It is the need of the hour to unitedly and effectively fight against the Government and the Management to safeguard the common interests of regular employees, pensioners and contract/casual labourers, ensuring justice, equality and protection of their rights. But, it has come to the notice of CHQ that the formation and functioning of the BSNL Coordination Committee in certain circles and districts is not up to the expected level. The Coordination Committee, comprising BSNLEU, AIBDPA and BSNLCCWF, is a crucial platform for ensuring united and effective functioning on common issues affecting employees, pensioners and contract workers. However, reports indicate that in some areas, the committee is either inactive or not functioning properly. In this regard, CHQ requests all Circle Secretaries to take the matter seriously and ensure the proper and effective functioning of the BSNL Coordination Committee at both circle and district levels. It must be kept in mind that it is our collective responsibility to coordinate with AIBDPA and BSNLCCWF and strengthen unity in action. If any difficulties are being faced in this regard, the same may be immediately brought to the notice of CHQ, so that the issue can be taken up and resolved in coordination with the CHQs of AIBDPA and BSNLCCWF.

It has become a recurring practice for the BSNL Management to engage in prolonged court battles against the genuine demands of its employees, leading to avoidable expenditure of BSNL. One such instance is the issue concerning the Presidential Order for the employees recruited on Compassionate Ground Appointments. Employees appointed on or after 01.10.2000, as nominees of DoT/DTS/DTO employees who died in harness up to 30.09.2000, have been subjected to discriminatory treatment. Despite a clear order of the Hon’ble Supreme Court dated 26.07.2023 granting relief in such cases, the Management has limited the implementation of the judgment only to those individuals who approached the court, while denying the same benefits to other similarly placed employees. This selective implementation is unjust and contrary to the principles of equality. BSNLEU has strongly protested this approach and has written to the CMD BSNL, urging that instead of wasting resources on litigation, the Management should uniformly extend the benefits of the Supreme Court judgment to all eligible candidates. The Union has specifically demanded that Presidential Offer (PO) be issued to the remaining candidates who are similarly placed and have already approached the court seeking justice on the same grounds.

BSNLEU ने JE और टीटी कैडर में LICE आयोजित करने के लिए जल्द नोटिफिकेशन जारी करने की मांग की है।

हाल ही में, कॉर्पोरेट ऑफिस ने JTO(T) कैडर में LICE आयोजित करने की तारीख घोषित की है। योग्य JE पहले ही रजिस्ट्रेशन की प्रक्रिया पूरी कर चुके हैं, और परीक्षा 17 मई, 2026 को आयोजित की जानी है। हालाँकि, यह दुर्भाग्यपूर्ण है कि कॉर्पोरेट ऑफिस के भर्ती अनुभाग ने अभी तक JE और टीटी कैडर में LICE के लिए रजिस्ट्रेशन हेतु नोटिफिकेशन जारी करने की प्रक्रिया शुरू नहीं की है। BSNLEU ने इस मामले को उठाया है और प्रिंसिपल जनरल मैनेजर  (भर्ती और स्थापना) को पत्र लिखकर, बिना किसी और देरी के नोटिफिकेशन जारी करने और आवश्यक प्रक्रियाओं को पूरा करने के लिए तत्काल कार्रवाई करने का आग्रह किया है।

बीकानेर में शानदार और उत्साहपूर्ण दो-दिवसीय सम्मेलन आयोजित राजस्थान सर्कल सम्मेलन सफलतापूर्वक संपन्न।

राजस्थान सर्कल सम्मेलन बीकानेर में सफलतापूर्वक आयोजित किया गया, जिसमें 20 जिलों से 120 से अधिक प्रतिनिधियों ने भाग लिया। सम्मेलन की शुरुआत 3 मई की सुबह ध्वजारोहण और शहीदों को श्रद्धांजलि देने के साथ हुई। शुरुआत में, सम्मेलन ने BSNLEU के पूर्व सर्कल सचिव साथी  अशोक पारीख को भावभीनी श्रद्धांजलि अर्पित की, जिनका पिछले वर्ष निधन हो गया था। खुला सत्र 3 मई की सुबह खचाखच भरी सभा के साथ शुरू हुआ और इसका उद्घाटन BSNLEU के महासचिव साथी  अनिमेष मित्रा ने किया। खुले सत्र को संबोधित करते हुए साथी  अनिमेष मित्रा ने केंद्र सरकार की भूमिका पर प्रकाश डाला और बताया कि कैसे बीएसएनएल के ग्राहक और कर्मचारी दोनों ही कठिनाइयों का सामना कर रहे हैं; उन्होंने AUAB के बैनर तले निरंतर संघर्ष की आवश्यकता पर जोर दिया। उन्होंने कर्मचारियों की जायज मांगों को पूरा करने के लिए राष्ट्रव्यापी आंदोलन कार्यक्रमों, जिसमें फरवरी 2026 की हड़ताल भी शामिल है, को आयोजित करने में BSNLEU की भूमिका के बारे में विस्तार से बताया। सत्र की अध्यक्षता सर्कल यूनियन के अध्यक्ष साथी  कमल सिंह गोहिल ने की, जिन्होंने प्रतिनिधियों का स्वागत किया और राजस्थान सर्कल में संगठन की ऐतिहासिक पृष्ठभूमि के बारे में जानकारी दी।

