As all are aware, TCS is supplying one lakh indigenously manufactured 4G BTSs to BSNL. Reports say that, around 60,000 4G BTSs are already installed and put to usage. However, wherever BSNL’s 4G service is launched, customers are facing extreme hardships with regards to the quality of service. The most important complaint of BSNL customers is that, they are unable to speak even voice calls, after the starting of 4G service. After tariffs were raised by the private companies, large number of customers deserted the private companies and migrated to BSNL. However, exactly the opposite is happening now. Media reports say that, starting from November, 2024, BSNL’s customers are massively migrating to Jio and Airtel. Even the Parliamentary Committee on Public Undertakings has expressed it’s unhappiness regarding BSNL’s 4G service and has advised the BSNL Management to engage even foreign technology companies, to overcome the problems faced in BSNL’s 4G service. However, no improvement has come and BSNL customers continue to suffer. Under these circumstances, BSNLEU has written letter to Shri Jyotiraditya M. Scindia ji, Hon’ble Minister of Communications, requesting him to intervene on this issue and to ensure early improvement in the quality of BSNL’s 4G service.

बीएसएनएल प्रबंधन एक्ज़िक्यूटिव्स और नॉन एक्ज़िक्यूटिव्स को द्वितीय शनिवार को अवकाश घोषित करने के मामले में भेदभावपूर्ण नीति अपना रहा है। कर्मचारियों के एक वर्ग को द्वितीय शनिवार को अवकाश घोषित किया जा रहा है, जबकि दूसरे वर्ग को इससे वंचित रखा जा रहा है। हाल ही में, कॉर्पोरेट कार्यालय की एस्टेब्लिशमेंट शाखा ने एक पत्र जारी किया है, जिसमें कहा गया है कि, टीआरए, वाणिज्यिक, प्रशासन सहित पीजीएम, जीएम, टीडीएम और टीडीई के कार्यालयों और सर्किल कार्यालयों के लिए द्वितीय शनिवार को अवकाश घोषित किया जा सकता है। हालांकि, फील्ड स्तर पर परिचालन संबंधी कर्तव्यों का निर्वहन करने वाले नॉन एक्ज़िक्यूटिव्स को यह द्वितीय शनिवार अवकाश घोषित नहीं किया जा रहा है। यह भेदभाव स्वीकार्य नहीं है। BSNLEU ने आज निदेशक (मानव संसाधन) को एक पत्र लिखकर मांग की है कि फील्ड स्तर पर परिचालन संबंधी कर्तव्यों का निर्वहन करने वाले नॉन एक्ज़िक्यूटिव्स को भी द्वितीय शनिवार को अवकाश घोषित किया जाना चाहिए। यदि उन्हें द्वितीय शनिवार की छुट्टी नहीं दी जा सकती है, तो उन्हें द्वितीय शनिवार के बदले में प्रतिपूरक-कॉम्पेंसेटरी अवकाश प्रदान किया जाना चाहिए। 

BSNL Management is adopting discriminative policy in the matter of allowing 2nd Saturday as a closed holiday to the Executives and Non- Executives. One section of the employees are being allowed 2nd Saturday as a closed holiday, while another section is being denied of the same. Recently, the Establishment Branch of the Corporate Office has issued a letter, wherein it is stated that, 2nd Saturday as a closed holiday is permissible for the circle offices and offices of the PGM, GM, TDM and TDE, including TRA, Commercial, Admin. However, this 2nd Saturday as a closed holiday, is not being allowed to the Non Executives who are carrying out operational duties at the field level. This discrimination is not acceptable. BSNLEU has written a letter to the Director(HR) today,  demanding that 2nd Saturday should be allowed as a closed holiday also to the Non- Executives carrying out operational duties at the field level. If 2nd Saturday cannot be allowed to them, then they should be provided with compensatory off, in lieu of 2nd Saturday.

