The facility of LTC has been frozen for BSNL employees from 2009-10, citing the poor financial condition of the Company. While LTC is being denied to BSNL employees, the same is being availed by the officers working in BSNL, on deputation from the DoT. This is a total discrimination. Further, both the government as well as the BSNL Management claim that, the financial condition of BSNL has substantially improved and that the company has started making "Operating Profit". This improvement in the financial condition of the Company could not have come without the contribution of the employees. In view of this, BSNLEU has written letter to the CMD BSNL today, demanding to allow BSNL employees to avail the facility of LTC.

नेशनल काउंसिल की बैठक - सीएचक्यू को आइटम भेजें।

BSNLEU ने नेशनल काउंसिल की अगली बैठक आयोजित करने के लिए कदम उठाए हैं। हाल ही में महासचिव द्वारा निदेशक (मानव संसाधन) और प्रिंसिपल जनरल मैनेजर (एसआर) के साथ की गई चर्चा के बाद नेशनल काउंसिल की अगली बैठक शीघ्र ही आयोजित करने पर सहमति बनी है। इसे देखते हुए, सर्कल सचिवों और केंद्रीय पदाधिकारियों से अनुरोध है कि वे नेशनल काउंसिल में चर्चा के लिए आइटम, यदि कोई हो, भेजें। *आइटम 15 सितंबर, 2024 तक सीएचक्यू को भेजे* जा सकते हैं।

वेतन संशोधन समिति की बैठक अक्टूबर, 2024 के प्रथम सप्ताह में होगी।

जैसा कि सभी साथियों को ज्ञात है कि BSNLEU का सीएचक्यू नोन एक्ज़िक्यूटिव्स के वेतन संशोधन समझौते को शीघ्र अंतिम रूप देने के लिए पुरजोर प्रयास कर रहा है। पिछले सप्ताह महासचिव साथी पी. अभिमन्यु ने श्री ए. रॉबर्ट जे. रवि, सीएमडी बीएसएनएल, डॉ. कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) और श्री आर.के. गोयल, वेतन संशोधन समिति के अध्यक्ष के साथ विचार-विमर्श किया है। इन चर्चाओं में महासचिव ने सभी उपर्युक्त अधिकारियों से आग्रह किया है कि 27.07.2018 को आयोजित वेतन संशोधन समिति की बैठक में पहले से ही तय किए गए नोन एक्ज़िक्यूटिव्स के नए वेतनमान को लागू किया जाना चाहिए। वेतन संशोधन समिति के अध्यक्ष ने *वेतन संशोधन समिति की अगली बैठक अक्टूबर, 2024 के प्रथम सप्ताह में* आयोजित करने पर सहमति व्यक्त की है।

वीआरएस - बिना आग के धुआं नहीं निकलता।

अफवाहें जंगल में आग की तरह फैल रही हैं जिसमें कहा जा रहा है कि सरकार और बीएसएनएल प्रबंधन वीआरएस के दूसरे चरण को लागू करने के लिए कदम उठा रहे हैं। साथी पी. अभिमन्यु, महासचिव ने सच्चाई जानने के लिए कॉर्पोरेट ऑफिस के वरिष्ठ अधिकारियों से संपर्क किया है। हालांकि, सभी अधिकारी चुप्पी साधे हुए हैं। जैसा कि हम जानते हैं, बिना आग के धुआं नहीं निकलता। बीएसएनएल पहले से ही कर्मचारियों की भारी कमी से जूझ रहा है। पिछले वीआरएस के बाद, प्रबंधन ने बड़े पैमाने पर कामों की आउटसोर्सिंग का सहारा लिया था। हालांकि, इसका नतीजा सिर्फ बीएसएनएल लैंडलाइन और ब्रॉडबैंड कनेक्शनों के पूरी तरह से कटने के रूप में सामने आया है। इसके अलावा, बीएसएनएल के एफटीटीएच कनेक्शन भी बड़े पैमाने पर सरेंडर होने का सामना कर रहे हैं। इन परिस्थितियों में एक और वीआरएस का कार्यान्वयन कंपनी के लिए विनाशकारी साबित होगा। हो सकता है कि निकट भविष्य में बीएसएनएल के निजीकरण के लिए सरकार को एक और वीआरएस की आवश्यकता हो। बीएसएनएल के सभी कर्मचारियों और ट्रेड यूनियन आंदोलन को एक और वीआरएस लागू करने के किसी भी प्रयास का पुरजोर विरोध करना चाहिए।

Rumours are spreading like wildfire, stating that the government and the BSNL Management are taking steps for implementing another round of VRS. Com.P.Abhimanyu, GS, has approached the senior officers in the Corporate Office to know  the fact. However, all the officers are remaining tight-lipped. As we know, there will not be smoke without fire. BSNL is already reeling under acute shortage of manpower. After the last VRS, the Management had resorted to massive outsourcing of works. However, this has only resulted in the total disconnection of BSNL landline and broadband connections. Further, the BSNL’s FTTH connections are also facing massive surrendering. Under these circumstances, implementation of one more VRS will prove to be disastrous for the Company. May be, the government needs one more VRS for the privatisation of BSNL in the near future. All the employees and the Trade Union movement of BSNL should oppose tooth and nail, any attempt to implement one more VRS.

