बजट में कटौती से कॉन्ट्रैक्ट कर्मचारियों की छंटनी, बीएसएनएलसीसीडब्ल्यूएफ ने 7 जनवरी को देशव्यापी विरोध प्रदर्शन किया।

BSNL कॉर्पोरेट ऑफिस के ऑपरेशन और मेंटेनेंस (O&M) बजट में कटौती के फैसले से कई सर्किलों में कॉन्ट्रैक्ट कर्मचारियों की बड़े पैमाने पर छंटनी हुई है। सर्किल हेड्स की मीटिंग के दौरान, स्टाफ लागत में कमी पर चर्चा के बाद सीबीबी सेक्शन ने बजट में कटौती के आदेश जारी किए, जिससे सर्किलों को कॉन्ट्रैक्ट लेबर पर खर्च में भारी कमी करनी पड़ी। इसके परिणामस्वरूप, इलेक्ट्रिकल विंग्स, हाउसकीपिंग और सिक्योरिटी जैसी ज़रूरी सेवाओं में लगे कॉन्ट्रैक्ट कर्मचारियों पर इसका बुरा असर पड़ा है। पहले की कटौतियों के बाद भी, फाइनेंस सेक्शन ने 08.12.2025 को एक और आदेश जारी किया, जिससे कॉन्ट्रैक्ट कर्मचारियों की सैलरी में और कमी की गई और कैज़ुअल मज़दूरों को महंगाई भत्ता (DA) देना बंद कर दिया गया। इससे इन कर्मचारियों की पहले से ही खराब हालत और बिगड़ गई है। बीएसएनएलसीसीडब्ल्यूएफ ने नवंबर 2025 में हुई अपनी सेंट्रल सेक्रेटरीज़ की मीटिंग में इन चिंताजनक घटनाओं की समीक्षा की और 7 जनवरी 2025 को देशव्यापी विरोध दिवस मनाने का फैसला किया। इस फैसले के अनुसार, केरल, हरियाणा, तमिलनाडु, पश्चिम बंगाल, त्रिपुरा और कोलकाता सहित कई सर्किलों में कॉन्ट्रैक्ट और कैज़ुअल कर्मचारियों द्वारा सफलतापूर्वक प्रदर्शन आयोजित किए गए। बीएसएनएलसीसीडब्ल्यूएफ द्वारा डायरेक्टर (मानव संसाधन), प्रिंसिपल जनरल मैनेजर  (Estt), और प्रिंसिपल जनरल मैनेजर  (Admn) को बार-बार ज्ञापन सौंपने के बावजूद, अब तक कोई ठोस राहत नहीं मिली है। मैनेजमेंट की लगातार अनदेखी और कॉन्ट्रैक्ट और कैज़ुअल कर्मचारियों की बिगड़ती हालत को देखते हुए बीएसएनएलसीसीडब्ल्यूएफ ने संघर्ष को और तेज़ करने का फैसला किया है। अगले कदम के तौर पर, यूनियन चीफ लेबर कमिश्नर और स्टैंडिंग कमेटी के चेयरमैन से संपर्क करेगी, ताकि प्रभावित कॉन्ट्रैक्ट और कैज़ुअल कर्मचारियों की आजीविका और अधिकारों की रक्षा के लिए उनके तत्काल हस्तक्षेप की मांग की जा सके।

CHQ has given a call to organise the BA level convention in all circles for the awareness of the members regarding the present situation and developments also. The matter was discussed in the CoC meeting of Tamil Nadu circle held on 2^nd January, 2026, and now, it has been decided to hold the OA-level conventions across the Circle from 7^th January to 29^th January 2026. The Kumbakonam OA Convention was held on 7^th January 2026 at the Telephone Exchange, under the presidentship of Com. K. Manivannan, DS, AIBDPA. The convention was addressed by Com. M. Syed Edhries, CS, TNTCWU, Com. M. Gurusamy, COS, AIBDPA and Com. A. Babu Radhakrishnan, CVP, BSNLEU. Similarly, the Coimbatore OA Convention was held on 8th January 2026 at the Telephone Exchange premises, under the presidentship of Com. N. Babu, DP, BSNLEU. The convention was addressed by Com. M. Syed Edhries, CS, TNTCWU, Com. A. Kudiarasu, AGS, AIBDPA and Com. A. Babu Radhakrishnan, CVP, BSNLEU. More than 80 comrades participated in each of the above conventions, reflecting strong enthusiasm and organisational strength at the OA level.

