As regards, conducting a Special JTO LICE for the Draughtsman cadre of the Civil and Electrical Wings, the Recruitment Branch has informed that, there is no provision in the Recruitment Rules to hold such a Special JTO LICE. However, the decision of the National Council is that, this special JTO LICE should be conducted in relaxation of the JTO RR. In this connection, BSNLEU has already written letter to the PGM(BW). Yesterday, Com.P.Abhimanyu, GS, BSNLEU, discussed this issue with Shri Parmeshwari Dayal, CGM(BW) and requested him to take a necessary initiative for holding this exam and also to take up the issue with the Recruitment Branch of the Corporate Office.

ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ परीक्षा आयोजित करना - महासचिव ने मुख्य महाप्रबंधक (बीडब्ल्यू) से चर्चा की।

सिविल और इलेक्ट्रिकल विंग के ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ परीक्षा आयोजित करने के संबंध में, भर्ती शाखा ने सूचित किया है कि भर्ती नियमों में ऐसी विशेष जेटीओ परीक्षा आयोजित करने का कोई प्रावधान नहीं है। हालाँकि, नेशनल काउंसिल का निर्णय है कि यह विशेष जेटीओ परीक्षा भर्ती नियमों नियमों में छूट देते हुए आयोजित की जानी चाहिए। इस संबंध में, BSNLEU ने मुख्य महाप्रबंधक (बीडब्ल्यू) को पत्र लिखा है। कल, BSNLEU के  महासचिव ने महाप्रबंधक (बीडब्ल्यू) श्री परमेश्वरी दयाल ने इस मुद्दे  से चर्चा की और उनसे इस परीक्षा के आयोजन हेतु आवश्यक पहल करने और कॉर्पोरेट कार्यालय की भर्ती शाखा के समक्ष इस मुद्दे को उठाने का अनुरोध किया।

वेतन संशोधन का निपटारा - वर्तमान स्थिति।

30.06.2025 को आयोजित वेतन संशोधन समिति की पिछली बैठक में यह निर्णय लिया गया था कि वेतन संशोधन समिति की अगली बैठक 14.07.2025 को होगी। जैसा कि सभी साथी जानते हैं, BSNLEU वेतन संशोधन समझौते पर जल्द से जल्द हस्ताक्षर करने के लिए हर संभव प्रयास कर रहा है। दोनों यूनियनों ने वेतन संशोधन समझौते पर हस्ताक्षर करने के लिए प्रबंधन के समक्ष निम्नलिखित 3 माँगें रखी हैं :

(A) न्यूनतम और अधिकतम 4 वेतनमानों में वृद्धि. 

(B) 5% फिटमेंट. 

(C) वर्तमान में प्रस्तावित कम वेतनमान भविष्य के वेतन संशोधन के लिए मानक नहीं बनने चाहिए।

पिछली वेतन संशोधन समिति की बैठक के बाद, महासचिव, साथी  पी. अभिमन्यु ने सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) से मुलाकात की और कर्मचारी पक्ष द्वारा उठाई गई 3 माँगों पर विचार करने की आवश्यकता के बारे में बताया। इसके बाद, उपर्युक्त तीनों मांगों को स्वीकार करने के वित्तीय निहितार्थों पर विचार किया गया है और उन्हें सक्षम प्राधिकारी के अनुमोदन के लिए प्रस्तुत किया गया है। शीर्ष प्रबंधन को इस पर अंतिम निर्णय लेने में कुछ और समय लग सकता है। इसके परिणामस्वरूप, वेतन संशोधन समिति की अगली बैठक 14.07.2025 को नहीं हो पाएगी। BSNLEU इस मुद्दे पर गंभीरता से विचार कर रहा है।

In the last meeting of the Wage Revision Committee, held on 30.06.2025, it was decided that the next meeting of the Wage Revision Committee would be held on 14.07.2025. As all comrades are aware, BSNLEU is taking all out efforts to sign the Wage Revision agreement at the earliest. Both the Unions have raised the following 3 demands before the Management, for signing the Wage Revision agreement. They are:

a)  Increasing the minimum and maximum of 4 pay scales.

b)  5% fitment.

c)  The shorter pay scales being offered now should not become benchmark for future Wage Revision.

