Consequent to the understanding reached between the AUAB and the CMD BSNL, the meeting of the Wage Negotiation Committee of the Non-Executives was held today, under the chairmanship of Shri R.K. Goyal, PGM(Pers.). Com.Animesh Mitra, President, Com.P.Abhimanyu, GS, Com.Swapan Chakraborty, Dy.GS, Com.P.Asokababu, Ex. Vice President and Com.Santhosh Kumar, CS, Kerala, participated in the meeting from BSNLEU. Com.Islam Ahmed, President, Com.Chandeshwar Singh, GS and Com.K.S. Seshadri, Dy.GS, participated from NFTE. Ms. Anita Johri, Sr.GM(SR) welcomed everyone and initiated the discussion. The DPE guidelines regarding the Wage Revision of the Non-Executives was discussed first.

 

  1. The Staff Side recollected the discussions held with Shri Manoj Sinha, the then Minister of State for Communications, and Ms. Aruna Sundararajan, the then Secretary, Telecom and the assurances given by them, regarding the Wage Revision of the Non-Executives. They strongly demanded that a beneficial Wage Revision should be settled.
  2. From the Management Side, the financial position of the Company was explained with figures.
  3. Based on the demand of the Staff Side, the Management Side agreed that there will not be any stagnation or pay reduction, consequent to the Wage Revision.
  4. After discussion, the Management Side assured to come with figures based on which further discussion will take place.

 

The next meeting of the Wage Negotiation Committee will be held at 14:00 hrs. on 03.12.2021.

The exuberant circle conference of Andhra Pradesh circle is held at Vijayawada today. The Reception Committee had made excellent arrangements for the conference. The Conference took off with flag-hoisting. Com.P.Asokababu, senior leader, hoisted the National Flag. The Union Red Flag was hoisted by Com.P.Abhimanyu, GS. This was followed by the Open Session. Apart from the delegates, a large number of active comrades also attended. Com.K. Rama Devi, Circle Secretary, welcomed everyone. Com.K. Prabhakar Rao, Circle President, presided over. The Open Session was addressed by Com.P.Abhimanyu, GS, Shri Vinodh Abhraham, CGM, AP circle, Shri Ravindranath, GMTD, Vijayawada, Com.Sampath Rao, AGS, BSNLEU, Com.P.Asokababu, Ex. Vice-President (CHQ), Com.Uma Maheswara Rao, GS, SNEA, Com.R. Haribabu, Circle President, AIGETOA, Com.Narendar, Advisor, AIBSNLEA and Com.R. Maheswara Rao, CS, SEWA BSNL. In his address, the GS, BSNLEU, explained about the settlement reached between the AUAB and the BSNL Management. He bitterly criticised the role played by the Modi government, as well as by the BSNL Management, which has agonisingly delayed the launching of 4G service by BSNL. It is important to note that, all the leaders of the fraternal organisations appreciated the functioning of Com.K. Rama Devi, the first woman circle secretary of BSNLEU. The delegates session was held after the lunch break. Importantly, the delegates lauded the recent settlement reached between the AUAB and the BSNL Management.

सेवानिवृत्त कर्मचारियों-Retired Employees के  चिकित्सा बिलों के भुगतान-Payment of Medical Bills में असामान्य देरी-Abnormal Delay । *बीएसएनएलईयू-BSNLEU ने बिलों के तत्काल भुगतान-immediate payment of Bills की मांग की है ।

 

सेवानिवृत्त कर्मचारियों-Retired Employees के मेडिकल बिलों-Medical Bills का भुगतान-payment पिछले ढाई साल से नहीं किया जा रहा है। कंपनी के पास नकदी की कमी इसका कारण नहीं हो सकती। जब अन्य सभी भुगतान किए जा रहे हैं तो नकदी की कमी को अकेले सेवानिवृत्त कर्मचारियों के मेडिकल बिलों का भुगतान न होने का कारण नहीं बताया जा सकता। बीएसएनएलयू-BSNLEU ने आज सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखकर आगाह किया है कि देरी की इस रणनीति का मतलब सेवानिवृत्त कर्मचारियों को सीजीएचएस-CGHS में माइग्रेट करने के लिए मजबूर करना तो नहीं है । बीएसएनएलईयू ने सेवानिवृत्त कर्मचारियों के लंबित मेडिकल बिलों-pending medical bills का तत्काल भुगतान-immediate पेमेंट करने की मांग की है।

शुक्रवार को विशेष सामूहिक सफाई : बीएसएनएलईयू-BSNLEU ने निदेशक (मानव संसाधन)-Director(HR) को पत्र लिखा और स्पष्टीकरण जारी करने की मांग की। 

 

