Com. Animesh Mitra, General Secretary, BSNLEU, met Shri S.P. Singh, PGM (Estt.), BSNL Corporate Office, on 08.08.2025 and pressed for the early resolution of the following long-pending demands:
- Career Progression for Outstanding Sports Personnel.
The General Secretary drew attention to the guidelines issued by the Administrative Section of the Corporate Office on granting career progression to outstanding sports personnel. However, the Management’s interpretation differed from the union’s understanding. After detailed discussions with the PGM (Admn.), it was agreed that the matter would be taken up further in presence of the DGM (Admn.) to arrive at a final decision.
- Change of Training Centre for JEs Promoted to JTO.
It was pointed out that around 22 newly promoted JTOs are being sent for training to Ghaziabad or Jabalpur, the locations are highly inconvenient for the candidates from southern states. The General Secretary urged for a change in training centres to reduce hardship. The PGM (Estt.) assured that the matter would be examined in consultation with the concerned officers in the Training Centre.
- Issuance of DA Orders for Casual Labourers.
The DoP&T issued DA revision orders in June 2025, effective from 01.01.2025, for Central Government employees and BSNL’s casual labourers are also entitled to the same. However, the Corporate Office has yet to endorse these orders. The General Secretary expressed strong dissatisfaction over this delay and urged immediate issuance of the order so that casual labourers receive their DA arrears with the August 2025 salary. In response, the PGM (Estt.) confirmed that the file has already been forwarded to the Finance Section for approval.

साथी अनिमेष मित्रा, महासचिव, ने वेतन वार्ता समिति के अध्यक्ष श्री राजीव सोनी से मुलाकात की और पीआरसी बैठक आयोजित करने की अगली तिथि घोषित करने का आग्रह किया। उन्होंने इस विषय पर सीएमडी बीएसएनएल के साथ हुई बैठक का सार भी प्रस्तुत किया। जवाब में, अध्यक्ष ने पीआरसी के लिए स्थगन और फिटमेंट के बारे में कुछ प्रश्न उठाए थे। चर्चा के दौरान, महासचिव ने प्रबंधन से स्थगन की समस्या को दूर करने के लिए 5% फिटमेंट और चार वेतनमानों के उन्नयन की मांग पर विचार करने का आग्रह किया। अंत में, वेतन वार्ता समिति के अध्यक्ष श्री राजीव सोनी ने सूचित किया कि कर्मचारी पक्ष की आवश्यक रिपोर्ट सीएमडी बीएसएनएल को पहले ही प्रस्तुत कर दी गई है। बैठक की अगली तिथि निदेशक (मानव संसाधन) या सीएमडी बीएसएनएल से अनुमोदन प्राप्त करने के बाद सूचित की जा सकती है।
Com. Animesh Mitra, General Secretary, BSNLEU, met Shri Rajiv Soni, Chairman of the Wage Negotiation Committee, and pressed for the early declaration of the next PRC meeting date. He also briefed the Chairman on the discussions held with the CMD BSNL on the same subject.
During the interaction, the Chairman raised certain queries regarding stagnation and fitment under the PRC. The General Secretary reiterated the union’s demand for 5% fitment and upgradation of four pay scales to resolve the stagnation issue.
Shri Rajiv Soni informed that the Staff Side’s report has already been submitted to the CMD BSNL, and that the next meeting date will be announced after receiving approval from the Director (HR) or the CMD BSNL.

