held on 10.03.2023, Meet the Employees Campaign held from 13th to 18th March, 2023, Street Corner Meetings held from 27th to 31st March, 2023 and the Mazdoor Kisan Sangharsh Rally held at New Delhi on 05.04.2023 are reviewed. The deliberations are continuing and will get completed tomorrow evening.

बीएसएनएल प्रबंधन ट्रेड यूनियनों को अपने गुलामों में बदलना चाहता है - ट्रेड यूनियन अधिकारों की रक्षा के लिए 11.05.2023 को विरोध प्रदर्शन आयोजित करें ।

मान्यता प्राप्त ट्रेड यूनियनों को DoT के दिनों से "स्थानांतरण से छूट-immunity from transfer" की सुविधा मिल रही है। यह एक महत्वपूर्ण सुविधा है जो महासचिव, साथ ही सर्कल और जिला सचिवों को मुख्यालय से कार्य करने में मदद करती है। हालांकि, बीएसएनएल प्रबंधन, जो नोन-एक्ज़िक्यूटिव्स की किसी भी समस्या का समाधान करने में सक्षम नहीं है, इस सुविधा को वापस लेने पर उतारू है। व्यावहारिक रूप से, बीएसएनएल प्रबंधन निम्नलिखित दो प्रतिगामी शर्तें निर्धारित कर रहा है।

(1) स्थानान्तरण से छूट केवल प्रथम कार्यकाल के लिए दी जाएगी।

(2) एक्ज़िक्यूटिव्स नोन एक्ज़िक्यूटिव्स यूनियन  के पदाधिकारी नहीं बन सकते।

साफ है कि बीएसएनएल प्रबंधन ट्रेड यूनियनों को गुलाम बनाना चाहता है। हम इन दोनों शर्तों को स्वीकार नहीं कर सकते। BSNLEU एक्ज़िक्यूटिव्स को हमारी यूनियन का पदाधिकारी बनने के लिए प्रोत्साहित नहीं करता है। साथ ही, जब BSNLEU का एक स्थापित नेता एक एक्ज़ीक्यूटिव बन जाता है, तो उसे हमारे यूनियन के पदाधिकारी के रूप में जारी रखने की अनुमति दी जानी चाहिए। भारतीय ट्रेड यूनियन अधिनियम और BSNLEU का संविधान इसकी अनुमति देता है। प्रबंधन इस अधिकार को छीन नहीं सकता है। BSNLEU संघर्ष से प्राप्त इस अधिकार को नहीं छोड़ेगा।

 इसलिए, अखिल भारतीय केंद्र ने 11-05-2023, को ट्रेड यूनियन अधिकारों की रक्षा और स्थानान्तरण से छूट की सुविधा की बहाली के लिए विरोध प्रदर्शन आयोजित करने का निर्णय किया है । सर्कल और जिला यूनियनों से अनुरोध है कि इस कार्यक्रम को सफलतापूर्वक आयोजित करें और प्रबंधन को मुंहतोड़ जवाब दें ।

Recognised Trade Unions are having the facility of “Immunity from Transfers” from the days of the DoT. This is an important facility which helps the General Secretary, as well as the circle and district secretaries to function from the Head Quarters. However, the BSNL Management, which is not able to settle any of the problem of the Non-Executives, is hell-bent to withdraw this facility. Practically, the BSNL Management is laying down the following two retrograde conditions.

(1)    Immunity from Transfers will be allowed only for the first term. 

(2)    Executives cannot become office bearers of Non-Executive Unions. 

It is clear that the BSNL Management wants to convert trade unions into slaves.  We cannot accept both these conditions. BSNLEU does not encourage Executives to become office bearers of our Union. At the same time, when an established leader of BSNLEU becomes an Executive, he / she should be allowed to continue as the office bearer of our Union. The Indian Trade Union Act and the Constitution of BSNLEU permit this. Management cannot take away this right. BSNLEU will not surrender this hard won right.

Hence, the All India Centre has decided to organise protest demonstrations on 11-05-2023, to safeguard trade union rights and for restoration of the facility of immunity from transfers. Circle and district Unions are requested to organise this program successfully and to give a befitting reply to the Management.

