25.10.2024 को जोरदार प्रदर्शन आयोजित करें - को-ऑर्डिनेशन कमिटी का आह्वान।

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की को-ऑर्डिनेशन कमिटी (सीओसी) ने 25.10.2024 को प्रदर्शन आयोजित करने का आह्वान किया है। बीएसएनएल प्रबंधन और सरकार बीएसएनएल के कर्मचारियों और पेंशनरों को वेतन संशोधन और पेंशन संशोधन से इनकार कर रही है, यह कहते हुए कि कंपनी की वित्तीय स्थिति अच्छी नहीं है। बीएसएनएल केवल सरकार की गलत नीतियों के कारण घाटे में चल रही है। 4G और 5G सेवाओं के प्रारंभ में अत्यधिक देरी के कारण बीएसएनएल बुरी तरह प्रभावित है। बीएसएनएल प्रबंधन कांट्रैक्ट वर्कर्स का मुख्य नियोक्ता होने के नाते कांट्रैक्ट वर्कर्स को न्यूनतम वेतन, ईपीएफ और ईएसआई सुनिश्चित करने से इनकार कर रहा है। जनवरी, 2024 से देय डीए का 9% भुगतान केज़्युअल वर्कर्स को नहीं किया गया है। इन सभी मुद्दों के तत्काल समाधान की मांग करते हुए को-ऑर्डिनेशन कमिटी कार्यक्रमों की श्रृंखला आयोजित कर रही है। इसके अनुसार दिनांक 25.10.2024 सफल प्रदर्शन आयोजित किया जाए। BSNLEU की सभी सर्किल एवं जिला यूनियनों से अनुरोध है कि वे एआईबीडीपीए एवं बीएसएनएलसीसीडब्ल्यूएफ से समन्वय स्थापित कर इस प्रदर्शन में अधिक से अधिक साथियों की भागीदारी सुनिश्चित करें। 

The Coordination Committee (CoC) of BSNLEU, AIBDPA and BSNLCCWF has given call to organise demonstrations on 25.10.2024. The BSNL Management and the Government continue to deny Wage Revision and Pension Revision to the employees and pensioners of BSNL, telling that, the financial condition of the Company is not good. BSNL became loss making only due to the wrong policies of the government. BSNL is severely affected due to the extreme delay in the launching of 4G and 5G services. The BSNL Management, being Principal Employer of the contract workers, is refusing to ensure Minimum Wage, EPF and ESI to the contract workers. Payment of 9% of DA, due from January, 2024 is not paid to the casual labourers. Demanding immediate settlement of all these issues, the Coordination Committee is organising series of programmes. As per this, powerful demonstrations should be organised on 25.10.2024. All the circle and district unions of BSNLEU are requested to coordinate with AIBDPA and BSNLCCWF and to ensure participation of maximum number of comrades in this demonstration. 

ईबी प्लेटिनम बिक्री के लिए कोट्रैक्ट टीम न रखें - BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

कॉर्पोरेट कार्यालय ने बिहार, आंध्र प्रदेश, उत्तर प्रदेश (पूर्व), राजस्थान और महाराष्ट्र सर्किल के चीफ जनरल मैनेजर को संबोधित पत्र में कहा है कि बीसीजी टीम ने 40 बिंदुओं वाली अंतरिम अनुशंसा दी है। उसमें अनुशंसा संख्या 27 में कहा गया है कि *बीएसएनएल को बीएसएनएल की ईबी प्लेटिनम बिक्री को बढ़ावा देने के लिए बाहरी लोगों को कांट्राक्ट के आधार पर नियुक्त करना चाहिए।* 500 करोड़ रुपये से अधिक टर्नओवर वाले ग्राहकों को प्लेटिनम ग्राहक माना जाता है। अभी तक ईबी प्लेटिनम बिक्री में कर्मचारी/अधिकारी हमेशा अपने वार्षिक राजस्व लक्ष्य को प्राप्त कर रहे हैं। ऐसे में बाहरी लोगों को कांट्राक्ट के आधार पर नियुक्त करने की कोई आवश्यकता नहीं है, जिनके लिए राजस्व हिस्सेदारी/कमीशन का भुगतान करना पड़ता है। यह करोड़ों रुपये में होगा। जब बीएसएनएल के कर्मचारी बहुत अच्छे से काम कर रहे हैं तो बीएसएनएल बाहरी लोगों को करोड़ों रुपये क्यों दे ? इसके अलावा, बाहरी लोगों के पास कभी भी बीएसएनएल कर्मचारियों/अधिकारियों की तरह समर्पण और प्रतिबद्धता नहीं होगी, जो वर्तमान में ईबी प्लेटिनम की बिक्री कर रहे हैं। इसे देखते हुए BSNLEU ने सीएमडी बीएसएनएल को कड़े शब्दों में पत्र लिखकर सुझाव दिया है कि बीएसएनएल की ईबी प्लेटिनम बिक्री को बढ़ावा देने के लिए बाहरी लोगों को नहीं लगाया जाना चाहिए। 

