The General Secretaries of BSNLEU and NFTE BSNL have proposed to hold an All Union Meeting of the Non-Executives on the Wage Revision issue. This meeting will be held online at 19:00 hrs on 23-01-2023. Intimation is being sent to all the General Secretaries of the Unions of the Non-Executives.

Com.P.Abhimanyu, GS, BSNLEU and Com.Chandeswar Singh, GS, NFTE BSNL have written a joint letter to the CMD BSNL regarding Wage Negotiation. The following points are mentioned in the letter.

The Wage Negotiations of the Non-Executives is in a deadlock, due to the following reasons:-

1. The new Pay Scales of the Non-Executives are already finalised in the Wage Negotiating Committee meeting held on 27-07-2018. But, now, the Management wants to cut down the minimum and maximum of those Pay Scales, in the name of reducing the company’s expenditure on pension contribution. The 3rd PRC has already given the Pay Scales of the Executives. BSNL Management has no power to cut down those Pay Scales. Then, why the Management wants to cut down the Pay Scales of the Non-Executives alone?

2. The Management says that, they do not want to sign the Wage Agreement now, but only want to finalise the pay scales of the Non-Executives and send them to the DoT. This is not acceptable to us. 

3. The Management says that, the Allowances cannot be revised now. Allowances of the employees are not revised since the formation of BSNL. Hence revision of Allowances must be done.

Both the General Secretaries of BSNLEU and NFTE BSNL have demanded the intervention of the CMD BSNL.

ओए स्तर पर कार्यरत जिला यूनियनों को कार्यालय स्थान प्रदान करना - महासचिव, BSNLEU ने शीघ्र निर्णय की मांग की है।

कारपोरेट कार्यालय द्वारा घोषित नई नीति के अनुसार यूनियन कार्यालय स्थान केवल सीएचक्यू, सर्कल और बीए स्तर पर उपलब्ध होगा। BSNLEU ने पहले ही मांग की है कि ओए स्तर पर कार्यरत जिला यूनियनों के लिए 15 या उससे अधिक की सशुल्क सदस्यता के साथ कार्यालय स्थान सुविधा जारी रहनी चाहिए। BSNLEU ने 15 या उससे अधिक की सशुल्क सदस्यता के साथ ओए स्तर पर पूरे देश में कार्यरत जिला यूनियनों की सूची पहले ही प्रस्तुत कर दी है। आज, साथी पी. अभिमन्यु, महासचिव ने सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) से बात की और जोर देकर कहा कि, प्रबंधन को इस मुद्दे पर शीघ्र निर्णय लेना चाहिए।  महासचिव ने सुझाव दिया कि, प्रबंधन को 15 या अधिक की सशुल्क सदस्यता वाले ओए स्तर के जिला यूनियनों को कार्यालय स्थान की अनुमति देने का नीतिगत निर्णय लेना चाहिए। प्रिंसिपल जनरल मैनेजर (एसआर) ने इस मुद्दे पर शीघ्र कार्रवाई करने का आश्वासन दिया है । 

