An emergent meeting of All Unions and Associations of BSNL (AUAB) was held on 19.05.2026 at the BSNLEU Office, Eastern Court, New Delhi, attended by General Secretaries and representatives of participating unions and associations. The meeting reviewed the delay in payment of enhanced IDA w.e.f. 01.01.2026. Though DPE has issued orders but formal approval from DoT is still pending. AUAB decided to continue preparations for the Human Chain protest on 20.05.2026 and pursue the matter with CMD BSNL and Director (HR) for payment of salary along with IDA arrears. Later, AUAB leaders also met Director (HR) and CMD BSNL on the issue. The proposed Sanchar Bhawan March on 12.06.2026 has been rescheduled. AUAB decided to organise a massive mobilisation programme during the Monsoon Session of Parliament for implementation of the 3rd PRC. AUAB will discuss the matter with the pensioners’ associations to make the mobilisation a grand success. The meeting also strongly condemned the alleged manhandling of Shri Vivek Jayant, JTO, Rajpipla, Gujarat Circle, by a TIP and the vandalisation of office premises, and demanded strict action from BSNL Management. The meeting further decided to take up certain pending HR-related issues with CMD BSNL.

AUAB meeting held today in Delhi and reviews the latest development on payment of IDA Arrears. Members participated in the meeting have expressed the anxiety of the members regarding payment of IDA arrears throughout the country. The General Secretaries/ Representatives met at the BSNLEU union office at Eastern court office on 19th May, 2026 and reviewed the latest developments on the issue. During the discussion, it has reported that the Management of BSNL had already forwarded the proposal relating to IDA arrears to DoT on 08th May, 2026. However, the DoT is reportedly awaiting similar information from other Telecom PSUs before taking a final decision. At the same time, the Management has not yet confirmed its assurance regarding payment of salary of this month along with IDA arrears. As a result, resentment among the employees at the grassroots level continues, and preparations are going on actively for ensuring massive participation in the protest chain programme to be held at all BSNL offices on 20.05.2026.

नॉन-एग्जीक्यूटिव कर्मचारियों के ज्वलंत मुद्दे, जिनका तत्काल समाधान ज़रूरी है – BSNLEU ने तत्काल हस्तक्षेप के लिए सीएमडी बीएसएनएल को पत्र लिखा।

कॉर्पोरेट ऑफिस मैनेजमेंट ने नॉन-एग्जीक्यूटिव कर्मचारियों के मुद्दों को सुलझाने के प्रति उदासीन रवैया अपनाया है, जबकि इन मामलों पर कई मौकों पर चर्चा हो चुकी है, जिसमें नेशनल काउंसिल की बैठकें और डायरेक्टर (एचआर) के साथ औपचारिक बैठकें भी शामिल हैं। इन लंबे समय से लंबित मुद्दों को सुलझाने में हो रही अनावश्यक देरी ने पूरे देश में नॉन-एग्जीक्यूटिव कर्मचारियों के बीच गहरा असंतोष और निराशा पैदा कर दी है। इस संबंध में, BSNLEU ने सीएमडी बीएसएनएल को एक पत्र लिखकर लंबित मुद्दों के शीघ्र समाधान के लिए तत्काल हस्तक्षेप की मांग की है। यूनियन ने कुछ विशिष्ट और महत्वपूर्ण मुद्दों को रेखांकित किया है, जिन पर कर्मचारियों के हित और संगठन के सुचारू संचालन के लिए तत्काल ध्यान देने और समाधान की आवश्यकता है। पत्र की एक प्रति इसके साथ संलग्न है।

BSNLEU, 20.05.2026 को पेंशनरों के राष्ट्रव्यापी धरने के समर्थन में एक विशाल लामबंदी का आयोजन करेगा, जिसमें लंबित आईडीए/डीआर तत्काल जारी करने की मांग की जाएगी।

CBMPA के बैनर तले बीएसएनएल और एमटीएनएल के पेंशनभोगियों ने 20.05.2026 को पूरे देश भर में सीसीए/डीओटी/बीएसएनएल कार्यालयों पर धरना कार्यक्रम आयोजित करने का निर्णय लिया है। BSNLEU ने पहले ही अपने सभी सर्कल और जिला सचिवों को निर्देश दिया है कि वे पेंशनभोगियों की सभाओं में BSNLEU सदस्यों की अधिकतम भागीदारी सुनिश्चित करें। AUAB की पिछली बैठक में, इस कार्यक्रम को सक्रिय समर्थन और एकजुटता देने का भी निर्णय लिया गया था, क्योंकि पेंशनभोगी भी उन्हीं मांगों के लिए संघर्ष कर रहे हैं।

कॉर्पोरेट ऑफिस मैनेजमेंट का उदासीन रवैया अभी भी जारी है – साथी  अनिमेष मित्रा, महासचिव  ने कर्मचारियों के ज्वलंत मुद्दों के समाधान के लिए श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा.) से मुलाकात की।

