Lunch-hour demonstrations held across the country, organised by AUAB, witnessed massive participation from Executives and Non-Executives demanding immediate release of IDA arrears with this month’s salary. All circles reported enthusiastic involvement. In these meetings held throughout the country, the leaders addressed the gatherings and criticised the delay, stating that the IDA file is still pending with DoT due to hurdles from DPE and DoT as well. In Delhi, the demonstration at Eastern Court (Corporate Office) was addressed by Com. Chandeshwar Singh, Chairman, AUAB & GS, NFTE BSNL, who presided over the meeting and Com. Animesh Mitra, Convenor, AUAB & GS, BSNLEU, who highlighted the delay and stated that the IDA file is still pending with DoT. Other speakers included Com. M.S.Adasul (GS, SNEA), Com. N. D. Ram (Chief Patron, SEWA), Com. Abhishek Jain (GS, AIBSNLEA), Com. R.K. Gupta (GS, DEWAB) and Sunil Kumar, CS, MTNLEA. We also wish to highlight that many CHQ and Circle leaders of AUAB addressed mass gatherings at their respective Circles/BAs. We extend our sincere thanks to the rank and file of BSNL employees and executives for their overwhelming participation, even at short notice. All speakers stressed the need to continue the agitation until the demand is achieved.

It is hoped that full preparations have been made for the Lunch Hour Demonstration programme scheduled on 20th April 2026. The BSNLEU leadership must take utmost efforts at all levels to mobilise our members and ensure a strong and aggressive demonstration, especially as the DoT has not approved the file even by Saturday evening. Although there are reports of some confusion due to rumours, it remains our responsibility to coordinate with other unions under AUAB and make this programme a grand success. Let us make the demonstration vibrant and impactful with hand posters, AUAB banners, and active participation. Kindly ensure distribution of the protest letter addressed to DoT among all participants. Take photographs of the demonstration and share them with CHQ as well as on social groups to build collective pressure on DoT for the approval of IDA arrears along with this month’s salary. Let us act with unity and determination.

सर्कल सचिवों से कॉन्फ्रेंस की तारीखें बताने का अनुरोध।

सीएचक्यू  ने सर्कल यूनियनों से बार-बार आग्रह किया है कि वे उन कॉन्फ्रेंस की तारीखें तय करें जो होनी बाकी हैं। इस संबंध में, बिहार सर्कल यूनियन ने 10 अप्रैल 2026 को दरभंगा में अपनी कॉन्फ्रेंस सफलतापूर्वक आयोजित की है। हिमाचल प्रदेश, राजस्थान और सिक्किम सर्कल ने भी अपनी कॉन्फ्रेंस का कार्यक्रम पक्का कर दिया है, जो संभवतः मई 2026 में आयोजित की जाएंगी। अन्य सभी सर्कल यूनियनों से, जहाँ कॉन्फ्रेंस होनी बाकी हैं, अनुरोध है कि वे अपनी-अपनी तारीखें बताएँ और यह सुनिश्चित करें कि कॉन्फ्रेंस मई 2026 के भीतर आयोजित कर ली जाएँ। यह मामला अत्यंत ज़रूरी है, अतः कृपया बिना किसी और देरी के आवश्यक कार्रवाई की जाए।

विभिन्न कैडरों में स्वीकृत कर्मचारियों की संख्या – कॉर्पोरेट कार्यालय ने अधिसूचना जारी की. 

कॉर्पोरेट कार्यालय ने एटीटी से लेकर जेटीओ तक, विभिन्न कैडरों में स्वीकृत कर्मचारियों की संख्या के संबंध में एक अधिसूचना जारी की है। यह अधिसूचना 01.02.2020 की स्थिति के अनुसार, जेटीओ ,जेई, टीटी और एटीटी कैडरों में सर्कल-वार स्वीकृत संख्या की जानकारी देती है। ऐसा प्रतीत होता है कि यह भविष्य में विभागीय परीक्षाएं आयोजित करने की दिशा में एक प्रारंभिक कदम है। यह याद दिलाया जा सकता है कि 2020 में पुनर्गठन के बाद, BSNLEU ने विभिन्न कैडरों में पुनर्गठन मानदंडों में ढील देने की मांग उठाई थी, ताकि स्वीकृत पदों की संख्या को बढ़ाया जा सके; जिससे बदले में, अधिक रिक्तियां उत्पन्न हो सकें। इस अधिसूचना के जारी होने के बाद, स्वीकृत संख्या और वर्तमान कार्यरत कर्मचारियों की संख्या के बीच तुलनात्मक अध्ययन करके, प्रत्येक कैडर में रिक्तियों की स्थिति का आकलन करना आवश्यक हो गया है। यह एक तथ्य है कि कुछ सर्कलों में, पर्याप्त रिक्तियों की कमी के कारण जेटीओ और जेई कैडरों के लिए विभागीय परीक्षाएं आयोजित नहीं की जा सकी थीं। इसलिए, अब नई अधिसूचित स्वीकृत कर्मचारियों की संख्या के आधार पर, सभी सर्कलों में रिक्तियों की अद्यतन स्थिति को सत्यापित करना अत्यंत आवश्यक है।

