वारंगल बीए-स्तरीय कन्वेंशन ने 12 फरवरी की आम हड़ताल के लिए एकता का आग्रह किया।
केंद्र सरकार द्वारा चार लेबर कोड लागू करने के कदम के खिलाफ अभियान कार्यक्रम आयोजित करने और 12 फरवरी 2026 को राष्ट्रव्यापी हड़ताल की सफलता सुनिश्चित करने के लिए केंद्रीय सचिवालय की बैठक के फैसले के जवाब में, BSNLEU, AIBDPA और BSNLCCWF की समन्वय समिति ने 18 जनवरी 2026 को वारंगल में एक बीए-स्तरीय कन्वेंशन आयोजित किया। वारंगल और करीमनगर ओए के बड़ी संख्या में नियमित कर्मचारियों, पेंशनभोगियों और ठेका श्रमिकों ने कन्वेंशन में भाग लिया। साथी अंजनेयुलु, जिला अध्यक्ष, AIBDPA, वारंगल ने सभा का स्वागत किया। कन्वेंशन की अध्यक्षता साथी बी. श्रीनिवास, जिला सचिव, वारंगल ने की। कन्वेंशन को संबोधित करते हुए, साथी जुलापल्ली संपत राव, सहायक महासचिव (CHQ) और सर्कल अध्यक्ष, BSNLEU ने केंद्र सरकार द्वारा चार लेबर कोड लागू करने के कदम और निजी दूरसंचार कंपनियों को समर्थन देते हुए बीएसएनएल के प्रति उसके भेदभावपूर्ण रवैये की कड़ी निंदा की। उन्होंने सभी बीएसएनएल कर्मचारियों से सक्रिय रूप से भाग लेने और 12 फरवरी, 2026 को राष्ट्रव्यापी आम हड़ताल को बड़ी सफलता बनाने की अपील की। साथी जी. संबाशिव राव, सर्कल सचिव, BSNLEU ने तीसरे पीआरसी, 4G सेवाओं और बीएसएनएल कर्मचारियों की अन्य लंबित मांगों से संबंधित मुद्दों पर प्रकाश डाला। अन्य नेताओं, जिनमें साथी रामचंद्रुडु, सर्कल सचिव, AIBDPA, साथी बी. परिपूर्ण चारी, सर्कल सचिव, BSNLCCWF, साथी एम. सुशीलकुमार, सर्कल सचिव (I/C), BSNLEU, साथी एम. तिरुमलाचार्युलु, सहायक महासचिव, AIBDPA, साथी बी.आर. वीरास्वामी, सर्कल अध्यक्ष, AIBDPA, साथी एस. सत्तैया, जिला सचिव, BSNLEU, करीमनगर ओए और करीमनगर एसएसए से साथी विजय वोडनाल भी शामिल थे, ने भी कन्वेंशन को संबोधित किया और एकता और निरंतर संघर्षों की आवश्यकता पर जोर दिया। बैठक का समापन साथी मोहन बाबू द्वारा धन्यवाद प्रस्ताव के साथ हुआ और सर्वसम्मति से 12 फरवरी 2026 को आम हड़ताल को बड़ी सफलता बनाने का संकल्प लिया गया।
CHQ has expressed serious resentment over the continued indifferent attitude of the BSNL Management in settling long-pending staff issues. Despite repeated representations by circle managements and discussions by union leaders at the Corporate Office, several burning issues remain unresolved. On 16.01.2026, Com. Animesh Mitra, General Secretary, and Com. Ashwin Kumar, AGS, met Shri Rajiv Kumar Kaushik, PGM (SR) and highlighted key grievances, including extension of deputation period under Rule-9, promotion of sports personnel, EPF deduction from the date of appointment, Kashmir Valley Special Allowance, DA payment to casual labourers, budget curtailment and other pending issues. The General Secretary also expressed concern over the non-convening of the National Council meeting since January 2025. After hearing the grievances, the PGM (SR) assured that efforts would be made to convene the National Council or a Formal meeting at the earliest to resolve the pending issues.
In the month of December 2025, the BSNL Corporate Office issued an order curtailing the budget allotment for the remaining months of the current financial year. Through this order, the Management has specifically targeted those sections where contract workers have been continuously performing duties for a long time, such as the Electrical Wing, Housekeeping, and Security Services. After the introduction of the Service Level Agreement (SLA), the strength of contract workers had already been substantially reduced, and the remaining workers are being paid meagre wages. Despite this, the issuance of the above-mentioned order has once again prompted the Circle-level Managements to initiate further retrenchment of contract workers. In several circles, the BSNL Casual Contract Workers Federation (BSNLCCWF) and BSNLEU have taken up this issue very seriously and have launched agitational programmes against the retrenchment of contract workers. In this connection, Com.Animesh Mitra, General Secretary, BSNLEU, met Shri P. D. Chiraniya, PGM (CBB) and Shri Rajeev Soni, CGM (Electrical) and drew their attention to the ongoing agitational programmes in the Electrical Wings of West Bengal and CTD Circles. He demanded immediate intervention by the Corporate Office to stop the retrenchment of contract workers and to protect their livelihood.
In response of CHQ call and the decisions of the last CWC meeting at Chandigarh, a BA-level convention was held on 17th January, 2026 at Bathinda Telephone Exchange. Despite heavy fog and severe cold weather, the convention was successfully held with good participation. Com.H.S. Dhillon, Vice President (CHQ) & CS, Punjab circle, attended the convention. The meeting was presided over by Com.Swaran Singh, District President, Bathinda OA. Com.Varinder Singh, Circle Vice President and Com.Vipan Kumar, District Secretary, Bathinda OA, also addressed the gathering. Com.H.S. Dhillon explained important issues such as Wage Revision, Membership Verification, the new Promotion Policy, and other organisational matters. Members were also briefed about the sustained efforts of the CHQ and Circle Union for the declaration of JTO LICE for Punjab.
In response to the decision of the Central Secretariat meeting to organise campaign programmes against the Central Government’s move to implement the four Labour Codes and to ensure the success of the nationwide strike on 12th February 2026, the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF organised a BA-level convention at Warangal on 18th January 2026. Good number of regular employees, pensioners and contract workers from Warangal and Karimnagar OAs participated in the convention. Com.Anjaneyulu, District President, AIBDPA, Warangal, welcomed the gathering. The convention was presided over by Com.B. Srinivas, District Secretary, Warangal. While addressing the convention, Com.Julapalli Sampath Rao, AGS (CHQ) and Circle President, BSNLEU, strongly condemned the Central Government’s move to implement the four Labour Codes and its discriminatory attitude towards BSNL while extending support to private telecom companies. He appealed to all BSNL employees to actively participate and make the nationwide General Strike on 12th February, 2026 a grand success. Com.G. Sambasiva Rao, Circle Secretary, BSNLEU, highlighted issues relating to the 3rd PRC, 4G services and other pending demands of BSNL employees. Other leaders, including Com.Ramachandrudu, CS, AIBDPA, Com.B. Paripoorna Chari, CS, BSNLCCWF, Com.M. Susheelkumar, CS (I/C), BSNLEU, Com.M. Tirumalacharyulu, AGS, AIBDPA, Com.B.R. Veeraswamy, CP, AIBDPA, Com.S. Sattayya, DS, BSNLEU, Karimnagar OA and Com.Vijay Vodnal from Karimnagar SSA, also addressed the convention and stressed the need for unity and sustained struggles. The meeting concluded with a vote of thanks by Com.Mohan Babu and unanimously resolved to make the General Strike on 12th February 2026 a grand success.
