A section of the Sr.TOAs who are promoted from 5700-160-8100 pay scale to 7100-200-10100 pay scale, under the One Time Bond Promotion (OTBP Scheme), are suffering loss in pension, due to the wrong interpretation of the CCA, Maharashtra. BSNLEU has already met Shi P.K. Sinha, Member (Finance), DoT, on 12.02.2020 and has explained that, this problem had arisen only in Maharashtra circle and in no other circle. BSNLEU has requested the Member (Finance) to intervene in this matter and to render justice to the affected employees. Thereafter, BSNLEU wrote another letter on 13.03.2020 to the Member (Finance) on this matter. Since, the affected employees continue to suffer, BSNLEU has once again written to the Member (Finance), soliciting his immediate intervention.

The JTO Phase-I training of the candidates who are held up at ALTTC, Ghaziabad, has already started on 08.06.2020.  As regards the remaining 116 candidates, the BSNL Corporate Office has issued a letter on 22.06.2020, stating that they would be imparted with online training. However, no modified letter has been issued by the CGM, ALTTC, for the online training of the candidates. This is creating unnecessary anxiety and confusion among the candidates. Hence, BSNLEU has written to the Director (HR), demanding the issuance of early order for starting online training to the remaining candidates.

BSNLEU has been continuously demanding that, payment of salary should be made on the due date. Struggles, viz., demonstration on 21.05.2020 and dharna on 26.06.2020, have already been organised. However, again, the June salary has not been made on the due date. Hence, BSNLEU has written a letter to the CMD BSNL, giving a stern message that, industrial peace in BSNL will be disturbed, if the Management continues to shirk it's responsibility of paying the salary on the due date.

BSNL Contract workers have not been paid wages for the past one year. 12 contract workers have committed suicide due to this. Now, Management is massively retrenching the contract workers, through outsourcing. The repeated demands raised by BSNLEU and BSNL CCWF, demanding payment of the wage arrears and also against outsourcing have not yielded any result. Under these circumstances, the Contract workers of West Bengal and Kolkata circles have gone on  strike. BSNLEU has written to the CMD BSNL, demanding to solve the problem by making payment of the wage arrears and also reviewing the decision to outsource works.

The Corporate Office has already issued a letter, stating that the Medical Cards issued to the BSNL retirees, under BSNL MRS, is valid upto 30.06.2020 or till further order. However, this is not properly understood in many circles and the retired employees are being pressurised to fill up forms, for the revalidation of their Medical Cards beyond 30.06.2020. It is reported from many circles that, hardships are being faced in filling up the forms, on account of the the restrictions imposed in movements. In view of this, BSNLEU has written to the GM(Admn.), BSNL CO., demanding to extend the validation of the Medical Cards of the BSNL retired employees upto 30.09.2020.

The Central Secretariat meeting of BSNLEU, which met on 15.06.2020, took serious view of the road-blocks being created for the Revival of BSNL, most importantly the rolling out of BSNL’s 4G service. Similarly, the meeting also noted with concern that, the BSNL Management is paying the least interest to settle the issues being raised by BSNLEU, from time to time. Lunch hour demonstrations are already organised on 21.05.2020, by BSNLEU, raising certain issues. Now, the Central Secretariat has decided to organise dharna programme with social distancing, on 26.06.2020, on the issues of BSNL’s Revival, launching of it’s 4G service, as well as on the burning issues of the Non-Executives. Accordingly, notice is served on the Management today. All the circle secretaries are requested to translate this notice into Regional Languages and to make the widest circulation among all the employees. The Hindi version of this notice will be released by the CHQ tomorrow.

Due to lockdown, 38 JTO Phase-I candidates are held up in the ALTTC. Their training has already started on 08.06.2020. Regarding the remaining 116 candidates for JTO Phase-I training, BSNLEU has demanded that their training should be decentralised and organised in the nearest training centres to their circles. However, the CGM, ALTTC, wants the training of all these 116 candidates to be held at ALTTC, starting with 06.07.2020. It has been brought to our notice that the CGM, ALTTC, is pressurising the candidates through unofficial communication, to join the training at ALTTC on 06.07.2020. Com.P.Abhimanyu, GS, spoke to Shri Arvind Vadnerkar, Director (HR), this morning and demanded that the unethical practice of the  CGM, ALTTC, should stop immediately. The Director (HR) has kindly assured to intervene in this matter. BSNLEU has written the following letter to the Director (HR) today on this matter.

Citing the financial stress of BSNL, the Management has not made timely remittance of the premium amount, deducted from the salaries of the employees, to the LIC. BSNLEU, through it's letters and discussions with CMD BSNL, has repeatedly raised this issue. Now, it is reported by our Palanpur District Union, Gujarat, that, the Palanpur LIC Branch is demanding interest, together with the GST amount, for the belated payment of LIC premium. BSNLEU has written to the CMD BSNL, seeking his intervention for the expeditious settlement of this issue, in a uniform basis throughout the country.

Immunity from transfers has been granted to certain identified office bearers of the Recognised Unions. Violating these orders, District Secretary, BSNLEU, Vadodara district, has been transferred out of the district. Efforts made by the circle union to ensure implementation of the Corporate Office orders has failed. Hence, CHQ has written to the GM(SR), BSNL CO., seeking his intervention to solve the issue.

BSNLEU has already demanded that the Management should immediately hold the JTO LICE, JAO LICE, JE LICE and TT LICE, based on the vacancies existed as on 31.01.2020. It has been brought to the notice of the CHQ that the JTO (OL) LICE  also has not been held, after the restructuring of the Hindi Cadre Posts was done on 19 November, 2018. As per the restructuring, 59 JTO (OL) posts are lying vacant under the 50% Internal Quota. BSNLEU has written to the CMD BSNL demanding to immediately hold the JTO (OL) LICE.
