नॉन-एग्जीक्यूटिव्स के लिए नई प्रमोशन पॉलिसी – साथी  अनिमेष मित्रा, महासचिव  ने सीएमडी बीएसएनएल से मिलकर हस्तक्षेप की मांग की।

40वीं नेशनल काउंसिल मीटिंग में, नॉन-एग्जीक्यूटिव प्रमोशन पॉलिसी (NEPP) की समीक्षा के लिए एक कमेटी बनाने का फैसला किया गया था। हालांकि, 15 महीने बीत जाने के बाद भी, कमेटी की कोई भी मीटिंग मान्यता प्राप्त यूनियनों के साथ नहीं हुई है। साथी  अनिमेष मित्रा, महासचिव  ने 20 अप्रैल 2026 को सीएमडी बीएसएनएल से मुलाकात की और कॉर्पोरेट ऑफिस में मानव संसाधन  प्रशासन के उदासीन रवैये पर गहरी नाराजगी जाहिर की। उन्होंने नॉन-एग्जीक्यूटिव प्रमोशन पॉलिसी (NEPP) और एग्जीक्यूटिव प्रमोशन पॉलिसी (EPP) के बीच की विसंगतियों के कारण नॉन-एग्जीक्यूटिव्स में पनप रही गहरी शिकायतों को भी उजागर किया। उन्होंने बताया कि हालांकि अप्रैल 2025 में पीजीएम (प्रशासन) की अध्यक्षता में एक कमेटी बनाई गई थी, लेकिन अब तक मान्यता प्राप्त यूनियनों के साथ उनकी मांगों और विचारों पर चर्चा करने के लिए कोई मीटिंग नहीं हुई है। उन्होंने इस देरी पर अपनी गहरी नाराजगी व्यक्त की और सीएमडी बीएसएनएल से आग्रह किया कि वे इस मामले में व्यक्तिगत रूप से हस्तक्षेप करें, ताकि कमेटी की मीटिंग जल्द से जल्द बुलाई जा सके और नॉन-एग्जीक्यूटिव्स के लिए एक नई प्रमोशन पॉलिसी को अंतिम रूप देने का रास्ता साफ हो सके। सीएमडी बीएसएनएल ने आश्वासन दिया कि इस मुद्दे पर प्राथमिकता के आधार पर विचार किया जाएगा। इस विषय पर एक पत्र इसके साथ संलग्न है।

It is unfortunate that DoT has denied the issuance of Presidential Orders to those candidates who were recruited in BSNL but whose recruitment processes were initiated by DoT. Although the matter was discussed in the last National Council meeting as well as in the formal meeting, the issue still remains unresolved. CHQ has drawn the attention of the Director (HR) to two specific cases, namely Shri N. Balakumar, AOS(T), Salem BA, Tamil Nadu Circle and Shri Ashok Kumar, Driver, Saharanpur, Uttar Pradesh (West) Circle. In both cases, DoT has denied issuing Presidential Orders, even though the recruitment processes of both officials were initiated prior to the formation of BSNL. It is hoped that BSNL Management will take up the matter with DoT and ensure justice in these cases.

After conducting a successful demonstration, the AUAB leaders met Dr. Kalyan Sagar Nippani, Director (HR), BSNL, regarding the payment of IDA arrears along with the salary for this month. However, no positive assurance was received from the Director (HR). In view of this, the AUAB has issued a notice to the Secretary, DoT, to intensify the struggle. The AUAB has already decided to launch the next phase of programmes, such as wearing black badges, conducting a Twitter campaign, submitting memoranda to DoT, organising protest chains, etc., which are likely to commence from 23rd April 2026. All CEC members are requested to make full preparations in consultation with the AUAB leadership in their respective circles so that adequate pressure can be exerted on DoT for the immediate release of IDA arrears. After the successful holding of the countrywide lunch-hour demonstration programme, an emergent meeting of AUAB was held at SNEA CHQ Office, Eastern Court, New Delhi. All the General Secretaries and representatives of the Unions and Associations were present and the following decisions have been taken to intensify the struggle in future.