प्रवेश-पूर्व प्रशिक्षण अवधि-pre-induction training के लिए ईपीएफ कवरेज का विस्तार - कॉर्पोरेट कार्यालय के निर्देशों का कार्यान्वयन न करना-BSNLEU ने सीएमडी,?बीएसएनएल को पत्र लिखकर उनके हस्तक्षेप की मांग की।

बीएसएनएल कॉर्पोरेट कार्यालय ने पहले ही 05.08.2015 को एक पत्र जारी कर दिया है जिसमें कहा गया है कि ईपीएफ कवरेज को बीएसएनएल भर्ती कर्मचारियों की प्री-इंडक्शन ट्रेनिंग अवधि तक बढ़ाया जाएगा। इसके बाद, 17.09.2015 को, कॉर्पोरेट कार्यालय ने यह कहते हुए पत्र जारी किया कि, पूर्व-प्रवेश प्रशिक्षण अवधि-pre-induction training period के लिए ईपीएफ अंशदान का कर्मचारी हिस्सा भी प्रबंधन द्वारा भुगतान किया जाएगा और इसे कर्मचारी के वेतन से कटौती करने की आवश्यकता नहीं है।हालांकि, बीएसएनएल में भर्ती हुए कई कर्मचारियों के लिए उपरोक्त निर्देश लागू नहीं किए गए हैं। इसलिए, BSNLEU ने आज सीएमडी, बीएसएनएल को पत्र लिखा है और प्री-इंडक्शन प्रशिक्षण अवधि के लिए ईपीएफ कवरेज के विस्तार की मांग की है और ईपीएफओ रिकॉर्ड में प्रासंगिक सुधार भी करने की मांग की है।

The BSNL Corporate Office has already issued a letter on 05.08.2015 stating that EPF coverage would be extended to the pre-induction training period of the BSNL Recruited Employees. Subsequently, on 17.09.2015, the Corporate Office has issued letter stating that, the employee share of the EPF contribution, for the pre-induction training period, would also be paid by the Management and it need not be deducted from the salary of the employees. However, the above instructions have not been implemented for many BSNL Recruited employees. Hence, BSNLEU has written letter to the CMD BSNL today, demanding extension of EPF coverage for the pre-induction training period and also making relevant corrections in the EPFO records.

So far, the qualifying marks for JE training was 35% for OC ; 30% for OBC and 20% for SC/ST. However, the ALTTC Ghaziabad has arbitrarily changed this and has increased the qualifying marks to 50% for all categories of candidates. This is a very big injustice and totally unwarranted. BSNLU has written a letter to the CMD BSNL today, demanding to immediately withdraw the increase in the qualifying marks  of JE training.

BSNLEU जेई प्रशिक्षण के क्वालीफ़ाइंग मार्कस में वृद्धि को तत्काल वापस लेने की मांग करता है ।

अब तक, जेई प्रशिक्षण के लिए योग्यता अंक ओसी के लिए 35% थे; ओबीसी के लिए 30% और एससी/एसटी के लिए 20%. हालाँकि, ALTTC गाजियाबाद ने मनमाने ढंग से इसे बदल दिया है और सभी श्रेणियों के उम्मीदवारों के लिए योग्यता अंक बढ़ाकर 50% कर दिया है। यह बहुत बड़ा अन्याय है और पूरी तरह से अनुचित है । BSNLEU ने आज सीएमडी, बीएसएनएल को पत्र लिखकर जेई प्रशिक्षण के क्वालिफाइंग मार्कस में की गई वृद्धि को तुरंत वापस लेने की मांग की है।

उच्च पेंशन-Higher Pension के लिए विकल्प-option जमा करने की अंतिम तिथि 26-06-2023 तक बढ़ाई गई ।

ईपीएफओ ने उच्च पेंशन-Higher Pension के लिए आवेदन दाखिल करने की अंतिम तिथि 03-05-2023 निर्धारित की है । हालांकि आज ईपीएफओ ने इस *समयसीमा को बढ़ाकर 26-06-2023 कर दिया है ।* ईपीएफओ ने कहा है कि, पेंशनभोगियों/सदस्यों को सुविधा प्रदान करने और उन्हें पर्याप्त अवसर प्रदान करने के लिए समय सीमा बढ़ाई जा रही है, ताकि उनके सामने आने वाली किसी भी कठिनाई को दूर किया जा सके । सभी संबंधित साथियों से अनुरोध है कि समय सीमा के इस विस्तार को नोट करें। ईपीएफओ द्वारा आज जारी प्रेस बयान सदस्यों की जानकारी के लिए यहां संलग्न है ।