वेतन संशोधन के मुद्दे पर प्रबंधन और मान्यता प्राप्त यूनियनों के बीच आज अनौपचारिक चर्चा हुई। 

वेतन संशोधन के मुद्दे पर प्रबंधन और दो मान्यता प्राप्त ट्रेड यूनियनों के बीच आज अनौपचारिक चर्चा हुई। प्रबंधन की ओर से श्री राजीव सोनी, चीफ जनरल मैनेजर (ईडब्ल्यू), जो वेतन संशोधन समिति के अध्यक्ष हैं, सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर और पर्स.), श्री रामकिशन, डेप्युटी जनरल मैनेजर (एस्ट), सुश्री आशा बावलिया, डेप्युटी जनरल मैनेजर (एसआर), श्री संजीव कुमार, असिस्टेंट जनरल मैनेजर (एस्ट) और अन्य शामिल हुए। मान्यता प्राप्त ट्रेड यूनियनों की ओर से साथी  पी. अभिमन्यु, महासचिव, BSNLEU और साथी  चंदेश्वर सिंह, महासचिव, एनएफटीई ने भाग लिया। प्रबंधन को पहले से प्रस्तुत 90 लाइव स्थगन मामलों के आधार पर नॉन एक्ज़िक्यूटिव्स के नए वेतनमान को अंतिम रूप देने के लिए आज की बैठक में विस्तृत चर्चा हुई। प्रबंधन पक्ष के अधिकारियों ने दोनों महासचिवों द्वारा नए वेतनमानों के संबंध में दिए गए प्रेजेंटेशन को ध्यानपूर्वक सुना। विस्तृत चर्चा के बाद प्रबंधन पक्ष और दोनों यूनियनों द्वारा वेतन संशोधन के लिए संयुक्त समिति की अगली बैठक 10-03-2025 को आयोजित करने पर सहमति व्यक्त की गई। उस बैठक में नॉन एक्ज़िक्यूटिव्स के नए वेतनमानों को अंतिम रूप दिया जाएगा।

Informal discussion is held today, between the Management and the two Recognised trade unions, on the issue of Wage Revision. From the Management Side, Shri Rajeev Soni, CGM (EW), who is the Chairman of the Wage Revision Committee, Ms.Anita Johri, PGM (SR & Pers.), Shri Ramkishan, DGM(Estt.), Ms.Asha Bawalia, DGM(SR), Shri Sanjeev Kumar AGM(Estt) and others attended. From the recognised trade unions, Com.P.Abhimanyu, GS, BSNLEU and Com. Chandeshwar Singh,GS, NFTE,  participated. Detailed discussions took place in today's meeting for finalising the new pay scales of the Non - Executives, based on the 90 live stagnation cases already submitted to the Management. Management Side officers gave patient hearing to the presentation given by both the General Secretaries, regarding the new pay scales. After detailed discussions, it is agreed by the Management side and the two unions, to hold the next meeting of the Joint Committee for Wage Revision on 10-03-2025. In that meeting, the new pay scales of the Non- Executives will be finalised.

