We are all well aware that the Central Government is adamant about implementing the Labour Codes. Since 2019, the Central Trade Unions have been continuously organising protests, agitations, and debates against these anti-worker legislations. Despite this sustained resistance, the Central Government has issued notifications for their implementation. Further, on 8th October, the Central Government published the draft policy of Shram Shakti Niti-2025, which is likely to have a serious and far-reaching impact on trade union rights and activities. Both these crucial issues were discussed in detail in our last Online CEC Meeting, and it was unanimously decided to organise a Trade Union Class to educate and equip our frontline leadership on these important subjects. Accordingly, an Online Trade Union Class will be held on 8^th January, 2026 at 6:45 pm. All CHQ office bearers and Circle Secretaries are requested to take necessary initiatives to ensure maximum participation and to make the programme a grand success.

Several burning issues affecting BSNL employees remain unresolved despite repeated discussions with the Management. The last National Council Meeting (NCM) was held on 13.01.2025, followed by the Formal Meeting on 16.07.2025. However, most of the important staff-related issues discussed in these meetings have not been settled so far. In view of this, the General Secretary, BSNLEU, met the Director (HR) and PGM (SR) on 8th December and strongly demanded the convening of the National Council Meeting / Formal Meeting at the earliest to resolve the pending issues. As no concrete action has been taken till date, BSNLEU has once again written to the Director (HR) today, urging him to take immediate and needful action for holding the National Council Meeting / Formal Meeting without further delay, in the interest of employees and industrial harmony.

श्री अमित अग्रवाल ने दूरसंचार विभाग के सचिव का पदभार संभाला।
वरिष्ठ आईएएस अधिकारी, श्री अमित अग्रवाल ने 1 जनवरी, 2026 को दूरसंचार विभाग (DoT) के सचिव का पदभार संभाला। यह नियुक्ति नवंबर 2025 में कैबिनेट की नियुक्ति समिति द्वारा अनुमोदित एक बड़े नौकरशाही फेरबदल के बाद हुई है। उन्होंने नीरज मित्तल का स्थान लिया है, जिन्हें पेट्रोलियम और प्राकृतिक गैस मंत्रालय का सचिव नियुक्त किया गया है। छत्तीसगढ़ कैडर के 1993 बैच के आईएएस अधिकारी अग्रवाल आईआईटी कानपुर के पूर्व छात्र हैं। इस नियुक्ति से पहले, उन्होंने फार्मास्यूटिकल्स विभाग में सचिव के रूप में कार्य किया है, और UIDAI के सीईओ और इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय (MEITY) में अतिरिक्त सचिव सहित प्रमुख पदों पर रहे हैं। दूरसंचार सचिव के रूप में, अग्रवाल 5G और 6G विस्तार, स्पेक्ट्रम प्रबंधन, और सार्वजनिक क्षेत्र की दूरसंचार इकाइयों बीएसएनएल और एमटीएनएल के पुनरुद्धार जैसी रणनीतिक प्राथमिकताओं की देखरेख करेंगे। उम्मीद है कि उनका कार्यकाल जून 2030 तक जारी रहेगा।

BSNLEU की ओर से संदेश - नए साल की शुभकामनाएँ – 2026 

आज  1 जनवरी है, नए साल 2026 की शुरुआत। जैसे ही हम इस नए साल में कदम रख रहे हैं, हम 2025 को उसकी सभी यादों, संघर्षों और महत्वपूर्ण घटनाओं के साथ याद करते हैं जिन्होंने हमारी यात्रा को आकार दिया। नया साल हमें अपने जीवन में, और खासकर बीएसएनएल के लिए नए लक्ष्य हासिल करने की नई उम्मीद और दृढ़ संकल्प देता है। आने वाले साल में, हम बीएसएनएल को मजबूत करने और बीएसएनएल कर्मचारियों के हितों की मज़बूती से रक्षा करने के लिए अपने संघर्षों को और तेज़ करेंगे। आइए, केंद्र सरकार की मज़दूर-विरोधी और कॉर्पोरेट-समर्थक नीतियों के खिलाफ मज़दूर वर्ग के एकजुट संघर्षों को और मजबूत करें। एकता, एकजुटता और सामूहिक कार्रवाई हमारी ताकत बनी रहेगी। आत्मविश्वास और प्रतिबद्धता के साथ, आइए हम सब मिलकर आगे बढ़ें। नया साल 2026 मुबारक हो!

Senior IAS officer, Shri Amit Agrawal, assumed office as the Secretary of the Department of Telecommunications (DoT) on January 1, 2026, following a major bureaucratic reshuffle approved by the Appointments Committee of the Cabinet in November 2025. He succeeds Neeraj Mittal, who has been appointed Secretary of the Ministry of Petroleum and Natural Gas. A 1993-batch IAS officer of the Chhattisgarh cadre, Agrawal is an alumnus of IIT Kanpur. Prior to this appointment, he served as Secretary, Department of Pharmaceuticals, and has held key positions including CEO of UIDAI and Additional Secretary in the Ministry of Electronics and Information Technology (MEITY). As Telecom Secretary, Agrawal will oversee strategic priorities such as 5G and 6G expansion, spectrum management, and the revival of public sector telecom units BSNL and MTNL. His tenure is expected to continue until June 2030.

Let us intensify the struggle against the BJP government’s decisions that aim to destroy BSNL and curtail the democratic rights of the toiling people of our country. With unity and determination, we shall continue to defend public sector institutions and the rights of workers. Unity is our strength. Struggle is our path.

Today is January, the beginning of a new year—2026. As we step into this new year, we remember 2025 with all its memories, struggles, and important incidents that shaped our journey. The New Year gives us renewed hope and determination to achieve new goals in our lives, and especially for BSNL. In the coming year, we shall intensify our struggles to strengthen BSNL and firmly protect the interests of BSNL employees. Let us further strengthen the united struggles of the working class against the anti–working-class and pro-corporate policies of the central government. As per Consumer Price Index numbers released by Labour Bureau on 31-12-2025, IDA Rate on 2007-Pay-Scale & Pension is likely to increse by 3.5% w.e.f. 1st January 2026 i.e. 233.2% (existing) + 3.5% (increase) = 236.7% (from January'26). Will come into effect for BSNL Pensioners only after DPE issues necessary orders.
