BSNLEU has long been taking up the issue of denial of JAO promotion to Com.Vivek Kanwar of Himachal Pradesh circle. The JAO LICE was conducted in Himachal Pradesh for the vacancy year 2016, without carrying forward the unfilled SC post of the JAO LICE conducted in 2012. Had the unfilled SC post of 2012 been carried forward, then Com.Vivek Kanwar would have got JAO promotion in the LICE held in 2016. BSNLEU is continuously writing letters to the Corporate Office on this issue. Today, Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, discussed this issue with Shri P.C. Bhatt, PGM(EF), Corporate Office. The leaders expressed their unhappiness over the extreme delay on this issue. The PGM(EF) replied that, based on the letter received from BSNLEU, the EF Branch of the Corporate Office has already written letter on 27.12.2024, calling for the details from the CGM Office of Himachal Pradesh circle. However, the CGM Office, Himachal Pradesh circle has not given the reply so far. Today, in the presence of BSNLEU leaders, Shri P.C. Bhatt, PGM(EF), spoke to the officers in the CGM Office, HP circle and directed them to immediately send the details called for by the Corporate Office.
As is already intimated by the CHQ, the Wage Revision Committee meeting scheduled to be held on 10.03.2025 has been postponed. The Corporate Office has issued letter for this postponement. This postponement has become necessary since the Chairman of the Wage Negotiating Committee is going for a short training. The CHQ is taking efforts to hold the next meeting at the earliest.

BSNLEU के सीएचक्यू ने 08 मार्च, 2025 को अंतर्राष्ट्रीय महिला दिवस मनाने के लिए 27.02.2025 को सर्कल और जिला यूनियनों को आह्वान किया है। सीएचक्यू ने आह्वान किया है कि 8 मार्च को जिला स्तरीय बैठकें आयोजित की जाएं और महिलाओं से संबंधित मुद्दों पर चर्चा की जाए। सीएचक्यू ने इस संबंध में आज परिपत्र संख्या 25 जारी किया है। सर्कल और जिला स्तर के नेताओं से अनुरोध है कि वे बैठकों में इस परिपत्र की सामग्री पर प्रमुखता से चर्चा करें। कृपया कार्यक्रम की रिपोर्ट और तस्वीरें सीएचक्यू को भेजें।
The CHQ of BSNLEU has already given call on 27.02.2025 to the circle and district unions, for observing International Women’s Day on 08th March, 2025. The CHQ has given the call that, district level meetings should be organised on 8th March and the issues related to women should be discussed. The CHQ has issued the circular no.25 today in this connection. Circle and district level leaders are requested to prominently discuss the contents of this circular in the meetings. View circularResults of the JTO LICEs conducted in Punjab circle for the vacancy years 2015-16, 2016-17 and 2017-18, are not declared due to the pendency of court cases. But, when the court cases came to an end, instead of declaring the results, the Management cancelled all the 3 examinations. Ever since then, BSNLEU is continuously knocking the doors of the Corporate Management, requesting to declare the results and to send the successful candidates for training. It is learnt that, the CGM, Punjab circle, has recently sent letter to the Corporate Office requesting permission to declare the results of the JTO LICEs conducted for the vacancy years 2015-16, 2016-17 and 2017-18. In this backdrop, the CHQ has once again written letter to the CMD BSNL today, requesting to declare the JTO LICE results and to promote the successful candidates by creating supernumerary JTO posts.
View letterBSNL Management has prepared a draft Transfer Policy. BSNLEU has already given it’s views to the Management in writing. BSNLEU was called today the 03.03.2025, to present it’s views in person. Com.P.Abhimanyu, GS, participated in the meeting and presented the following views of BSNLEU regarding the new Transfer Policy.
- The request transfer under Rule-8 of all the JEs, who have applied for transfer to the surplus circles, should be immediately implemented as a onetime measure.
- Husband and wife should be posted in the same station, irrespective of whether vacancies are available or not. The DoP&T order on the subject should be strictly implemented.
- Non-Executive employees should not be transferred out of the OA (except JEs recruited after 2014).
- BSNLEU demanded complete removal of Para-3 of the draft BSNL Transfer Policy, which says that Management has the right to transfer or not to transfer employees from one post to another post or one location to another location.
- It is demanded that requests for transfers of employees should be entertained on completion of 2 years and not after 3 years.
- Employees with special specified disabilities should be exempted from transfers / rotational transfers.
- Employees who meet with accidents should be given temporary transfer without insisting for minimum disability.
- Even on post-based promotions, Non-Executives should not be transferred out of their respective OAs.
- Non-Executives should be made eligible for temporary transfer on completion of 2 years. The duration of the temporary transfers should be extended up to 5 years.
- The new Transfer Policy should be reviewed in consultation with the Recognised Unions and Associations, after one year.
A meeting of All Unions and Associations of BSNL will be held at 11:00 am on 10.03.2025 at New Delhi. The meeting will discuss all issues of the BSNL employees, including Wage Revision, 4G, 2nd VRS, etc.
वेतन संशोधन समिति की बैठक स्थगित होने की संभावना है।
कॉर्पोरेट कार्यालय ने वेतन संशोधन समिति की बैठक 10.03.2025 को आयोजित करने के लिए अधिसूचना पहले ही जारी कर दी है। इस बीच, पता चला है कि वेतन संशोधन समिति के अध्यक्ष श्री राजीव सोनी 10.03.2025 से प्रशिक्षण के लिए जा रहे हैं। इसके मद्देनजर, 10.03.2025 को होने वाली वेतन संशोधन समिति की बैठक स्थगित होने की संभावना है। इस संबंध में कॉर्पोरेट कार्यालय द्वारा सोमवार को आधिकारिक सूचना जारी की जाएगी। यदि बैठक स्थगित होती है, तो हम प्रबंधन से इसे जल्द से जल्द आयोजित करने का आग्रह करेंगे।
Corporate Office has already issued notification for holding the Wage Revision Committee meeting on 10.03.2025. In the meanwhile, it is learnt that, Shri Rajeev Soni, Chairman of the Wage Revision Committee, is proceeding for training from 10.03.2025. In view of this, the Wage Revision Committee meeting scheduled to be held on 10.03.2025, is likely to be postponed. Official communication in this connection will be issued by the Corporate Office on Monday. If the meeting is postponed, we will insist upon the Management to hold the same at the earliest.
