BSNLEU organised a highly successful meeting of the functionaries of the Southern Circles, including Maharashtra and Madhya Pradesh, to discuss about the revival of the contract workers union. Circle secretaries, circle presidents, central office bearers of BSNLEU of the circles of Kerala, Tamil Nadu, Chennai Telephones, Karnataka, Telangana, Andhra Pradesh, Maharashtra and Madhya Pradesh, participated in this meeting. Two functionaries of the BSNL Casual Contract Workers Federation from each circle also participated. Senior leader, Com.C.K. Gundanna, AGS, presided over the meeting. Com.P.Abhimanyu, General Secretary, welcomed everyone and made a presentation on the purpose of the meeting, the working conditions of the contract workers and the need for BSNL Employees Union to take efforts for strengthening the BSNL Casual Contract Workers Union. Com.Animesh Mitra, President, BSNLEU, as well as the Secretary General of BSNLCCWF, senior leaders Com.J. Sampath Rao, AGS and Com.N.K. Nalawade, Vice President, addressed the meeting. Thereafter, all the circle secretaries, circle presidents, CHQ office bearers and representatives of BSNLCCWF addressed and explained about the field level realities related to the working conditions of the contract workers. After detailed discussion, the meeting took decisions regarding the ways and means of settling the burning problems of the contract workers and strengthening the BSNL Casual Contract Workers Federation. The CHQ of BSNLEU heartily congratulates the Telengana circle union for making very good arrangements for the success of the meeting. The CHQ will issue a circular regarding the decisions taken in the meeting.

डीओटी-DoT द्वारा स्वीकृत पदों पर नियुक्त रेग्युलर मजदूरों को पुरानी पेंशन प्रणाली-ऑल्ड पेंशन सिस्टम का विकल्प चुनने की अनुमति दी जानी चाहिए - BSNLEU ने दूरसंचार सचिव को पत्र लिखा ।

पेंशन एवं पेंशनभोगी कल्याण विभाग पत्र क्रमांक. DoP&PW संख्या 37/05/2021-P&PW दिनांक 03.03.2023 ने पुरानी पेंशन प्रणाली (OPS) में शामिल होने का विकल्प देने के लिए एक अधिसूचना जारी की। इस पत्र के आधार पर BSNLEU ने पहले ही 12.05.2023 को सचिव, दूरसंचार को एक पत्र लिखा है, जिसमें मांग की गई है कि जिन कर्मचारियों को 22.12.2003 को अधिसूचित / विज्ञापित पदों के तहत भर्ती किया गया था, उन्हें भी पुराने पेंशन प्रणाली (OPS)  को चुनने की अनुमति दी जानी चाहिए। इसके अलावा, बीएसएनएल में ऐसे कर्मचारी भी हैं जो पहले अंशकालिन कैजुअल मजदूर थे, जिन्हें बाद में पूर्णकालिन कैजुअल मजदूरों में बदल दिया गया और उसके बाद आरएम के रूप में नियमित किया गया। यह बात सत्य हकीकत है कि इन अधिकारियों को उन पदों पर नियमित किया गया है जो दूरसंचार विभाग द्वारा बीएसएनएल को स्थानांतरित किए गए थे। चूंकि इन कर्मचारियों को बीएसएनएल के गठन से पहले दूरसंचार विभाग द्वारा स्वीकृत पदों पर नियमित किया गया है, इसलिए BSNLEU ने आज दूरसंचार सचिव को एक पत्र लिखकर मांग की है कि ऐसे कर्मचारियों को भी पुरानी पेंशन प्रणाली (OPS) में शामिल होने का विकल्प देने की अनुमति दी जानी चाहिए। और उन्हें भी जीपीएफ में शामिल होने की अनुमति दी जानी चाहिए।

The Department of Pension and Pensioners’ Welfare letter no. DoP&PW No. 37/05/2021-P&PW dated 03.03.2023, issued a notification for giving option to join the Old Pension System (OPS). Based on this letter, BSNLEU has already written a letter to the Secretary, Telecom, on 12.05.2023, demanding that the employees who were recruited against the posts notified / advertised as on 22.12.2003, should also be allowed to opt for the Old Pension System(OPS). In addition to this, in BSNL, there are employees who were earlier part time casual labourers, who were subsequently converted into full time casual labourers and thereafter regularised as RMs. It is a matter of fact that these officials are regularised against the posts which were transferred to BSNL, by the DoT. Since these employees are regularised against the posts sanctioned by the DoT, before formation of BSNL, BSNLEU has written a letter to the Secretary, Telecom today, demanding that such officials should also be permitted to given option to join the Old Pension System (OPS) and that they should also be permitted to join the GPF.