सीईसी सदस्यों, कृपया ध्यान दें  : 

संगठन को मज़बूत बनाने और प्रभावी संचार सुनिश्चित करने के लिए एआईसी और केंद्रीय सचिवालय की बैठकों में लिए गए सीएचक्यू  के निर्णय नियमित रूप से सर्कुलर और WhatsApp के माध्यम से साझा किए जा रहे हैं। हालाँकि, यह देखा गया है कि कुछ सर्किलों में ये निर्णय ज़मीनी स्तर तक नहीं पहुँच पा रहे हैं। सभी सीईसी सदस्यों से अनुरोध है कि वे ज़िला और शाखा स्तरों तक तत्काल और प्रभावी संचार सुनिश्चित करने को सर्वोच्च प्राथमिकता दें। साथ ही, किसी भी महत्वपूर्ण मुद्दे के बारे में चर्चा के लिए, विशेष रूप से केंद्रीय सचिवालय और अखिल भारतीय केंद्र की बैठकों में, महासचिव को पहले से सूचित किया जा सकता है।

AUAB ने 20 अप्रैल 2026 को लंच आवर प्रदर्शन के लिए नोटिस जारी किया – बड़े पैमाने पर लामबंदी का आह्वान।

बीएसएनएल के सभी यूनियनों और एसोसिएशनों (AUAB) ने 20 अप्रैल 2026 को पूरे देश में 'लंच आवर प्रदर्शन कार्यक्रम' आयोजित करने के लिए एक नोटिस जारी किया है। यह प्रदर्शन दूरसंचार विभाग (DoT) द्वारा इस महीने के वेतन के साथ IDA बकाया के भुगतान की फ़ाइल को मंज़ूरी देने में की जा रही अनावश्यक देरी के विरोध में किया जा रहा है। इस देरी से न केवल बीएसएनएल कर्मचारी प्रभावित हुए हैं, बल्कि पेंशनभोगी भी प्रभावित हुए हैं, जिन्होंने पहले ही 16 अप्रैल 2026 को पूरे देश में सभी सीसीए कार्यालयों पर बड़े पैमाने पर प्रदर्शन आयोजित किए थे। अब, बीएसएनएल कर्मचारियों की बारी है। बीएसएनएल के नॉन-एग्जीक्यूटिव और एग्जीक्यूटिव कर्मचारी 20 अप्रैल 2026 को पूरे देश में एक ज़ोरदार और एकजुट प्रदर्शन कार्यक्रम आयोजित करेंगे। सभी सर्कल और ज़िला यूनियनों से आह्वान किया जाता है कि वे इस कार्यक्रम को शानदार सफलता दिलाने के लिए ज़्यादा से ज़्यादा लामबंदी और सक्रिय भागीदारी सुनिश्चित करें। प्रदर्शन के बाद, AUAB कर्मचारियों और पेंशनभोगियों की जायज़ मांगों को पूरा करने के लिए आगे की कार्रवाई की घोषणा करेगा। DoT के सचिव को संबोधित नोटिस की एक प्रति कर्मचारियों के बीच व्यापक प्रचार-प्रसार के लिए संलग्न है।

CHQ decisions from AIC & Central Secretariat Meetings are being regularly shared through circulars and WhatsApp. However, it is observed that these are not reaching at grassroots level in some circles. All CEC members are requested to ensure immediate and effective communication to district and branch levels on top priority. Also, any important issues may be informed to the General Secretary in advance for discussion particularly at Central Secretariat and All India Centre meeting.

The Corporate Office has issued a notification regarding the sanctioned staff strength in various cadres, from ATT to JTO. The notification provides circle-wise sanctioned strength in the cadres of JTO, JE, TT, and ATT as on 01.02.2020. This appears to be a preparatory step towards conducting departmental examinations in the future. It may be recalled that after the restructuring in 2020, the BSNL Employees Union had raised the demand to relax the restructuring criteria in different cadres to justify a higher number of sanctioned posts, which would, in turn, create more vacancies. Following this notification, it is necessary to assess the vacancy position in each cadre through a comparative study of the sanctioned strength and the existing working strength. It is a fact that in some circles, departmental examinations for JTO and JE cadres could not be conducted due to the shortage of sufficient vacancies. Therefore, it is now essential to verify the latest vacancy position in all circles based on the newly notified sanctioned staff strength.

CHQ has repeatedly urged circle unions to finalise the dates of conferences that are due. In this regard, the Bihar Circle Union has successfully conducted its conference at Darbhanga on 10th April 2026. The Himachal Pradesh, Rajasthan, and Sikkim Circles have also confirmed their conference schedules, which are likely to be held during May 2026. All other circle unions, where conferences are pending, are requested to intimate their respective dates and ensure that the conferences are conducted within May 2026. The matter is urgent, and necessary action may kindly be taken without any further delay.
