It has been 10 months since two instalments of Dearness Allowance (DA) due from January 2025 and July 2025, became payable to the casual labourers in BSNL. As per existing norms, casual labourers are fully eligible to receive these DA instalments. However, it is unfortunate that the Management has not yet issued the necessary orders for payment. On 25.11.2025, Com. Animesh Mitra, GS, BSNLEU, took up this issue during the discussion with the CMD BSNL and requested his personal intervention to resolve the delay. Immediately, CMD BSNL discussed the matter with the Director (HR) and enquired about the reasons for the prolonged delay. Following the discussion, the CMD assured that the necessary action would be taken for the early release of the pending DA to the casual labourers.

An important meeting of the General Secretaries and representatives of the unions and associations in BSNL was held on 26^th November, 2025, at the SEWA BSNL Union Office. The meeting was presided over by Com. N. D. Ram, GS, SEWA BSNL. At the outset, Com. Animesh Mitra, Convenor, briefed the house about the discussions held with CMD BSNL on 25th November, 2025. Leaders from various unions and associations expressed strong resentment and unanimously condemned the incident that took place inside the CMD chamber, as well as the objectionable role displayed by the Director (HR), especially in connection with the transfer case of CGM, Tamil Nadu and Chennai. The Convenor further explained the future course of action and organisational matters related to the ongoing joint struggle. During the discussion on the 3rd PRC issue, the CMD BSNL assured that the wage agreement file would be placed before the next Management Committee meeting, after resolving the objections raised by the Finance Department.

साथी  अनिमेष मित्रा, महासचिव आज सीएमडी बीएसएनएल और डायरेक्टर (मानव संसाधन) से मिले और मैनेजमेंट द्वारा वेज रिवीजन एग्रीमेंट की प्रोसेसिंग में हो रही देरी के बारे में बात की। भरोसा दिया गया कि फाइल इसी महीने मैनेजमेंट कमिटी की अप्रूवल के लिए रखी जाएगी। फिर, मैनेजमेंट ने 26 नवंबर के डेमोंस्ट्रेशन प्रोग्राम को मुल्तवी करने की विनती की क्योंकि इससे 3rd पीआरसी के सेटलमेंट में रुकावट आएगी। आज टॉप मैनेजमेंट की विनती के आधार पर, सीएचक्यू ने कल 26 नवंबर को होने वाले डेमोंस्ट्रेशन प्रोग्राम को मुल्तवी करने का फैसला किया है। सभी सर्कल सेक्रेटरी से विनती है कि वे यह संदेश सभी डिस्ट्रिक्ट सेक्रेटरी तक पहुंचा दें।

वित्त मंत्रालय ने सेंट्रल ट्रेड यूनियनों के साथ बजट से पहले कंसल्टेशन किया।

वित्त मंत्रालय ने 20 नवंबर, 2025 को सेंट्रल ट्रेड यूनियनों के नेताओं के साथ अपनी बजट से पहले कंसल्टेशन मीटिंग की। ये कंसल्टेशन एक रेगुलर एक्सरसाइज है, क्योंकि सरकार ट्रेडिशनली यूनियन बजट को फाइनल करने से पहले ट्रेड यूनियनों की राय लेती है। मीटिंग के दौरान, सभी बड़े सेंट्रल ट्रेड यूनियनों के प्रतिनिधियों ने आने वाले बजट में शामिल करने के लिए कई खास मांगें और चिंताएं उठाईं। एक बड़ा मुद्दा EPF और ESI के तहत कवरेज बढ़ाने की ज़रूरत पर ज़ोर दिया गया, क्योंकि वर्कर्स और एम्प्लॉइज का एक बड़ा हिस्सा अभी भी इन सोशल सिक्योरिटी स्कीम के दायरे से बाहर है। यूनियनों ने सरकार से EPF के तहत पेंशन अमाउंट बढ़ाने की भी विनती की। एक और खास मांग प्रोजेक्ट वर्कर्स के लिए अलाउंस बढ़ाने की थी, जिन्हें अभी उनके बड़े कंट्रीब्यूशन के बावजूद तुलना में कम बेनिफिट्स मिलते हैं। ट्रेड यूनियन नेताओं ने सरकारी प्रोजेक्ट्स के नाकाफी ऑडिट पर गंभीर नाराजगी जताई, यह देखते हुए कि ऑडिट के लिए रखे गए अकाउंट्स की संख्या कम हो रही है। उन्होंने ज़ोर दिया कि ट्रांसपेरेंसी और अकाउंटेबिलिटी के लिए सही ऑडिटिंग ज़रूरी है। इंपोर्ट ड्यूटी को लेकर अमेरिका की तरफ से कथित दबाव पर कमेंट करते हुए, नेताओं ने कहा कि भारत को एक्सपोर्ट-बेस्ड ग्रोथ पर बहुत ज़्यादा निर्भर रहने के बजाय घरेलू मार्केट को बढ़ाने को प्राथमिकता देनी चाहिए। मीटिंग में CITU, AITUC, HMS, AIUTUC, SEWA और AICCTU के प्रतिनिधियों ने हिस्सा लिया।