दिनांक 12.11.2021 को निगम कार्यालय-Corporate Office ने एक पत्र जारी किया है, जिसमें कहा गया है कि प्रत्येक शुक्रवार को शौचालय सहित कार्यालय परिसर की विशेष सामूहिक सफाई की जानी है। पत्र में कहीं भी इस बात का जिक्र नहीं है कि कर्मचारी सफाई करें। हालांकि, शब्द "बड़े पैमाने पर सफाई" से यह भावना है कि बहुत से लोगों को इस सफाई में शामिल किया जाना है । प्रबंधन ने पहले ही अधिकांश जगहों पर ठेका कर्मियों -Contract Workers और पार्ट टाइम सफाईकर्मियों-Part Time Sweepers की छंटनी कर दी है। इस प्रकार, यह समझ में नहीं आता कि यह "बड़े पैमाने पर सफाई-mass cleaning” किसके साथ किया जाना है। इसलिए बीएसएनएलईयू-BSNLEU ने निदेशक, (एचआर)-Director (HR) को पत्र लिखकर आवश्यक स्पष्टीकरण जारी करने की मांग की है।

*नॉन-एक्ज़िक्यूटिव्स-Non Executives को बकाया आईडीए-IDA Arrears का भुगतान-Payment न करना :  बीएसएनएलईयू-BSNLEU ने एक बार फिर सीएमडी बीएसएनएल-CMD BSNL को पत्र लिखकर तत्काल भुगतान की मांग की है।*

 

बीएसएनएल प्रबंधन-BSNL Management बीएसएनएल-BSNL के नॉन एक्ज़िक्यूटिव्स-Non Executives को आईडीए के बकाया भुगतान-Payment of IDA Arrears में अत्यधिक विलंब कर रहा है। माननीय केरल उच्च न्यायालय-Honourable केरला High Court ने दिनांक 17-02-2021 को ही आदेश जारी किया था, जिसमें सीएमडी बीएसएनएल-CMD BSNL को बीएसएनएल के नॉन एक्ज़िक्यूटिव्स को आईडीए के बकाया का भुगतान करने का निर्देश दिया गया था। हालांकि बीएसएनएल प्रबंधन को भुगतान के लिए आदेश जारी करने में आठ महीने का समय लग गया। आईडीए के बकाया भुगतान का आदेश 27.10.2021 को जारी किया गया था। हालांकि, बकाया का भुगतान अभी भी नॉन एक्ज़िक्यूटिव्स को नहीं किया गया है। दिनांक 27-10-2021 को जारी पत्र में प्रबंधन ने उल्लेख किया है कि धनराशि उपलब्ध होने पर ही बकाया राशि का भुगतान किया जाएगा। इन सभी से केवल यह पता चलता है कि बीएसएनएल प्रबंधन अपने कर्मचारियों के कल्याण में सबसे कम रुचि रखता है । बीएसएनएलईयू ने आज एक बार फिर सीएमडी बीएसएनएल को पत्र लिखकर आईडीए के बकाया का भुगतान तत्काल करने की मांग की है।

BSNLEU, AIBDPA and BSNLCCWF are conducting campaign against the National Monetisation Pipeline, under the banner of the Co-ordination Committee. As a part of this campaign, District and Circle level Conventions against the National Monetisation Pipeline should be organised. All the circle and district secretaries of BSNLEU are requested to take the initiative, in coordination with the AIBDPA and BSNLCCWF, to successfully organise this convention. Circle level conventions will be addressed by the All India leaders of the Co-ordination Committee. For this, the circle secretaries have to make the arrangement, in consultation with the CHQ. Holding of these conventions should be completed by 30th November, 2021.

The Circle Executive Committee meeting of BSNLEU, Karnataka circle, was held at Bengaluru yesterday and today. Com.C.K. Gundanna, Circle President, presided over the meeting. Com.H.V. Sudharshan, Circle Secretary, welcomed everyone and presented the report on activities. All the Circle Executive Committee members participated in the deliberations. Com.P.Abhimanyu, GS, addressed the morning session of the Executive Committee meeting today. He explained about the functioning of the Central Head Quarters, issues settled by the CHQ during the COVID-19 pandemic period, the recent settlement reached between the AUAB and the BSNL Management. In the post lunch session, the General Secretary addressed a largely attended Seminar on the National Monetisation Pipeline. He explained how the valuable national assets of the country are being handed over to the big corporates at cheap rates. He also explained about the attacks being launched by the Modi government on the public sector, the pro-corporate policies of the government, etc. He called upon the employees of Karnataka to fully participate in the two day strike to be held in February, 2022, as per the call of the Central Trade Unions.

A National Convention of workers was held at Jantar Mantar today. In view of the COVID-19 restrictions, it was held with limited delegation. All the Presidents of the 10 Central Trade Unions presided over the Convention. General Secretaries / leaders of the Central Trade Unions, including Com.Ashok Singh (INTUC), Com.Amarjeet Kaur (AITUC), Com.H.S. Sidhu (HMS) and Com.Tapan Sen (CITU), addressed the Convention. 

 

The leaders bitterly criticised the privatisation of the public sector, National Monetisation Pipeline, New Labour Codes, Pro-corporate Farm Acts, attacks on the democratic and civil rights, etc. The Convention has given call to organise demonstrations on 26th November, 2021, marking the completion of one year of Kisans' struggle. It has also called on for organising state level joint conventions, joint meeting of public sector unions and intensive campaign at the grass-root level, for successfully organising the two day General Strike, to be organised in February, 2022, during the Budget Session of the Parliament.
