The Central Secretariat meeting of BSNLEU is being held on 15.06.2020, through video conferencing. The CHQ has written to the GM(SR), requesting to take steps for the sanctioning of Special Casual Leave to the Central Office bearers participating in the Central Secretariat meeting. Com.P.Abhimanyu, GS, telephonically talked to Shri A.M.Gupta, GM(SR) today and requested him to ensure that the SR Branch sends necessary communication in this regard to all the CGMs. The GM(SR) assured to take the needful action.

As per the BSNL Corporate Office letter dated 01.05.2012, the pension contribution of the All India Office bearers, who are on foreign service with the Union, is to be waived. However, the waiving of the pension contribution, in respect of Com.Swapan Chakraborty, Dy.GS, for the period on which he was on deputation with the Union, has not been done. As a result of this, the settlement of his pension contribution is getting delayed. The CHQ has written to the Sr.GM(Estt.), BSNL CO., demanding expeditious action, as per the Corporate Office letter date d 01.05.2012.

BSNLEU has written to the Director (HR) regarding the resumption of the JTO Phase-l training. The training of 38  candidates, who are already stuck up in the ALTTC due to the lock-down, has started w.e.f. 08.06.2020. We have no objection in this. However, the CGM, ALTTC has decided that, the training of the remaining 116 candidates should also be centrally organised at ALTTC, w.e.f. 06.07.2020. BSNLEU has objected to this. All these 116 candidates belong to different circles and they will be forced to travel more than 1,000 KMs, to join the training at ALTTC. This will certainly expose them to the infection of Corona Virus. Hence, BSNLEU has demanded that, the training of all these 116 candidates should be organised in their nearest training centre at Jabalpur, Kalyani, Ranchi, Mysuru, Chennai, etc., as the case may be.

BSNLEU has written to the Sr.GM(Estt,) in the Corporate Office on the above subject. The issue has been discussed in the 38th National Council meeting, wherein the Staff Side had demanded that the officials who had acquired Master's degree, without completing degree, should be allowed to appear in the JAO LICE. BSNLEU has pointed out that in the letter that, the direction of the Chairperson of the National Council has not been implemented in this regard.

The JTO LICE, JAO LICE, JE LICE and TT LICE have not been held, on regular basis, during the past so many years. Now, as per VRS orders, all the 79,000 posts of the VRS retirees are going to be abolished w.e.f. 01.02.2020. This will jeopardise the post-based promotions of the Non-Executives in a big way. Hence, BSNLEU has written to the CMD BSNL demanding that the Management should immediately take steps to hold the JTO LICE, JAO LICE, JE LICE and TT LICE, based on the vacancies existed as on 31.01.2020.

Even at the time when the BSNL Management contemplated to introduce Group Term Insurance (GTI) to the Executives, BSNLEU strongly demanded that, the same should be implemented to the Non-Executives also. The issue was also raised in the 37th National Council meeting, held on 20th November, 2018. It was replied in that meeting that, the GTI would be implemented to the Non-Executives, soon after it was implemented to the Executives. GTI is already implemented to the Executives in 2019. Still, it is not implemented to the Non-Executives. BSNLEU has written to the Director (HR), expressing it’s deep resentment over the non-implementation of the GTI to the Non-Executives and has demanded it’s immediate implementation.

Compassionate Ground Appointments in BSNL, have been kept under abeyance 09-04-2019. At that time itself, BSNLEU has opposed this and has demanded it’s restoration. It is already two years since the Compassionate Ground Appointments are kept under abeyance. In the meantime, VRS has been implemented and half the employees have already been retired under the scheme.  Under these circumstances, BSNLEU has written to the CMD BSNL, demanding to take steps to restore the Compassionate Ground Appointments.

32 candidates of Karnataka circle are being sent to ALTTC, Ghaziabad, for training. Apart from this, 7 more JE candidates have also completed their pre-basic-I & ll training at ALTTC, Ghaziabad. They were also to join the Phase l training at Ghaziabad. Under these circumstances, BSNLEU has written to the Director (HR), demanding to impart the phase-l and phase-ll training in the training centre at Mysuru itself, for all these 39 candidates. Com.P.Abhimanyu, GS, discussed this issue today over phone with Shri Ashutosh Gupta, Sr.GM(Training), BSNL CO. The  Sr. GM has accepted the demand of BSNLEU and has assured to do the needful for arranging the training of the aforementioned candidates at Mysuru itself.

The CHQ of BSNLEU has written to the Director (HR) regarding the problem of some officials who have gone out of their places of duty and are unable to join duty, due to the suspension of Air, Rail and all other modes of transport, under the lockdown. BSNLEU has requested the Management that, such of those officials who are unable to return to their places of duty, due to the imposition of the lock-down, should not be compelled to apply for their own leave. BSNLEU has demanded that the period of absence of the above mentioned category of officials, should be treated as “on duty”.