नेशनल काउंसिल की बैठक अगस्त के पहले सप्ताह में होगी - आइटम सीएचक्यू को भेजें।

प्रबंधन ने सूचित किया है कि नेशनल काउंसिल की बैठक अगस्त, 2023 के पहले सप्ताह में होगी। स्टाफ साइड को नेशनल काउंसिल में चर्चा के लिए आइटम तुरंत देना होगा। नेशनल काउंसिल में BSNLEU के नामांकित सदस्य : साथी पी. अभिमन्यु, सचिव, स्टाफ साइड, साथी अनिमेष मित्रा, साथी जॉन वर्गीस, साथी एस. चेलप्पा, साथी इरफान पाशा, साथी वी.पी. प्रजापति और साथी अभिनीत कुमार, डीआर जेई है । सीएचक्यू सभी सर्कल सचिवों, सीएचक्यू पदाधिकारियों और नेशनल काउंसिल के सदस्यों से एक या दो दिन के भीतर चर्चा के लिए आइटम भेजने का अनुरोध करता है। BSNLEU केवल 8 आइटम ले सकता है।

दिल्ली चलो कार्यक्रम उम्मीदों से ज्यादा सफल रहा।

बीएसएनएल के नोन एक्जीक्यूटिव यूनियनों और एसोसिएशनों के संयुक्त मंच द्वारा आयोजित दिल्ली चलो कार्यक्रम उम्मीदों से ज्यादा सफल रहा है। प्रारंभ में, संयुक्त मंच ने संचार भवन तक मार्च के लिए पुलिस की अनुमति मांगी थी । हालाँकि, अनुमति अस्वीकार कर दी गई थी। तब संयुक्त मंच ने जंतर-मंतर पर धरना आयोजित करने की अनुमति के लिए आवेदन किया । हालाँकि, 06.07.2023 की शाम तक यह अनिश्चित था कि पुलिस अनुमति देगी या नहीं। अंततः संयुक्त मंच के अध्यक्ष एवं संयोजक ने 06.07.2023 को शाम 07:00 बजे अतिरिक्त पुलिस उपायुक्त से मुलाकात की और पुलिस की अनुमति प्राप्त की। दिल्ली में 06.07.2023 को भारी बारिश के साथ मानसून की शुरुआत हुई। फिर, यह अनिश्चित हो गया कि क्या बारिश जंतर-मंतर पर धरना देने की अनुमति देगी। तमाम अनिश्चितताओं और प्रबंधन की धमकियों के बावजूद, कर्मचारी धरने में भाग लेने के लिए बड़ी संख्या में पहुंचे। 800 से अधिक साथियों ने भाग लिया। केंद्रीय ट्रेड यूनियन नेताओं, अर्थात, साथी तपन सेन, महासचिव, सीआईटीयु और साथी अमरजीत कौर, महासचिव, एआईटीयुसी ने धरने को संबोधित किया और बीएसएनएल  कर्मचारी के संघर्ष के लिए भारत के पूरे केंद्रीय ट्रेड यूनियनों के समर्थन का आश्वासन दिया। निस्संदेह, दिल्ली चलो कार्यक्रम एक बड़ी सफलता है और बीएसएनएल और उसके कर्मचारियों के भविष्य को बचाने के लिए संयुक्त मंच द्वारा आयोजित किए जा रहे संघर्षों के लिए एक बड़ा मनोबल बढ़ाने वाला कार्यक्रम है।

The Delhi Chalo programme, organised by the Joint Forum of the Non-Executive Unions and Associations of BSNL, has become a success beyond expectations. Initially, the Joint Forum applied police permission for March to Sanchar Bhawan. However, permission was rejected. Then the Joint Forum applied for permission to organise dharna at Jantar Mantar. However, till the evening of 06.07.2023, it remained uncertain whether police would give permission or not. Finally, the Chairman and Convenor of the Joint Forum met the Additional Deputy Commissioner of Police at 07:00 pm on 06.07.2023 and got the police permission. Monsoon started in Delhi on 06.07.2023 with heavy rainfall. Again, it became uncertain whether rain would permit the dharna at Jantar Mantar to take place. Despite all uncertainties and threatenings from the Management, employees turned up in a big number to participate in the dharna. More than 800 comrades participated. Central Trade Union leaders, viz., Com.Tapan Sen, General Secretary, CITU and Com.Amarjeet Kaur, General Secretary, AITUC, addressed the dharna and assured the support of the entire Central Trade Unions of India, for the struggle of the BSNL employees. Undoubtedly, the Delhi Chalo programme is a huge success and a big morale booster for the struggles being organised by the Joint Forum, to save BSNL and the future of it’s employees.   

The Management has informed that the National Council meeting would be held in the 1^st week of August, 2023. The Staff Side has to immediately give the items for discussion in the National Council. BSNLEU’s nominees in the National Council are Com.P.Abhimanyu, – Secretary, Staff Side, Com.Animesh Mitra, Com.John Verghese, Com.S.Chellappa, Com.Irfan Pasha, Com.V.P. Prajapathi and Com.Abhineet Kumar, DR JE. CHQ requests all the Circle Secretaries, CHQ office bearers and National Council members to send the items for discussion within a day or two. BSNLEU can take up only 8 items.

नेशनल काउंसिल का सफलतापूर्वक पुनर्गठन - पहली बैठक अगस्त, 2023 के पहले सप्ताह में होने की उम्मीद है।

लंबी देरी के बाद कॉरपोरेट ऑफिस ने नेशनल काउंसिल का पुनर्गठन किया है। नेशनल काउंसिल के गठन को लेकर गतिरोध बना हुआ था। हालाँकि, यह एक स्वागत योग्य घटनाक्रम है कि अंततः नेशनल काउंसिल का पुनर्गठन किया गया है। पुनर्गठित नेशनल काउंसिल की पहली बैठक अगस्त, 2023 के पहले सप्ताह में होने की उम्मीद है।
