वेतन संशोधन समझौते को अंतिम रूप देने में अत्यधिक विलम्ब – BSNLEU ने निदेशक (मानव संसाधन) के समक्ष अपना अत्यधिक असंतोष व्यक्त किया।

अध्यक्ष साथी  अनिमेष मित्रा और महासचिव साथी  पी. अभिमन्यु ने आज निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी से मुलाकात की और उन्हें कोयंबटूर में आयोजित होने वाले BSNLEU के 11वें अखिल भारतीय सम्मेलन को संबोधित करने के लिए सादर आमंत्रित किया। उन्हें BSNLEU का आमंत्रण पत्र सौंपा गया। इस बैठक में दोनों नेताओं ने वेतन संशोधन समझौते को अंतिम रूप देने में प्रबंधन पक्ष के सदस्यों द्वारा की जा रही अत्यधिक देरी के संबंध में निदेशक (मानव संसाधन) के समक्ष अपना अत्यधिक असंतोष व्यक्त किया। उन्होंने वेतन संशोधन समझौते पर शीघ्र हस्ताक्षर करने के लिए निदेशक (मानव संसाधन) से हस्तक्षेप करने का अनुरोध किया। निदेशक (मानव संसाधन) ने उनकी बात को ध्यान से सुना और इस मुद्दे पर आवश्यक कार्रवाई करने का आश्वासन दिया।

BSNLEU ने BSNLEU के अखिल भारतीय सम्मेलन को संबोधित करने के लिए सीएमडी बीएसएनएल को निमंत्रण दिया।

साथी  पी. अभिमन्यु, महासचिव ने आज बीएसएनएल के सीएमडी श्री रॉबर्ट जे. रवि से मुलाकात की और उन्हें कोयंबटूर में आयोजित होने वाले BSNLEU के 11वें अखिल भारतीय सम्मेलन को संबोधित करने के लिए सादर आमंत्रित किया। महासचिव ने सीएमडी बीएसएनएल को निमंत्रण पत्र सौंपा। सीएमडी बीएसएनएल ने जवाब दिया कि, वह सम्मेलन में भाग लेने की पूरी कोशिश करेंगे। इस चर्चा के दौरान, महासचिव ने सीएमडी बीएसएनएल को सूचित किया कि नॉन एक्ज़िक्यूटिव्स  की वेतन संशोधन वार्ता जल्द ही समाप्त होने की संभावना है और इसके बाद दूरसंचार विभाग के साथ वेतन संशोधन मुद्दे को उठाने के लिए सीएमडी बीएसएनएल से समर्थन का अनुरोध किया। सीएमडी बीएसएनएल ने आवश्यक कार्रवाई करने का आश्वासन दिया।

Com.P.Abhimanyu, General Secretary, met Shri Robert J. Ravi, CMD BSNL, today and cordially invited him to address the 11th All India Conference of BSNLEU to be held at Coimbatore. The General Secretary handed over the invitation letter to the CMD BSNL. The CMD BSNL replied that, he would try his best to attend the Conference. During this discussion, the General Secretary informed the CMD BSNL that, the Wage Revision talks of the Non-Executives was likely to conclude early and requested for the support of the CMD BSNL to take up the Wage Revision issue with the DoT thereafter. The CMD BSNL assured to do the needful.

Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary, met Dr. Kalyan Sagar Nippani, Director (HR), today and cordially invited him to address the 11^th All India Conference of BSNLEU to be held at Coimbatore. BSNLEU’s invitation letter was handed over to him. In this meeting, both the leaders expressed their extreme dissatisfaction to the Director (HR) regarding the inordinate delay being caused by the Management Side members, in finalising the Wage Revision agreement. They requested for the intervention of the Director (HR) for the early signing of the Wage Revision agreement. The Director (HR) gave a patient hearing and assured to do the needful on this issue.  

BSNLEU की श्री पापा सुधाकर राव, निदेशक (ईबी) के साथ बैठक।

अध्यक्ष साथी  अनिमेष मित्रा और महासचिव  साथी  पी. अभिमन्यु ने आज श्री पापा सुधाकर राव, निदेशक (ईबी) से मुलाकात की और निम्नलिखित दो महत्वपूर्ण मुद्दों पर चर्चा की।

बीएसएनएल के टावरों, फाइबर और डिजिटल परिसंपत्तियों का मुद्रीकरण।

सीएमडी बीएसएनएल ने 27.05.2025 को लिखे अपने पत्र में कहा है कि बीएसएनएल अपने टावरों, फाइबर और डिजिटल परिसंपत्तियों का आक्रामक तरीके से मुद्रीकरण करेगा। BSNLEU ने इस बयान का ब्यौरा मांगा है। निदेशक (ईबी) ने स्पष्ट किया कि मुद्रीकरण कुछ और नहीं बल्कि अपने टावरों, फाइबर और डिजिटल परिसंपत्तियों को दूसरों को किराए पर देकर राजस्व अर्जित करना है। निदेशक (ईबी) ने बताया कि पिछले वित्तीय वर्ष यानी 2024-25 में बीएसएनएल ने इस मुद्रीकरण के जरिए 100 करोड़ रुपये का राजस्व अर्जित किया है और सीएमडी बीएसएनएल ने अब वित्तीय वर्ष 2025-26 के लिए टावरों, फाइबर और डिजिटल संपत्तियों के मुद्रीकरण के जरिए 475 करोड़ रुपये का राजस्व हासिल करने का लक्ष्य रखा है।

