बीएसएनएल के पुनरुद्धार और तीसरी पीआरसी पर वारंगल में सेमिनार - महासचिव ने सरकार और प्रबंधन की भूमिका को उजागर किया।
BSNLEU लंगाना सर्कल ने 18-08-2025 को वारंगल में "बीएसएनएल और तीसरी पीआरसी के पुनरुद्धार" पर एक सेमिनार का आयोजन किया है। सेमिनार को सफल बनाने के लिए सर्कल के सभी एसएसए से सीईसी सदस्य और बड़ी संख्या में कर्मचारी आए थे। साथी जे. संपत राव, सहायक महासचिव, सीएचक्यू और अध्यक्ष, BSNLEU, तेलंगाना सर्कल ने सेमिनार की अध्यक्षता की। साथी अनिमेष मित्रा, महासचिव, BSNLEU, जो सेमिनार में मुख्य वक्ता थे और उन्होंने बीएसएनएल में 4G सेवा शुरू करने में देरी से संबंधित सभी मुद्दों को सुनाया। इस संबंध में, उन्होंने बीएसएनएल पर संसदीय समिति की रिपोर्ट पर प्रकाश डाला। BSNLEU के सर्किल सचिव, श्री संबाशिव राव, एआईबीडीपीए के मुख्य सचिव, श्री रामचंद्रडू, एआईबीडीपीए के अध्यक्ष श्री बी.आर. वीरा स्वामी, BSNLEU के सर्किल सचिव (प्रभारी) साथी श्री एम. सुशील कुमार, बीएसएनएल सीसीडब्ल्यूएफ के अध्यक्ष साथी श्री एम. थिरुमाला चार्युलु और बीएसएनएलसीसीडब्ल्यूएफ के मुख्य सचिव साथी श्री बी. परिपूर्णाचारी ने संगोष्ठी में भाग लिया और संबोधित किया। इस संगोष्ठी में साथी बी.आर. वीरास्वामी और साथी एम. थिरुमालाचार्युलु ने क्रांतिकारी गीत गाए। संगोष्ठी के समापन अवसर पर, तेलंगाना मंडल द्वारा नवनिर्वाचित महासचिव और सहायक महासचिव को शॉल और स्मृति चिन्ह देकर सम्मानित किया गया।
BSNL Employees Union, Telangana Circle has organised a Seminar on “Revival of BSNL and 3rd PRC” on 18-08-2025 at Warangal. The CEC members and good number of workers came from all over the SSAs in the circle to make the Seminar a grand success. Com.J. Sampath Rao, AGS, CHQ & President, BSNLEU, Telangana Circle, presided over the seminar. Com.Animesh Mitra, General Secretary, BSNLEU who was the main speaker in the Seminar and narrated all the issues related to delay in launching of 4G service in BSNL. In this regard, he highlighted the report of Parliamentary Committee on BSNL. He also explained the other issues like pay revision (3rd PRC), pension revision, stagnation problem, new promotion policy and the worst conditions of contract workers. He replied all the issues raised by the members. Com.G. Sambasiva Rao, Circle Secretary, BSNLEU, Com. Ramachandradu, CS, AIBDPA, Com. B. R. Veera Swamy, President, AIBDPA, Com. M. Susheel Kumar, CS(I/C), BSNLEU, Com. M. Thirumala charyulu, President, BSNLCCWF and Com.B. Paripurnachari, GS, BSNLCCWF were attended and addressed the Seminar. Com.B.R. VeeraSwamy and Com.M. Thirumalacharyulu have sung the revolutionary songs. At the concluding part of the seminar, the newly elected General Secretary and Assistant General Secretary were honored with shawl memento by Telangana circle.

