The prolonged uncertainty regarding the implementation of enhanced IDA over the past four months has now been largely resolved with the issuance of a new Office Memorandum by the DPE, enabling implementation of enhanced IDA w.e.f. 01.04.2026. However, the file pertaining to the release of IDA arrears is still pending with the DoT for certain clarifications, which is unfortunate from the perspective of the Staff Side. It is pertinent to note that IDA implementation has historically been a routine matter in BSNL. The present delay arose due to the late issuance of the IDA enhancement order (due from 01.01.2026) by DPE with highlighting the Para 5 in their earlier notification in this regard.

 

In response to the undue delay, the AUAB organised a series of agitational programmes, including, Lunch Hour Demonstration on 20th April, Wearing of Black Badges on 23rd April and Twitter Campaign on 27th April, 2026. These actions were carried out to press for approval by DoT for payment of enhanced IDA w.e.f. 01.01.2026. It is now expected that enhanced IDA w.e.f. 01.01.2026, along with four months’ arrears and enhanced IDA w.e.f. 01.04.2026 (with April arrears), will be implemented in the salary/pension for May 2026.

 

After reviewing the overall situation, AUAB has decided to defer the ‘protest chain’ programme scheduled for 30.04.2026, in view of the positive developments and the expectation that DoT will shortly clear the pending file for arrear payments. This optimism follows the resolution of issues related to Para 5 in the earlier DPE circular.

 

BSNLEU conveys its sincere greetings and thanks to all affiliated units of AUAB for their active and united participation in the agitational programmes. Salute to each one of you for the effective and united effort in making the Twitter campaign a powerful success. This was not just participation of our members who involve in Twitter programme to convey our message to GOVT/DOT, but this was a bold and collective assertion of our strength. The impact is clearly visible, as even DoT and Corporate Office have been compelled to take serious note. This is the power of unity and purposeful action. Let it be said clearly: we will not remain silent spectators when our rightful dues are at stake. The situation regarding salary with IDA arrears is unacceptable, and it demands a strong, visible response. Now is the time to rise with even greater resolve. Organise the protest chains on 30th April in every exchange and office with full strength, discipline, and determination. Stand shoulder to shoulder in solidarity, and extend unwavering support to the pensioners’ gathering on the same day. This is our moment to show courage, unity, and commitment. Let our actions speak louder than words. Red salute to all, together we stand, together we fight, and together we will succeed.

Today, 27th April, 2026, marks an important collective initiative a coordinated Twitter campaign addressed to the Department of Telecommunications (DoT), demanding the immediate release of IDA arrears along with this month’s salary. The AUAB calls upon all its affiliated unions and associations to treat this matter with utmost seriousness and to actively mobilize their members to participate in the campaign between 1:00 PM and 3:00 PM. Specific captions and key messaging points are being shared to ensure a unified and impactful outreach to the DoT and the Government. Simultaneously, all affiliates are requested to remain prepared for the next course of action. In the event that the IDA arrears are not released today, a Protest Chain will be organized on 30th April, 2026. Necessary preparations should be initiated to ensure strong participation and effective execution. Let us remain united, proactive, and committed to making this programme a grand success. उन कर्मचारीयों के लिए प्रेसिडेंशियल आदेश जारी करना, जिनकी भर्ती प्रक्रिया DoT में शुरू हुई थी और जिन्हें बीएसएनएल बनने के बाद नियुक्त किया गया था – सीएचक्यू  ने तत्काल कार्रवाई के लिए निदेशक (मानव संसाधन) को पत्र लिखा।