BSNLEU मुख्यालय को यह जानकर अत्यंत दुःख हुआ है कि BSNLEU, उत्तर प्रदेश (पश्चिम) सर्कल के सर्कल सचिव, साथी पुनीत त्यागी के पिता श्री टीकम सिंह त्यागी का आज निधन हो गया। 70 वर्षीय श्री टीकम सिंह त्यागी कैंसर से पीड़ित थे। चिकित्सा उपचार से कोई लाभ नहीं हुआ और आज दोपहर उनका निधन हो गया। मुख्यालय श्री टीकम सिंह त्यागी को श्रद्धांजलि अर्पित करता है और साथी पुनीत कुमार, उनके परिवार के सभी सदस्यों, रिश्तेदारों और मित्रों के प्रति अपनी हार्दिक संवेदना व्यक्त करता है।
The CHQ of BSNLEU is saddened to know that, Shri Tikam Singh Tyagi, father of Com. Puneet Tyagi, circle secretary, BSNLEU, UP (West) circle, has passed away today. Shri Tikam Singh Tyagi, aged 70 years, has been suffering from cancer. Medical treatment did not help and he passed away this afternoon. CHQ pays it's homage to Shri Tikam Singh Tyagi and offers it's heartfelt condolences to Com. Punit Kumar, as well as all his family members, relatives and friends.
BSNL has introduced a Promotional Offer in the prepaid mobile segment. This Promotional Offer is called "Freedom Plan" which is valid from 1st August, 2025 to 31st August, 2025 (30 days). In this plan, customers will get the SIM on payment of Rs.1 and will be getting unlimited voice call, 2 GB data and 100 SMS per day. In it’s letter dated 06.08.2025, Management has stated that, it’s Promotional Offer has been implemented to popularise the Company’s Swadeshi 4G service. The CMD BSNL, in the meeting held on 06.08.2025 has requested the Unions and Associations to involve the employees in popularising this Freedom Plan Promotional Offer and the sale of SIM Cards among the general public. The CHQ requests all our comrades to popularise this " Freedom Plan" among the public and also actively involve in it's marketing.
View letterThe Unions and Associations of BSNL, met Shri A. Robert J. Ravi, CMD BSNL, yesterday the 06-08-2025, to discuss the anti- union / anti- association activities of the CGM, Tamilnadu circle. Dr.Kalyan Sagar Nippani, Director(HR), was also present in this meeting. In this meeting, the issue of wage revision of the Non- Executives was also raised. The CMD BSNL was told that, the wage revision talks have almost reached the final stage, but no further meeting is being held, to finalise the agreement. They stated that, the Management has not responded to the three demands raised by the unions, for finalising the wage revision agreement. The intervention of the CMD BSNL was sought, for breaking the stalemate and for the expeditious settlement of the wage revision agreement. The CMD BSNL responded positively and told the Director(HR) to take speedy action for finalising the wage revision agreement.
An important meeting was held on 6th August, 2025, between CMD BSNL and the General Secretaries of unions and associations to discuss on various burning issues. Two major issues were highlighted for immediate intervention of the CMD BSNL.
- The CMD BSNL was apprised of the ongoing situation in Tamil Nadu and Chennai circle and the role of Chief General Manager. After listening to the details, the CMD BSNL directed the Director (HR) to resolve the issue immediately.
- On the issue of the Wage Negotiation for 3rd PRC, the CMD BSNL was apprised that the last Wage Negotiation Committee meeting held on 30.06.2025 and the recognised unions in Non-Executive cadres had conveyed their eagerness to make the agreement immediately. During discussion in the Wage Negotiation Committee meeting, the Staff Side had also submitted their views about fitment formula and to upgrade 4 pay scales to overcome the stagnation issues. But, it is unfortunate that the Formal meeting has not been held since then.
CMD BSNL positively responded and directed the Director (HR) to take proper action for early signing of the agreement between Management and Recognised Unions.
On the other issues like mobile attendance, freedom plan, CMD BSNL asked Director (HR) to settle the issues through meaningful discussion with the unions / associations.

The LICEs for the Non-Executive employees, viz., TT LICE, JE LICE and JTO LICE were last held in the month of September, 2024. These examinations have to be conducted for the vacancy year 2024. It is already August, 2025. However, notifications for the TT LICE, JE LICE and JTO LICE are not yet issued by the Corporate Office. Candidates who are eligible for appearing in these examinations are eagerly awaiting the notifications to be issued by the Corporate Office. Further, BSNLEU has already written many letters to the Director (HR) complaining that, the standard of the questions asked in the TT LICE, JE LICE and JTO LICE are very high. Many out of syllabus questions and questions with multiple correct answers are also being asked in the aforementioned LICEs. Today, BSNLEU has written letter to the Director (HR), requesting for the early issuing of the notifications for holding these examinations and also requesting to ensure that the standard of the questions are not high and also out of syllabus questions and questions with multiple correct answers are not asked in the LICEs.
