Discussion on Transfer Policy with the Management.
BSNL Management has prepared a draft Transfer Policy. BSNLEU has already given it’s views to the Management in writing. BSNLEU was called today the 03.03.2025, to present it’s views in person. Com.P.Abhimanyu, GS, participated in the meeting and presented the following views of BSNLEU regarding the new Transfer Policy.
- The request transfer under Rule-8 of all the JEs, who have applied for transfer to the surplus circles, should be immediately implemented as a onetime measure.
- Husband and wife should be posted in the same station, irrespective of whether vacancies are available or not. The DoP&T order on the subject should be strictly implemented.
- Non-Executive employees should not be transferred out of the OA (except JEs recruited after 2014).
- BSNLEU demanded complete removal of Para-3 of the draft BSNL Transfer Policy, which says that Management has the right to transfer or not to transfer employees from one post to another post or one location to another location.
- It is demanded that requests for transfers of employees should be entertained on completion of 2 years and not after 3 years.
- Employees with special specified disabilities should be exempted from transfers / rotational transfers.
- Employees who meet with accidents should be given temporary transfer without insisting for minimum disability.
- Even on post-based promotions, Non-Executives should not be transferred out of their respective OAs.
- Non-Executives should be made eligible for temporary transfer on completion of 2 years. The duration of the temporary transfers should be extended up to 5 years.
- The new Transfer Policy should be reviewed in consultation with the Recognised Unions and Associations, after one year.