अन्य प्रमुख वक्ताओं में साथी  पी. अभिमन्यु, उपाध्यक्ष, साथी  पी. के. जैन उपाध्यक्ष, साथी  नौरत मल मीणा, सर्कल सचिव, BSNLEU और साथी  कमल सिंह गोहिल, अध्यक्ष शामिल थे। सभी वक्ताओं ने बीएसएनएल की वर्तमान स्थिति और सरकारी नीतियों पर विस्तार से चर्चा की, तथा 3rd पीआरसी और आईडीए बकाया जैसी मांगों को पूरा करने के लिए एकजुट संघर्ष की आवश्यकता पर जोर दिया। प्रशासन के प्रतिनिधियों, जिनमें चीफ जनरल मैनेजर  कार्यालय के जनरल मेनेजर  (मानव संसाधन) श्री रविंद्र कुमार, बीकानेर के जनरल मेनेजर  श्री ओ.पी. खत्री, सर्कल कार्यालय के आईएफए श्री माधव शरण शर्मा शामिल थे, साथ ही SNEA के सर्कल अध्यक्ष साथी  महेश व्यास और AIBDPA के सर्कल अध्यक्ष साथी  शिव नारायण नागल जैसे नेताओं ने भी सभा को संबोधित किया। दोपहर के भोजन के बाद, प्रतिनिधियों का सत्र शुरू हुआ, जिसमें कार्यवाहक सर्कल सचिव साथी  नौरत मल मीणा ने सचिवालय रिपोर्ट प्रस्तुत की। ज़िला सचिवों और सर्कल पदाधिकारियों ने इन दो दिनों की चर्चाओं में सक्रिय रूप से भाग लिया, जिसमें बीएसएनएल की स्थिति, 3rd पीआरसी , आईडीए बकाया, स्थगन और पदोन्नति नीति जैसे मुख्य मुद्दों पर ध्यान केंद्रित किया गया। दूसरे दिन सुबह, कोषाध्यक्ष ने वित्तीय रिपोर्ट प्रस्तुत की, जिसके बाद प्रतिनिधियों द्वारा विस्तृत चर्चाएँ की गईं। समापन सत्र में साथी  अनिमेष मित्रा ने वेतन समझौते की पृष्ठभूमि, आईडीए संकट और प्रतिनिधियों द्वारा उठाए गए सवालों—विशेष रूप से कर्मचारियों से जुड़े मुद्दों और BSNLEU की भविष्य की कार्ययोजना के संबंध में प्रतिनिधियों के जवाब दिए। प्रतिनिधि सत्र के समापन के बाद, नए सर्कल पदाधिकारियों को सर्वसम्मति से चुना गया: साथी  कमल सिंह गोहिल, अध्यक्ष, साथी  नोरत मल मीणा, सर्कल सचिव और साथी  मदन सिंह, कोषाध्यक्ष.

Recently, the Corporate Office has notified the date for conducting the LICE in the cadre of JTO(T). The eligible JEs have already completed the registration process, and the examination is scheduled to be held on 17th May, 2026. However, it is unfortunate that the Recruitment Section of the Corporate Office has not yet initiated the notification process for registration for the LICE in the cadre of JE and TT. BSNLEU has taken up the matter and has written to the PGM (Rectt. & Estt.), urging immediate action to initiate the notification and complete the necessary procedures without further delay.

Around 3,000 casual labourers are still working in BSNL across various segments since the DoT period. Instead of regularising their services or bringing them under the 7th CPC pay structure, the BSNL Management continues to exploit them, in violation of labour laws. Further, these workers have been denied Dearness Allowance (DA) even under the 6th CPC framework since January 2025, aggravating their financial hardship. These issues were discussed in detail at the National Convention held in Delhi on 7th March 2026, which witnessed the participation of a large number of casual labourers from different parts of the country. The delegates strongly voiced their concerns regarding non-regularisation, denial of legitimate pay scales, and other pending demands. Based on the discussions and resolutions adopted in the convention, a memorandum was submitted to the CMD, BSNL, urging immediate and concrete action to address these long-pending grievances.