After the last Wage Revision Committee meeting, Com.P.Abhimanyu, General Secretary, has met the CMD BSNL, as well as the Director (HR) and has explained about the need to consider the 3 demands raised by the Staff Side. Thereafter, financial implications for accepting the above mentioned 3 demands have been worked out and they have been placed for the approval of the competent authority. It may take some more time for the top Management to take a final call on this. Consequent to this, the next meeting of the Wage Revision Committee may not take place on 14.07.2025. BSNLEU is seriously following up this issue.

In the name of verification of caste certificates, the ST employees of Maharashtra circle, numbering around 800, are continuously harassed by the Maharashtra circle administration. Time and again, BSNLEU is raising their issues with the CMD BSNL and the Director(HR). Despite clear -cut instruction from the DoT, given to the CMD BSNL, the pension and other benefits of the retired ST employees are not settled. This is totally against the rules. The relevant rules state that, pension of a retiree can be with held only if a court case or disciplinary proceedings  remains pending against them, at the time of retirement. However, the Management is wantonly violating the rules. Under these circumstances, an affected VRS retiree, Com.Adesh Narayan Bhoi, filed a case in the Hon'ble CAT, Mumbai Bench, against denial of pension and Ex-gratia payment. The Hon'ble CAT has ordered that, pension and Ex-gratia payment should be paid to the retired employee within a period of 3 months. Today, BSNLEU has written a letter to the CMD BSNL, demanding immediate implementation of the order of the Hon'ble CAT.

सेवानिवृत्त अनुसूचित जनजाति कर्मचारियों को पेंशन और अनुग्रह राशि भुगतान के संबंध में माननीय कैट के आदेश का क्रियान्वयन करें - BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखा।

जाति प्रमाण पत्रों के सत्यापन के नाम पर महाराष्ट्र सर्कल के लगभग 800 अनुसूचित जनजाति कर्मचारियों को महाराष्ट्र सर्कल प्रशासन द्वारा लगातार परेशान किया जा रहा है। BSNLEU बार-बार सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) के समक्ष अपनी समस्याओं को उठा रहा है। दूरसंचार विभाग द्वारा सीएमडी बीएसएनएल को दिए गए स्पष्ट निर्देशों के बावजूद, सेवानिवृत्त अनुसूचित जनजाति कर्मचारियों की पेंशन और अन्य लाभों का भुगतान नहीं किया जा रहा है। यह पूरी तरह से नियमों के विरुद्ध है। संबंधित नियमों के अनुसार, किसी सेवानिवृत्त कर्मचारी की पेंशन तभी रोकी जा सकती है जब सेवानिवृत्ति के समय उसके विरुद्ध कोई अदालती मामला या अनुशासनात्मक कार्यवाही लंबित हो। हालाँकि, प्रबंधन जानबूझकर नियमों का उल्लंघन कर रहा है। इन परिस्थितियों में, वीआरएस से प्रभावित सेवानिवृत्त कर्मचारी साथी  आदेश नारायण भोई ने पेंशन और अनुग्रह राशि भुगतान से इनकार करने के खिलाफ माननीय कैट, मुंबई पीठ में एक मामला दायर किया। माननीय कैट ने आदेश दिया है कि सेवानिवृत्त कर्मचारी को पेंशन और अनुग्रह राशि का भुगतान तीन माह के भीतर किया जाए। आज BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर माननीय कैट के आदेश को तत्काल लागू करने की मांग की है।

दस केंद्रीय ट्रेड यूनियनों के आह्वान पर, आज पूरे देश में चार श्रम संहिताओं और सरकार की मज़दूर-विरोधी एवं कॉर्पोरेट-समर्थक आर्थिक नीतियों के विरोध में आम हड़ताल आयोजित की जा रही है। बीएसएनएल में BSNLEU और एनएफटीई ने बीएसएनएल कर्मचारियों की ज्वलंत समस्याओं को शामिल करते हुए इस आम हड़ताल में शामिल होने का आह्वान किया है। BSNLEU का मुख्यालय उन सभी सर्किल और जिला यूनियनों का हार्दिक अभिनंदन करता है जिन्होंने इस आम हड़ताल को सफलतापूर्वक आयोजित करने की पहल की है।

As per the call of the 10 Central Trade Unions, General Strike is organised throughout the country today, opposing the 4 Labour Codes and the anti-worker and pro-corporate economic policies of the government. In BSNL, BSNLEU and NFTE gave call for joining this General Strike by including the most burning problems of BSNL employees. The CHQ of BSNLEU heartily congratulates all the circle and district unions which have taken the initiative to organise the General Strike successfully.
