Meeting between BSNLEU and the CMD BSNL held today the 24.12.2021..
A meeting is held today between BSNLEU and Shri P.K. Purwar, the CMD BSNL. Com.P.Abhimanyu, GS and Com.Irfan Pasha, Organising Secretary (CHQ), participated in this meeting. Various burning issues of the serving employees, pensioners and contract workers are discussed in this meeting. The details of the discussion are given below: -
Payment of the IDA arrears.
The Union representatives expressed their dissatisfaction over the non-payment of the arrears of the IDA, increased for the from October, 2020 to June, 2021. They demanded that IDA arrears should paid immediately.
Lifting the ban on Compassionate Ground Appointments.
BSNL has imposed a ban on Compassionate Ground Appointments, as a result of which even the families of the employees, who had died in accidents while on duty and those who died due to COVID-19, are not getting Compassionate Ground Appointments. The Union insisted that, the ban should be lifted immediately.
Non-payment of contract workers’ wages.
The Union bitterly complained that, contract workers are not paid wages, even up to 18 months in some places. They urged upon the CMD BSNL to immediately take action on this issue. The CMD BSNL replied that, except in West Bengal, there is no delay in the payment of contract workers’ wages, in other circles. The Union told that they would give concrete details in this regard.
Non-payment of medical bills of the retired employees.
The Union expressed it’s unhappiness over the extreme delay in settlement of the medical bills of the retired employees. The CMD BSNL replied that, he will try to allot funds to a certain extent in January, 2022.
Non-holding of LICEs of the Non-Executives.
The Union pointed out that, concrete steps have not been taken, even after completion of the Restructuring, for holding the LICEs. Further, the Union demanded that, action should be taken to hold all the LICEs of the Non-Executives. The CMD BSNL replied that action would be taken.
BSNL’s faulty Restructuring of Manpower.
As regards, the Restructuring of Manpower in BSNL, the Union stated that, the staff strength provided as per the Restructuring Scheme, is totally insufficient to maintain the services. The Union further stated that, it would provide concrete inputs from various circles. The CMD BSNL assured that, it would be looked into.
Amendments to the JAO RR.
The Union complained that it is seeking amendments to the JAO RR for the past 5 years. Increasing the upper age limit for appearing the JAO LICE from 53 years to 55 years, removing the condition that an official should have 5 years of residency period in NE 6 pay scale and shifting the cut-off date from 01st January to 01st July, are the amendments being demanded by the Union. The CMD BSNL appreciated the genuineness of the demand and assured to do the needful.
Non-renewal of MoUs with the Banks.
The Union pointed out that the MoUs signed with Canara Bank and the Union Bank of India have expired long back and that they are not renewed. The Union stated that, the matter is discussed many times with the Director (HR) and the Sr.GM(CBB), but the MoUs are not yet renewed. They demanded that, the CMD BSNL should intervene in this matter. The CMD BSNL assured to do the needful on this matter.