16.05.2026 को, BSNLEU के महासचिव साथी  अनिमेष मित्रा ने बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर  (एस्टा.), श्री एस.पी. सिंह से मुलाकात की और कर्मचारियों के कई लंबित ज्वलंत मुद्दों पर चर्चा की। आईडीए बकाया के भुगतान पर चर्चा के दौरान, यह बताया गया कि बीएसएनएल मैनेजमेंट ने पहले ही फाइल डीओटी को भेज दी है और उम्मीद है कि यह मामला जल्द ही सुलझ जाएगा। जनवरी 2025 से लंबित, कैजुअल मजदूरों को डीए बकाया के भुगतान के संबंध में, प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने कहा कि यह मामला उच्च अधिकारियों की मंजूरी का इंतजार कर रहा है। छूटे हुए खेल कर्मियों के लंबित प्रमोशन के मुद्दे पर यह बताया गया कि दावों की सत्यता की जांच के लिए एक समिति का गठन किया जाएगा। कश्मीर घाटी विशेष भत्ते के मुद्दे पर प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने बताया कि यह मामला सीएमडी बीएसएनएल के विचाराधीन है, हालांकि डीपीई दिशानिर्देशों के अनुसार यह लाभ स्वीकार्य है। साथी  अनिमेष मित्रा ने मैनेजमेंट को एनईपीपी की समीक्षा के लिए समिति की बैठक बुलाने के बारे में भी याद दिलाया, जैसा कि नेशनल काउंसिल की बैठक में तय किया गया था। हालांकि, प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने समिति के एक सदस्य की अनुपस्थिति के कारण बैठक आयोजित करने में असमर्थता व्यक्त की, जो वर्तमान में छुट्टी पर हैं। बैठक के समापन पर साथी  अनिमेष मित्रा ने नॉन-एग्जीक्यूटिव कर्मचारियों के लंबे समय से लंबित मुद्दों को उचित समय सीमा के भीतर सुलझाने में बीएसएनएल मैनेजमेंट के लगातार उदासीन रवैये पर गहरी असंतोष व्यक्त किया।

The Central Secretariat meeting of BSNLEU was held through online mode on 17.05.2026 with the participation of 23 CHQ office bearers. Com. M. Vijayakumar, President, presided over the meeting and Com. Animesh Mitra, General Secretary, presented the agenda and important organisational issues for discussion. The meeting expressed serious concern over the implementation of the Labour Codes notified by the Ministry of Labour on 05th May, 2026, and also discussed the present political and economic situation in the country. Members deliberated on several important issues including Labour Codes, IDA and 3rd PRC, agitational programmes on burning staff issues, preparations for the 10th Membership Verification, functioning of the Coordination Committee and the financial position of CHQ. The Central Secretariat meeting expressed serious concern over the delay in settlement of IDA arrears and approval of the Wage Agreement through relaxation of the Affordability Clause. The meeting decided to organise aggressive agitational programmes to achieve these important demands. A detailed note on the discussions and decisions of the Central Secretariat meeting will be circulated to all CEC members shortly.

On 16.05.2026, Com. Animesh Mitra, General Secretary of BSNLEU, met Shri S.P. Singh, PGM (Estt.), BSNL CO., and discussed several pending burning issues of the employees. During the discussion on payment of IDA arrears, it was informed that the BSNL Management has already forwarded the file to DoT and the matter is expected to be settled soon. Regarding payment of DA arrears to casual labourers, pending since January 2025, PGM (Estt.) stated that the matter is awaiting approval from the higher authority. On the issue of pending promotions for left out sports personnel, it was informed that a Committee would be constituted to examine the genuineness of the claims. On the issue of Kashmir Valley Special Allowance, PGM (Estt.) informed that the matter is under the consideration of the CMD BSNL, though the benefit is admissible as per the DPE guidelines. Com. Animesh Mitra also reminded the management about convening the Committee meeting for review of NEPP, as decided in the National Council meeting. However, PGM (Estt.) expressed inability to hold the meeting due to the absence of a committee member who is currently on leave. At the conclusion of the meeting, Com. Animesh Mitra expressed serious dissatisfaction over the continued indifferent attitude of the BSNL Management in settling the long-pending issues of the Non-Executives within a reasonable time frame.

The pensioners of BSNL and MTNL under the banner of CBMPA have decided to organise dharna programmes at CCA/DoT/BSNL offices throughout the country on 20.05.2026. BSNLEU has already instructed all Circle and District Secretaries to ensure maximum participation of BSNLEU members in the pensioners’ gatherings. In the last meeting of AUAB, it was also decided to extend active support and solidarity to the programme, as the pensioners are fighting on the same demands.

The Corporate Office Management has taken an indifferent attitude towards settling the issues of Non-Executive employees, despite these matters having been discussed on several occasions, including in the National Council meetings and Formal Meetings with the Director (HR). The undue delay in resolving these long-pending issues has created serious resentment and disappointment among the Non-Executive staff across the country. In this regard, BSNLEU has written a letter to the CMD BSNL seeking immediate intervention for the early settlement of the pending issues. The union has highlighted certain specific and important issues requiring urgent attention and resolution in the interest of the employees and the smooth functioning of the organisation.