As all comrades are aware, the CHQ of BSNLEU is taking hectic efforts for the early finalisation of the Wage Revision agreement of the Non-Executives. In the last week, Com.P.Abhimanyu, General Secretary, has held discussions with Shri A. Robert J. Ravi, CMD BSNL, Dr. Kalyan Sagar Nippani, Director (HR) and Shri R.K. Goyal, Chairman of the Wage Revision Committee. In these discussions, the General Secretary, has insisted upon  all the aforementioned officers that, the new pay scales of the Non-Executives already finalised in the Wage Revision Committee meeting held on 27.07.2018, should be implemented. The Chairman of the Wage Revision Committee has agreed for holding the next meeting of the Wage Revision Committee in the first week of October, 2024.

BSNLEU has taken steps to hold the next meeting of the National Council. After the recent discussions held by the General Secretary with the Director (HR) and the PGM(SR), it has been agreed to hold the next meeting of the National Council shortly. In view of this, the Circle Secretaries and the Central office bearers are requested to send items, if any, to be taken up for discussion in the National Council. The items may be sent to the CHQ latest by 15th September, 2024. 

कल 5 एलआईसीई होने हैं – सीएचक्यू सभी उम्मीदवारों को शुभकामनाएं देता है।

टीटीएलआईसीई, जेई एलआईसीई, जेटीओ (टी) एलआईसीई, जेटीओ (टीएफ) एलआईसीई और पीए to पीएस एलआईसीई की परीक्षा कल 08.09.2024 को आयोजित की जा रही है। महाराष्ट्र सर्कल के नौ (9) टीटी  एलआईसीई उम्मीदवारों को उनके हॉल टिकट नहीं मिले। इसी तरह, कोलकाता सर्कल के टीटी एलआईसीई के दो (2) उम्मीदवारों को रिक्तियों की उपलब्धता के बारे में भ्रम के कारण उनके हॉल टिकट नहीं मिले। सीएचक्यू ने इन दोनों मुद्दों को प्रिंसिपल जनरल मैनेजर (रिक्रु & ट्रेनिंग.) के साथ उठाया है और दोनों मुद्दों का निपटारा कर दिया है। महाराष्ट्र और कोलकाता सर्कल के उम्मीदवारों को उनके हॉल टिकट मिल गए हैं। BSNLEU के सीएचक्यू ने उन सभी उम्मीदवारों को अपनी शुभकामनाएं दीं जो कल उपर्युक्त एलआईसीई में शामिल हो रहे हैं।

नियम-8 के तहत जेई के स्थानांतरण का अनुरोध - कॉर्पोरेट कार्यालय के निर्देशों का पश्चिम बंगाल सर्किल द्वारा क्रियान्वयन न करना-सीएचक्यू ने प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखा।

कॉर्पोरेट कार्यालय ने सर्किलों को स्पष्ट निर्देश जारी करते हुए कहा है कि नियम-8 के तहत अधिशेष सर्किलों से कमी वाले सर्किलों में जेई के स्थानांतरण के अनुरोध को क्रियान्वित किया जाना चाहिए। हालांकि, सीएचक्यू के संज्ञान में लाया गया है कि पश्चिम बंगाल जो अधिशेष सर्किल है, जेई के स्थानांतरण के अनुरोधों को कमी वाले सर्किलों में संसाधित नहीं कर रहा है। सीएचक्यू ने पहले ही प्रिंसिपल जनरल मैनेजर (एस्टा) के साथ इस मुद्दे पर चर्चा की है। आज, सीएचक्यू ने प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखा है, साथ ही उन जेई की सूची भी दी है जिन्होंने कमी वाले सर्किलों में स्थानांतरण के लिए आवेदन किया है। सीएचक्यू ने प्रिंसिपल जनरल मैनेजर (एस्ट) से इस मामले में हस्तक्षेप करने और यह सुनिश्चित करने का अनुरोध किया है कि स्थानांतरण के अनुरोधों को क्रियान्वित किया जाए।
