Leaders of BSNLEU, Com.M.Vijaykumar, President, Com.Animesh Mitra, General Secretary and Com.P.Abhimanyu, Vice-President, met Shri Kalyan Sagar Nippani, Director (HR) yesterday the 09-10-2025 and expressed their thanks for the cooperation extended for the signing of the Wage Revision Agreement. In this meeting, the leaders told the Director (HR) that, the holding of the 10th Membership Verification has already become due. They requested the Director (HR) to initiate immediate action for holding the 10th Membership Verification without further delay. The Director (HR) responded positively and assured that, the Management would take immediate action for conducting the 10th Membership Verification.

After 7 years of continuous efforts, the Recognised Trade Unions of BSNL have signed the Wage Revision Agreement for the Non-Executives w.e.f  01-01-2017. Copy of the agreement is enclosed here under for the perusal of our comrades.

As all comrades are aware, the Recognised Unions of the Non-Executives have signed the Wage Revision Agreement, in the meeting held on 08-10-2025. Signing of the Wage Revision Agreement in a loss making PSU is a very big achievement. This achievement has been made after 7 years' of dedicated work. Around 15,000 employees, who have lost their increments due to stagnation, are going to get benefitted. The All India Centre meeting of BSNLEU, held at New Delhi on 09-10-2025, has decided to give call to all the District Unions, to organise special meetings at the district level, for explaining the details of the Wage Revision Agreement to all our employees. The All India Centre has decided that, these special meetings at the district level should be organised from 13th to 18th October 2025. The Report of the Wage Revision Committee (Agreement) is being sent to the circle and district unions. CHQ will also send a note explaining this Agreement. Based on this, the leaders should explain the details of the Wage Revision Agreement to the employees.

Wage Revision Committee meeting is held today the 08-10-2025 and signed the agreement. All members of BSNLEU and NFTE participated. The following are the details of the agreement:-

 

  1. Pay scales are as per the list attached. 
  2. Fitment will be at par with the fitment to be given to the Executives.
  3. Pay loss to any employee will be compensated by giving personal pay, to be absorbed in future increments. 
  4. Revision of perks and allowances will be decided by the BSNL Board and will be implemented from the date of signing of the Wage Revision Agreement. ( A committee is already constituted by the Management for the revision of allowances)
  5. HRA revision will be decided by the BSNL Board.
  6. Anomalies and aberrations will be addressed suitably.
  7. The pay scales implemented in this Wage Revision will not form the basis for revision of pay scales in the next Wage Revision.

वेतन संशोधन समिति द्वारा समझौते पर हस्ताक्षर।

वेतन संशोधन समिति की बैठक आज 08-10-2025 को आयोजित हुई और समझौते पर हस्ताक्षर किए गए। BSNLEU और एनएफटीई के सभी सदस्यों ने भाग लिया। समझौते का विवरण निम्नलिखित है : 

1) वेतनमान संलग्न सूची के अनुसार हैं।
2) फिटमेंट, एक्ज़िक्यूटिव्स को दिए जाने वाले फिटमेंट के बराबर होगा।
3) किसी भी कर्मचारी को होने वाली वेतन हानि की भरपाई व्यक्तिगत वेतन देकर की जाएगी, जिसे भविष्य की वेतन वृद्धि में समाहित किया जाएगा।

4) भत्तों  में संशोधन का निर्णय बीएसएनएल बोर्ड द्वारा लिया जाएगा और वेतन संशोधन समझौते पर हस्ताक्षर की तिथि से लागू किया जाएगा। (भत्तों में संशोधन के लिए प्रबंधन द्वारा पहले ही एक समिति गठित की जा चुकी है)

5) एचआरए संशोधन का निर्णय बीएसएनएल बोर्ड द्वारा लिया जाएगा।

6) विसंगतियों और विचलनों का उचित समाधान किया जाएगा।
7) इस वेतन संशोधन में लागू वेतनमान अगले वेतन संशोधन में वेतनमान संशोधन का आधार नहीं बनेंगे।

Severe damage to human lives has been caused in the hilly states of Himachal Pradesh, Uttarakhand, Jammu & Kashmir and West Bengal, since the starting of monsoon rains in June, 2025. 28 people have been killed in North West Bengal due to heavy rains and landslides two days ago. Yesterday, 18 people were killed in Himachal Pradesh, when a bus got trapped in landslide. Similarly, many people have died in the states of Uttarakhand, J&K, Assam, etc. BSNLEU conveys it’s heartfelt condolences for the death of innocent lives, caused due to the natural calamity.

The enthusiastic lunch hour demonstration program organised by AUAB across the country on October 6, 2025, has compelled the BSNL Management to call a negotiation meeting at Corporate Office. The protest was in solidarity with Chennai and Tamil Nadu circles, where the administration's actions were contested. Despite AUAB's efforts to resolve the issue amicably since July 2025, the Management showed indifference. However, the united stance of Executives and Non-Executives during the demonstration forced the Corporate Office to arrange a meeting with AUAB leadership. The meeting, chaired by Director (HR) Dr. Kalyan Sagar Nippani, resulted in the Management assuring needful action on the issues raised. A written commitment was also provided to the leadership, who warned that any violation would lead to intensified struggle. The AUAB's collective action has achieved a significant outcome, demonstrating the power of unity in advocating for employees' rights.

The Recognition period of both BSNLEU and NFTE are expiring on 16.10.2025. Hence, thousands of Non-Executives, who are suffering from the acute problem of stagnation, are expecting for an early settlement of the Wage Revision. The Wage Revision Agreement could have been signed in the meeting held on 17.09.2025 or on 26.09.2025. However, BSNLEU’s two JE nominees in the Wage Revision Committee, played negative role and hence agreement could not be signed. In the name of modifying NE-9 pay scale, they refused to sign the agreement. Finally, they requested to arrange a meeting with the CMD BSNL before the next meeting to be held on 08.10.2025. But, before the meeting with the CMD BSNL could be held, Com.Suresh Kumar, GS, SNATTA, circulated a WhatsApp message on 28.09.2025. In that message he has raised objection not only on the NE-9 pay scale, but on the entire Wage Revision Agreement. Hence, BSNLEU gave a letter to him, requesting to clarify whether the JE comrades in the Wage Revision Committee would sign the Wage Revision Agreement at least in the next meeting to be held on 08.10.2025. But, Com.Suresh Kumar, GS, SNATTA, did not give a positive reply. If the Wage Revision Agreement is not signed on 08.10.2025, the entire Non-Executive employees would face an irreparable loss. Hence, BSNLEU was compelled to replace it’s two JE nominees in the Wage Revision Committee. Had Com.Suresh Kumar, GS, SNATTA, given a positive reply, BSNLEU would not have been compelled to replace the JE comrades from the Wage Revision Committee. Only the irresponsibility and immaturity of the two JE comrades have led to such an undesirable situation. However, now, the SNATTA leadership has started maligning BSNLEU as anti-JE cadre. Hence, it has become the duty of BSNLEU to explain to all the employees what has happened in the Wage Revision Committee. A note on this issue, issued by BSNLEU, is enclosed for the information of all the comrades.
