दोषयुक्त पुनर्गठन योजना-Faulty Restructuring Scheme-बीएसएनएलईयू-BSNLEU ने सीएमडी बीएसएनएल-CMD, BSNL को बताया है।

मानव संसाधनों के पुनर्गठन-restructuring of manpower के नाम पर बीएसएनएल-BSNL के निदेशक मंडल-Board of Directors ने विभिन्न नॉन एक्ज़िक्यूटिव्स संवर्गों-non executives cadres में कर्मचारियों की संख्या में भारी कटौती की है। बीएसएनएलईयू-BSNLEU द्वारा मानव संसाधनों के पुनर्गठन-restructuring of manpower पर दिए गए सुझावों को बोर्ड ने पूरी तरह नजरअंदाज-ignore कर दिया है। हमारे कई सर्कल सेक्रेटरी-Circle Secretary ने शिकायत-complaint की है कि, सेवाओं को बनाए रखना मुश्किल होगा अगर पुनर्गठन योजना-restructuring scheme के अनुसार  में कर्मचारियों की संख्या को मंजूरी दी गई । कल बीएसएनएल के सीएमडी-CMD, BSNL के साथ हुई बैठक में साथी पी अभिमन्यु, जनरल सेक्रेटरी-Com. P. Abhimanyu, General Secretary और साथी इरफ़ान पाशा, संगठन सचिव(सीएचक्यू)-Com. Irfan Pasha, organising Secretary ने इस मुद्दे पर चर्चा की और कहा कि बीएसएनएलईयू-BSNLEU सर्कल-Circle से मिले फीडबैक-feedback के साथ इस मुद्दे पर चर्चा करेगा । इसलिए सभी सर्किल सेक्रेटरी-Circle Secretaries से अनुरोध है कि वे इस मुद्दे पर तत्काल अपना फीडबैक-feedback सीएचक्यू -CHQ को भेजें।

नॉन एक्ज़िक्यूटिव्स-non executives के सभी एलआईसीई-LICE बिना किसी देरी के-without further delay आयोजित करें ।  - बीएसएनएलईयू-BSNLEU ने सीएमडी बीएसएनएल-CMD, BSNL को बताया है।

बीएसएनएलईयू-BSNLEU  लगातार बीएसएनएल प्रबंधन-BSNL Management पर जोर दे रहा है कि नॉन एक्ज़िक्यूटिव्स-non executives के सभी एलआईसीई-LICE बिना किसी देरी के आयोजित किए जाएं। हालांकि, मानव संसाधनों का पुनर्गठन-restructuring of manpower पूरा होने के बाद भी बीएसएनएल प्रबंधन-BSNL management एलआईसीई-LICE के आयोजन के लिए कोई तत्पारता-urgency नहीं दिखा रहा है। कल बीएसएनएल के सीएमडी-CMD, BSNL के साथ बैठक में साथी पी अभिमन्यु, जनरल सेक्रेटरी-Com. P. Abhimanyu, General Secretary और साथी इरफान पाशा, संगठनसचिव (सीएचक्यू)-Com. Irfan Pasha, Organising Secretary(CHQ) ने जोर देकर कहा कि प्रबंधन-management को नॉन एक्ज़िक्यूटिव्स-non executives सभी एलआईसीई-LICE को तुरंत आयोजित करने के लिए तत्काल कार्रवाई करनी चाहिए । सीएमडी बीएसएनएल-CMD BSNL ने कहा कि आवश्यक कार्रवाई की जा रही है और एलआईसीई-LICE का शीघ्र -early आयोजन किया जाएगा।

बीएसएनएलईयू-BSNLEU ने सेवानिवृत्त कर्मचारियों-retired employees के लंबित मेडिकल बिलों-pending medical bills के तत्काल भुगतान-immediate payment की मांग की है।

मार्च-March 2019 के बाद से सेवानिवृत्त कर्मचारियों-retired employees के मेडिकल बिलों-medical bills का निपटारा नहीं हो पा रहा है। इससे उन्हें परेशानी हो रही है। बीएसएनएलईयू-BSNLEU पहले ही मांग कर चुका है कि, सेवानिवृत्त कर्मचारियों-retired employees के लंबित मेडिकल बिलों-pending medical bills का भुगतान-payment किया जाए। कल बीएसएनएल के सीएमडी-CMD, BSNL के साथ बैठक-meeting में साथी पी.  अभिमन्यु जनरल सेक्रेटरी, Com. P. Abhimanyu, General Secretary और साथी इरफान पाशा, संगठन सचिव (सीएचक्यू) -Com. Irfan Pasha, Organising Secretary(CHQ) ने जोर देकर कहा कि बिना किसी देरी के सेवानिवृत्त कर्मचारियों-retired employees के लंबित मेडिकल बिलों-pending medical bills के भुगतान के लिए कार्रवाई की जानी चाहिए। सीएमडी बीएसएनएल-CMD, BSNL ने आश्वासन दिया कि, यथासंभव, सेवानिवृत्त कर्मचारियों के बिलों को निपटाने के लिए जनवरी 2022 में धनराशि आवंटित की जाएगी।

