अखिल भारतीय सम्मेलन-All India Conference 2, 3 और 4 अप्रैल-2022 को आयोजित किया जाएगा।

BSNLEU का 10वां अखिल भारतीय सम्मेलन 7, 8 और 9 मार्च-2022 को गुवाहाटी में आयोजित किया जाना था। हालांकि कोविड 19 की तीसरी लहर को देखते हुए सम्मेलन को स्थगित कर दिया गया था। अब अखिल भारतीय केन्द्र ने स्वागत समिति के परामर्श से अखिल भारतीय सम्मेलन की तारीखों को अंतिम रूप दे दिया है। तदनुसार, अखिल भारतीय सम्मेलन 2, 3 और 4 अप्रैल, 2022 को आयोजित किया जाएगा। सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे इन तारीखों को नोट करें।

बीएसएनएलईयू और एयूएबी ने बीएसएनएल के लिए 5G तकनीक की मांग की है  : इस मांग पर संघर्ष आयोजित किया गया है - शरारती प्रचार को अनदेखा करें।

दिनांक 01.02.2022 को संसद में प्रस्तुत बजट में वित्त मंत्री ने घोषणा की है कि निजी दूरसंचार कंपनियों द्वारा इस वर्ष देश में 5G सेवा शुरू की जाएगी। एक बार फिर बीएसएनएल के साथ भेदभाव किया जा रहा है और वह 5G तकनीक में भी पिछड़ने जा रही है। इस पृष्ठभूमि में कुछ शरारती तत्वों ने यह प्रचार करना शुरू कर दिया है कि, बीएसएनएलईयू और एयूएबी ने यह मांग नहीं की थी कि बीएसएनएल को 5G तकनीक प्रदान की जानी चाहिए। यह पूरी तरह से एक शरारतपूर्ण प्रचार है। बीएसएनएलईयू और एयूएबी की मांग यह है कि बीएसएनएल को तत्काल 4G सेवा शुरू करनी चाहिए और इसे समय पर 5G सेवा शुरू करना सुनिश्चित किया जाना चाहिए। सभी जानते हैं कि एयूएबी ने दिनांक 21, 22 और 23 सितंबर-2021 को जंतर मंतर पर एक विशाल 3 दिवसीय धरना का आयोजन किया था। इस संघर्ष में पहली और सबसे महत्वपूर्ण मांग इस प्रकार है:-

(1) बीटीएस के अपग्रेडेशन के माध्यम से बीएसएनएल की 4G सेवा को तत्काल शुरू करना और 5G सेवा शुरू करने की दिशा में आगे बढ़ने के लिए कदम उठाना। 

दूरसंचार सचिव और बीएसएनएल के अध्यक्ष एवं प्रबंध निदेशक को इस तीन दिवसीय धरने के आयोजन के लिए जारी नोटिस इसके साथ संलग्न है। इसलिए, यह प्रचार कि बीएसएनएलईयू और एयूएबी ने 5G तकनीक की मांग नहीं की, पूरी तरह से गलत और शरारतपूर्ण है। यह ट्रेड यूनियन आंदोलन और इसके संघर्षों को कमजोर करने के गुप्त उद्देश्य के साथ फैलाया जा रहा है।

The 10^th All India Conference of BSNLEU was scheduled to be held at Guwahati on 7^th, 8^th and 9^th March, 2022. However, in view of the third wave of Covid 19, the Conference was postponed. Now, the All India Centre, in consultation with the Reception Committee, has finalised the dates of the All India Conference. Accordingly, the All India Conference will be held on 2^nd, 3^rd and 4^th April, 2022. All the circle and district unions are requested to make note of these dates.

