The All Unions and Associations of BSNL (AUAB) have issued a notice for organising a Lunch Hour Demonstration Programme on 20th April 2026 across the country, protesting against the undue delay by the Department of Telecommunications (DoT) in clearing the file for payment of IDA arrears along with the salary of this month. The delay has not only affected BSNL employees but has also impacted pensioners, who have already organised massive demonstrations on 16th April 2026 at all CCA offices throughout the country. Now, it is the turn of BSNL employees. The Non-Executives and Executives across BSNL will organise a powerful and united demonstration programme on 20th April 2026 throughout the country. All circle and district unions are called upon to ensure maximum mobilisation and active participation to make the programme a grand success. After the demonstration, AUAB will announce the future course of action to achieve the legitimate demands of employees and pensioners. A copy of the notice addressed to the Secretary, DoT, is enclosed for wide circulation among employees.

दूरसंचार विभाग (DoT) ने बीएसएनएल में एक्ज़िक्यूटिव्स और नॉन एक्ज़िक्यूटिव्स दोनों से संबंधित एचआर मुद्दों पर उपायों की सिफारिश करने के लिए एक उच्च-स्तरीय समिति का गठन किया है। अधिसूचना के अनुसार, समिति से तीन सप्ताह के भीतर अपनी रिपोर्ट प्रस्तुत करने के लिए कहा गया है। बीएसएनएल प्रबंधन की ओर से, केवल बीएसएनएल के सीएमडी और निदेशक (HR) को सदस्यों के रूप में शामिल किया गया है। यह याद दिलाया जा सकता है कि, 7 जनवरी 2026 को माननीय प्रधानमंत्री की अध्यक्षता में आयोजित बैठक में, बीएसएनएल के कर्मचारियों की संख्या के संबंध में DoT को विशिष्ट निर्देश जारी किए गए थे। यह दुर्भाग्यपूर्ण है कि, यद्यपि यह मामला सीधे तौर पर कर्मचारियों और एचआर से संबंधित महत्वपूर्ण मुद्दों से जुड़ा है, फिर भी न तो बीएसएनएल प्रबंधन और न ही DoT ने मान्यता प्राप्त यूनियनों और संघों के विचार मांगे हैं। इसे देखते हुए, BSNLEU अन्य यूनियनों और संघों के साथ इस मामले पर चर्चा करेगा, और इस महत्वपूर्ण मुद्दे पर बीएसएनएल प्रबंधन के साथ-साथ DoT के सचिव को भी एक साझा दृष्टिकोण प्रस्तुत किया जाएगा। अधिसूचना की एक प्रति इसके साथ संलग्न है।

सरकार ने बीएसएनएल के सीएमडी के तौर पर श्री ए. रॉबर्ट जे. रवि का कार्यकाल तीन और महीनों के लिए बढ़ाया।

सरकार ने DoT के डीडीजी(स्टैंडर्ड्स, रिसर्च और इनोवेशन) श्री ए. रॉबर्ट जे. रवि का कार्यकाल तीन और महीनों के लिए बढ़ा दिया है। श्री रवि अभी बीएसएनएल के सीएमडी का अतिरिक्त प्रभार संभाल रहे हैं। उनका कार्यकाल 15 अप्रैल 2026 से 14 जुलाई 2026 तक, या जब तक कोई नियमित नियुक्ति नहीं हो जाती, तब तक के लिए बढ़ाया गया है—इनमें से जो भी पहले हो। मीडिया रिपोर्टों के अनुसार, दूरसंचार विभाग (DoT) ने कैबिनेट की नियुक्ति समिति (ACC) की मंज़ूरी के बाद इस संबंध में ज़रूरी अधिसूचना जारी कर दी है। यह फ़ैसला संचार मंत्रालय के तहत आने वाले दूरसंचार विभाग ने जारी किया है और इसका मकसद कंपनी में प्रशासनिक स्थिरता बनाए रखना है।

नोएडा और NCR में मज़दूरों के संघर्ष पर पुलिस का हमला : बीएसएनएल एम्प्लॉईज़ यूनियन ने क्रूर दमन की निंदा की और तत्काल समाधान की मांग की।