BSNL में जाति स्थिति सत्यापन से संबंधित महाराष्ट्र सर्कल की समस्या – सीएचक्यू  ने तत्काल हस्तक्षेप के लिए सीएमडी बीएसएनएल को पत्र लिखा।

महाराष्ट्र सर्कल में जाति स्थिति सत्यापन से संबंधित मुद्दा एक गंभीर और लंबे समय से चली आ रही समस्या बन गया है, जिससे बीएसएनएल के सेवारत कर्मचारियों और पेंशनभोगियों दोनों को गंभीर कठिनाई हो रही है। इस मुद्दे का समाधान न होने के कारण बड़ी संख्या में कर्मचारियों को अनुचित उत्पीड़न और वैध सेवा और सेवानिवृत्ति लाभों से वंचित होना पड़ रहा है। BSNLEU ने 13.01.2025 को हुई नेशनल काउंसिल की बैठक में इस मामले को उठाया था, जिसके दौरान प्रबंधन ने आश्वासन दिया था कि इस मुद्दे को हल करने के लिए कॉर्पोरेट कार्यालय द्वारा उचित दिशानिर्देश जारी किए जाएंगे। इसके बाद, 16.07.2025 को निदेशक (मानव संसाधन) के साथ औपचारिक बैठक में इस मामले को फिर से याद दिलाया गया। सर्कल स्तर पर भी, सर्कल यूनियन द्वारा सीजीएम, महाराष्ट्र सर्कल के साथ बैठकों में इस मुद्दे को बार-बार उठाया गया। हालांकि, बार-बार चर्चा और आश्वासनों के बावजूद, कॉर्पोरेट कार्यालय अब तक सीजीएम, महाराष्ट्र सर्कल को विशिष्ट और स्पष्ट दिशानिर्देश जारी करने में विफल रहा है, जिसके परिणामस्वरूप प्रभावित कर्मचारियों और पेंशनभोगियों के लिए अनिश्चितता और पीड़ा बनी हुई है। इस मुद्दे की गंभीरता और लंबे समय से हो रही देरी को देखते हुए, BSNLEU सीएचक्यू  ने अब सीएमडी, बीएसएनएल को पत्र लिखकर उनके तत्काल हस्तक्षेप की मांग की है ताकि यह सुनिश्चित किया जा सके कि बिना किसी और देरी के आवश्यक निर्देश जारी किए जाएं, ताकि इस लंबे समय से चली आ रही समस्या से प्रभावित कर्मचारियों और पेंशनभोगियों को राहत मिल सके।

ट्रेड यूनियनों ने 12 फरवरी 2026 को आम हड़ताल का आह्वान किया।
दस केंद्रीय ट्रेड यूनियनों (CTUs) ने 9 जनवरी 2026 को एचकेएस भवन, नई दिल्ली में आयोजित एक राष्ट्रीय श्रमिक सम्मेलन में चार श्रम संहिताओं को लागू करने के खिलाफ 12 फरवरी, 2026 को देशव्यापी आम हड़ताल का आह्वान किया है। सम्मेलन में दस CTUs और अन्य स्वतंत्र यूनियनों के नेताओं और सदस्यों ने बड़ी संख्या में भाग लिया। मांगों का एक चार्टर सर्वसम्मति से अपनाया गया और वक्ताओं ने श्रमिक वर्ग से मजदूर विरोधी श्रम नीतियों के खिलाफ एकजुट होने का आह्वान किया। सम्मेलन ने श्रम संहिताओं को तुरंत रद्द करने की मांग की और सरकार द्वारा उनके तहत नियमों को अधिसूचित करने के कदम का विरोध किया। CTUs ने चेतावनी दी कि श्रम संहिताओं को लगातार लागू करने से संघर्ष तेज होंगे, जिसमें कई दिनों या अनिश्चितकालीन आम हड़तालें और क्षेत्रीय प्रतिरोध कार्रवाई शामिल हैं। घोषणा में कहा गया कि श्रम संहिताएं बढ़ती बेरोजगारी, सार्वजनिक क्षेत्र के उपक्रमों के निजीकरण, लोकतांत्रिक अधिकारों के क्षरण, मूल्य वृद्धि, और शिक्षा और स्वास्थ्य सेवा के व्यावसायीकरण के बीच ट्रेड यूनियनों और श्रमिकों के अधिकारों को कमजोर करती हैं। किसान संगठनों के प्रति भी एकजुटता व्यक्त की गई। साथी  अनिमेष मित्रा, महासचिव, BSNLEU, ने हरियाणा, उत्तर प्रदेश (पश्चिम) और महाराष्ट्र के साथियों के साथ सम्मेलन में भाग लिया। BSNLEU ने श्रम संहिताओं के खिलाफ अभियान गतिविधियां शुरू की हैं। भागीदारी की कार्यप्रणाली आगामी सचिवालय और सीईसी बैठकों में अंतिम रूप दी जाएगी।

The Extended Circle Working Committee (CWC) meeting of BSNLEU, NE-II Circle was held on 10^th January at Imphal, Youth Hostel, with enthusiastic participation from members of Manipur, Nagaland and Arunachal Pradesh. CEC members, general members and leaders of AIBDPA, SNEA, BSNLCCWF and CITU attended and addressed the gathering. Com. R. K. Das, President, presided over the meeting. Senior leaders Com. L. Saheb Singh and Com. K. Singh highlighted the vital role of BSNLEU in strengthening the organisation in the NE-II Circle, leading to the enrolment of around 30 new members. The meeting was greeted by Com. Ksh. Santa Singh, Secretary, Manipur CITU State Committee, Com. M. Kulla Singh, CS, AIBDPA NE-2, Com. Arup Bargohen, CS, BSNLCCWF, NE-II, Com. S. Rajendra Mutei, District Secretary, SNEA and Com. W. Dinesh Singh, AGM, Manipur BA. At the outset, Com. L. Suchandra Singh, Circle Secretary, placed the draft report before the CEC. District Secretaries Com. Jiten Gogoi (Nagaland), Com. Jirli Ngomdri (Arunachal Pradesh), and Com. P.K. Brighter (Manipur) spoke on ground-level issues concerning BSNL services and role of the management. Addressing the gathering, Com. Animesh Mitra, General Secretary, spoke on the challenges faced by BSNL, delay in wage settlement, Labour Codes, Shram Shakti NITI-2025, pension issues, outsourcing policy and called for participation in the 12 July General Strike. Nearly 100 members, including employees, pensioners, casual labourers and District Secretaries from the three BAs, attended the open session. The meeting stressed unity, collective struggle and organisational strengthening to safeguard BSNL and protect employees’ interests.