 

  1. At the outset, AUAB congratulated the field-level leaders and members of All Unions and Associations for their mass participation, even at short notice.
  2. During the discussion in the meeting, it was reviewed that, taking note of the agitational call, the Director (HR) called the General Secretaries of AUAB for a meeting on morning of 20/04/2026 and appealed for withdrawal of the call, with the assurance that it was conveyed from DoT that the IDA order would be endorsed by that evening or at the latest by the next day. All the General Secretaries responded in one voice that many such assurances have been given over the last two months, and they cannot be relied upon until the order is actually issued. It was categorically mentioned that DoT expects all work from BSNL at lightning speed, but this simple issue has been delayed for more than two months, leading to mass unrest.
  3. To intensify the struggle, it was discussed that if DoT does not endorse the IDA order by tomorrow, i.e. 22.04.2026, then AUAB will continue the struggle by wearing black badges on 23.04.2026 and submitting Memorandum to CCA offices all over India on 24.04.2026 at all levels. Efforts will also be made to convey strong resentment to the Secretary, DoT at Sanchar Bhawan, Delhi, by organising a powerful Twitter campaign programme on 27.04.2026.
  4. It was also decided that AUAB will write to the Secretary, DPE, for issuing the next IDA order due for April 2026 without further delay, by removing para 5 of the last IDA order issued by DPE and allowing PSUs to implement IDA without the need for approval from the Administrative Ministry.
  5. It was further decided that AUAB will extend full support and active participation in the countrywide dharna programme of the pensioners associations on 30.04.2026, demanding the release of DR and IDA by the government. It was also decided that if the salary for the month of April is not disbursed along with the IDA arrears, AUAB will organise a “protest chain” on the next salary day at all BSNL offices and exchanges to highlight strong resentment on the issue.
  6. It was also discussed that AUAB will meet the CMD BSNL, and Director (HR), BSNL, to discuss the issue of the DoT direction to form a Committee on HR issues without taking into confidence the unions and associations. A protest letter on the same subject will also be sent to the Secretary, DoT, to convey strong reaction to the decision of the government.

It is our practice to hold one Central Secretariat meeting between two CEC meetings. The last CEC meeting was held on 31st January, 2026 and 1st February, 2026. Accordingly, the next online Central Secretariat meeting will be held on 29th April 2026. The necessary notice for the meeting, along with the agenda, will be issued shortly.

Revision of perks and allowances of the Non-Executive cadres is an important agenda, for which BSNLEU has discussed the matter with the Management on several occasions. In the National Council meeting, as well as in the formal meeting with the Director (HR), the matter was discussed, and it was decided that a Committee would be formed and its recommendations would be submitted to the Management Committee. Though the Committee was formed in April 2025, no meeting has been held with the Recognised Unions. Even this information was not circulated to the Recognised Unions. On 20th April, Com. Animesh Mitra, GS, met the CMD BSNL, and submitted a memorandum on the subject. Com. Animesh Mitra conveyed his strong resentment and criticised this type of anti-worker activity of the BSNL HR Administration. After patiently hearing the matter, the CMD BSNL, raised some queries and assured that necessary action would be taken.

On 07th March 2026, a successful Convention was held in Delhi to discuss the exploitation of contract and casual labourers in BSNL. Casual and contract labourers from several circles came to Delhi and highlighted the sufferings of such workers across the country. Based on these issues, a memorandum was prepared for submission to the CMD BSNL. On 20th April 2026, Com. Animesh Mitra, GS, met the CMD BSNL and discussed the demands of the contract workers. During the discussion, he highlighted the need for special attention to take action against the retrenchment of contract workers in many circles, especially West Bengal and Kolkata, due to budget curtailments. The General Secretary suggested deploying all such casual and contract labourers in different wings of BSNL maintenance work for better performance of BSNL. The CMD BSNL, instructed the officers to take necessary action on sympathetic grounds.
