As per the call of the Co-Ordination Committee, the West Bengal circle organised a very inspiring convention against the National Monetisation Pipeline. The Convention is organised at Subarna Banik Samaj Hall and was presided over by Com.Pijush Chakraborty, President, Co-Ordination Committee. The Convention was addressed by Com.Animesh Mitra, President and Circle Secretary, West Bengal, Com.P.Abhimanyu, GS and  Com.Tapas Gosh, Working President, BSNLCCWF. The General Secretary explained in detail about the attacks being made on the Public Sector, in the name of National Monetisation Pipeline, as well as about the anti-Public Sector policies of the government. He also explained in brief about the settlement reached between the AUAB and the BSNL Management. The General Secretary called upon the employees to be prepared for successfully organising the two day General Strike, called on by the Central Trade Unions to be held in February, 2022. The CHQ congratulates the West Bengal circle CoC, for organising this Convention. 

एयुएबी-AUAB और डीओटी-DoT के बीच मीटिंग-Meeting आयोजित किया जाएगा । 

दिनांक 08.07.2021 को एयुएबी-AUAB ने अपने मांग पत्र-charter of Demands पर आंदोलनात्मक कार्यक्रमों-Agitational Programmes के लिए नोटिस-notice जारी किया था। डीओटी-DoT से संबंधित महत्वपूर्ण मांगें जैसे कि बीएसएनएल द्वारा 4जी की तत्काल शुरुआत, बीएसएनएल को डीओटी द्वारा 39,000 करोड़ रुपये वापस करने, बीएसएनएल के टावरों और ऑप्टिक फ़ाइबर के प्रस्तावित मुद्रीकरण का विरोध आदि शामिल थे। अब डीओटी-DoT ने एयुएबी-AUAB को बातचीत के लिए आमंत्रित किया है। *यह मीटिंग-Meeting दिनांक 24.11.2021 को होगी।

प्रधानमंत्री-Prime Minister ने तीन कृषि अधिनियमों को वापस लेने-withdrawal of three Farm Acts की घोषणा की : किसान संघर्ष की ऐतिहासिक जीत-Historic Victory of Kisan’s Struggle.

विभिन्न किसान संगठन संयुक्त किसान मोर्चा के बेनर तले मोदी सरकार द्वारा लाए गए तीन कारपोरेट समर्थक फार्म एक्ट के खिलाफ संघर्ष कर रहे हैं। एक साल के इस संघर्ष के दौरान करीब 700 किसानों की जान जा चुकी है। सत्तारूढ़ भाजपा-BJP और आरएसएस-RSS ने किसान नेताओं को राष्ट्रविरोधी और आतंकवादी तत्व करार दिया। सरकार ने कहा कि कृषि अधिनियमों को वापस लेने का कोई प्रश्न ही नहीं उठता। उत्तर प्रदेश के लखीमपुर खीरी में केंद्रीय गृह राज्यमंत्री के बेटे ने शांतिपूर्वक आंदोलन कर रहे किसानों पर अपनी एसयूवी चलाकर चार किसानों को कुचल दिया और उनकी हत्या कर दी। केंद्रीय श्रमिक संघ-Central Trade Unions और श्रमिक वर्ग-working class संघर्ष कर रहे किसानों के साथ मजबूती से खड़े रहे और तीनों कृषि अधिनियमों को निरस्त करने की मांग करते हुए विभिन्न प्रकार के आंदोलनों का आयोजन किया ।  अंत में सत्तारूढ़ भाजपा ने समझा कि, आगामी विधानसभा चुनाव में किसानों के संघर्षों से उन्हें खतरा है, जिसमें उत्तर प्रदेश भी शामिल है। इस पृष्ठभूमि में प्रधानमंत्री नरेंद्र मोदी ने कल टीवी पर आकर  और घोषणा की कि सरकार संसद-parliament के आगामी शीतकालीन सत्र-winter session में तीनों कृषि अधिनियमों को निरस्त कर देगी । निस्संदेह, यह किसान संघों की ऐतिहासिक जीत है। तीनों कृषि अधिनियमों को वापस लेने के सरकार के फैसले से पता चलता है कि कामकाजी जनता-working masses के एकजुट संघर्ष-United Struggles निश्चित रूप से सरकार की श्रमिक विरोधी-anti worker और कॉर्पोरेट समर्थक नीतियों-pro corporate policies को पीछे धकेल सकते हैं ।

Various Kisan’s organisations, under the banner of the Samyukta Kisan Morcha, have been conducting struggles against the three pro-corporate Farm Acts, brought by the Modi government. Around 700 Kisans have lost their lives during this one year struggle. The ruling BJP and the RSS branded the Kisan leaders as anti-national and terrorist elements. The government told that, there was no question of withdrawing the Farm Acts. At Lakhimpur Kheri in Uttar Pradesh, the son of the Union Minister of State for Home Affairs, crushed and killed four Kisans by driving his SUV on the peacefully agitating farmers. The Central Trade Unions and the working class stood solidly with the fighting Kisans and organised various forms of agitations, demanding the repealing of the three Farm Acts. Finally, the ruling BJP understood that, the Kisan’s struggles jeopardise them in the forthcoming assembly elections, which includes Uttar Pradesh. In this backdrop, the Prime Minister, Narendra Modi, appeared on the TV yesterday and announced that, the government would repeal all the three Farm Acts in the forthcoming winter session of the Parliament. Undoubtedly, this is a historic victory for the Kisan’s Unions. The decision of the government to withdraw the three Farm Acts shows that the united struggles of the working masses can certainly push back the anti-worker and pro-corporate policies of the government.