बीएसएनएलईयू-BSNLEU ने सीएमडी बीएसएनएल-CMD BSNL से ठेका कर्मियों-Contract Workers के वेतन बकाया-wage arrears राशि का भुगतान तुरंत-payment immediately करने की मांग की। 

लंबी अवधि से मजदूरी का भुगतान न होने से ठेका कर्मियों-Contract Workers को परेशानी हो रही है। कुछ सर्कल-Circle में पिछले 18 महीने-months से मजदूरी-wages का भुगतान-payment भी नहीं किया  गया है।  कल बीएसएनएल के सीएमडी-CMD, BSNL के साथ बैठक-Meeting में साथी पी.अभिमन्यु, जनरल सेक्रेटरी-Com. P. Abhimanyu, General Secretary और साथी इरफान पाशा, संगठन सचिव (सीएचक्यू)-Com. Irfan Pasha, Organising Secretary(CHQ) ने मांग की है कि ठेका कर्मियों-contract workers के वेतन बकाया-wage arrears को अविलंब मंजूर किया जाए। लेकिन, सीएमडी, बीएसएनएल-CMD, BSNL ने दावा किया कि पश्चिम बंगाल सर्कल-West Bengal Circle को छोड़कर ठेका श्रमिकों-contract workers के वेतन भुगतान-wage payment में कोई देरी नहीं हुई है। हमारे प्रतिनिधियों ने सीएमडी बीएसएनएल से कहा कि, वे ठेका कर्मियों को मजदूरी का भुगतान न होने का ब्यौरा लेकर वापस आयेंगे। बीएसएनएल सीसीडब्ल्यूएफ-BSNLCCWF से परामर्श लेने के बाद इस मुद्दे को फिर से उठाया जाएगा।

अनुकंपा के आधार पर नियुक्तियों-Compassionate Ground Appointments पर प्रतिबंध-Ban हटाएं - बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को बताया।

अप्रैल-April 2019 में बीएसएनएल प्रबंधन-BSNL Management ने अनुकंपा के आधार पर नियुक्तियों-Compassionate Ground Appointments पर रोक-ban लगा दी। कोविड-19-Covid 19 के कारण करीब 250 कर्मचारियों-employees की मौत हो चुकी है। इस प्रतिबंध-ban के कारण उनके परिजनों को अनुकंपा आधार नियुक्तियां नहीं मिल सकीं। इसी तरह कई कर्मचारियों की मौत कार्यकाल के दौरान हादसों में हो चुकी है । उनके परिजनों को भी अनुकंपा के आधार पर नियुक्ति नहीं मिली। साथी पी. अभिमन्यु, जनरल सेक्रेटरी-Com. P. Abhimanyu, General Secretary और साथी इरफ़ान पाशा, संगठन सचिव (सीएचक्यू)-Com. Irfan Pasha, Organising Secretary, (CHQ) ने सीएमडी,  बीएसएनएल-CMD, BSNL के साथ बैठक-meeting में इस बात पर जोर दिया कि अनुकंपा के आधार पर नियुक्तियों पर लगी रोक हटा ली जानी चाहिए। हालांकि सीएमडी-CMD ने सुझाव दिया कि अनुकंपा के आधार पर नियुक्तियों के बजाय कुछ मुआवजा राशि-compensation money दी जा सकती है। लेकिन हमारे प्रतिनिधियों ने जोर देकर कहा कि अनुकंपा के आधार पर नियुक्तियों पर लगी रोक हटाई जानी चाहिए और मृतक कर्मचारियों के परिवारों को नौकरियां दी जानी चाहिए ।

बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL से मुलाकात की और आईडीए के बकाया के तत्काल भुगतान-payment of IDA arrears की मांग की है ।