In the budget submitted in the Parliament on 01.02.2022, the Finance Minister announced that 5G service will be launched in the country, in this year, by the private telecom companies. Once again BSNL is discriminated and it is going to lag behind in the 5G technology also. In this backdrop, some miscreants have started propagating that, BSNLEU and the AUAB did not demand that, BSNL should be provided with 5G technology. This is totally a mischievous propaganda. The demand of BSNLEU and the AUAB is that, BSNL should immediately launch 4G service and it should be ensured timely launching of 5G service. All are aware that the AUAB organised a massive 3 day dharna at Jantar Mantar on 21^st, 22^nd and 23^rd September, 2021. The first and foremost demand in this struggle is as follows:-

(1)  Immediate launching of BSNL’s 4G service, by way of upgradation of the BTSs and also steps for moving towards the launching of 5G service. 

The notice issued to the Secretary, Telecom and the CMD BSNL, for organizing this 3 day dharna is enclosed herewith. Hence, the propaganda that BSNLEU and the AUAB did not demand 5G technology is totally false and mischievous. It is being made with the ulterior motive of weakening the trade union movement and it’s struggles.

After the implementation of VRS, many district unions have been merged with the nearby bigger district unions. In view of this, CHQ requires the names of the district unions presently functioning in each circle. This is for the purpose of sending circulars, posters, pamphlets, etc., to the district unions. Hence, all the circle secretaries are requested to immediately send the list of district unions functioning in that circle, together with the name and mailing address of the district secretary. All circle secretaries are requested to e-mail these informations within a week to the CHQ on bsnleuchq@gmail.com.

As a part of observing the 40^th anniversary of the first General Strike, CHQ has given call to collect Rs.5/- from every member, to be given as donation to the All India Agricultural Workers Union.  The CHQ requests all the circle unions to complete this collection by 15.02.2022 and remit the amount to the CHQ. This amount should not be sent from the funds of the circle and district unions. Once again, the CHQ insists that, Rs.5/- should be collected from each and every member, as well as well wishers.

The CHQ has already issued notification for holding an online Extended Central Executive Committee meeting on 6^th February, 2022. The meeting will start at 2 pm. The link for the meeting is sent to all the circle secretaries and central office bearers through WhatsApp today. All the circle secretaries are requested to forward this link to all their district secretaries. All the circle secretaries are also requested to kindly contact each and every district secretary and to ensure their participation in the extended CEC meeting.

*एलआईसीई आयोजित करने की स्थिति : महासचिव ने सीनियर जनरल मेनेजर (Estt.) के साथ चर्चा की ।

साथी पी. अभिमन्यु, महासचिव ने आज सीनियर जनरल मेनेजर (Estt.) श्री सौरभ त्यागी से बात की और एलआईसीई के आयोजन की स्थिति के बारे में जानकारी ली। सीनियर जनरल मेनेजर (Estt.) ने बताया कि एलआईसीई को आयोजित करने के लिए फाइल पहले ही भर्ती शाखा को भेजी जा चुकी है। सीनियर जनरल मेनेजर (Estt.) ने आगे कहा कि आरक्षण के मुद्दे पर उच्चतम न्यायालय का निर्णय कुछ दिन पहले ही दिया गया है। अब, उच्चतम न्यायालय के निर्णय के आधार पर डीओपी एंड टी को आवश्यक अनुदेश जारी करने होंगे। सीनियर जनरल मेनेजर (Estt.) ने यह भी बताया गया है कि उच्चतम न्यायालय के निर्णय के आधार पर डीओपी एंड टी से पत्र प्राप्त होने के बाद ही एलआईसीई के आयोजन पर कार्रवाई की जाएगी। 

Com.P Abhimanyu,GS, spoke to Shri Saurabh Tyagi, Sr.GM(Estt.) today and enquired about the status of holding the LICEs. The Sr.GM(Estt.) told that, the file is already sent to the Recruitment Branch, for holding the LICEs. However, the Sr.GM(Estt.) further stated that, the Supreme Court judgement, on the reservation issue, has been delivered a few days back. Now, based on the judgement of the Supreme Court, the DoP&T has to issue necessary instructions. The Sr.GM(Estt.) also told that,  holding of the LICEs will be processed only after receipt of letter from the DoP&T, based on the Supreme Court judgement.