पूर्वोत्तर सर्किलों में ओएफसी मार्गों में बार-बार व्यवधान।

नेताओं ने बताया कि पूर्वोत्तर सर्किलों में ओएफसी मार्गों में बार-बार व्यवधान आ रहा है। हाल ही में आयोजित असम, एनई-1और एनई-2 सर्किलों के संयुक्त सर्किल सम्मेलन में यह मुद्दा उठाया गया था। उन्होंने अनुरोध किया कि प्रबंधन को इस समस्या को दूर करने के लिए शीघ्र कार्रवाई करनी चाहिए। निदेशक (ईबी) ने जवाब दिया कि बीएसएनएल ने बीएसएनएल के ओएफसी मार्गों में व्यवधान से बचने के लिए पीजीसीआईएल जैसे अन्य संगठनों से पहले ही 50,000 किलोमीटर लंबाई का ऑप्टिक फाइबर किराए पर ले लिया है। उन्होंने बताया कि पूर्वोत्तर सर्किलों में भी ओएफसी मार्गों में व्यवधान को रोकने के लिए कार्रवाई की जा रही है। 

BSNLEU की श्री संदीप गोविल, निदेशक (सीएम) से मुलाकात।

अध्यक्ष साथी  अनिमेष मित्रा और जीएस साथी  पी. अभिमन्यु ने आज श्री संदीप गोविल, निदेशक (सीएम) से मुलाकात की और निम्नलिखित मुद्दों पर चर्चा की : 

क) बीएसएनएल की 4G सेवा।
बीएसएनएल की 4G सेवा में ग्राहकों को आ रही समस्याओं से निदेशक (सीएम) को अवगत कराया गया। निदेशक (सीएम) ने जवाब दिया कि कुल मिलाकर समस्याओं का समाधान कर दिया गया है और ग्राहकों को अच्छी गुणवत्ता वाली 4G सेवा प्रदान करने के लिए अभी भी प्रयास किए जा रहे हैं।

ख) ग्राहकों को ई-सिम जारी करना।
बताया गया कि ई-सिम की अनुपलब्धता बीएसएनएल के उच्च श्रेणी के ग्राहकों में असंतोष पैदा कर रही है। निदेशक (सीएम) ने जवाब दिया कि हमारे ग्राहकों को ई-सिम जारी करने के लिए शीघ्र कार्रवाई की जा रही है।

सी) एयरफाइबर सेवा का प्रावधान।
BSNLEU द्वारा आज निदेशक (सीएम) को बीएसएनएल द्वारा शहरी क्षेत्रों में एयरफाइबर सेवा के प्रावधान के संबंध में एक पत्र दिया गया है। वर्तमान में, यह सेवा केवल कुछ ग्रामीण क्षेत्रों में फ्रेंचाइजी द्वारा प्रदान की जाती है। बीएसएनएल द्वारा शहरी क्षेत्र में एयरफाइबर सेवा के प्रावधान से सेवा की गुणवत्ता और बीएसएनएल के राजस्व में सुधार होगा। निदेशक (सीएम) ने इस पर विचार करने का आश्वासन दिया।

Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri Papa Sudhakar Rao, Director (EB) today and discussed the following two important issues.

1. Monetisation of BSNL's towers, Fibre and Digital Assets.

The CMD BSNL, in his letter dated 27.05.2025 has stated that, BSNL would do aggressive monetisation of it's towers, Fibre and Digital Assets. BSNLEU sought the details of this statement.The Director (EB) clarified that, monetisation is nothing but earning revenue by giving out our towers, fibre and digital assets to others for rent. In the last financial year ie.,  2024-25, BSNL has earned a revenue of Rs.100 crores through this monetisation and the CMD BSNL has now set a target of Rs.475 crores as revenue through monetisation of Towers, Fibre and Digital Assets, for the financial year 2025-26, stated the Director(EB).

2. Frequent disruptions in the OFC routes in the North Eastern circles.

Leaders pointed out that, there are frequent disruptions of the OFC routes in the North Eastern circles. This issue was raised in the combined circle conference of Assam, NE1 and NE2 circles, held recently. They requested that, the Management should take expeditious action to overcome this problem. The Director (EB) replied that, BSNL has already rented out 50,000 kilometers length of Optic Fibre from other organisations like PGCIL, to avoid disruptions in BSNL’s OFC routes. He stated that, action is being taken to stop disruptions of the OFC routes in the North Eastern circles also.

Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri Rajeev Soni, Chairman of the Wage Revision Committee and discussed about the next meeting of the Wage Revision Committee. The Chairman told that the Management Side members will be having a meeting with the Director (HR) shortly and thereafter the Wage Revision Committee meeting will be conducted. Both the President and General Secretary urged upon the Chairman to hold the meeting atleast in the 2nd week of June. The Chairman agreed for this.

Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri Sandeep Govil, Director (CM) today and discussed the following issues:-

a)     BSNL’s 4G service.

The problems being faced by customers in BSNL’s 4G service is conveyed to the Director (CM). The Director (CM) replied that, by and large the problems have been addressed and still efforts are being made to provide good quality 4G service to the customers.

b)    Issuing E-SIM to the customers.

It was informed that non-availability of E-SIM is creating dissatisfaction among high end customers of BSNL. The Director (CM) replied that expeditious action is being taken to issue E-SIMs to our customers.

c)     Provisioning of Airfiber service.

A letter is given to the Director (CM) by BSNLEU today, regarding the provisioning of Airfiber service in the urban areas by BSNL. Presently, this service is only provided in some rural areas by the Franchisees. Provisioning of Airfiber service in the urban area by BSNL will improve the quality of service and BSNL’s revenue. The Director (CM) assured to look into it.