On 08.07.2021, the AUAB had issued notice for agitational programmes on it’s charter of demands. The important demands related to DoT were the immediate launching of 4G by BSNL, refund of Rs.39,000 crore to BSNL, by the DoT, opposition to the proposed Monetisation of BSNL’s towers and optic fibre, etc. Now, the DoT has invited the AUAB for talks. The meeting will take place on 24.11.2021.

सीएचक्यू-CHQ पहले ही राष्ट्रीय मोनेटाइजेशन पाइपलाइन (एनएमपी)-National Monetisation Pipeline(NMP) के विरोध में सर्कल और जिला स्तर पर अधिवेशन आयोजित करने का निर्देश दे चुका है । इन अधिवेशनों में केंद्रीय श्रमिक संगठनों-Central Trade Unions के मांग पत्र-Charter of Demands पर भी चर्चा होनी चाहिए। केन्द्रीय श्रमिक संघ पहले ही राष्ट्रीय मुद्रीकरण पाइपलाइन के विरुद्ध सार्वजनिक क्षेत्र के निजीकरण-privatisation of public sector और अन्य मांगों को लेकर फरवरी, 2022-February-2022 में दो दिन की हड़ताल-Two Days Strike का आह्वान कर चुके हैं। अब तक पश्चिम बंगाल (20 नवंबर, 2021), केरल (30 नवंबर, 2021) और तमिलनाडु (30 नवंबर, 2021) ने सर्कल स्तर के अधिवेशनों-Circle level Conventions की तारीखें तय की हैं। अन्य सभी सर्कल यूनियनों को भी निर्देश दिया गया है कि वे सीएचक्यू के परामर्श से अपने अधिवेशनों के लिए तत्काल तारीख तय करें ।

एयूएबी-AUAB और सीएमडी, बीएसएनएल-CMD, BSNL के बीच हुई सहमति के परिणाम स्वरूप वेतन वार्ता समिति-Wage Negotiation Committee की मीटिंग आज प्रिंसिपल जनरल मेनेजर (पर्स) श्री आरके गोयल-Shri RK Goyal, Principal General Manager(Pers) की अध्यक्षता में हुई । साथी अनिमेष मित्रा, प्रेसिडेंट-Com. Animesh Mitra, President,  साथी पी.अभिमन्यु, जनरल सेक्रेटरी-Com. P.Abhimanyu, General Secretary, साथी स्वपन चक्रवर्ती, डेप्यूटी जनरल सेक्रेटरी, Com. Swapan Chakaravarty, Deputy General Secretary, साथी पी.अशोक बाबू, पूर्व उपाध्यक्ष-Com. P. Ashok Babu, former Vice President और साथी संतोश कुमार, सर्कल सेक्रेटरी, केरल सर्कल, Com. Santosh Kumar, Circle Secretary, Keral Circle ने बीएसएनएलईयू-BSNLEU की ओर से मीटिंग में भाग लिया। 

साथी इस्लाम अहमद, प्रेसिडेंट-Com. Islam Ahmed, President, साथी चंदेश्वर सिंह, जनरल सेक्रेटरी-Com. Chandeshvar Sing, General Secretary और साथी के.एस. शेषाद्री-Com. KS Sheshadri, Deputy General Secretary ने एनएनएफटीई-NFTE की ओर से मीटिंग में भाग लिया । सुश्री अनीता जौहरी, सीनियर जनरल मेनेजर(एसआर)-Ms. Anita Johri, Senior General Manager(SR) ने सभी का स्वागत किया और चर्चा शुरू की । नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन के संबंध में डीपीई-DPE के दिशा-निर्देशों पर पहले चर्चा की गई ।

1. स्टाफ की ओर से तत्कालीन संचार राज्य मंत्री श्री मनोज सिन्हा-Shri Manoj Sinha, the then Minister of State for Communications और तत्कालीन सचिव, दूरसंचार,  सुश्री अरुणा सुंदरराजन-Ms. Aruna Sundar Rajan, the then Secretary, Telecom. और उनके द्वारा के वेतन पुनरीक्षण-Wage Revision के संबंध में दिए गए आश्वासनों के बारे में चर्चा की याद रखी गई । उन्होंने पुरजोर मांग की कि एक लाभकारी वेतन संशोधन-Beneficial Wage Revision का निपटारा किया जाना चाहिए ।
2. प्रबंधन पक्ष-Management Side की ओर से कंपनी की वित्तीय स्थिति-Financial Position of Company को आंकड़ों के साथ समझाया गया था।
3. स्टाफ पक्ष-Staff Side की मांग के आधार पर प्रबंधन पक्ष इस बात पर सहमत हुआ कि वेतन संशोधन के परिणाम स्वरूप कोई ठहराव-Stagnation या वेतन में कमी-Pay Reduction नहीं होगा ।
4. चर्चा के बाद प्रबंधन पक्ष ने और आंकड़े लाने का आश्वासन दिया जिसके आधार पर आगे चर्चा होगी।

*वेतन वार्ता समिति-Wage Negotiation Committee की अगली मीटिंग-Meeting दिनांक 03.12.2021 के 14:00 बजे होगी।*

The CHQ has already given the direction to hold conventions at the circle and district levels, against the National Monetisation Pipeline (NMP). In these conventions, the charter of demands of the Central Trade Unions should also be discussed. The Central Trade Unions have already given call for a two day strike in February, 2022, against the National Monetisation Pipeline, against privatisation of the public sector and on other demands. So far, West Bengal (20^th November, 2021), Kerala (30^th November, 2021) and Tamil Nadu (30^th November, 2021) have fixed the dates for the circle level conventions. All other circle unions are also directed to immediately fix the date for their conventions, in consultation with the CHQ.