प्रेरक राजस्थान सर्किल सम्मेलन।

BSNLEU का राजस्थान सर्किल सम्मेलन 9 और 10 जनवरी, 2023 को जयपुर में उत्साहपूर्वक आयोजित किया गया। साथी कमल सिंह गोहिल, सर्किल अध्यक्ष ने सम्मेलन की अध्यक्षता की। सर्किल सचिव साथी अशोक पारीक ने सभी का स्वागत किया।  उप महासचिव साथी जॉन वर्गीस ने सम्मेलन का उद्घाटन किया।  श्री संजय कुमार, मुख्य महाप्रबंधक, राजस्थान, साथी पी.के.  जैन, आयोजन सचिव (सीएचक्यू) और साथी रवींद्र शुक्ला, सीटू के राजस्थान अध्यक्ष ने सम्मेलन को संबोधित किया । अपने संबोधन में, साथी जॉन वर्गीस, उप महासचिव ने बीएसएनएल के पुनरुद्धार, वेतन वार्ता और सीएचक्यू द्वारा उठाए गए मुद्दों से संबंधित मुद्दों पर विस्तार से बात की। साथी अशोक पारीक, सर्किल सचिव द्वारा प्रस्तुत गतिविधियों पर रिपोर्ट पर चर्चा में बड़ी संख्या में युवा कर्मचारियों ने भाग लिया। साथी जॉन वर्गीज, उप महासचिव ने प्रतिनिधियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया। साथी पी.के. जैन, आयोजन सचिव (सीएचक्यू) ने चर्चा का सारांश दिया।  गतिविधियों और ऑडिटेड एकाउंट के रिपोर्ट को सर्वसम्मति से पारित किया गया।  पदाधिकारियों का चुनाव सर्वसम्मति से हुआ। साथी कमल सिंह गोहिल और साथी अशोक पारीक को क्रमशः सर्किल अध्यक्ष और सर्किल सचिव के रूप में फिर से चुना गया।

As per the new policy declared by the Corporate Office, Union Office Accommodation will be available only at the CHQ, Circle and BA level. BSNLEU has already demanded that, Office Accommodation facility should continue for the district unions functioning at the OA level, with the paid membership of 15 or more. BSNLEU has already submitted the list of district unions functioning throughout the country at the OA level, with paid membership of 15 or more. Today, Com.P.Abhimanyu, GS, spoke to Ms. Anita Johri, PGM(SR) and insisted that, the Management should take prompt decision on this issue. The General Secretary suggested that, the Management should take the policy decision of allowing Office Accommodation to the OA level district unions with paid membership of 15 or more. The PGM(SR) assured to take a speedy action on this issue. 

The Rajasthan Circle Conference of BSNLEU was held enthusiastically at Jaipur on 9^th & 10^th January, 2023. Com.Kamal Singh Gohil, circle President, presided over the conference. Com. Ashok Pareek, Circle Secretary, welcomed everyone. Com.John Verghese, Deputy General Secretary, inaugurated the Conference. Shri Sanjay Kumar, CGM, Rajasthan, Com.P.K. Jain, Organising Secretary (CHQ) and Com.Ravindra Shukla, Rajasthan President of CITU, are the other speakers in the conference. In his address, Com.John Verghese, Dy.GS, spoke in detail on the issues related to BSNL’s revival, Wage Negotiation and the issues taken up by the CHQ. A good number of young employees participated in the discussions on the report on activities, presented by Com.Ashok Pareek, CS. Com.John Verghese, Dy.GS, replied to the All India level issues raised by the delegates. Com.P.K. Jain, Organising Secretary (CHQ), summed up the discussions. The report on activities and the audited accounts were adopted unanimously. Election of office bearers took place unanimously. Com.Kamal Singh Gohil and Com.Ashok Pareek, were reelected as Circle President and Circle Secretary respectively. 

On 27th July, 2022, the Union Cabinet approved the merger of MTNL and BBNL with BSNL. on 8th September, 2022 itself, BSNLEU wrote a letter addressed to the Secretary, Telecom and the CMD BSNL, demanding that the Recognised Unions and Associations of BSNL should be duly consulted regarding the merger. BSNLEU  had also pointed out in that letter that, MTNL is having a huge debt of Rs.26,000 crore and that, BSNL should not be made to bear the burden. Further, BSNLEU  had pointed out that, the mobile and landline networks of MTNL are in shambles, which require hefty amount for restoration. BSNLEU had demanded that, this burden should not be put on BSNL. It is already 4 months since BSNLEU wrote wrote that letter. However, so far, the Management has not taken any step for holding consultation with the Recognised Unions and Associations. Hence, once again, BSNLEU has written letter addressed to the Secretary, Telecom and the CMD BSNL today, demanding to immediately hold the consultation.