जैसे कि सभी जानते हैं बीएसएनएल कर्मचारियों-IDA of BSNL Employees के आईडीए -IDA को मोदी सरकार-Modi government ने अक्टूबर-October 2020 से जून-June 2021 तक की अवधि के लिए स्थगित-freeze कर दिया था। इसके खिलाफ बीएसएनएलईयू-BSNLEU ने केरल हाईकोर्ट-High Court of Kerala में केस दायर किया था। कोर्ट ने आदेश दिया था कि आईडीए का भुगतान किया जाना चाहिये।  सीएमडी, बीएसएनएल-CMD, BSNL ने बड़ी देर से ही सही आईडीए के भुगतान-IDA payment के लिए आदेश जारी कर दिया था। हालांकि आज तक बकाया राशि-arrears का भुगतान नहीं किया गया है। साथी पी.अभिमन्यु, जनरल सेक्रेटरी-Com. P. Abhimanyu, General Secretary और साथी इरफान पाशा, संगठन सचिव (सीएचक्यू)-Com Irfan Pasha, Organising Secretary(CHQ) ने कल सीएमडी, बीएसएनएल-CMD, BSNL के साथ इस मुद्दे पर चर्चा की। हमारी मांग थी कि आईडीए के बकाया का भुगतान-Payment of IDA arrears तुरंत-immediately किया जाए

The BSNL Board has already finalised the Restructuring of Manpower. However, complaints are coming, stating that the manpower in various cadres, as approved by the BSNL Board, is insufficient to run the services. The CHQ has already raised this issue with the CMD BSNL. In this connection, concrete inputs are required from various circles, so that the matter can be discussed with the CMD BSNL for appropriate action. Hence, all the circle secretaries and central office bearers are requested to immediately send the feedback on this matter.

"The Voice of the Working Woman" is a leading magazine of the working women in the country. This magazine has prominently published a write-up on the Black Flag demonstrations organised by BSNLEU on 08-12-2021, demanding action against the GMTD, Ludhiana, who is misusing his official power and is harassing women employees, with the ulterior motive of sexually exploiting them. BSNLEU heartily thanks the Editorial Board of the "Voice of the Working Woman".

A meeting is held today between BSNLEU and Shri P.K. Purwar, the CMD BSNL. Com.P.Abhimanyu, GS and Com.Irfan Pasha, Organising Secretary (CHQ), participated in this meeting. Various burning issues of the serving employees, pensioners and contract workers are discussed in this meeting. The details of the discussion are given below: -

Payment of the IDA arrears.

The Union representatives expressed their dissatisfaction over the non-payment of the arrears of the IDA, increased for the from October, 2020 to June, 2021. They demanded that IDA arrears should paid immediately.

Lifting the ban on Compassionate Ground Appointments.

BSNL has imposed a ban on Compassionate Ground Appointments, as a result of which even the families of the employees, who had died in accidents while on duty and those who died due to COVID-19, are not getting Compassionate Ground Appointments. The Union insisted that, the ban should be lifted immediately.  

Non-payment of contract workers’ wages.

The Union bitterly complained that, contract workers are not paid wages, even up to 18 months in some places. They urged upon the CMD BSNL to immediately take action on this issue. The CMD BSNL replied that, except in West Bengal, there is no delay in the payment of contract workers’ wages, in other circles. The Union told that they would give concrete details in this regard.

Non-payment of medical bills of the retired employees.

The Union expressed it’s unhappiness over the extreme delay in settlement of the medical bills of the retired employees. The CMD BSNL replied that, he will try to allot funds to a certain extent in January, 2022.

Non-holding of LICEs of the Non-Executives.

The Union pointed out that, concrete steps have not been taken, even after completion of the Restructuring, for holding the LICEs. Further, the Union demanded that, action should be taken to hold all the LICEs of the Non-Executives. The CMD BSNL replied that action would be taken.

BSNL’s faulty Restructuring of Manpower.

As regards, the Restructuring of Manpower in BSNL, the Union stated that, the staff strength provided as per the Restructuring Scheme, is totally insufficient to maintain the services. The Union further stated that, it would provide concrete inputs from various circles. The CMD BSNL assured that, it would be looked into.

Amendments to the JAO RR.

The Union complained that it is seeking amendments to the JAO RR for the past 5 years. Increasing the upper age limit for appearing the JAO LICE from 53 years to 55 years, removing the condition that an official should have 5 years of residency period in NE 6 pay scale and shifting the cut-off date from 01^st January to 01^st July, are the amendments being demanded by the Union. The CMD BSNL appreciated the genuineness of the demand and assured to do the needful.

Non-renewal of MoUs with the Banks.

The Union pointed out that the MoUs signed with Canara Bank and the Union Bank of India have expired long back and that they are not renewed. The Union stated that, the matter is discussed many times with the Director (HR) and the Sr.GM(CBB), but the MoUs are not yet renewed. They demanded that, the CMD BSNL should intervene in this matter. The CMD BSNL assured to do the needful on this matter.