As per the call given by the CHQ, BSNLEU, a BA-level Convention was successfully conducted by the Coordination Committee of BSNLEU, AIBDPA, and the Casual Contract Workers Federation on 11-01-2026 at the Conference Hall, GM Office, BSNL, Nalgonda. The Convention was presided over by Com. B. Naresh Kumar, District President, BSNLEU. A large number of members from BSNLEU and AIBDPA participated, reflecting strong unity and enthusiasm among the employees. Com. G. Sambasiva Rao, Circle Secretary, BSNLEU, Telangana Circle, addressed the gathering and briefed the members on important issues such as the 3rd Wage Revision, Pension Revalidation Act, the anti-worker policies of the Government, the adverse impact of the four Labour Codes, and the significance of the General Strike on 12th February. Com. B. Paripurnachari, Circle Secretary, Casual Contract Workers Federation, Telangana Circle, explained in detail the four Labour Codes implemented by the Central Government and highlighted how these Codes are highly detrimental to the interests of workers, particularly contract and casual employees. The Convention was also addressed by Com. M. Susheelkumar, Acting Circle Secretary, BSNLEU; Com. R. Narasimha, District Secretary, BSNLEU, Nalgonda; Com. Ch. Srinivasarao, District Secretary, BSNLEU, Khammam; and local CITU leaders, who emphasized unity and collective struggle. Finally, the Convention unanimously resolved to submit a memorandum to the GM, BSNL, Nalgonda, highlighting various local staff problems and demanding their immediate settlement. The Convention also resolved to make the General Strike on 12th February a grand success with the active and wholehearted participation of BSNL employees in Nalgonda BA.

The decision of the BSNL Corporate Office to curtail the Operation & Maintenance (O&M) budget has led to large-scale retrenchment of contract workers across various circles. During the Circle Heads’ meeting, discussions on staff cost reduction resulted in the CBB Section issuing orders for budget curtailment, forcing circles to drastically reduce expenditure on contract labour. As a consequence, contract workers engaged in essential services such as Electrical Wings, Housekeeping, and Security have been severely affected. Even after earlier reductions, the Finance Section issued another order on 08.12.2025, further reducing the wages of contract workers and discontinuing the payment of Dearness Allowance (DA) to casual labourers. This has aggravated the already precarious condition of these workers. The BSNLCCWF reviewed these alarming developments in its Central Secretaries’ meeting held in November 2025 and decided to observe a nationwide protest day on 7th January 2025. In accordance with this decision, demonstrations were successfully organised by contract and casual workers in several circles, including Kerala, Haryana, Tamil Nadu, West Bengal, Tripura, Maharashtra and Kolkata. Despite repeated representations submitted by BSNLCCWF to the Director (HR), PGM (Estt), and PGM (Admn), no concrete relief has been forthcoming so far. In view of the continued apathy of the management and the worsening condition of contract and casual workers, the BSNLCCWF has decided to intensify the struggle. As part of the next course of action, the union will approach the Chief Labour Commissioner and the Chairman of the Standing Committee, seeking their immediate intervention to protect the livelihood and rights of the affected contract and casual workers.

Ten Central Trade Unions (CTUs), at a National Workers’ Convention held on 9^th January 2026 at HKS Bhawan, New Delhi, have called for a countrywide General Strike on 12^th February, 2026 against the implementation of the four Labour Codes. The convention witnessed large participation from leaders and members of ten CTUs and other independent unions. A Charter of Demands was unanimously adopted, and speakers called upon the working class to unite against anti-worker labour policies. The convention demanded the immediate repeal of the Labour Codes and opposed the Government’s move to notify the Rules under them. The CTUs warned that continued implementation of the Labour Codes would lead to intensified struggles, including multiple-day or indefinite General Strikes and sectoral resistance actions. The declaration noted that the Labour Codes weaken trade unions and workers’ rights amid rising unemployment, privatisation of PSUs, erosion of democratic rights, price rise, and the commercialisation of education and healthcare. Solidarity was also expressed with farmers’ organisations. Com. Animesh Mitra, General Secretary, BSNLEU, participated in the convention along with comrades from Haryana and UP (West). BSNLEU has initiated campaign activities against the Labour Codes. The modalities of participation will be finalised in the forthcoming Secretariat and CEC meetings.
