BSNL Management signed an MoU with the Regional Office of the New India Assurance, for the implementation of Health Insurance Policy for BSNL employees. 17,228 BSNL employees opted for this insurance scheme. However, this scheme is not implemented so far, since the Corporate Office of the New India Assurance has not given approval for the MoU. This is undoubtedly an unethical business practice, by the New India Assurance. Both CMD BSNL and the Director (HR), BSNL, have already taken up this issue with the Chairman of the New India Assurance. However, no result has come so far. Com.P.Abhimanyu, GS, discussed this issue today, with Shri S.P. Singh, GM(Admn.), BSNL Corporate Office. The GM (Admn.) told the General Secretary that, BSNL is making a complaint to the Finance Ministry, on this issue.

बीएसएनएलईयू-BSNLEU की सीईसी-CEC मीटिंग दिनांक 17.10.2021 को ऑनलाइन-Online होगी ।

बीएसएनएलईयू की अखिल भारतीय केंद्र-All India Centre की मीटिंग-Meeting दिनांक 02.10.2021 को ऑनलाइन हुई थी । इस बैठक में निर्णय किया गया है की बीएसएनएलईयू-BSNLEU की सीईसी-CEC मीटिंग-Meeting दिनांक 17.10.2021 के दिन ऑनलाइन-Online आयोजित की जायेगी । इस मीटिंग-Meeting में बीएसएनएलईयू-BSNLEU द्वारा हाल ही में आयोजित कार्यक्रमों की समीक्षा की जाएगी और भविष्य के कार्य कार्यक्रम के लिए भी योजना बनाई जाएगी । सभी सर्किल सचिवों और केंद्रीय पदाधिकारियों से अनुरोध है कि वे मीटिंग में अचूक शामिल हों। इस मीटिंग की अधिसूचना-Notification दिनांक 02.10.2021 को पहले ही जारी कर दी गई है। मीटिंग-Meeting के लिए लिंक-Link वाट्सएप-WhatsApp के माध्यम से सीईसी-CEC सदस्यों को भेजा जाएगा।

बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF की समन्वय समिति-Co-ordination कमिटी के आह्वान के अनुसार कर्मचारियों और पेंशनधारियों की महत्वपूर्ण मांगों के निपटारे की मांग को लेकर कल *दिनांक 05.10.2021 के दिन एसएसए-SSA और बिज़नेस एरिया-Business Area कार्यालयों पर कूच-March का आयोजन किया जाना है। सीएचक्यू-CHQ ने सभी सर्कल-Circle और जिला-District Unions - यूनियनोंसे इस कार्यक्रम को प्रभावी तरीके से आयोजित करने के लिए हर संभव प्रयास करने का आह्वान किया । इस कार्यक्रम में बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF के सभी साथियों को जुटाया जाना चाहिए । सीएचक्यू को रिपोर्ट और फोटो अवश्य भेजें।

मांग की सूची - Charter of Demands 

(1) सार्वजनिक क्षेत्र का निजीकरण बंद करें ।

(2) हर माह की अंतिम तिथि को वेतन वितरित करें ।

(3) बीएसएनएल कर्मचारियों के लिए तीसरा वेतन संशोधन करें ।

(4) वेतन संशोधन से अलग करके पेंशन संशोधन को 15% फिटमेंट के साथ लागू करें ।

(5) लैंडलाइन और ब्रॉडबैंड सेवाओं के रखरखाव की एसएलए आधारित आउटसोर्सिंग को रद्द करें।

(6) सीधे भर्ती किए गए कर्मचारियों को 30% अधिवर्षता लाभ-superannuation Benefits लागू करें ।

(7) विभिन्न एलआईसीई-LICE तुरंत आयोजित करें ।

(8) संविदा-ठेका कर्मियों के बकाया वेतन का तत्काल भुगतान करें ।

(9) पुनर्गठन के नाम पर पदों की संख्या को कम न करें ।

(10) सेवारत और सेवानिवृत्त कर्मचारियों के मेडिकल बिलों को अविलंब निपटाएं ।

(11) ठेका कर्मियों की छंटनी बंद करें और पहले से छंटनी किए गए संविदा कर्मियों को फिर से काम दें। 