बीएसएनएल-BSNL प्राइवेट लिमिटेड कंपनी-Private Limited Company नहीं है - यह ठेका श्रमिकों-contract workers का शोषण-exploitation नहीं कर सकती - वेतन बकाया-wage arrears राशि का भुगतान-payment तुरंत किया जाना चाहिए - बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखा है।

बीएसएनएल प्रबंधन-BSNL Management  ठेका कर्मियों-contract workers को वेतन-wages नहीं दे रहा है। कुछ सर्कल-circle में ठेका मजदूरों-contract workers के वेतन का भुगतान 18 माह से नही किया है । बीएसएनएलईयू-BSNLEU बार-बार सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखकर उनके साथ इस मुद्दे पर चर्चा भी कर रहा है। लेकिन समय पर वेतन-wages का भुगतान-payment नहीं करके प्रबंधन-management ठेका कर्मियों-contract workers का शोषण-exploitation कर रहा है। इसलिए एक बार फिर बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNLEU को पत्र लिखकर याद दिलाया है कि बीएसएनएल-BSNL प्राइवेट लिमिटेड कंपनी-Private Limited Company नहीं है और इस तरह उसे ठेका कर्मियों-contract workers का शोषण-exploitation नहीं करना चाहिए ।

सेवानिवृत्त कर्मचारियों-Retired Employees ने भी कंपनी-company के विकास-growth के लिए योगदान-contribution  दिया है और उनके कल्याण-welfare की उपेक्षा नहीं की जानी चाहिए - सेवानिवृत्त कर्मचारियों-retired employees के लंबित चिकित्सा बिलों-pending medical bills का तत्काल भुगतान-payment करें - बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD BSNL को पत्र लिखा है।

सेवानिवृत्त कर्मचारियों-retired employees के मेडिकल बिलों-medical bills का भुगतान-payment मार्च-March 2019 से लंबित-pending है। बीएसएनएलईयू-BSNLEU का सीएचक्यू-CHQ बार-बार इस मुद्दे को उठा रहा है। एक बार फिर बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखकर सेवानिवृत्त कर्मचारियों-retired employees के सभी लंबित मेडिकल बिलों-medical bills के भुगतान-payment की मांग की है। बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को याद दिलाया है कि बीएसएनएल के सेवानिवृत्त कर्मचारियों-retired BSNL employees ने भी कड़ी मेहनत की है और कंपनी के विकास-growth of the Company के लिए काफी योगदान-contribution दिया है । बीएसएनएलईयू-BSNLEU ने कहा है कि प्रबंधन-Management को सेवानिवृत्त कर्मचारियों-retired employees के कल्याण-welfare की उपेक्षा नहीं करनी चाहिए।  

केनरा बैंक-Canara Bank और यूनियन बैंक ऑफ इंडिया-Union Bank of India के साथ एमओयू-MoU के नवीनीकरण-renew करने के लिये तत्काल-immediate कार्रवाई करें।

बीएसएनएल-BSNL और केनरा बैंक-Canara Bank और यूनियन बैंक ऑफ इंडिया-Union Bank of India के बीच हस्ताक्षरित एमओयू-MoU काफी पहले समाप्त हो चुका है। बीएसएनएलईयू-BSNLEU लगातार इस मुद्दे को निदेशक (एचआर)-Director(HR) और सीनियर जनरल मेनेजर,( सीबीबी)-Senior General Manager(CBB) के समक्ष उठा रहा है। हालांकि अभी तक एमओयू-MoU का नवीनीकरण-renewal नहीं होने से कर्मचारियों को परेशानी हो रही है। इसलिए बीएसएनएलईयू-BSNLEU ने सीएमडी बीएसएनएल-CMD BSNL को पत्र लिखकर केनरा बैंक-Canara Bank और यूनियन बैंक ऑफ इंडिया-Union Bank of India के नवीनीकरण-renewal के लिए तत्काल कार्रवाई-immediate action की मांग की है।

BSNLEU is continuously pressurising the BSNL Management for the early conducting of the LICEs. In this connection, the Corporate Office has already sent letters to all the CGMs for submitting category wise staff strength in each cadre (for example SC, ST, OBC, etc.). The CHQ is continuously monitoring this issue with the Corporate Office. The issue was once again discussed yesterday the 21.12.2021, by Com.P.Abhimanyu, GS and Com.Irfan Pasha, Organising Secretary (CHQ), with Shri Saurabh Tyagi, Sr.GM(Estt.). It is replied by the Sr.GM(Estt.) that, so far Andhra Pradesh, Assam, Gujarat, Karnataka, NTR, Punjab, Rajasthan and Telangana circles have sent the requisite details to the Corporate Office. Since the LICEs cannot be conducted in the absence of the above details, CHQ is urging upon the circle secretaries of the remaining circles also, to immediately arrange to send the requisite details by the left out CGMs also.
