It is unfortunate that BSNL services are being severely affected due to the non-functioning of the Sanchar Aadhaar system, which is essential for issuing new SIM cards as well as replacement SIMs. The system has remained out of order since 01-12-2025. It has been reported that the contract period of the company authorised to operate the Sanchar Aadhaar service has expired and BSNL has not yet renewed the contract. Consequently, the company has withdrawn its services. CHQ has received complaints from various field units, especially from Customer Service Centres in offices and exchanges, that they are presently unable to issue new connections or duplicate SIMs. It is highly regrettable that even after 48 hours, the issue remains unresolved, resulting in revenue loss for the organisation. BSNLEU will take up the matter with the management for immediate intervention.

As decided in the last online CEC meeting, a physical CEC meeting will be convened at the end of January 2026. It is commendable that the Karnataka Circle Union has agreed to take responsibility for hosting the meeting at Mangaluru. The circle union has informed the CHQ that the CEC meeting will be conducted at Mangaluru on 31st January, 2026 and 01st February 2026. All CEC members are requested to make the necessary arrangements for their travel accordingly. A formal notification will be issued next week. CHQ extends its warm greetings to the comrades of the Mangaluru district union and the Karnataka Circle union for taking up the responsibility of organising the CEC meeting.

An over-crowded and spirited State-level Convention of BSNLEU was held at the Pune Telephone Exchange, today the 29.11.2025. Com. Animesh Mitra, General Secretary, attended the meeting. The programme was organised as part of the CHQ decision to conduct BA-level conventions in December and was presided over by Com. Nagesh Nalwade, Circle President, BSNLEU, Maharashtra. Com. G. Hinge, Dy. General Secretary, BSNLEU, addressed the meeting. Com. Sandeep Gulunjkar, Org. Secretary (CHQ), Com. K. Baste, CS, BSNLEU, Com. Yusuf Hussain, AGS, BSNLCCWF and Com. Muhammed Jakati,CS, AIBDPA also addressed the gathering. While addressing the Convention, Com.Animesh Mitra, GS, has highlighted several issues such as PRC Agreement, Labour Code Bill, Shram Shakti Niti-2025, AUAB functioning, BSNL 4G/5G services, exploitation of casual/contract workers, and preparations for the 10th Membership Verification. Other leaders have narrated the important issues including GPF to EPF conversion, marketing issues, deteriorating 4G service quality, and issuance of PO letters were also taken up. The following resolutions were adopted in the convention:

 

  1. Conduct BA/OA-level conventions in the first fortnight of December as per CHQ instructions.
  2. Strengthen organisational efforts to ensure a successful performance in the upcoming Membership Verification in Maharashtra.

BSNLEU, Punjab Circle, successfully organised its Circle Working Committee meeting today at Chandigarh, with an impressive participation of district secretaries and circle office bearers. Com.Sanjeev Kumar, Circle President, presided over the meeting. The meeting commenced with the presentation of the secretariat report by Com. H.S. Dhillon, Vice President (CHQ) and Circle Secretary, BSNLEU Punjab. He detailed the current situation in the Punjab circle and emphasised the need for strengthened organisational functioning at both district and circle levels. He also highlighted the role of the CHQ in the ongoing Wage Agreement process and urged the activists to ensure a strong performance in the forthcoming Membership Verification. Addressing the meeting, Com. Animesh Mitra, GS, elaborated on the role of the government in pushing BSNL into a critical situation. He assured that BSNLEU is closely monitoring the progress to secure approval of the Wage Agreement in the BSNL Board. During the interactive session, district secretaries and circle office bearers raised key issues such as JE to JTO promotion, the new promotion policy, festival advance and the role of Executives and Non-Executives in the joint movement. Com. Animesh Mitra responded to each query in detail. He further underlined the significance of AUAB in bringing Executives and Non-Executives together under a united platform, essential for achieving 3rd PRC benefits and ensuring improved functioning of BSNL. Com. Kamaljit Singh, President, AIBDPA and veteran leader Com. P.C. Sharma (Patiala) also addressed the committee and shared their valuable insights.

An important meeting of the General Secretaries and representatives of the unions and associations in BSNL was held on 26th November, 2025, at the SEWA BSNL Union Office. The meeting was presided over by Com. N.D.Ram, GS, SEWA BSNL. At the outset, the Convenor briefed the house regarding the discussions held with CMD BSNL on 25th November, 2025. The leaders expressed strong resentment and unanimously condemned the incident that occurred inside the CMD chamber, as well as the objectionable behaviour of the Director (HR) during discussions with leaders. The Convenor also explained the future course of action and organisational matters related to the ongoing joint struggle. After detailed discussions, the following decisions were taken.
