Against the indifferent attitude of the BSNL Management towards obtaining Board approval for the Wage Agreement and settlement of Chennai & Tamil Nadu Circle issues, the General Secretaries of the unions and associations have issued a notification to the Management announcing a countrywide agitational programme. It is more than three months since the Wage Agreement has been awaiting approval, but the BSNL Board has not accorded its approval till date. Despite several rounds of discussions held by the unions and associations with the Management, no concrete progress has been made. Further, no action has been initiated to resolve the long-pending issues of the Tamil Nadu and Chennai Circles. In view of this continued inaction, the General Secretaries and representatives of the unions and associations, in their meeting held on 18th December, 2025, unanimously decided to organise an agitational programme on 08th January, 2026. On that day, lunch hour demonstration programmes will be organised by the unions and associations, covering both Executive and Non-Executive cadres, in all Circles and Districts across the country. All Circle and District Secretaries are requested to discuss this matter with the leaders of other unions and associations at their respective levels and ensure maximum mobilisation of members to make the lunch hour demonstration on 08th January, 2026 a grand success.

वेतन समझौते के लिए बोर्ड की मंज़ूरी लेने और चेन्नई और तमिलनाडु सर्कल के मुद्दों को सुलझाने के प्रति BSNL मैनेजमेंट के उदासीन रवैए के खिलाफ, यूनियनों और एसोसिएशनों के जनरल सेक्रेटरी ने मैनेजमेंट को एक नोटिफिकेशन जारी करके देशव्यापी आंदोलन कार्यक्रम की घोषणा की है। वेतन समझौते को मंज़ूरी का इंतज़ार करते हुए तीन महीने से ज़्यादा हो गए हैं, लेकिन BSNL बोर्ड ने आज तक इसे मंज़ूरी नहीं दी है। यूनियनों और एसोसिएशनों द्वारा मैनेजमेंट के साथ कई दौर की बातचीत के बावजूद, कोई ठोस प्रगति नहीं हुई है। इसके अलावा, तमिलनाडु और चेन्नई सर्कल के लंबे समय से लंबित मुद्दों को हल करने के लिए कोई कार्रवाई शुरू नहीं की गई है। इस लगातार निष्क्रियता को देखते हुए, यूनियनों और एसोसिएशनों के जनरल सेक्रेटरी और प्रतिनिधियों ने 18 दिसंबर, 2025 को हुई अपनी बैठक में सर्वसम्मति से 08 जनवरी, 2026 को एक आंदोलन कार्यक्रम आयोजित करने का फैसला किया। उस दिन, यूनियनों और एसोसिएशनों द्वारा देश भर के सभी सर्किलों और जिलों में, एग्जीक्यूटिव और नॉन-एग्जीक्यूटिव दोनों कैडर को शामिल करते हुए, लंच आवर प्रदर्शन कार्यक्रम आयोजित किए जाएंगे। सभी सर्कल और जिला सचिवों से अनुरोध है कि वे अपने-अपने स्तर पर अन्य यूनियनों और एसोसिएशनों के नेताओं के साथ इस मामले पर चर्चा करें और 08 जनवरी, 2026 को लंच आवर प्रदर्शन को बड़ी सफलता दिलाने के लिए सदस्यों की अधिकतम भागीदारी सुनिश्चित करें।

12 फरवरी, 2026 को आम हड़ताल – 09 जनवरी, 2026 को दिल्ली में केंद्रीय ट्रेड यूनियनों का संयुक्त सम्मेलन।

