Shri Sandeep Govil, Director (CM),BSNL, has issued a letter on 10^th July, 2023, to all the CGMs regarding rolling out of BSNL’s 4G service. It is stated in that letter that, BSNL is purchasing 1 lakh 4G BTSs from TCS and ITI. It is further stated in that letter that, the commissioning of BSNL’s 4G equipments will take one more year, i.e., commissioning of 4G equipments will be completed only in June, 2024. It is to be noted here that, Shri Ashwini Vaishnav, the Hon’ble Minister of communications, is reported to have stated that, BSNL‘s 4G service would be rolled out within three months, and thereafter, BSNL’s 4G would be upgraded into 5G in November-December. The Hon’ble Minister‘s statement is published in the Economic Times dated 24^th May, 2023.

BSNLEU लगातार मांग कर रहा है कि, एलआईसीई में असफल रहे एससी/एसटी उम्मीदवारों के परिणामों की समीक्षा निम्न मानक मूल्यांकन लागू करके की जानी चाहिए। BSNLEU पहले ही इस विषय पर दो पत्र लिख चुका है। हालाँकि, कॉर्पोरेट कार्यालय ने उन पत्रों पर कार्रवाई नहीं की है। इसलिए, BSNLEU ने प्रासंगिक डीओ पी एण्ड टी आदेश का हवाला देते हुए आज एक और पत्र लिखा है, जिसमें कहा गया है कि, असफल एससी/एसटी उम्मीदवारों के परिणामों की समीक्षा निम्न मानक मूल्यांकन लागू करके की जानी चाहिए।

BSNLEU is continuously demanding that, the results of the SC/ST candidates, who have failed in the LICEs, should be reviewed by applying lower standard of evaluation. BSNLEU has already written two letters on this subject. However, the Corporate Office has not acted upon those letters. Hence, BSNLU has written one more letter today by citing the relevant DoP&T order, which stipulates that, the results of the failed SC/ST candidates should be reviewed by applying lower standard of evaluation.

मानव संसाधनों के पुनर्गठन की सार्थक समीक्षा करें - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखा ।

मानव संसाधनों के पुनर्गठन के नाम पर बीएसएनएल प्रबंधन ने सभी नोन एक्ज़ीक्यूटिव कैडरों के साथ-साथ जेटीओ, जेएओ आदि के प्रमोशनल कैडरों के पदों में भारी कटौती की है। इसलिए, BSNLEU लगातार पुनर्गठन की समीक्षा की मांग कर रहा है। अब, प्रबंधन केवल नए बिज़नेस, प्रोजेक्ट्स आदि को ध्यान में रखकर पुनर्गठन की समीक्षा करना चाहता है। इससे कोई उद्देश्य पूरा नहीं होने वाला है। BSNLEU चाहता है कि प्रबंधन पुनर्गठन के नाम पर पदों को खत्म करने की समीक्षा करे। इसलिए, BSNLEU ने आज निदेशक (मानव संसाधन) को एक विस्तृत पत्र लिखकर पुनर्गठन की सार्थक समीक्षा करने की मांग की है।

In the name of Restructuring of Manpower, the BSNL Management has drastically cut down the posts of all the Non-Executive cadres and also the promotional cadres of JTO, JAO, etc. Hence, BSNLEU has continuously been demanding a review of the Restructuring. Now, the Management wants to review the Restructuring, by taking into account only the New Business, Projects, etc. This is not going to serve any purpose. BSNLEU wants the Management to conduct a review of the abolition of the posts in the name of Restructuring. Hence, BSNLEU has written an elaborate letter to the Director (HR) today, demanding to conduct a meaningful review of the Restructuring.

The Corporate Office has issued notification for holding the JTO LICE under 50% quota on 27.08.2023. As per the Recruitment Rules of the JTO(T), 5 years of qualifying service in the pay scale of 13600 – 25420 or above is required as on 01^st January, 2022. However, the DoP&T, vide letter no.F.No.AB-14017/17/2018-Estt.RR dated 12^th August, 2021 has stated that, this condition of 5 years qualifying service can be relaxed by 3 moths for the exams to be conducted for the vacancy years 2022 and 2023. Hence, BSNLEU has written letter to the PGM(Estt.), BSNL CO., to ensure that this relaxation, as per the DoP&T letter, is permitted for the forthcoming JTO LICE.

As per the decision of the CEC, Maharashtra circle union has taken the initiative to collect donations for the Agricultural Workers Union. The district unions of Maharashtra circle, as well as individual comrades have generously given the donation. The CHQ has received a total of Rs.46,882/-, from Maharashtra circle so far. BSNLEU is continuously demanding that, the eligible officials working in the CGM Offices, should be permitted to appear in the forthcoming TT LICE, even though CGM Offices are not having TT vacancies. In this connection, the Corporate Office has already given instruction to the CGM Office, Gujarat circle. Now, the CGM Office, Maharashtra circle, has raised the same issue. Hence, BSNLEU has written letter to the PGM(Estt.), BSNL CO., demanding to issue necessary guideline to the CGM, Maharashtra.
