As regards the outsourcing of CSCs, the UP(East) circle administration and the Azamgarh district administration have thrown the Corporate Office instruction to the winds. Glaring violation of the Corporate Office instruction, to fulfill hidden agenda, cannot be allowed. CHQ has written to the CMD BSNL, demanding his intervention.

View letterThe Society dues deducted from the salaries of the employees, have not been remitted to the societies, by the BSNL Management, for the past one year. Besides, the society dues of VRS optees, as well as retirees on superannuation, are deducted from their Leave Encashment. However, this amount is also not remitted to the societies. Leave Encashment money is received by BSNL, from the LIC. Hence, it is unfair on the part of the BSNL Management to hold back this money also, without remitting it to the societies. BSNLEU has urged upon the CMD BSNL to immediately remit the society dues.
View letterThe TEPC (Telecom Equipment and Services Export Promotion Council), an association of the Indian Telecom Equipment Manufactures, has complained to the government that, BSNL has violated the "Make in India" policy, in the procurement of 4G equipments. In the 4G tender floated by BSNL on 20.03.2020, the BSNL is laid down the following two conditions.
- The bidding company should have the previous experience of providing 20 million 4G line network.
- The bidding company should have Rs.8,000 crore turn over in the previous two financial years.
Both these conditions are very much required to ensure the quality of 4G equipments and also their prompt supply. Based on the complaint of the TEPC, the Commerce Department and the DoT have objected to BSNL’s tender. The whole intention of the TEPC is to see BSNL does not start it’s 4G service. If BSNL does not launch it’s 4G service expeditiously, naturally it is the private companies like Jio, Airtel and Vodafone Idea which are going to get benefitted. So, we can understand whose hands are there behind the complaint of TEPC. Similar conspiracies have been hatched earlier also, to kill BSNL. Now, it has become the duty of the unions and associations of BSNL to ensure that BSNL gets 4G equipments from this tender. As a first step, the AUAB has written to the Prime Minister, seeking his intervention. If necessary, the AUAB has to take more serious steps to ensure that, BSNL gets 4G equipments.
View letterBSNL employees can retain their quarters up to a period of 2 months, from the dates of their retirement, at the normal rate of Licence Fee. Thereafter, they have to pay double the Licence fee. Many of the officials who recently retired in BSNL are unable to vacate their quarters and take houses on rental, due to the restrictions imposed on account of the lock-down. Thus, they are under compulsion to retain their quarters and pay double the Licence Fee. Hence, BSNLEU has written to the CMD BSNL, demanding as a onetime measure, to allow the officials to retain their quarters upto 6 months after their retirement, for the payment of normal Licence Fee.
View letterThe DPE has already approved payment of Dearness Relief to the BSNL pensioners @160.7%, w.e.f. 01.04.2020. However, the DoT has issued letter today, directing to pay Dearness Relief only at the rate as existed on 01.01.2020 (@157.3%) to those BSNL employees who retire in April,2020. This action of the DoT is arbitrary and violation of rules. BSNLEU has written a letter to Shri Anshu Prakash, Secretary, Telecom, today, demanding immediate withdrawal of this letter and payment of Dearness Relief @160.7% even to those who retire in April, 2020.
View letterThe Central Government has announced certain concessions for the payment of Income Tax. However, for availing this, the tax payer has to forego certain exemptions already being enjoyed by them. Hence the Corporate Office has called in the employees to opt their tax regime. The Corporate Office has issued this letter on 20-04-2020 and has directed the employees to submit their options by 28-04-2020. This time limit is very short, especially when the lockdown has been imposed. Hence, BSNLEU has written to the Sr. GM (Taxation) demanding to extend the last date for submitting the options, at least by one month.
View letterWhile carrying out their duties, BSNL employees are running into the high risk of contracting the Corona Virus infection. The DoT has already put in place, a scheme to pay a compensation of Rs.10 lakh to the families of the employees who die in accidents, while on duty. BSNL is also covered by this scheme. The Department of Posts, which is also coming under the Ministry of Communications, has utilised this scheme, to announce a compensation of Rs.10 lakh to any one of it's employees, who happens to die due to the Corona Virus infection. BSNLEU has demanded that the BSNL Management should also take immediate steps to bring the BSNL employees under the coverage for payment of a compensation of Rs.10 lakh, in case any employee dies due to the Corona Virus infection.

अपने कर्तव्य का निर्वहन करते हुए BSNL कर्मचारी कोरोना वायरस संक्रमण की भारी जोखिम उठा रहे हैं। DoT द्वारा, कार्य के दौरान कर्मचारी की दुर्घटना में मृत्यु होने पर कर्मचारी के परिवार को रु 10 लाख मुआवज़े के भुगतान की योजना लागू की गई है। BSNL भी इस योजना अंतर्गत आता है। डिपार्टमेंट ऑफ पोस्ट, जो संचार मंत्रालय के अधीन है, ने इस योजना का लाभ उठाते हुए, किसी भी कर्मचारी की कोरोना वायरस के संक्रमण की वजह से मृत्यु होने की स्थिति में रु 10 लाख क्षतिपूर्ति के रूप में दिए जाने की घोषणा की है। BSNLEU ने मांग की है कि BSNL मैनेजमेंट भी, BSNL कर्मचारी की कोरोना वायरस के संक्रमण की वजह से मृत्यु होने की स्थिति में रु 10 लाख क्षतिपूर्ति भुगतान योजना के दायरे में BSNL कर्मचारियों को भी लाने हेतु तत्काल कदम उठाएं।

Since telecommunication is an essential service, the employees of BSNL are engaged in providing service to the people, despite a nationwide lock-down has been imposed. To ensure that they do not contract the infection of Corona Virus, BSNL employees need to use masks, gloves, sanitizer, liquid soap, etc. on a daily basis. They are spending money from their pockets for this. BSNLEU has demanded that, the BSNL Management should immediately sanction one day's salary (Basic Pay +DA) to all the BSNL employees, to enable them to meet the expenditure for purchasing the above items. BSNLEU has informed the Management that the other Public Sector Enterprises, viz., LIC of India, State Bank of India and the Union Bank of India have already sanctioned such a lumpsum grant.
View letterCHQ has already written to the Sr.GM(Estt.) of the BSNL Corporate Office, the case related to the non-payment of terminal benefits to two of the VRS optees of Palakkad SSA, in Kerala circle, on account of non-issuance of vigilance clearance. The withholding of the vigilance clearance in the instant case is violative of the DoP&T orders on the subject. Today, Com.P.Abhimanyu, GS, discussed the issue telephonically with Shri Saurabh Tyagi, Sr.GM(Estt.), BSNL Corporate Office. The Sr.GM(Estt.) replied that the matter is already taken up with the DoT, seeking necessary intervention, so that the VRS optees do not suffer harassment on account of non-payment of terminal benefits. He further stated that a reminder has already been sent and that one more reminder is under issue.