The Rajasthan Circle Conference was successfully held at Bikaner with the participation of more than 120 delegates from 20 districts. The conference commenced on 3rd May morning with flag hoisting and homage to the martyrs. At the outset, the conference paid respectful homage to Com. Ashok Pareek, former Circle Secretary of BSNLEU, who passed away last year. The open session began on the morning of 3rd May with a houseful gathering and was inaugurated by Com. Animesh Mitra, General Secretary, BSNLEU. While addressing the open session, Com. Animesh Mitra highlighted the role of the Central Government and how both BSNL customers and employees are facing hardships, stressing the need for sustained struggle under the banner of AUAB. He elaborated on the role of BSNLEU in organizing nationwide agitational programmes, including the February 2026 strike, to achieve the genuine demands of the workers. The session was presided over by Com. Kamal Singh Gohil, President of the Circle Union, who welcomed the delegates and explained the historical background of the organization in the Rajasthan circle.

 

Other prominent speakers included Com. P. Abhimanyu (Vice President), Com. P. K. Jain (Vice President), Com. Norat Mal Meena (Circle Secretary, BSNLEU) and Com. Kamal Singh Gohil (President). All speakers elaborated on the current BSNL scenario, government policies, and emphasized the need for united struggle to achieve demands such as the 3rd PRC and IDA arrears. Representatives from the administration, including shri Rabindra Kumar, GM (HR), CGM Office, Shri O.P Khatri, GM Bikaner, Shri Madhav Sharan Sharma, IFA, circle office, as well as leaders from Com.Mahesh Vyas, Circle President, SNEA and Com.Shiv Narain Nagal, Circle President, AIBDPA, also addressed the gathering. Post-lunch, the delegate session commenced with the presentation of the Secretariat Report by Com. Norat Mal Meena, Acting Circle Secretary. District Secretaries and Circle Office Bearers actively participated in discussions over the two days, focusing on key issues such as the BSNL scenario, 3rd PRC, IDA arrears, stagnation and Promotion Policy. On the second day morning, the Treasurer presented the financial report, which was followed by detailed discussions by the delegates. In the concluding session, Com. Animesh Mitra responded the background of the Wage Agreement, IDA crisis and the queries raised by the delegates, particularly regarding staff issues and the future course of action of BSNLEU. After the summing up of the delegate session, the new Circle Office Bearers were unanimously elected as Com. Kamal Singh Gohil, President, Com. Norat Mal Meena, Circle Secretary and Com.Madan Singh, Treasurer.

The Himachal Pradesh Circle Conference was held at Rewalsar, near Mandi, on 30th April and 1st May 2026, with good participation of delegates, district secretaries, and office bearers despite the hilly terrain. Com. Rajeev Kumar, Circle President, presided over the conference and Com. Animesh Mitra, General Secretary, inaugurated it. Com. S.D. Sharma, Organising Secretary (CHQ), addressed the gathering on organisational matters. Com. Nek Ram, District Secretary, Mandi, welcomed the delegates and highlighted the difficulties faced by employees in hilly areas. Com. Tara Chand, Circle Secretary, presented the Secretariat Report with accounts, detailing activities and key issues of employees. Delegates and district secretaries actively participated, sharing their concerns and demands. In his address, Com. Animesh Mitra explained the national and international scenario and highlighted issues related to BSNL, particularly PRC and IDA. On the second day, delegates observed May Day before the session, where Com. S.D. Sharma, Com. Tara Chand, and Com. Animesh Mitra spoke on its history and relevance. After the delegate session, elections were held successfully. Com. Rajeev Kumar was elected Circle President, Com. Tara Chand as Circle Secretary, and Com. Ram Chand as Treasurer. The conference concluded with a vote of thanks by Com. Nek Ram, District Secretary, Mandi. Delegates congratulated the Mandi District Union for making the conference a grand success.

The LICE process in BSNL for the year 2026 has commenced. BSNLEU has been continuously pursuing the Management to conduct LICE for promotion of existing staff. In March 2026, the Corporate Office notified 1,503 vacancies in JTO cadre across 24 circles, and the examination is scheduled to be held on 17th May 2026. Earlier, on 24th March 2025, the Corporate Office had notified 2,503 vacancies in JE cadre across 18 circles. It is expected that after completion of the JTO examination, the schedule for the JE LICE will be announced. However, it is unfortunate that in both cadres, some circles remain deprived due to non-availability of vacancies.
