BSNLEU has already sought a formal meeting with the Director (HR). Three items are already submitted for discussion in this meeting. Together with that, BSNLEU has submitted the following two issues as additional items for discussion in the formal meeting.
- Employees recruited by the DoT and sent for training prior to 01.10.2000 and who joined duty after the formation of BSNL –requesting to treat them as DoT recruitees absorbed in BSNL, based on the order of the Hon’ble Kerala and Rajasthan High Courts.
- Violation of DoP&T orders in the matter of validation of the caste certificates of the ST employees of Maharashtra circle.
In reply to the letter dated 06th December, 2019 of the SR Branch of BSNL Corporate Office, BSNLEU has expressed it’s protest regarding taking decisions by the SR Branch arbitrarily and without discussing the matter with the Recognised Unions of the Non-Executives. BSNLEU has agreed as a one time measure, to skip the option to change the union of choice by the Non-Executives during the forthcoming December / January, in view of the ongoing implementation VRS. BSNLEU has also given it’s consent that, the Non-Executives could be given option once in a year to change their union of choice. However, BSNLEU has strongly opposed the proposal of the SR Branch that the Non-Executives should hereafter change their union of choice only through the ERP. BSNLEU has stated that a good section of the Non-Executives are not conversant with computer operation. Hence, the Union has demanded that the existing system of changing the union of choice should continue.
View letterThe Corporate Office has issued letter, clarifying that Disciplinary / Vigilance cases arising after the due date of the EPP (Executive Promotion Policy) should not affect the granting of upgradation under EPP. BSNLEU has written to the Sr. GM (Estt.), BSNL Corporate Office, demanding that similar guideline should be issued to the Non-Executives also.

Certain employees were recruited by the DoT under Compassionate Ground prior to 01.10.2000. They were sent for training before 01.10.2000, but joined duty on completion of training, only after formation of BSNL. These officials were initially treated as DoT recruitees and were issued with Presidential Orders. However, subsequently, their Presidential Orders were cancelled and they are being treated as BSNL recruitees. The Hon’ble Kerala High Court has given the judgement on 13.11.2019, stating that these officials should be treated as DoT recruitees. BSNLEU has written to the Member (Services), Telecom Commission, demanding implementation of the order of the Hon’ble Kerala High Court.
View letterThe AUAB has called on the BSNL Executives and Non-Executives to organise massive lunch hour demonstrations on 04.12.2019, demanding immediate disbursement of October & November,2019, salary. The requisite notification has been issued to the Secretary, Telecom and the CMD BSNL today, by the AUAB. The AUAB has also demanded that there should not be any discrimination in the matter of disbursement of salary between the BSNL employees and the ITS officers on deputation. Further, the AUAB has warned the BSNL Management and the DoT that intensified agitations would be launched if salary payment for the month of October & November, 2019, is not paid immediately.
View notificationThe CGM, Karnataka has issued a panic- creating letter on the postings and transfers of the left out TTs and ATTs, in the post VRS scenario. Utilisation of the left out manpower, after implementation of the VRS, is a matter to be finalised by the BSNL Corporate Office, for all the circles. BSNLEU has written to the Director (HR), demanding, pending finalisation of such a policy by the Corporate Management, in consultation with the Recognised Unions and Associations, no CGMs should be allowed to take decision on the transfers and postings of the left out employees.

It has discussed and taken decisions on important issues such as non-payment of salary for October, 2019, non-remittance of deductions made from employees’ salaries, to various organisations, implementation of the package for BSNL’s revival, coping with the workload that is likely to arise after the implementation of VRS and repatriating the surplus ITS officers to the DoT.

कल दिनांक 04.11.2019 को श्री रविशंकर प्रसाद, माननीय संचार मंत्री के साथ संपन्न मीटिंग में कॉम पी अभिमन्यु, महासचिव ने एक पत्र माननीय मंत्री महोदय को सौंपा, जिसमें दिनांक 25.10.2019 को श्री पी के पुरवार, CMD BSNL द्वारा दिए गए बेहद हतोत्साहित करने वाले उद्बोधन पर BSNLEU द्वारा तीव्र नाराजगी व्यक्त की गई है। उक्त पत्र में BSNLEU द्वारा यह संज्ञान में लाया गया है कि BSNL द्वारा प्रदत्त सेवाओं को उन्नत बनाने के लिए " कस्टमर डिलाइट मूवमेंट", "सर्विस विथ स्माइल" और "BSNL एट योर डोर स्टेप" जैसे कई अभियान पूर्व में यूनियन्स और एसोसिएशन्स द्वारा चलाए गए हैं और अब CMD BSNL द्वारा समस्त BSNL कर्मचारियों के आचरण और व्यवहार को लेकर की गई अविवेकपूर्ण आलोचना से कर्मचारी पूरी तरह से हतोत्साहित महसूस कर रहे हैं।
In the meeting held yesterday the 04.11.2019, with Shri Ravi Shnkar Prasad, Hon’ble Minister for Communications, Com.P.Abhimanyu, General Secretary, handed over a letter to the Hon’ble Minister, wherein BSNLEU has expressed it’s extreme unhappiness over the highly demotivating speech of Shri P.K.Purwar, CMD BSNL, delivered on 25.10.2019. In that letter, BSNLEU has pointed out that the unions and associations of BSNL had launched many campaigns like “Customer Delight Year”, “Service With A Smile” and “BSNL At Your Door Steps”, etc., in the past, for the improvement of BSNL’s services and the employees are now totally demotivated by the indiscriminate criticism, made by the CMD BSNL, about the conduct and behaviour of the entire BSNL employees.
