Exploitation of Casual Labourers due to non-implementation of 7th CPC and other genuine demands – BSNLEU submits memorandum to CMD BSNL.

Around 3,000 casual labourers are still working in BSNL across various segments since the DoT period. Instead of regularising their services or bringing them under the 7th CPC pay structure, the BSNL Management continues to exploit them, in violation of labour laws. Further, these workers have been denied Dearness Allowance (DA) even under the 6th CPC framework since January 2025, aggravating their financial hardship. These issues were discussed in detail at the National Convention held in Delhi on 7th March 2026, which witnessed the participation of a large number of casual labourers from different parts of the country. The delegates strongly voiced their concerns regarding non-regularisation, denial of legitimate pay scales, and other pending demands. Based on the discussions and resolutions adopted in the convention, a memorandum was submitted to the CMD, BSNL, urging immediate and concrete action to address these long-pending grievances.