The Corporate Office, in it’s letter addressed to the CGMs of Bihar, AP, UP(East), Rajasthan and Maharashtra circles has stated that, the BCG team has given it’s interim recommendation consisting of 40 points. In that, recommendation number 27 states that, BSNL should hire outsiders on contract basis, for promoting BSNL’s EB Platinum Sales. Customers having more than Rs.500 crores turnover are considered to be Platinum customers. As of now, the employees / officers in the EB Platinum sales are always achieving their annual revenue targets. As such, there is no need to hire outsiders on contract basis, for whom revenue share / commission has to be paid. This will run into crores of rupees. Why should BSNL pay crores of rupees to outsiders, when BSNL employees are doing the job very well.  Moreover, the outsiders will never have the dedication and commitment of the BSNL employees / officers, who are presently doing EB Platinum sales. In view of this, BSNLEU has strongly written letter to the CMD BSNL, suggesting that outsiders should not be engaged for promoting BSNL’s EB Platinum sales.  

The next meeting of the Wage Negotiating Committee is going to be held on 23.10.2024. Now, the Corporate Office has issued the minutes of the last meeting held on 22.03.2024. The Staff Side has already insisted upon the Chairman of the Wage Negotiating Committee that the minutes of a meeting should be issued soon after the meeting is held. We could not understand why the minutes are being issued after so many months.

सर्किल एवं जिला सम्मेलनों का शीघ्र आयोजन।

BSNLEU के संविधान के अनुसार सर्किल सम्मेलन 3 वर्ष में एक बार आयोजित किया जाना है। इसी प्रकार, जिला सम्मेलन 2 वर्ष में एक बार आयोजित किया जाना है। सीएचक्यू ने पाया है कि कुछ सर्किल, जिनके सम्मेलन की तिथि पहले ही निर्धारित हो चुकी है, ने सम्मेलन आयोजित नहीं किया है। इन सर्किल यूनियनों को तत्काल अपना सर्किल सम्मेलन आयोजित करना है। महासचिव के परामर्श से सर्किल सम्मेलन की तिथि निर्धारित की जा सकती है। इसके अलावा, सर्किल यूनियनों का यह भी कर्तव्य है कि वे सुनिश्चित करें कि, उनके सर्किल के अंतर्गत जिला यूनियनों के सम्मेलन शीघ्र आयोजित किए जाएं।

As per the Constitution of BSNLEU, circle conference has to be conducted once in 3 years. Similarly, district conference has to be conducted once in 2 years. The CHQ has noticed that, some circles, whose conference has already become due, have not conducted the same. These circle unions have to immediately conduct their circle conference. Date of the circle conference may be fixed in consultation with the General Secretary. Further, it is also the duty of the circle unions to ensure that, the conferences of the district unions within their circle, are conducted promptly.

वेतन संशोधन - उपद्रवियों के झूठे प्रचार पर ध्यान न दें - समन्वय समिति के कार्यक्रमों को सफल बनाएं।