बीएसएनएल के निदेशक मंडल ने बीएसएनएल में दूसरे वीआरएस को लागू करने का निर्णय पहले ही ले लिया है। बीएसएनएल निदेशक मंडल का निर्णय सरकार की मंजूरी के लिए पहले ही भेजा जा चुका है। प्रबंधन ने दूसरे वीआरएस के कार्यान्वयन के संबंध में यूनियनों और संघों को पूरी तरह से अंधेरे में रखा है। पता चला है कि दूसरे वीआरएस के कार्यान्वयन को लेकर बीएसएनएल प्रबंधन और दूरसंचार विभाग के बीच गहन विचार-विमर्श चल रहा है। बीएसएनएल निदेशक मंडल द्वारा बीएसएनएल में दूसरे वीआरएस को लागू करने का निर्णय लेने के बाद भी, बीएसएनएल के सीएमडी कर्मचारियों को बता रहे हैं कि बीएसएनएल में दूसरा वीआरएस लागू नहीं किया जाएगा और कर्मचारियों को इसके बारे में चिंता करने की आवश्यकता नहीं है। हालाँकि, बीएसएनएल में दूसरे वीआरएस को लागू करने के संबंध में अब अफवाहें चल रही हैं। बीएसएनएल में दूसरे वीआरएस को लागू करना कंपनी और कर्मचारियों के हित में नहीं होगा। BSNLEU ने पहले ही प्रबंधन और सरकार को पत्र लिखकर दूसरे वीआरएस का कड़ा विरोध किया है। BSNLEU का दृढ़ मत है कि सभी यूनियनों और एसोसिएशनों को एकजुट होकर दूसरे वीआरएस के विरोध में आंदोलनकारी कार्यक्रम आयोजित करने चाहिए। BSNLEU इस दिशा में पहल करेगा।
बीएसएनएल कर्मचारियों के वेतन संशोधन को लागू करें - BSNLEU ने सार्वजनिक उपक्रमों पर संसदीय समिति की रिपोर्ट का हवाला देते हुए माननीय संचार मंत्री को पत्र लिखा।
यह एक अत्यंत महत्वपूर्ण घटनाक्रम है कि सार्वजनिक उपक्रमों पर संसदीय समिति ने बीएसएनएल कर्मचारियों के वेतन संशोधन के मुद्दे को सरकार के समक्ष पुरज़ोर तरीके से उठाया है। सरकार ने उत्तर दिया है कि कंपनी की वित्तीय स्थिति को देखते हुए बीएसएनएल कर्मचारियों का वेतन संशोधन संभव नहीं है। हालाँकि, इसके बाद भी, सार्वजनिक उपक्रमों पर समिति ने कहा है कि सरकार को बीएसएनएल कर्मचारियों के वेतन संशोधन को लागू करने पर विचार करना चाहिए। इस पृष्ठभूमि में, BSNLEU ने सार्वजनिक उपक्रमों पर संसदीय समिति की रिपोर्ट का हवाला देते हुए माननीय संचार मंत्री को एक पत्र लिखा है और वेतन संशोधन को तुरंत लागू करने की माँग की है।
The Board of Directors of BSNL has already taken decision to implement 2nd VRS in BSNL. The decision of the BSNL Board of Directors has already been sent for the approval of the government. The Management has kept the unions and associations in complete darkness, regarding implementation of 2nd VRS. It is learnt that, hectic discussions are going on between the BSNL Management and the DoT, regarding implementation of 2nd VRS. Even after the decision is taken by the BSNL Board of Directors to implement 2nd VRS in BSNL, the CMD BSNL has been telling the employees that, 2nd VRS will not be implemented in BSNL and the employees need not worry about it. However, strong rumors are going on now regarding implementation of 2nd VRS in BSNL. Implementation of 2nd VRS in BSNL will not be in the interest of the company and the employees. BSNLEU has already written letter to the Management and the government, strongly opposing 2nd VRS. BSNLEU strongly feels that all the unions and associations should unite together and organise agitational programmes opposing 2nd VRS. BSNLEU will take the initiative in this direction.
View letterIt is a very significant development that, the Parliamentary Committee on Public Undertakings has strongly taken up with the government, the issue of Wage Revision of BSNL Employees. The government has replied that Wage Revision of BSNL employees is not possible, in view of the financial condition of the Company. However, even thereafter, the Committee on Public Undertakings has told that, the government should consider implemention of Wage Revision of BSNL employees. In this background, BSNLEU has written a letter to the Hon'ble Minister of Communications, citing the report of the Parliamentary Committee on Public Undertakings, and has demanded implementation of wage revision immediately.