BSNLEU, तमिलनाडु सर्किल सम्मेलन चेन्नई में अति उत्साह के साथ शुरू हुआ।

BSNLEU का तमिलनाडु सर्किल सम्मेलन आज चेन्नई के बीएसएनएल प्रशिक्षण केंद्र में बहुत उत्साह के साथ आयोजित किया जा रहा है। सम्मेलन की अध्यक्षता अध्यक्ष साथी बाबू राधाकृष्णन ने की। सर्किल सचिव साथी पी राजू ने सभी का स्वागत किया। सम्मेलन का उद्घाटन साथी पी अभिमन्यु, महासचिव ने किया। अपने उद्घाटन भाषण में महासचिव ने बताया कि कैसे सरकार द्वारा बनाई गई बाधाओं ने बीएसएनएल की 4G सेवा को समय पर शुरू करने में बाधा उत्पन्न की है। महासचिव ने कहा कि बीएसएनएल की एफटीटीएच सेवा, जिसे एक समय में सभी ने पसंद किया था, बड़े पैमाने पर लाइनों के सरेंडर का सामना कर रही है। उन्होंने वेतन संशोधन मुद्दे, BSNLEU द्वारा दूसरे वीआरएस का विरोध और पदोन्नति नीति, परिवहन भत्ता आदि जैसी विभिन्न मांगों के निपटारे के बारे में विस्तार से बात की। साथी एस चेलप्पा, सहायक महासचिव ने तमिलनाडु के कोयंबटूर में आयोजित होने वाले अखिल भारतीय सम्मेलन की तैयारियों और महत्व पर बात की। सम्मेलन का अभिवादन साथी  नटराजन, सर्किल सचिव, एनएफटीई, साथी  पीएन पेरुमल, मुख्य सलाहकार, सेवा बीएसएनएल, साथी वलनरासु, सर्किल सचिव, एसएनईए, साथी अल्बर्ट सिंह, सर्किल सचिव, एआईजीईटीओए, साथी परिमाला सेल्वी, सर्किल सचिव, सेवा बीएसएनएल, साथी एस प्रभाकर, सर्किल सचिव, एआईबीएसएनएलईए, साथी आर राजशेखर, सर्किल सचिव, एआईबीडीपीए और साथी एम श्रीधरसुब्रमण्यम, सर्किल सचिव, BSNLEU, चेन्नई टेलीफोन सर्कल द्वारा किया गया। दोपहर के भोजन के बाद के सत्र में, विषय समिति की शुरुआत हुई। साथी पी राजू, सर्कल सचिव ने गतिविधियों पर रिपोर्ट प्रस्तुत की, जिसके आधार पर प्रतिनिधियों द्वारा विचार-विमर्श शुरू हुआ और चल रहा है। 

Tamil Nadu circle conference of BSNLEU is being held with much enthusiasm at the BSNL Training Centre in Chennai, today. Com.Babu Radhakrishnan, President, presided over the conference. Com.P.Raju, Circle Secretary, welcomed everyone. Com.P.Abhimanyu, GS, inaugurated the conference. In his inaugural address, the General Secretary explained how the roadblocks created by the government has hampered the timely launching of BSNL’s 4G service. BSNL’s FTTH service, which was liked by all at one time, is facing massive surrendering of lines, said the General Secretary. He spoke on the details of the Wage Revision issue, BSNLEU’s opposition to 2nd VRS and also settlement of various demands such as Promotion Policy, Transport Allowance, etc. Com.S.Chellappa, AGS, addressed and spoke on the preparations and importance of the All India Conference being held at Coimbatore in Tamil Nadu. The conference is greeted by Com.Natarajan, CS, NFTE, Com.P.N. Perumal, Chief Advisor, SEWA BSNL, Com.Valanarasu, CS, SNEA, Com.Albert Singh, CS, AIGETOA, Com.Parimala Selvi, CS, SEWA BSNL, Com.S. चेन्नई टेलीफोन सर्किल यूनियन ने एक प्रेरणादायक सर्किल सम्मेलन आयोजित किया।

The Chennai Circle Conference of BSNLEU is held in the BSNL Training Centre at Meenambakkam, Chennai. The meeting started with the hoisting of National Flag by Com.S. Basha, Circle President and the hoisting of Union Flag by Com.P.Abhimanyu, GS.  Com.S. Basha, Circle President, presided over the conference. Com.Janarthanan, ACS, welcomed everyone. Com.P.Abhimanyu, GS, delivered the inaugural address. In his speech, the General Secretary highlighted the developments on Wage Revision, 4G launching, 2nd VRS and various other issues such as Transport Allowance, removal of discrimination in the Promotion Policies, etc, being pursued by BSNLEU. Com.S. Chellappa, AGS, greeted the conference. The report on activities was presented by Com.M. Sridharasubramanian, Circle Secretary and the audited accounts was submitted by Com.S.Ravi, Circle Treasurer. In the open session, Shri Parthiban, CGM, Com.Buddhadev Kandayat, CS, SNEA, Com.A. In the post lunch session, subjects committee is held. A good number of delegates participated in the deliberations. Generally, the delegates appreciated the functioning of the CHQ and the Circle Union. Election of office bearers was held unanimously.