नोएडा और एनसीआर क्षेत्र के मज़दूर कम वेतन, शोषण, दमन, काम की खराब स्थितियों और वेतन असमानता के खिलाफ लगातार विरोध प्रदर्शन कर रहे हैं। मज़दूरों ने वेतन में की गई अपर्याप्त बढ़ोतरी को खारिज कर दिया है और ₹26,000 के न्यूनतम वेतन, काम की उचित स्थितियों और पूर्ण ट्रेड यूनियन अधिकारों की मांग कर रहे हैं। मीडिया रिपोर्टों के अनुसार, 13 अप्रैल 2026 से 40,000 से अधिक औद्योगिक मज़दूर विरोध प्रदर्शन कर रहे हैं, और राज्य सरकार की प्रशासनिक कार्रवाई के बाद, कई औद्योगिक क्षेत्रों में पुलिस के साथ झड़पों, सड़क जाम और हिंसा की घटनाओं के साथ यह आंदोलन और तेज़ हो गया है। यह संघर्ष अब वेतन वृद्धि और मज़दूर वर्ग के बढ़ते शोषण के खिलाफ एक व्यापक राष्ट्रीय आंदोलन के हिस्से के रूप में उभरा है। बीएसएनएल एम्प्लॉईज़ यूनियन संघर्षरत मज़दूरों को अपना पूर्ण समर्थन और एकजुटता प्रदान करता है, और राज्य सरकार द्वारा किए गए क्रूर पुलिस हमले और दमन की कड़ी निंदा करता है। यूनियन सभी केंद्रीय ट्रेड यूनियनों के साथ मिलकर यह मांग करता है कि सरकार नोएडा और एनसीआर के औद्योगिक क्षेत्रों में संघर्ष कर रहे मज़दूरों के साथ सार्थक बातचीत के माध्यम से इस मुद्दे को तत्काल हल करे।

AUAB ने 20 अप्रैल 2026 को वेतन के साथ आईडीए बकाया जारी करने की मांग को लेकर लंच-ब्रेक में प्रदर्शन का आह्वान किया.

इस महीने के वेतन के साथ आईडीए बकाया के भुगतान से जुड़ी फ़ाइल अभी भी दूरसंचार विभाग (DoT) के पास लंबित है। साथ ही, बीएसएनएल प्रबंधन ने अप्रैल 2026 के वेतन के साथ आईडीए बकाया जारी करने को सुनिश्चित करने के लिए कोई ठोस कदम नहीं उठाया है। इस स्थिति में, AUAB ने 20 अप्रैल 2026 को सभी एक्सचेंजों और कार्यालयों में लंच-ब्रेक के दौरान प्रदर्शन आयोजित करने का निर्णय लिया है, ताकि इस महीने के वेतन के साथ आईडीए बकाया को तत्काल जारी करने की मांग को प्रमुखता से उठाया जा सके। सभी सर्कल और जिला सचिवों से अनुरोध है कि वे इस कार्यक्रम को गंभीरता से लें और प्रदर्शन में सदस्यों की अधिकतम भागीदारी सुनिश्चित करें। उनसे यह भी अनुरोध है कि वे अन्य यूनियनों और एसोसियेशनों के नेताओं के साथ इस मामले पर चर्चा करें, ताकि इस कार्यक्रम को AUAB के बैनर तले सफलतापूर्वक आयोजित किया जा सके। 

आइए, हम इस संयुक्त प्रदर्शन को एक बड़ी सफलता बनाएं और लंबित आईडीए बकाया को जल्द से जल्द जारी करने के लिए प्रबंधन और DoT पर दबाव बढ़ाएं।
 

The file relating to the payment of IDA arrears along with this month’s salary is still pending with the Department of Telecommunications (DoT). At the same time, the BSNL Management has not taken any concrete action to ensure the release of the IDA arrears along with the salary for the month of April 2026.In this situation, the AUAB has decided to organise lunch-hour demonstrations at all exchanges and offices on 20th April 2026 to highlight the demand for the immediate release of IDA arrears along with this month’s salary. All Circle and District Secretaries are requested to take this programme seriously and ensure the maximum mobilisation of members in the demonstration. They are also requested to discuss the matter with the leaders of other unions and associations so that the programme can be organised successfully under the banner of AUAB. Let us make this united demonstration a grand success and intensify pressure on the management and DoT for the early release of the pending IDA arrears.

Workers across Noida and the NCR region have been continuously protesting against low wages, exploitation, repression, poor working conditions, and wage disparity. The workers have rejected the inadequate wage hike and are demanding a minimum wage of ₹26,000, proper duty conditions, and full Trade Union rights. As per media reports, more than 40,000 industrial workers have been on protest since 13th April 2026, and the agitation has intensified with police clashes, road blockades, and incidents of violence across multiple industrial sectors following the State Government’s administrative  action. This struggle has now emerged as part of a wider national movement for wage enhancement and against increasing exploitation of the working class. BSNL Employees Union extends its full support and solidarity to the struggling workers and strongly condemns the brutal police attack and repression unleashed by the State Government. The Union joins all Central Trade Unions in demanding that the government immediately resolve the issue through meaningful negotiations with the workers fighting in the industrial areas of Noida and NCR.

The government has extended the tenure of Shri A. Robert J. Ravi, DDG (Standards, Research & Innovation), DoT, who is presently holding the additional charge as CMD, BSNL, for a further period of three months from 15th April 2026 to 14th July 2026, or until a regular appointment is made, whichever is earlier. As per media reports, the Department of Telecommunications (DoT) has issued the necessary notification in this regard after the approval of the Appointments Committee of the Cabinet (ACC).This decision has been issued by the Department of Telecommunications under the Ministry of Communications and is aimed at maintaining administrative stability in the company.