View letterThe Parliamentary Committee on Public Undertakings (COPU), in it's 15th report, submitted in the Parliament on 12-08-2025, has expressed it's deep concern over the non- implementation of Wage Revision to BSNL Employees.
The COPU has pointed out that, huge differences are there between the BSNL employees and the ITS officers, in the matters of Pay, Allowances and Retirement Benefits. The COPU has pointed out that, the ITS officers have got Pay Revision as per the recommendations of the 7th Central Pay Committee (7 th CPC). At the same time recommendations of the 3rd PRC are not implemented for BSNL employees. The COPU report states, "ITS officers enjoy more comprehensive allowances and perks in line with central government standards, whereas BSNL employees' benefits are constrained by the company's financial limitations".
However, in reply to the observations of the COPU, the DoT has replied that, BSNL employees are not considered for Wage Revision as per the recommendations of the 3rd PRC, since BSNL is continuously running in loss from the financial year 2009-10 onwards.
The Committee on Public Undertakings (COPU), consists of MPs from all political parties, including BJP, Congress, CPI(M) and other Regional Parties. Thus, MPs of all political parties have expressed their unhappiness over non- implementation of Wage Revision to BSNL employees. This is the democratic voice of this country the government should consider the COPU report in the right perspective and should implement wage Revision for BSNL employees.
BSNL Management is wasting a lot of money in filing court cases, to deny benefits to the deserving employees. In one such case, the Supreme Court of India has severely criticised the BSNL Management and has ordered BSNL to pay Rs.1 lakh as the cost, for unnecessarily filing an appeal against the High Court order, in the matter of giving Compassionate Ground Appointment to a deserving candidate. Importantly, the Supreme Court has told the BSNL Management that, the amount could be recovered from the officer who wrongly advised to file the appeal in the Supreme Court. The details of the case are as follows. The Madhya Pradesh circle administration of BSNL wrongly denied Compassionate Ground appointment to a candidate. The candidate filed a case in the CAT and got a favourable judgement. However, the Management filed an appeal in the High Court of Madhya Pradesh against the CAT order. The Madhya Pradesh High Court also gave an order in favour of the candidate. Against this order of the Madhya Pradesh High Court, BSNL Management filed an appeal in the Supreme Court. Refusing to interfere with the CAT judgement, the Supreme Court has criticised the BSNL Management. The Supreme Court observed that, a government-owned company like BSNL was not expected to file a case against the granting of Compassionate Ground Appointment to the legal heir of an employee who died in harness. Whether the BSNL Management will learn lessons from this order of the Supreme Court?
The Extended Circle Working Committee meeting of BSNLEU, CTD Circle was held on 14th August at the Telephone Bhawan Club Auditorium. The meeting was presided over by Com. Jayanta Ghosh, President, BSNLEU, CTD Circle and witnessed a large gathering of BSNL employees.
A felicitation programme was organised to honour the newly elected General Secretary, Com. Animesh Mitra, and the newly elected Vice-President, Com. Sisir Roy. At the outset, Com. Sankar Kishor Nepal, welcomed all participants and felicitated the leaders. In his address, he highlighted staff-related problems and emphasised the need for a united struggle, especially on development-related issues.
During the CEC meeting, leaders of CTD Circle spoke on key matters, including staff issues and the 3rd PRC. In their concluding speeches, Com. Sisir Roy and Com. Animesh Mitra elaborated on the current socio-economic scenario of the country and the role of BSNL Management. Com. Animesh Mitra, GS, also briefed the gathering on the latest developments in the Wage Negotiation Committee and reiterated CHQ’s stand to press the Management for convening the next meeting within this month. The programme was also attended by Com. Sanjib Banerjee, CS, AIBDPA and Com. Pradipta Ghosh, CS, CTTMU, among others.