केंद्रीय ट्रेड यूनियनों और स्वतंत्र फेडरेशनों के संयुक्त मंच ने सरकार के प्रतिगामी लेबर कोड लागू करने के फैसले और हमारे देश के कामकाजी वर्ग को प्रभावित करने वाले अन्य ज्वलंत मुद्दों के खिलाफ 12 फरवरी, 2026 को देशव्यापी आम हड़ताल का आह्वान किया है। हड़ताल को सफल बनाने और सरकार की मजदूर विरोधी नीतियों के खिलाफ देशव्यापी अभियान कार्यक्रम आयोजित करने के लिए, 09 जनवरी, 2026 को दिल्ली में एक राष्ट्रीय श्रमिक सम्मेलन आयोजित किया जाएगा। प्रस्तावित हड़ताल और मांगों के चार्टर के संबंध में, श्रमिकों की जानकारी के लिए पहले ही एक प्रेस बयान जारी किया जा चुका है। हमारे देश में ट्रेड यूनियन आंदोलन के हिस्से के रूप में, BSNLEU उठाए गए मांगों और देश की ट्रेड यूनियनों द्वारा तय की गई भविष्य की कार्रवाई को समझने के लिए राष्ट्रीय सम्मेलन में भाग लेगा। त्वरित संदर्भ के लिए प्रेस बयान की एक प्रति इसके साथ संलग्न है।

The Joint Platform of Central Trade Unions and Independent Federations has called for a countrywide General Strike on 12^th February, 2026, against the government’s decision to implement the retrograde Labour Codes and other burning issues affecting the working class of our country. In order to make the strike successful and to organise a nationwide campaign programme against the government’s anti-worker policies, a National Workers’ Convention will be held on 09th January, 2026, at Delhi. In connection with the proposed strike and the charter of demands, a press statement has already been issued for the information of workers. As a part of the trade union movement in our country, BSNLEU will participate in the National Convention to understand the demands raised and the future course of action decided by the trade unions of the country. A copy of the press statement is attached herewith for ready reference.

It was decided in the last online CEC meeting that all Circle Unions should take the initiative to conduct BA-level conventions to create awareness among the members about the latest developments and the present status of our burning issues. CHQ has received information that some Circle Unions have so far conducted one or two BA-level conventions. As the month of December is coming to an end shortly, it has become necessary to review the progress made in this regard. This issue will be reviewed in the next Central Secretariat Meeting scheduled to be held on 11^th January, 2025. In this context, all Circle Secretaries are requested to send a brief report to CHQ on the BA-level conventions already conducted. In case any Circle Union requires additional time to complete the BA-level conventions in all BAs, they are requested to inform CHQ with a clear plan and programme, specifically indicating the proposed schedule for completion. CHQ expects all Circle Secretaries to play an active and responsible role in implementing this important organisational decision.

In response to the call given by BSNLEU CHQ to organise BA-level conventions, the BSNLEU Assam Circle Union has commenced conventions in different districts across the circle. As reported by the Circle Union, massive and enthusiastic BA-level conventions were successfully held at New Bongaigaon on 24 December 2025 and at Jorhat on 27 December 2025. A good number of regular employees and pensioners attended both conventions, reflecting the growing unity and awareness among BSNL employees and pensioners. The BA-level convention at New Bongaigaon was held under the presidentship of Com. Vijoy Thakur. Com. Omkar Bhowmik, CHQ Organising Secretary, addressed the convention and delivered an important and informative speech on key organisational and policy issues. Similarly, at Jorhat, the convention held on 27 December 2025 took place under the presidentship of Comrade Ananta Gogoi, President. Comrade Ajit Kumar Goswami, Vice-President, AIBDPA, and Comrade Jayanta Kumar Choudhury, Circle Secretary, BSNLEU Assam Circle, were among the prominent leaders who addressed the gathering, along with other speakers. In both conventions, the speakers highlighted critical issues affecting BSNL employees and pensioners, including the pending wage agreement, pension revision, the anti-worker provisions of the Four Labour Codes and the continuous attacks on the rights of contract workers. The need for unity, sustained struggle and intensified organisational activities was strongly emphasised. The conventions concluded with a firm resolve to strengthen the organisation at the grassroots level and to intensify collective efforts in line with the decisions and directives of BSNLEU CHQ to achieve the legitimate demands of BSNL employees and pensioners.

As already notified, the Online Central Secretariat meeting will be held on 11.01.2026 (Sunday). The meeting will be presided over by Com. M. Vijayakumar, President. The agenda for the meeting has already been circulated to the CHQ office bearers. All members of the Central Secretariat are hereby requested to attend the meeting punctually. The meeting will commence at 02:00 p.m. sharp.
