The BSNL has Corporate Office has already issued letter on the "Policy on outsourcing model for maintenance and provisioning of landline and broadband for external plant of copper network". It is stated in that policy that the works of Testing / jumpering at the MDF for fault repair, pair change, new LL/BB connections, would be done by the outside agency. BSNLEU has written to the CMD BSNL, opposing this. BSNLEU has stated that this work should be done by our own TTs and ATTs, or else it will lead to manipulation by the outside agency.

It has been reported that the unions and associations of Karnataka circle have submitted an agenda to the CGM, Karnataka, for discussing the manpower and network maintenance issues in the post-VRS scenario, and that the CGM, Karnataka, is unwilling to have discussion on these issues. GS, BSNLEU, has written to the CMD BSNL demanding his intervention to ensure that the CGM, Karnataka, discusses the issues with the unions and associations. GS, BSNLEU, has also requested the CMD BSNL to issue a general guideline to all the heads of the circles, to discuss the manpower management and network maintenance issues with the unions and associations, at the circle and SSA levels.

The Corporate Office has issued letter for the merger of the non-territorial project and maintenance circles. Accordingly, STP and STR circles are merged and it is named as CGM Core Network Tx-South. When the well established CGM offices of both STR and STP are functioning in Chennai for many decades, surprisingly the head quarters of CGM Core Network Tx-South is shifted to Bengaluru. After merger, the head quarters of CGM Core Network Tx-East, CGM Core Network Tx-West and CGM Core Network Tx-North are retained in the existing places, viz., Kolkata, Mumbai and Delhi, respectively. However, the head quarters of CGM Core Network Tx-South alone is shifted to Bengaluru. BSNLEU has strongly written to the CMD BSNL, demanding the retention of the head quarters of CGM Core Network Tx-South at Chennai itself.

As per the new guidelines issued by the Corporate Office, for the outsourcing of works, the danger of the existing contract workers being thrown out of job, is looming large. BSNLEU has written to the CMD BSNL, demanding to ensure job security, minimum wages and social securities to them.

From May, 2019 onwards, the subscription money deducted from the members of the unions and associations, have not been handed over by the Management. BSNLEU has already written to the CMD BSNL on 24.09.2019 and 16.10.2019 demanding to hand over the union subscription money. Presently, the functioning of the unions and associations at the district and circle levels is paralysed due to this reason. Hence, BSNLEU once again written to the CMD BSNL, demanding to hand over the union subscription money.

BSNLEU has written to the CMD BSNL, demanding to take the needful action for the resumption of the wage negotiations, for finalising an early wage settlement. It is pointed out in the letter, how the DoT had given approval for starting the wage negotiations and how the wage negotiations have reached an advanced stage, after formation of the Joint Wage Negotiating Committee. It has also been pointed out that the Corporate Office had assured prior to the Membership Verification that the Wage Negotiations would resume once recognition to the unions were granted after completion of the Verification.

BSNLEU, vide it’s letter no.BSNLEU/604(DEV) dated 19.12.2019, had written to Shri Ravi Shankar Prasad, Hon’ble Minister of Communications, demanding to take action for filling up the post of Director (Finance), BSNL, which is lying vacant for the past so many years. A copy of the letter had been endorsed to the Principal Secretary of the Prime Minister’s Office. BSNLEU has now received a copy of the communication made by the PMO, to the Secretary, Department of Telecommunications, for taking appropriate action on BSNLEU’s letter.

So far as Punjab circle is concerned, a lot of court cases are going on in the matter of JTO LICE. Results of the JTO LICEs held in December, 2016 and May, 2019 have not been declared. Further, candidates qualified in the JTO LICE held in September, 2016 have not been sent for the training. Both the candidates, as well as the Company, are suffering due to the court cases. Under these circumstances, BSNLEU has written to the CMD BSNL, seeking his intervention to bring the court cases to an end, based on the affidavits already submitted by the candidates to the Punjab circle administration.

The Management is moving in the direction of having "Further Consolidation of SSAs into Business Areas". This means reduction in the number of the present 198 Businesses Areas. This will have implications in the transfer liability of the Non-Executives. BSNLEU has written to the CMD BSNL, opposing any such move, and requesting to hold prior talks with the Recognised Unions, before taking any final decision on the matter.