यह दुर्भाग्यपूर्ण है कि DoT ने उन कर्मचारीयों को प्रेसिडेंशियल ऑर्डर जारी करने से मना कर दिया है, जिनकी भर्ती बीएसएनएल में हुई थी, लेकिन जिनकी भर्ती प्रक्रिया DoT द्वारा शुरू की गई थी। हालाँकि, इस मामले पर पिछली नेशनल काउंसिल की बैठक के साथ-साथ औपचारिक बैठक में भी चर्चा हुई थी, फिर भी यह मुद्दा अभी तक अनसुलझा है। सीएचक्यू  ने निदेशक (मानव संसाधन) का ध्यान दो विशिष्ट मामलों की ओर दिलाया है, जिनका नाम है श्री एन. बालकुमार, AOS(T), सलेम बीए, तमिलनाडु सर्किल और श्री अशोक कुमार, ड्राइवर, सहारनपुर, उत्तर प्रदेश (पश्चिम) सर्किल। दोनों ही मामलों में, DoT ने प्रेसिडेंशियल ऑर्डर जारी करने से मना कर दिया है, जबकि दोनों कर्मचारी  की भर्ती प्रक्रिया बीएसएनएल बनने से पहले ही शुरू हो गई थी। उम्मीद है कि बीएसएनएल BSNL प्रबंधन इस मामले को DoT के साथ उठाएगा और इन मामलों में न्याय सुनिश्चित करेगा।

AUAB ने आईडीए मुद्दे पर डायरेक्टर (मानव संसाधन) से मुलाक़ात की, लेकिन कोई नतीजा नहीं निकला – AUAB ने संघर्ष तेज़ करने के लिए DoT सचिव को नोटिस जारी किया।

एक सफल प्रदर्शन करने के बाद, AUAB के नेताओं ने बीएसएनएल के डायरेक्टर (एचआर) डॉ. कल्याण सागर निप्पानी से इस महीने की सैलरी के साथ आईडीए का बकाया भुगतान करने के संबंध में मुलाक़ात की। हालाँकि, डायरेक्टर (एचआर) की ओर से कोई सकारात्मक आश्वासन नहीं मिला। इसे देखते हुए, AUAB ने संघर्ष तेज़ करने के लिए DoT सचिव को एक नोटिस जारी किया है। AUAB ने पहले ही कार्यक्रमों का अगला चरण शुरू करने का फ़ैसला कर लिया है, जैसे कि काले बैज पहनना, ट्विटर अभियान चलाना, DoT को ज्ञापन सौंपना, विरोध की श्रृंखलाएँ आयोजित करना आदि, जो संभवतः 23 अप्रैल 2026 से शुरू होंगे। सभी सीईसी सदस्यों से अनुरोध है कि वे अपने-अपने सर्किलों में AUAB नेतृत्व के परामर्श से पूरी तैयारी करें, ताकि आईडीए के बकाए की तत्काल रिलीज़ के लिए DoT पर पर्याप्त दबाव डाला जा सके। DoT सचिव को संबोधित पत्र इसके साथ संलग्न है।

Leaders of AUAB met Shri A. Robert J. Ravi, CMD BSNL, on 22.04.2026 and conveyed their strong reaction against the actions taken by DoT and DPE regarding the IDA issue. During the discussion, the CMD BSNL enquired with the Director (HR) and PGM (SR) about the status of the file pending with DoT. While expressing their serious concern over the inordinate delay in the payment of IDA, the AUAB leaders urged immediate intervention. The CMD assured that he would take up the matter with the Secretary, DoT, before the disbursement of this month’s salary. On the issue of the reported decision of DoT to form a Committee on HR matters, the CMD clarified that no such information or official communication has been received from DoT so far and therefore he was not in a position to comment further. Regarding concerns about downsizing of staff strength, the CMD informed that no proposal for VRS is currently under consideration by DoT. Instead, he advised the leaders to motivate the workforce with a positive approach to enhance revenue generation for the company.

In the 40th National Council Meeting, it was decided to constitute a Committee to review the Non-Executive Promotion Policy (NEPP). However, even after 15 months, no meeting of the Committee has been held with the Recognised Unions. Com. Animesh Mitra, GS, met the CMD BSNL on 20th April 2026 and expressed strong dissatisfaction over the indifferent attitude of the HR Administration at the Corporate Office. He also highlighted the deep grievances of the Non-Executives arising out of the anomalies between the Non-Executive Promotion Policy (NEPP) and the Executive Promotion Policy (EPP). He pointed out that although a Committee was constituted in April 2025 under the chairmanship of the PGM (Admn.), no meeting has been conducted so far with the Recognised Unions to discuss their demands and views. He conveyed his deep resentment regarding this delay and urged the CMD BSNL to personally intervene in the matter so that the committee meeting is convened at the earliest, paving the way for finalising a New Promotion Policy for Non-Executives.