(12) दिहाड़ी मजदूरों के लिए 7वीं सीपीसी वेतनमान लागू करें ।

(13) डीआर जेई-DR JE और अन्य कर्मचारियों के नियम 8 तबादलों का निपटारा करें ।

(14) नॉन-एक्ज़ीक्यूटिव कर्मचारियों के लिए ई-1 वेतनमान लागू करें, जिसे बीएसएनएल प्रबंधन समिति द्वारा पहले ही अनुमोदित कर चुका है।

(15) ठहराव-stagnation की समस्या को हल करने के लिए एक नई पदोन्नति नीति-New Promotion Policy लागू करें ।

The AUAB held it’s physical meetings at New Delhi on 23^rd & 25^th September, 2021. Many crucial issues, including BSNL’s failure to launch 4G service, as well as the implementation of the Revival Package for BSNL, were discussed. The meeting expressed it’s extreme unhappiness over the failures of Shri P.K. Purwar, CMD BSNL, in launching the 4G service. Hence, the meeting decided to write a letter to the Hon’ble Minister of Communications. Further, the meeting decided to organise a Twitter Campaign on 06.10.2021, demanding the removal of Shri P.K. Purwar, from the post of CMD BSNL. All the decisions taken in these meetings are communicated through AUAB’s circular dated 27.09.2021. Consequent to this, the BSNL Management has invited the AUAB for discussion on 06.10.2021. All the Directors of BSNL Board, including the CMD BSNL, will participate in this meeting. In view of this, the AUAB has decided to postpone it’s Twitter Campaign, scheduled to be held on 06.10.2021.

The All India Centre meeting of BSNLEU, held online on 02.10.2021, has decided to organise an online meeting of the Central Executive Committee on 17.10.2021. This meeting will review the recent programmes organised by BSNLEU and will also plan for the future action programme. All the circle secretaries and central office bearers are requested to attend the meeting without fail. The notification for this meeting is already issued on 02.10.2021. The link for the meeting will be sent to the CEC members through WhatsApp.

As per the call of the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, March to SSA & Business Area offices are to be organised tomorrow the 05.10.2021, demanding settlement of important demands of the employees. CHQ calls upon all the circle and district unions to take all out efforts to organise this programme in a powerful way. Each and every member of BSNLEU, AIBDPA and BSNLCCWF should be mobilised in this programme. Send report and photos to the CHQ.

Charter of demands.

1. Stop privatisation of the Public Sector.
2. Disburse salary on the last date of every month.
3. Settle 3rd Wage Revision for BSNL employees.
4. Implement Pension Revision with 15% fitment, by delinking from Wage Revision.
5. Scrap the SLA based outsourcing of landline and broadband works.
6. Implement 30% Superannuation Benefits to the Directly Recruited Employees.
7. Immediately hold the various LICEs.
8. Immediately pay the wage arrears of the contract workers.
9. Do not reduce the posts, in the name of “Restructuring”.
10. Settle the medical bills of the serving and retired employees without delay.
11. Stop retrenchment of contract workers and re-engage the already retrenched contract workers.
12. Implement 7thCPC pay scale for the casual labourers.
13. Settle the Rule 8 transfers of the DR JEs and other employees.
14. Implement E1 pay scale for the Non-Executives, as has already been approved by the BSNL Management Committee.
15. Introduce a New Promotion Policy, to solve the problem of stagnation.

BSNLEU conveys it’s best wishes and warm greetings to all the comrades, on the occasion of BSNL’s Foundation Day. BSNLEU, together with other unions and associations has all along struggled to safeguard and strengthen BSNL. As per the Price Index Numbers for industrial workers, released by the Labour Bureau, the IDA has increased by 5.5% w.e.f. 01.10.2021. It must also be noted that, the DPE has not so far issued order for the 3.3% IDA that has become due w.e.f. 01.07.2021.