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति (सीओसी) ने वेतन संशोधन, पेंशन संशोधन, बीएसएनएल के 4G और 5G सेवा को तत्काल शुरू करने, दूसरे वीआरएस का कड़ा विरोध और केज़्युअल और कॉंट्राक्ट वर्कर्स के मुद्दों पर 25.10.2024 को प्रदर्शन आयोजित करने का आह्वान किया है। समन्वय समिति ने 27.11.2024 को देशव्यापी धरना कार्यक्रम आयोजित करने का भी निर्णय लिया है। वेतन वार्ता समिति की बैठक भी 23.10.2024 को होने जा रही है। इस पृष्ठभूमि में, कुछ शरारती तत्वों ने BSNLEU की आलोचना करते हुए झूठा प्रचार करना शुरू कर दिया है। वे पूछ रहे हैं कि BSNLEU 25.10.2024 को प्रदर्शन क्यों आयोजित कर रहा है, जबकि वेतन वार्ता समिति की बैठक 23.10.2024 को हो रही है। यह दुष्प्रचार, हमेशा की तरह, कुछ शरारती तत्वों द्वारा कर्मचारियों को भ्रमित करने के लिए किया जा रहा है। सभी जानते हैं कि, केंद्रीय मंत्रीमंडल ने निर्णय लिया है कि, घाटे में चल रही कंपनी होने के कारण, बीएसएनएल के कर्मचारियों को वेतन संशोधन नहीं मिलेगा। यहां तक ​​कि जब प्रबंधन और मान्यता प्राप्त यूनियनों के बीच वेतन संशोधन समझौता पर हस्ताक्षर किए जाते हैं, तब भी इसे लागू नहीं किया जाएगा, जब तक कि इसे केंद्रीय मंत्रिमंडल द्वारा अनुमोदित नहीं किया जाता है। हाल ही में, श्री ज्योतिरादित्य सिंधिया, माननीय संचार मंत्री ने स्पष्ट रूप से लिखित रूप में कहा है कि, बीएसएनएल की कमजोर वित्तीय स्थिति को देखते हुए, बीएसएनएल कर्मचारियों और पेंशनरों को वेतन संशोधन / पेंशन संशोधन नहीं दिया जाता है। इसलिए, यह बहुत महत्वपूर्ण है कि, बीएसएनएल को तीसरे वेतन संशोधन समिति की वहनीयता खंड-एफ़ोर्डिबिलिटी क्लॉस से छूट दी जाए।अन्यथा, भले ही यूनियनों और प्रबंधन के बीच वेतन संशोधन समझौता किया गया हो, इसे लागू नहीं किया जाएगा। यही कारण है कि समन्वय समिति ने लगातार आंदोलन और अभियान चलाने का निर्णय लिया है। BSNLEU का सीएचक्यू कर्मचारियों से अनुरोध करता है कि वे उपद्रवियों के झूठे प्रचार पर ध्यान न दें और समन्वय समिति के कार्यक्रमों में बढ़-चढ़कर हिस्सा लें। 

The Coordination Committee (CoC), of BSNLEU, AIBDPA and BSNLCCWF has given call to organise demonstrations on 25.10.2024, on the issues of Wage Revision, Pension Revision, immediate launching of BSNL’s 4G & 5G, stiff opposition to 2nd VRS and the issues of casual and contract workers. The CoC has also decided to organise countrywide dharna programme on 27.11.2024. The Wage Negotiating Committee meeting is also going to take place on 23.10.2024. In this backdrop, some mischievous elements have started making false propaganda, criticising BSNLEU. They are asking why BSNLEU is organising demonstration on 25.10.2024, when the Wage Negotiating Committee meeting is taking place on 23.10.2024. This propaganda, as usual, is being made by some miscreants to confuse the employees. Everybody knows that, the Union Cabinet has taken a decision that, being a loss making Company, the employees of BSNL will not get Wage Revision. Even when a Wage Revision agreement is signed between the Management and the Recognised Unions, it will not be implemented, unless it is approved by the Union Cabinet. Recently also, Shri Jyotiraditya Scindia, Hon’ble Minister of Communications, has categorically stated in writing that, BSNL employees and pensioners are not given Wage Revision / Pension Revision, in view of the weak financial condition of BSNL. Hence, it is very important that, BSNL is exempted from the Affordability Clause of the 3rd Pay Revision Committee. Otherwise, even if Wage Revision agreement is signed between the Unions and the Management, it will not be implemented. Hence, it is very essential that, the entire employees and pensioners of BSNL join together and tell the government to consider the Wage Revision and Pension Revision of BSNL employees and pensioners. This is the reason why the Coordination Committee has decided to organise continuous agitations and campaigns. The CHQ of BSNLEU requests the employees to ignore the false propaganda of the miscreants and to massively participate in the programmes of the Coordination Committee.
