As per the BSNL MRS, the employees and retirees of BSNL are entitled for cashless treatment from the empanelled hospitals. However, due to the non-payment of the bills of the empanelled hospitals for a pretty long time, by the BSNL Management, these hospitals are denying cashless treatment to the employees and retirees. This is creating a crisis to the employees, especially those who get infected with COVID-19, in the course of discharging their official duties. Hence, BSNLEU has demanded that the BSNL Management should immediately make at least a part payment of the outstanding bills of the empanelled hospitals and should negotiate with them, to ensure cashless treatment for the employees and retirees.

BSNLEU is taking continuous steps to settle the case of lesser fixation of pension, of some retired Sr.TOAs of Maharashtra circle. This problem has arisen due to the wrong interpretation of rules, related to the OTBP promotions of the Sr.TOA, given some 15 years ago. 

 

Recently, the Department of Pension and Pensioners Welfare has given a guideline that, the correctness of past emoluments, related to a period earlier than a maximum of 24 months, should not be looked into. Based on these guidelines of the DoP&PW, BSNLEU has once again written to the Member (Finance), DoT, demanding an early settlement of the case.

There are officials, who went to their native places / far away places and were not able to return to the places of their duty, due to the lock-down. BSNLEU has already written to the Director (HR), BSNL, demanding that the period of absence of such officials should be treated as on duty. The DoP&T has now issued guidelines for the regularisation of the period of absence in the above mentioned cases. BSNLEU has written to the Sr.GM(Estt.), BSNL C.O., demanding that the DoP&T letter should be endorsed to the field units.

CHQ has come to know that, theft of transmission equipments have taken place from Dholewala Telephone Exchange, Ludhiana, Punjab. The GM, Ludhiana has not taken any noteworthy action, to bring the culprits to the book. Further, the CGM, Ludhiana, has threatened Com. Avatar Singh Jhande, District Secretary, BSNLEU, Ludhiana, that action would be taken against him, if his complaint is proved to be false. The joke is that, such a threatening has been issued to the District Secretary, BSNLEU, even before any enquiry is conducted. Hence, the CHQ has written a complaint to the Chief Vigilance Officer, BSNL, demanding a thorough enquiry.

BSNLEU is persistently taking efforts to provide relief to the candidates who have narrowly failed in the JTO LICE held on 26.05.2019. BSNLEU is demanding either to grant full marks to the questions with multiple correct answers, or to grant relaxation. The issue was once again discussed with the Director (HR) by the General Secretary day before yesterday. In continuation of that discussion, BSNLEU has written this letter, urging upon the Director (HR) to take expeditious steps.

The CGM, AP circle, has referred two cases of Compassionate Ground Appointments, to the BSNL Corporate Office. Both the cases pertain prior to 01.04.2018, i.e., the date from which Compassionate Ground Appointments have been kept under abeyance for 3 years. BSNLEU has written to the Sr.GM(Estt.), Corporate Office, requesting for the early approval of the cases.

The Ministry of Finance, Department of Expenditure, has already upgraded the combined Mathura-Vrindavan Municipal Corporation into a ‘Y’ class city, for the purpose of payment of HRA, w.e.f. 01st March, 2020. The DoT has also endorsed the aforementioned letter, vide it’s letter dated 15.05.2020. In view of this, BSNLEU has written to the Sr.GM(Estt.), BSNL Corporate Office, demanding to endorse the letter of the Ministry of Finance, Department of Expenditure to the CGM, UP(West), so that the employees of the  Mathura-Vrindavan Municipal Corporation area will start getting ‘Y’ class city HRA.

The BSNL Management had been giving a cash gift of Rs.3,001/-, to each and every retiring employee. However, this cash gift has been withdrawn through an order issued by the Corporate Office on 08.01.2020. BSNLEU has written to the CMD BSNL demanding that the practice of offering cash gift of Rs.3,001/-, to the retiring employees should be restored.
